കേരള ഗസ്റ്റ് നമ്പർ 49, തീയതി 10-12-2013 പ്രകാരം കേരള വനം വകുപ്പിലെ തടിയും മറ്റ് വന വിഭവങ്ങളും ദർഘാസ്/ ലേലം വഴി വിറ്റഴിക്കുന്നതിനുള്ള ദർഘാസ്/ലേല തീയതികളും വ്യവസ്ഥകളും സർക്കാർ ഗസറ്റിൽ വി⁄ാപനം ചെയ്യുകയു ≠ായി. കൂടാതെ ദർഘാസ്/ലേല വ്യവസ്ഥയിൽ സർക്കാർ നിർദ്ദേശമനുസരിച്ച് കേരള ഗസ്റ്റ് നമ്പർ 8, തീയതി 25-2-2014 പ്രകാരം മറ്റ് പൊതു വ്യവസ്ഥകൾ എന്നതിൽ 'എച്ച്' ആയി ഒരു പുതിയ വ്യവസ്ഥ കൂടി ഉൾപ്പെടുത്തി പ്രസിദ്ധീകരിച്ചിട്ടു≠്. എന്നാൽ പുനലൂർ തടി വിൽപ്പന വിഭാഗം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ 18-6-2014-ലെ എ3-1782/13 എന്ന നമ്പർ കത്തിലൂടെ കടക്കാമൺ സർക്കാർ തടി ഡിപ്പോയിൽ തടിയുടെ ലഭ്യതയുടെ അടിസ്ഥാനത്തിൽ പ്രത്യേക ലേലം നടത്തേ≠ തിന്റെ ആവശ്യകത അറിയിച്ചിട്ടു≠്. അതനുസരിച്ച് സംരക്ഷണ വിഭാഗം അഡീഷണൽ പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ പ്രൊ.5-43797/13 തീയതി 30-6-2014 പ്രകാരം 2014 ആഗസ്റ്റ് 21-ന് കടക്കാമൺ സർക്കാർ തടി ഡിപ്പോയിൽ പ്രത്യേക ദർഘാസ്/ലേലം നടത്തുന്നതിനുള്ള അനുവാദം നൽകിയിട്ടു≠്.

നിലവിൽ അനുവദിച്ച ദർഘാസ്/ലേല തീയതി — ഇല്ല.

അധികമായി അനുവദിച്ച ദർഘാസ്/ലേല തീയതി — 21-8-2014.

മുകളിൽ പരാമർശിക്കുന്ന തീയതിയിലെ ദർഘാസ്/ ലേലത്തിന് 10-12-2013, 25-2-2013 എന്നീ തീയതികളിലെ കേരള ഗസ്റ്റ് നമ്പർ 49 & 8 എന്നിവയിൽ പ്രസിദ്ധീകരിച്ച ദർഘാസ്/ ലേല വ്യവസ്ഥകൾ ബാധകമായിരിക്കുന്നതാണ്.

വനം വകുപ്പാസ്ഥാനത്ത് സൂക്ഷിച്ചിട്ടുള്ള പഴയ ഫർണിച്ചറുകൾ ലേലം/ദർഘാസ് ചെയ്ത് വിൽക്കുന്നതിനായി താല്പര്യമുള്ള വ്യ‡ികളിൽനിന്നും മുദ്രവച്ച ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസ് ഫോറങ്ങൾ ലേല ദിവസം ഉച്ചയ്ക്ക് ഒരു മണിവരെ നി›ിത വിലയും നികുതിയും ഒടുക്കി ഈ ഓഫീസിൽനിന്നും വാങ്ങാവുന്നതാണ്. പൂരിപ്പിച്ചതും പ്രത്യേകം മുദ്ര വച്ചതുമായ ദർഘാസുകൾ നി›ിത നിരതദ്രവ്യത്തോടൊപ്പം 29-7-2014-ാം തീയതി ഒരു മണിവരെ ഈ ഓഫീസിൽ സ്വീകരി ക്കുന്നതും അന്നേദിവസം പകൽ 3 മണിക്ക് ലേലത്തിനായി ഹാജരായിട്ടുള്ളവരേയും ദർഘാസ് സമർപ്പിച്ചിട്ടുള്ളവരേയും മാത്രം പങ്കെടുപ്പിച്ച് ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ (എൻ.സി.) (എസ്റ്റേറ്റ് ഓഫീസർ) അദ്ദേഹം അധികാരപ്പെടു ത്തുന്ന ഉദ്യോഗസ്ഥനോ എസ്റ്റേറ്റ് ഓഫീസിൽ വച്ച് പരസ്യമായി ലേലം ചെയ്യുന്നതും അതിനുശേഷം പ്രസ്തുത ലേലത്തിന് സന്നിഹിതരായിട്ടുള്ളവരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും. ലേലത്തിലോ ദർഘാസിലോ ഏതാണോ കൂടുതൽ തുക ലഭിക്കുന്നത് ടി തുക വാഗ്ദാനം ചെയ്ത വ്യ‡ിയുടെ പേരിൽ ദർഘാസ്/ലേലം ഉറപ്പിക്കുന്നതാണ്.

താല്പര്യമുള്ളവർക്ക് പഴയ ഫർണീച്ചറുകൾ സൂക്ഷിച്ചിരിക്കുന്ന സ്ഥലത്തുവച്ച് ബന്ധപ്പെട്ട അധികാരികളുടെ അനുവാദത്തോടെ സാധനങ്ങൾ പരിശോധിച്ച് ബോദ്ധ്യപ്പെടാവുന്നതാണ്.

പഴയ ഫർണിച്ചറുകളുടെ വിവരങ്ങൾ

തടികൊ≠ുള്ളതും ലോഹം കൊ≠ുള്ളതുമായ ഫർണീച്ചറുകൾ — 84 എണ്ണം.

നിരതദ്രവ്യം — ` 1,500. ദർഘാസ് സമർപ്പിക്കുന്നവർ/ ലേലത്തിന് പങ്കെടുക്കുന്നവർ കെട്ടിവയ്ക്കേ≠താണ്.

ദർഘാസ് ഫോറത്തിന്റെ വില — ` 400 + വാറ്റ്.

ലേലത്തീയതിയും സമയവും — 29-7-2014, 3 മണി.

ലേല ദിവസം പൊതു അവധിയായി പ്രഖ്യാപിച്ചാൽ അടുത്ത പ്രവൃത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്നതാണ്. മറ്റേതെങ്കിലും കാരണത്താൽ ലേലം മാറ്റിവയ്ക്കേ≠ിവന്നാൽ തൊട്ടടുത്ത പ്രവൃത്തിദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തു ന്നതായിരിക്കും. ലേല നിബന്ധനകളിൽ മാറ്റം ഉ≠ാകുന്നതല്ല.

ദർഘാസ് സംബന്ധിച്ച് പൊതു നിബന്ധനകൾ 2001 ജനുവരി 30-ലെ കേരള ഗസറ്റിൽ വാല്യം 46, പാർട്ട് III, പേജ് 48, 49-ൽ പ്രസിദ്ധീകരിച്ചിരിക്കുന്നത് ഇതിന് ബാധകമാണ്.

ഏതെങ്കിലും കാരണവശാൽ 29-7-2014-ൽ ലേലം/ദർഘാസ് നടക്കാതെ വന്നാൽ 4-8-2014-ൽ പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്നതായിരിക്കും. ലേല നിബന്ധനകളിൽ മാറ്റം ഉ≠ാകുന്നതല്ല.

നിബന്ധനകൾ

1. ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ/ലേലത്തിൽ പങ്കെടു ക്കുന്നവർ അവരെ തിരിച്ചറിയുന്നതിന് ബന്ധപ്പെട്ട വില്ലേജ് ഓഫീസർ നൽകിയ സർട്ടിഫിക്കറ്റ്/ഇലക്ഷൻ കമ്മീഷൻ നൽകിയിട്ടുള്ള തിരിച്ചറിയൽ കാർഡ്, പാസ്പോർട്ട് എന്നിവയിൽ ഏതെങ്കിലും ഒന്നിന്റെ സാക്ഷ്യപ്പെടുത്തിയ ഫോട്ടോകോപ്പി ഹാജരാക്കേ≠താണ്. ഹാജരാക്കുന്ന സർട്ടിഫിക്കറ്റിന്റെ അസ്സൽ പരിശോധനയ്ക്കുവേ≠ി ലഭ്യമാക്കേ≠താണ്.

2. ദർഘാസ്/ലേലം സ്വീകരിക്കുന്നതിനും നിരാകരിക്കു ന്നതിനുമുള്ള അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമായിരിക്കും.

3. ദർഘാസുകൾ നിർദ്ദിഷ്ട സ്ഥലത്തും സമയത്തും ഹാജരാക്കേ≠താണ്. നി›ിത സമയം കഴിഞ്ഞ് ലഭിക്കുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

4. വിജയിയായ ദർഘാസുകാരൻ/ലേലക്കാരൻ ലേലത്തുക ` 10,000-ൽ കുറവാണെങ്കിൽ മുഴുവൻ തുകയും ലേലത്തുക ` 10,000-ൽ കൂടുതലാണെങ്കിൽ ലേലത്തുകയുടെ പകുതി (കുറഞ്ഞത് ` 10,000) ലേലദിവസം തന്നെ ഒടുക്കേ≠താണ്.

ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തിയതായി ഉത്തരവ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി തുകയും നിയമാനുസൃതമായ നികുതികളും ഒടുക്കി ഫർണീച്ചറുകൾ നീക്കം ചെയ്യേ≠താണ്.

നി›ിത ദിവസത്തിനകം ബാക്കി തുകയും നികുതികളും ഒടുക്കി സാധനങ്ങൾ നീക്കം ചെയ്യാനാകാത്ത സാഹചര്യത്തിൽ/ ലേലക്കാരന്റെ അപേക്ഷയുടെ അടിസ്ഥാനത്തിൽ ടി ബാക്കി തുകയോടൊപ്പം 18% പലിശയും, ` 20 തറ വാടകയുംകൂടി ഒടുക്കി തുടർന്നുള്ള 15 ദിവസത്തിനകം സാധനങ്ങൾ നീക്കം ചെയ്യുന്നതിന് അനുവദിക്കുന്നതാണ്. അപ്രകാരമുള്ള സമയ പരിധിക്കകവും സർക്കാരിലേക്ക് തുക ഒടുക്കി സാധനങ്ങൾ നീക്കം ചെയ്യാത്തപക്ഷം ടി പഴയ ഫർണീച്ചറുകൾ ലേലക്കാരന്റെ/ ദർഘാസുകാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ദർഘാസ്/ പുനർ ലേലം അടിസ്ഥാനത്തിൽ വിൽക്കുന്നതായിരിക്കും. വനം വകുപ്പിൽ കാലാകാലങ്ങളിൽ നിലവിലുള്ള ദർഘാസ്/ലേല നിബന്ധനകൾ ഇതിനും ബാധകമായിരിക്കും.

കേരള വനം വകുപ്പിലെ കോന്നി ഡിവിഷനിൽപ്പെട്ട നടുവത്തുമൂഴി റെയ്ഞ്ചിൽ താഴെ ചേർത്തിരിക്കുന്ന പ്രവൃത്തിക്ക് അടങ്കൽ തുകയുടെ 40%-ലും അധികമായ തുക അടങ്കൽ തുകയുള്ള സമാന സ്വഭാവമുള്ള ഒരു പ്രവൃത്തിയെങ്കിലും ഏറ്റെടുത്ത് കഴിഞ്ഞ 5 വർഷത്തിനുള്ളിൽ വിജയകരമായി പൂർത്തീകരിച്ച പരിചയസമ്പന്നരായ അംഗീകൃത കരാറുകാരിൽ നിന്നും കേരള ഗവർണർക്കുവേ≠ി കോന്നി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ ഓൺലൈൻ ദർഘാസ് ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസ് പ്രമാണങ്ങളും ദർഘാസ് ഷെഡ്യൂളുകളും www.etenders.kerala.gov.in എന്ന വെബ്സൈറ്റിൽ ലഭ്യമാണ്. ദർഘാസിനോടൊപ്പം സമർപ്പിക്കുന്നതിനുള്ള നിരതദ്രവ്യം, ദർഘാസ് പ്രമാണവില എന്നിവ സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ട്രാവൻകൂറിന്റെ ഇന്റർനെറ്റ് ഓൺലൈൻ ബാങ്കിംഗ് വഴിയോ മറ്റ് ബാങ്കുകളിൽ NEFT വഴിയോ ഓൺലൈനിൽ ടെൻഡറിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്.

ദർഘാസ് സമർപ്പിച്ചിട്ടുള്ള കരാറുകാരുടെയോ അവരുടെ പ്രതിനിധിയുടെയോ സാന്നിദ്ധ്യത്തിൽ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ ദർഘാസ് തുറക്കുന്നതാണ്. ദർഘാസ് തുറക്കുന്ന ദിവസം അവധി ആയി സർക്കാർ പ്രഖ്യാപിക്കുകയാണെങ്കിൽ അതിന് തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം ടി സമയത്ത് ദർഘാസുകൾ തുറക്കുന്നതായിരിക്കും.

ദർഘാസ് സംബന്ധമായി PWD-യിൽ നിലവിലുള്ള Post qualification tender-ന്റെ എല്ലാ നിബന്ധനകളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും.

Tender documents and tender schedules may be downloaded free of cost from the e-GP website www.etenders.kerala.gov.in. All bid/tender documents are to be submitted online only and in the designation online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website. ബാക്കി സംഖ്യ 30 ദിവസത്തിനകം അടയ്ക്കാതിരുന്നാൽ ന്യായമായ കാരണങ്ങളാൽ 50 ദിവസം കൂടി 18 ശതമാനം പലിശയും നിയമപ്രകാരമുള്ള തറവാടകയുംകൂടി അടയ്ക്കുവാൻ അനുവാദം നൽകുന്നതാണ്. അതിനുശേഷം യാതൊരു കാരണവശാലും ബാക്കി തുക അടയ്ക്കുന്നതിനുള്ള കാലാവധി നീട്ടിക്കൊടുക്കുന്നതല്ല. ലേലത്തുക ഈ കാലാവധിക്കുള്ളിൽ അടയ്ക്കാതിരുന്നാൽ ലേലം റദ്ദ് ചെയ്ത് സാധനങ്ങൾ ലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം ചെയ്ത് വിൽക്കുന്നതുമായിരിക്കും. അപ്രകാരം ലേലം ചെയ്യു മ്പോൾ ഉ≠ാകുന്ന നഷ്ടം നിലവിലുള്ള വ്യവസ്ഥകൾക്ക് വിധേയമായി റവന്യൂ കുടിശ്ശിക വസൂൽ ചെയ്യുന്ന നിയമ ങ്ങളനുസരിച്ച് മുൻലേലക്കാരനിൽനിന്നും ഈടാക്കുന്നതും ലാഭകരമായിരുന്നാൽ മുൻ ലേലക്കാരന് യാതൊരു അവകാ ശവും സിദ്ധിക്കാത്തതുമാകുന്നു. ഫോറസ്റ്റ് ഡിപ്പാർട്ടുമെന്റിൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 3-12-2000-ലെ എഫ്യു2-36208/2000 തീയതി 19-12-2000 പ്രകാരം 5-ാം നമ്പർ കേരള ഗസറ്റിൽ പ്രസിദ്ധപ്പെടുത്തിയിട്ടുള്ള മറ്റ് വ്യവസ്ഥകളും സർക്കാർ ഡിപ്പോകളിൽ അതാത് കാലങ്ങളിൽ നിലവിലുള്ള പൊതു ലേല നിബന്ധനകളും ഈ ലേലത്തിനും ബാധക മായിരിക്കും.

കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷനിൽ ഉപയോഗത്തിലിരുന്നതും ക≠ം ചെയ്ത് ലേലത്തിൽ വിൽക്കുന്നതിന് നടപടി സ്വീകരിക്കുവാൻ കണ്ണൂർ നോർത്തേൺ സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 4-6-2014-ലെ എ5-2782/14 ഉത്തരവ് പ്രകാരം വിൽക്കാൻ അനുമതി ലഭിച്ചതും താഴെ വിവരിക്കുന്നതുമായ വാഹനം യഥാസ്ഥിതിയിൽ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ 30-7-2014-ന് വൈകിട്ട് 3.30 മണിക്ക് മാത്തോട്ടം വനശ്രീയിലുള്ള ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽവെച്ച് ദർഘാസ്-കം-ലേല വ്യവസ്ഥയിൽ വിൽപ്പന നടത്തുന്നതാണ്.

ഇതിനായുള്ള ദർഘാസ് ഫോറങ്ങൾ 21-7-2014 മുതൽ ദർഘാസ്-കം-ലേല ദിവസം ഉച്ചയ്ക്ക് 1 മണി വരെ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതും പൂരിപ്പിച്ച ഫോറങ്ങൾ ദർഘാസ്-കം-ലേല ദിവസം വൈകിട്ട് 3 മണിവരെ പ്രസ്തുത ഓഫീസിൽ സ്വീകരി ക്കുന്നതുമാണ്. തുടർന്ന് അന്നേ ദിവസം വൈകുന്നേരം 3.30 മണിക്ക് ദർഘാസ് സമർപ്പിച്ചവരെ മാത്രം ഉൾപ്പെടുത്തിക്കൊ≠് വാഹനത്തിന്റെ ലേലം നടത്തുന്നതും ലേലത്തിനുശേഷം തൽസമയം ഹാജരുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും. ദർഘാസ്-കം-ലേലം സംബന്ധിച്ച് ഫോറസ്റ്റ് ഡിപ്പാർട്ടുമെന്റിൽ നിലവിലുള്ള പൊതു നിയമങ്ങളും നിബന്ധനകളും ഈ വി⁄ാപനത്തോടൊപ്പമുള്ള നിബന്ധനകളും ഈ ദർഘാസ്-കം-ലേലത്തിനും ബാധക മായിരിക്കും. ദർഘാസ്-കം-ലേലദിവസം പൊതു അവധി ദിനമായി വന്നാൽ അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയത്തും സ്ഥലത്തും വെച്ച് അതേ നിബന്ധനകളോടെ ദർഘാസ്-കം-ലേലം നടത്തുന്നതായിരിക്കും. നി›ിത ദിവസം ദർഘാസ്-കം-ലേലം നടക്കാതെ വരികയാണെങ്കിൽ ആയത് 5-8-2014-നും, അന്നും വിൽപ്പന നടക്കാതിരുന്നാൽ ആയത് 12-8-2014-നും അന്നും വിൽപ്പന നടക്കാതിരുന്നാൽ ആയത് 19-8-2014-നും നി›ിത സ്ഥലത്തും സമയത്തുംവച്ച് നി›ിത നിബന്ധനകളോടെ നടത്തുന്നതാണ്. ലേലത്തിൽ/ദർഘാസിൽ ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ആളുടെ പേരിൽ ലേലം താൽക്കാലികമായി ഉറപ്പിക്കുന്നതാണ.് പ്രസ്തുത വാഹനത്തിന്റെ വിൽപ്പന സ്ഥിരീകരിക്കുന്നതിനോ നിരാകരിക്കു ന്നതിനോ ഉള്ള അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും.

ടെ≠ർ-കം-ലേലത്തിൽ പങ്കെടുക്കുന്നവർ അതിന്റെ ഗുണ നിലവാരം ലേലത്തിനുമുമ്പ് പരിശോധിച്ച് ബോദ്ധ്യപ്പെടേ≠താണ്. കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടേയോ വനശ്രീ എസ്റ്റേറ്റ് ഓഫീസറുടേയോ മുൻകൂട്ടിയുള്ള അനുവാദത്തോടെ വാഹനം എല്ലാ പ്രവൃത്തി ദിവസങ്ങ ളിലും പരിശോധിക്കാവുന്നതാണ്. ദർഘാസ്/ലേലത്തിന് ശേഷം വാഹനത്തിന്റെ ഗുണ നിലവാരത്തെ സംബന്ധിച്ച യാതൊരുവിധ പരാതിയും പരിഗണിക്കുന്നതല്ല.

3. ഇതിനായുള്ള ദർഘാസ് ഫോറങ്ങൾ 21-7-2014 മുതൽ ദർഘാസ്-കം-ലേലദിവസം ഉച്ചയ്ക്ക് 1 മണിവരെ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്.

4. ടെ≠ർ-കം-ലേലദിവസം ഉച്ചയ്ക്കുശേഷം 3 മണിവരെ മാത്രമേ പൂരിപ്പിച്ച ദർഘാസുകൾ സ്വീകരിക്കുകയുള്ളൂ.

നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല.

5. ദർഘാസ് സമർപ്പിക്കുന്നവർക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കാൻ അർഹത ഉ≠ായിരിക്കുകയുള്ളൂ.

നിരതദ്രവ്യം കെട്ടിവയ്ക്കാത്ത ആളുകളെ ലേലത്തിൽ പങ്കെടുപ്പിക്കുകയോ അവരുടെ ടെ≠ർ പരിഗണിക്കു കയോ ചെയ്യുന്നതല്ല.

6. അവർ ലേലത്തിനുമുമ്പ് ` 2,000 നിരതദ്രവ്യം ഓഫീസിൽ പണമായി കെട്ടിവയ്ക്കേ≠താണ്.

7. അന്നേ ദിവസം വൈകുന്നേരം 3.30 മണിക്ക് ദർഘാസു കാരിൽ സ്ഥലത്തുള്ളവരെ മാത്രം ഉൾപ്പെടുത്തി ലേലം നടത്തുന്നതും അതിനുശേഷം ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും.

8. ദർഘാസ്/ലേലത്തിൽ കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ആളുടെ പേരിൽ വിൽപ്പന താൽക്കാലികമായി ഉറപ്പിക്കുന്നതും മറ്റുള്ളവ നിരസിക്കുന്നതുമാണ്.

9. വിജയിയായ ആളുടെ നിരതദ്രവ്യം വാഹനത്തിന്റെ വില യിലേക്ക് കണക്കാക്കുന്നതിനായി സൂക്ഷിക്കുന്നതും അല്ലാത്തവരുടെ നിരതദ്രവ്യം ലേലത്തിനുശേഷം തിരികെ നൽകുന്നതുമാണ്.

10. ഉയർന്ന ദർഘാസ്/ലേലസംഖ്യ നിരതദ്രവ്യ സംഖ്യ യേക്കാൾ കൂടുതലാണെങ്കിൽ വിജയിയായ ആൾ ദർഘാസ്/ലേല സംഖ്യയുടെ 50% (നിരതദ്രവ്യം ഉൾപ്പെടെ) അപ്പോൾതന്നെ അടയ്ക്കേ≠താണ്. ഇപ്രകാരമുള്ള തുക അന്നേദിവസം അടയ്ക്കാതിരു ന്നാൽ ടി തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടി മുതൽ കൂട്ടുന്നതും, ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ടി വാഹനം പുനർ ദർഘാസ്-കം-ലേല വ്യവസ്ഥയിൽ വിൽപ്പന നടത്തുന്നതുമായിരിക്കും.

11. ദർഘാസുകൾ സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതി നുമുള്ള പൂർണ്ണ അധികാരവും, വിൽപ്പന സ്ഥിരപ്പെടുത്തു ന്നതിനുള്ള അധികാരവും ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും.

12. വിൽപ്പന അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 ദിവസ ത്തിനകം ബാക്കി ലേല സംഖ്യയും നിയമപ്രകാരമുള്ള നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്.

(ഡി) മേൽപ്പറഞ്ഞ വ്യവസ്ഥകൾക്ക് അനുസൃതമായി പോസ്റ്റ് ഓഫർ സമർപ്പിക്കുന്ന വ്യ‡ി അടച്ച തുക മുഴുവൻ സെക്യൂരിറ്റി ഡിപ്പോസിറ്റായി സൂക്ഷിച്ചുകൊ≠് പൊതു ദർഘാസും ലേലവും വീ≠ും നടത്തുന്നതാണ്.

പ്രസ്തുത ദർഘാസ്/ലേലത്തിൽ ലഭിക്കുന്ന ഏറ്റവും കൂടിയ തുക പോസ്റ്റ് ഓഫർ തുകയേക്കാൾ കുറവാ ണെങ്കിൽ പോസ്റ്റ് ഓഫറിൽ വാഗ്ദാനം നൽകപ്പെട്ടിട്ടുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ് പ്രകാരം അടച്ചിട്ടുള്ള മുഴുവൻ തുകയും ദർഘാസ്/ലേല വിലയിലേക്ക് വകയിരുത്തുന്ന താണ്. എന്നാൽ ദർഘാസ്/ലേലത്തിൽകിട്ടുന്ന തുകയാണ് കൂടുതലെങ്കിൽ അപ്രകാരം ഉയർന്ന വില വാഗ്ദാനം ചെയ്യുന്ന ലേലക്കാരന്റെ പേരിൽ ദർഘാസ്/ ലേലം സ്ഥിരപ്പെടുത്തുന്നതും പോസ്റ്റ് ഓഫർ സമർപ്പിച്ചിട്ടുള്ള ആൾ അടച്ചിട്ടുള്ള മൊത്തം തുകയും മടക്കി കൊടക്കുന്നതുമാണ്.

(ഇ) സാധാരണ ദർഘാസ്/ലേലക്കാർ പാലിക്കേ≠ മറ്റെല്ലാ നിബന്ധനകളും ഇതിനും ബാധകമായിരിക്കും.

13. മേൽപ്പറഞ്ഞ 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നികുതിയും അടച്ച് വാഹനം നീക്കം ചെയ്യാത്തപക്ഷം മറ്റൊാരു 15 ദിവസം കൂടി ബാക്കി സംഖ്യയ്ക്ക് 12% പലിശയും പ്രതിദിനം ` 20 നിരക്കിൽ തറവാടകയും വസൂലാക്കി, അധിക സമയം അനുവദിക്കുന്നതായിരിക്കും. അതിനുശേഷം പണമടക്കാനുള്ള കാലാവധി ദീർഘിപ്പിച്ച് നൽകുന്നതല്ല. ഇപ്രകാരം സമയപരിധിക്കുള്ളിൽ വാഹനം നീക്കം ചെയ്യാതിരുന്നാൽ വീഴ്ച വരുത്തിയ ആളുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ വാഹനം വീ≠ും ദർഘാസ്/ലേലം നടത്തി വിൽക്കുന്നതായിരിക്കും.

14. ദർഘാസ് സംബന്ധിച്ച് ഫോറസ്റ്റ് ഡിപ്പാർട്ടുമെന്റിൽ നിലവിലുള്ള പൊതു നിയമങ്ങളും മറ്റു നിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.

15. വിജയിയായ ആൾ വാഹനത്തിന്റെ ആർ. സി. ബുക്കും മറ്റു രേഖകളും സ്വന്തം ഉത്തരവാദിത്വത്തിൽ ബന്ധപ്പെട്ട വകുപ്പിൽ നിന്നും ലഭ്യമാക്കേ≠താണ്.

പോസ്റ്റ് ഓഫറുകൾ (അനന്തര വാഗ്ദാനം)

ദർഘാസ്/ലേലത്തിനുശേഷം 3 ദിവസത്തിനകം കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ ലഭിക്കുന്ന രേഖാമൂലമുള്ള ദർഘാസ്/ലേലാനന്തര വാഗ്ദാനങ്ങൾ (പോസ്റ്റ് ഓഫറുകൾ) താഴെ പറയുന്ന വ്യവസ്ഥകൾക്ക് വിധേയമായി സ്വീകരിക്കുന്നതാണ്.

(എ) ദർഘാസ്/ലേലത്തിൽ വാഗ്ദാനം ചെയ്തിട്ടുള്ള തുക ഒരു ലക്ഷത്തിൽ അധികമാണെങ്കിൽ 10 ശതമാനത്തിലും, ഒരു ലക്ഷമോ അതിൽ താഴെയോ ആണെങ്കിൽ 20 ശതമാനത്തിലും കൂടുതലായുള്ള വാഗ്ദാനങ്ങൾ മാത്രമേ സ്വീകരിക്കുകയുള്ളു.

(ബി) പോസ്റ്റ് ഓഫർ പ്രകാരം വാഗ്ദാനം ചെയ്യപ്പെടുന്ന മുഴുവൻ തുകയും ഡിമാന്റ ് ഡ്രാഫ്റ്റ് ആയി കോഴിക്കോട്് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറുടെ പേരിൽ കോഴിക്കോട് മാറത്തക്ക വിധം ഹാജരാക്കുന്ന ഓഫറുകൾ മാത്രമേ പരിഗണിക്കുകയുള്ളു.

(സി) ഇതിലേക്കായി അന്നേദിവസം ` 100 വിലയുള്ള മുദ്രപത്രത്തിൽ പ്രത്യകം ഉടമ്പടി വയ്ക്കേ≠തുമാണ്.

It is hereby notified that tender cum auction sale of a condemned Ambassador Car, bearing Registration No. KL-11-9639 will be conducted, in as and where condition and in accordance with the other terms and conditions mentioned below, by the Divisional Forest Officer, Timber Sales Division, Kozhikode or an officer authorized by him in the office of Divisional Forest Officer, Timber Sales Division, Kozhikode at 3.30 p.m. on 30-7-2014. The tender forms will be issued from the office of the Divisional Forest Officer, Timber Sales Division, Kozhikode up to 1 p.m. on all working days from 21-7-2014 till the tender cum auction date. The filled up tenders should be submitted before 3 p.m. on the tender date. Subsequently, auction sale of the vehicle will be conducted at 3.30 p.m. on the same day In the presence available persons who have submitted tenders.

In case the notified date happens to be a public holiday, the tender cum auction sale will be conducted on the next working day at the notified place and time, as per the same conditions. Besides, the terms and conditions mentioned in this notification, all the prevailing terms and conditions in respect of the tender cum auction sales in Forest Department etc. will be applicable to this sale also. If the sale of the vehicle could not be conducted on the day, it will be conducted on 5-8-2014 at the same place and time as per the same conditions mentioned above. If the sale of the vehicle could not be conducted on the day also, it shall be again conducted on 12-8-2014 and if the sale could not be conducted on this day also, it shall again be conducted on 19-8-2014. The place, time, conditions etc. shall remain the same for all the days. The sale of the vehicle will be knocked down in the name of the person who offers highest amount, either in the tender or in the auction (whichever is highest) on the day.

Complaints, if any, after the sale in respect of the quality of the vehicle, will not be entertained.

2. The intending tenders/bidders should produce either their Electoral Identity Card, Indian Passport, a certificate in respect of their name and permanent address and also their signature attested by the concerned Village Officer or any legally valid Identity Card for getting tender forms or remitting EMD.

9. EMD of the successful tenderer/bidder will be kept for adjusting towards the sale value and EMD of unsuccessful bidders will be returned after sale.

10. Successful tenderer/bidder has to remit 50% of the sale value (including EMD) on the tender/auction date, if the sale value is more than the EMD.

11. The right of accepting or rejecting any tender and issuing orders confirmation of the sale shall be vested with competent authorities.

12. The successful bidder/tenderer should remit the balance amount and taxes and remove the vehicle within 15 days from the date of receipt of intimation of the confirmation of the sale.

13. If the vehicle is not removed within 15 days after remitting the balance amount, taxes etc. as above, another 15 days will be allowed for remittance of balance amount and removal of vehicle after realization of 12% interest and ground rent of ` 20 per day. Further extension of time will not be allowed. If the vehicle is not removed even within this extended period, it will be sold in reauction cum retender. The amount remitted by the defaulter on the day of tender cum auction will be confiscated to Government and the Government loss, if any shall be recovered from him. He shall not have any claim on profit, if any, on account of the retender cum reauction.

14. All the prevailing terms and conditions in respect of the tender cum auction sales in Forest Department will be applicable to this auction also.

15. The RC book and connected documents of the vehicle should be obtained from the concerned departments by the successful person at his own responsibility.

Post Offer

3. The tender forms will be issued from the office of the Divisional Forest Officer, Timber Sales Division, Kozhikode up to 1 p.m. on all working days from 21-7-2014 till the tender cum auction date. Cost of tender forms will not be refunded.

4. Filled up tenders will be accepted till 3 p. m. on the tender cum auction date. Tenders received after the due time will not be accepted.

5. Those who submit tender will only be eligible to participate in the auction. The tenders submitted by those who have not remitted EMD will not be considered.

6. Intending tenderers/bidders should deposit ` 2,000 by cash as EMD in the office of the undersigned for participating in the auction.

7. The auction will be conducted at 3.30 p.m. in the presence of the available persons, who have submitted tenders. After the auction, the tenders will be opened.

8. The sale of vehicle will be knocked down (temporarily) in the name of those who offers highest amount either in tender or in the auction (whichever is the highest).

1. Post offers received within 3 days of auction cum tender date shall only be accepted, subject to the following conditions.

(a) Post offer entertained only if the post offer amount is above 10%, in the case of amount of tender/ auction is more than 1.00 lakh and only if the post offer amount is more than 20%, where the bid/tender amount is less than ` 1.00 lakh.

(b) Post offer with Demand draft drawn in favour of Divisional Forest Officer, Kozhikode payable at Kozhikode for the full amount offered alone shall be entertained.

(c) A separate agreement to the above effect should be executed along with the post offer on that day of the submission of the post offer.

(d) Re-auction/Re-tender will be conducted after retaining the full amount deposited as per the above conditions as security deposit. The sale shall be confirmed in the name of person who offers highest amount in the post offer, if the amount fetched in the reauction/ retender sale is less than amount in the post offer, the amount deposited as per Demand draft by the post offer shall be adjusted towards the sale value. If the amount offered in the re-auction/ re-tender is more, the auction/tender shall be confirmed in the name of such tenderer/ bidder and the full amount deposited by the person who submitted post offer shall be returned.

(e) All conditions of tender/auction shall be applicable in the post offer also.

Tenders will be opened by the Deputy Conservator of Forests & Wildlife Warden or an Officer authorized by him at 3.30 p.m. on the same day in the presence of those tenderers who are present at that time. The Deputy Conservator of Forests & Wildlife Warden reserves the right to reject any tender, either partly or wholly without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, it will be conducted at the same place and time on the next working day as per the same conditions.

If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 7-8-2014. If the tender could not be conducted on that day also, it will be conducted on 14-8-2014. If it could not be conducted on that day also, it will be conducted on 21-8-2014. All existing rules, regulations, directions, conditions, prevailing in Kerala PWD and Kerala Forest Department and Store Purchase Department in respect of civil works shall be applicable in these works and tender also.
