കരാറുകാരന്റെ ക്ലാസ്—'ബി'യും അതിനുമുകളിലും.

കേരള ഗവർണ്ണർക്കുവേ≠ി ഹാർബർ എഞ്ചിനീയറിംഗ് മദ്ധ്യമേഖല സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, എറണാകുളം താഴെപ്പറയുന്ന പ്രവൃത്തിക്ക് സംസ്ഥാന പൊതുമരാമത്തു വകുപ്പ്, ജലവിഭവ വകുപ്പ്, കേന്ദ്ര പൊതുമരാമത്തു വകുപ്പ് എന്നിവയിൽ രജിസ്ട്രേഷനുള്ള കരാറുകാർ/സ്ഥാപനങ്ങൾ എന്നിവരിൽനിന്നും മുദ്രവച്ച കവറുകളിൽ മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ രജിസ്ട്രേഡ് തപാൽ അഥവാ സ്പീഡ് പോസ്റ്റ് (ഇൻഡ്യാപോസ്റ്റ്) മുഖാന്തിരം ക്ഷണിച്ചുകൊള്ളുന്നു. കൊറിയർ സർവ്വീസുകൾ മുഖേന ലഭിക്കുന്ന ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം വൈകുന്നേരം 3 മണി വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് പ്രമാണത്തോടൊപ്പം ` 100 വിലയ്ക്കുള്ള മുദ്രപ്പത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ഒപ്പിട്ട് സമർപ്പിക്കേ≠തും അതോടൊപ്പം തന്നെ സൂപ്ര≠ിംഗ് എഞ്ചിനീയർ, ഹാർബർ എഞ്ചിനീയറിംഗ് സെൻട്രൽ സർക്കിൾ, എറണാകുളം, കൊച്ചി എന്ന പേരിൽ ആവശ്യമായ നിരതദ്രവ്യം നിയമപ്രകാരം കെട്ടിവച്ചതിന്റെ രേഖ അടക്കം ചെയ്യേ≠തുമാണ്. അപ്രകാരം ചെയ്യാത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ദർഘാസുകൾ സ്വീകരിക്കുന്ന അവസാന ദിവസം വൈകുന്നേരം 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം അധികാരപ്പെടുത്തിയിട്ടുള്ള പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസിന്റെ ഫേം പിരീഡ് ദർഘാസ് തുറക്കുന്ന ദിവസം മുതൽ 4 മാസം ആയിരിക്കും. കേരള പൊതുമരാമത്ത് വകുപ്പിലെ ദർഘാസ് സംബന്ധമായ എല്ലാ നിബന്ധനകളും ദർഘാസ് പരിഗണനയ്ക്കുള്ള മറ്റ് അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. സർക്കാർ ഉത്തരവ് (ആർ റ്റി.) 255/2004/എഫ്. & പി. ഡി. നമ്പരിലെ 29-6-2004-ലെ സർക്കാർ ഉത്തരവും അനുബന്ധ ഉത്തരവുകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾക്കുള്ള അപേക്ഷയോ പൂരിപ്പിച്ച് സമർപ്പിക്കുന്ന ദർഘാസ് പ്രമാണങ്ങളോ യാതൊരു കാരണവും കാണിക്കാതെ തന്നെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ആളിൽ നിക്ഷിപ്തമാണ്. ദർഘാസുകളുടെ സൂക്ഷ്മ പരിശോധനയിൽ ദേശീയ സുരക്ഷയ്ക്കും പ്രതിരോധത്തിനും പ്രത്യേക പരിഗണന നൽകുന്നതാണ്.

The Superintending Engineer, Harbour Engineering Central Circle, Ernakulam for and on behalf of the Governor of Kerala invite competitive tenders in sealed covers for the following work from registered contractors/firms of State P.W.D., Irrigation Department, Central Public Works Department through Registered Post or Speed Post of India Post. The tenders submitted through courier service will not be considered.

The tender forrms can be had from the office of the undersigned on all working days from 14-5-2014 to 19-5-2014 during working hours in between 10.15 a.m. to 3 p.m. and up to 1 p.m. on 20-5-2014 on application in writing proving the eligibility and on payment of cost and VAT. Tenders for the work shall be submitted in sealed cover with superscription of the name of work on or before 3 p.m. on 26-5-2014 to the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18. Tenders received after 3 p.m. on 26-5-2014 due to postal delay or on any other reasons will not be considered. Department will not be responsible for any such delays. If the last date of receipt of tender happens to be holiday, tender will be accepted up to 3 p.m. on the next working day. Preliminary Agreement signed in Kerala Stamp Paper worth ` 100 and document for required EMD pledged in favour of the Superintending Engineer, Harbour Engineering Central Circle, Ernakulam-18 are also to be submitted along with the tender. The tender submitted without preliminary agreement and required EMD will be rejected outright. The tenders will be opened at 3. 30. p.m. on the last date of receipt of tender in the presence of tenderers/authorized agents present at the time. The firm period of the tender shall be four months from the date of opening of the tender. All the conditions in the Kerala PWD and all other conditions prevailing for consideration of tenders will be applicable to these tenders also. Government Order No. (RT) 255/2004/F&PD dated 29-6-2004 and allied orders will be applicable for these tenders. The undersigned reserves the right to reject the application for issuance of tender forms and also the submitted tender of any tenderer without assigning any reason. While evaluating tenders, regard would be paid to national defence and security consideration.
