[UNDER SECTION 3 (2) OF THE KERALA FOREST (VESTING AND MANAGEMENT OF ECOLOGICAL FRAGILE LAND) ACT 2003] No. EFL-10-33737/2014.

An approximate extent of 147.08 Ha. of land comprised in Survey No. 37/2 of Pudussery West Village Palakkad Taluk was notified as Ecologically Fragile Land under Section 3(1) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance 8/2001 vide Notification No. C4-21437/00 dated 20-10-2000 published in Kerala Gazette No. 1 dated 2-1-2001 as item No. 49.
On scrutiny of the above said notification under Section 19(3) b of EFL Act, 2003 and Rule 20 of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Rule 2007, the Custodian, EFL as per Order No. EFL 6-3027/10 dated 24-9-2011, found that an extent of 0.2670 Ha. (67 Cent) does not qualify the definition of Ecologically Fragile Lands as defined under Section 2b(i) of the EFL Act 2003 and ordered to remove the said land from said notification.
Hence it is hereby notified that the land in the schedule below is excluded from Ecologically Fragile Land.

പുനലൂർ ഡിവിഷനിലെ അഞ്ചൽ റെയിഞ്ചിലെ 1952 തേക്ക് തോട്ടം ആയിരനല്ലൂരിൽ നിന്നും അന്തിമ വെട്ടിലൂടെ ശേഖരിച്ച വിവിധയിനം തേക്ക് കഴകൾ, IV ക്ലാസ് തേക്ക് തടി, തേക്ക് ബില്ലറ്റ്, വിറക്, 75 സെ. മീ. താഴെ അളവുള്ള മറ്റിനം തടികളും സംരക്ഷണ വിഭാഗം അഡീഷണൽ പ്രിൻസിപ്പൽ ചിഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 22-11-2013-ലെ പ്രൊ. (5)-26274/ 2012-ാം നമ്പരിലും 10-12-2012-ലെ 49-ാം നമ്പർ കേരള ഗസറ്റിലും പ്രസിദ്ധീകരിച്ചിട്ടുള്ള ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്കും ഫോറസ്റ്റ് ഡിപ്പാർട്ട്മെന്റിൽ നിലവിലുള്ള ഇതര ലേല വ്യവസ്ഥകൾക്കും വിധേയമായി പുനലൂർ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ താഴെ പട്ടികയിൽ കാണിച്ചിട്ടുള്ള സ്ഥലത്തും സമയത്തും വച്ച് പരസ്യമായി ദർഘാസ്/ലേലത്തിൽ വിൽക്കുന്നതാണ്.
ദർഘാസ്/ലേല ദിവസം പൊതു അവധിയായി വന്നാൽ അതാത് ലേലത്തിനു നി›യിച്ചിട്ടുള്ള ദിവസത്തിന്റെ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്നതായിരിക്കും. പൊതു ഒഴിവല്ലാതെ മറ്റേതെങ്കിലും കാരണത്താൽ ദർഘാസ്/ലേലം നടത്താൻ കഴിയാതെ വന്നാൽ താഴെ പട്ടികയിൽ കാണിച്ചിട്ടുള്ള പകരം തീയതിയിൽ ദർഘാസ്/ ലേലം നടത്തുന്നതായിരിക്കും. ലേലത്തിന് വച്ചിട്ടുള്ള ഉൽപ്പന്നങ്ങൾ ഏതെങ്കിലും സർക്കാർ വകുപ്പുകൾക്ക് ആവശ്യമായി വരുന്ന പക്ഷം അവരുടെ ആവശ്യം കഴിഞ്ഞുള്ള ഉൽപ്പന്നങ്ങൾ മാത്രമേ ലേലത്തിൽ വിൽക്കുകയുള്ളൂ. ദർഘാസ്/ലേലത്തിൽ പങ്കെടു ക്കുവാൻ ഉദ്ദേശിക്കുന്നവർ ലേലത്തിനു മുൻപായി ഉൽപന്നങ്ങളുടെ നൽപ്പുനിൽപ്പുകൾ ക≠് ബോധ്യപ്പെടേ≠താണ്. ആയതിനെ സംബന്ധിച്ച് പിന്നീട് ഉ≠ാകുന്ന യാതൊരു പരാതികളും പരിഗണിക്കുന്നതല്ല. ടി ലേലത്തിൽ ഉൾപ്പെടുത്തിയിട്ടുള്ള ഏതൊരു തടിയും യാതൊരു മുന്നറിയിപ്പും കൂടാതെ ലേലത്തിൽ നിന്നും ഒഴിവാക്കുന്നതിനുള്ള പൂർണ്ണ അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമാകുന്നു.

ദർഘാസ് പ്രമാണങ്ങളും മറ്റു വിശദ വിവരങ്ങളും ദർഘാസ് തീയതിക്ക് 2 ദിവസം മുമ്പു മുതൽ എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും ഓഫീസ് സമയത്തും ദർഘാസ് ദിവസം ഉച്ചയ്ക്ക് 1 (ഒരു) മണിവരെയും നി›ിത യോഗ്യത യുള്ള രജിസ്റ്റർ ചെയ്ത അംഗീകൃത കരാറുകാർക്ക് അതിന്റെ വില രൊക്കമായോ മണിയോർഡറായോ (പോസ്റ്റേജ് ചാർ÷് ` 45 അടക്കം) അയച്ച് രേഖാമൂലം അപേക്ഷിച്ചാൽ നൽകുന്ന താണ്. പരസ്യത്തിൽ ഏകദേശ അടങ്കൽ തുകയാണ് രേഖപ്പെടു ത്തിയിട്ടുള്ളത്. ദർഘാസ് സമയത്ത് അടങ്കൽ തുകയിൽ വ്യത്യാസം വരാവുന്നതാണ്. ദർഘാസ് പ്രമാണത്തിനുവേ≠ി അടയ്ക്കുന്ന തുക യാതൊരു കാരണവശാലും മടക്കി ലഭിക്കുന്നതല്ല.
ദർഘാസ് തീയതി (7-10-2014) ഉച്ചകഴിഞ്ഞ് 3.30-ന് പെരുമ്പാവൂർ ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ, ടിയാൻ അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ തൽസമയത്തും, സ്ഥലത്തും ഹാജരുള്ള കരാറുകാരുടെയോ അവർ രേഖാമൂലം ചുമതലപ്പെടുത്തുന്ന പ്രതിനിധികളുടെയോ, സാന്നിദ്ധ്യത്തിൽ ദർഘാസ് തുറക്കുന്നതാണ്. ആദ്യ ദർഘാസ് തീയതിയിൽ ടി ജോലിയുടെ മുഴുവനായോ ഭാഗികമായോ ദർഘാസ് നടന്നില്ലെങ്കിൽ അവയുടെ ദർഘാസ് വീ≠ും 16-10-2014-ന് ഉച്ചകഴിഞ്ഞ് 3 മണി വരെ സ്വീകരിക്കുന്നതും പ്രസ്തുത തീയതിയിലും ലഭിച്ചില്ലായെങ്കിൽ തുടർന്ന് 27-10-2014-ന് 3 മണി വരെയും മേൽ വ്യവസ്ഥകൾക്ക് വിധേയ മായി ടെ≠റുകൾ സ്വീകരിക്കുന്നതും അതാതു ദിവസം 3.30 മണിയ്ക്ക് തുറക്കുന്നതുമാണ്.
ദർഘാസ് ഫോറം വെട്ടിത്തിരുത്തലുകൾ ഇല്ലാതെ വ്യ‡മായി എല്ലാ ഭാഗങ്ങളും പൂരിപ്പിക്കേ≠താണ്. ഓരോ പ്രവൃത്തിക്കും പ്രത്യേകം ദർഘാസുകൾ സമർപ്പിക്കേ≠താണ്. ദർഘാസ് പ്രമാണത്തിന്റെ വില യാതൊരു കാരണവശാലും മടക്കി ലഭിക്കുന്നതല്ല. ദർഘാസ് പ്രമാണങ്ങൾ അന്യോന്യം കൈമാറുവാൻ പാടുള്ളതല്ല. ദർഘാസിനോടൊപ്പം മുകളിൽ കാണിച്ചിരിക്കുന്ന നിരതദ്രവ്യം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസ റുടെ പേരിൽ πഡ്ജ് ചെയ്ത് ആവശ്യമായ സ്റ്റാമ്പ് പതിച്ച് ഒപ്പിട്ട് പ്രവൃത്തിയുടെ പേര് എഴുതിയ ദർഘാസിനോടൊപ്പം അടക്കം ചെയ്തിരിക്കണം.
മരാമത്ത് പണികളുടെ ഏകദേശ അളവ് മുകളിൽ കാണി ച്ചിരിക്കുന്ന പ്രകാരമാണ്. ജോലികൾക്കും അവയുടെ അളവിലും ആവശ്യാനുസരണം മാറ്റം വരുത്തുവാൻ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അവകാശമു≠ായിരിക്കും. അങ്ങനെ മാറ്റം വരുത്തുന്നതിന്റെ പേരിൽ എന്തെങ്കിലും നഷ്ടപരിഹാരമോ, അധിക നിരക്കോ ആവശ്യപ്പെടുന്നതിന് ദർഘാസുകാരന് അവകാശമു≠ായിരിക്കുന്നതല്ല.
ദർഘാസുകാരൻ ജോലികളുടെ നിരക്കുകൾ എല്ലാ നികുതികളും ഉൾപ്പെടെയാണ് രേഖപ്പെടുത്തേ≠ത്. എല്ലാ ദർഘാസുകാരും ദർഘാസിനോടൊപ്പം പ്രിലിമിനറി എഗ്രിമെന്റ ് ഒപ്പിട്ട് സമർപ്പിക്കേ≠താണ്. പ്രിലിമിനറി എഗ്രിമെന്റ ് ഇല്ലാത്ത ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല.

Competitive tenders in sealed covers superscribing the name of work is invited by the Divisional Forest Officer, Timber Sales Division, Perumbavoor for and on behalf of the Governor of Kerala from Registered Contractors in Public Works Department subject to approved tender conditions of Public Works Department of Kerala and prevailing Rules and Regulations of Forest Department. The tender will be accepted up to 3 p. m. on 7-10-2014.
Name of work with PAC—Construction of an Office Building for Forest Department at Govt. Timber Depot, Chalakudy —` 12,25,000.
EMD—` 30,625.
Cost of tender form—` 1,900+VAT 14.5%.
Period of completion—6 Months.
The tender form will be available at the office of the undersigned on all working days during office hours on request from two days before the day of tender and upto 1 p.m. on the day of tender. Tender form will also be available by post if the payment is made by Money Order with Postage Charge of ` 45 in addition to the cost of tender form. The tender form should not be transferable.
The tender will be opened on the day of tender at 3.30 p.m. by the undersigned or his authorized representative in the presence of the tenederers. If no tenders are received the work by any of on the day of tender, fresh tenders will be accepted upto 3 p.m. on 16-10-2014 and 27-10-2014.

The quantity given in the schedule is approximately and the undersigned has the liberty to change the quantity and nature of work. The tenderer cannot claim additional rate for such changes in works if any, the rate quoted should be inclusive of all taxes. The tenderers should file a preliminary agreement properly signed along with the tender. The tenders without preliminary agreement will be rejected.
The successful tenderer should execute an agreement in Kerala Government Stamp Paper worth ` 100 with in seven days from the intimation of the acceptance of the tender. If the agreement is not executed within the time limit the work will be executed through other means at per rules the risk and loss of the default tenderer.
If the last day for the submission of tender be a holiday the tender will be accepted and opened on the next working day on the specified place and time.

In pursuance of notification published in No. 82055/FS2-2 dated 11-1-1977, a notification detailing the survey number of vested forest was published by the Custodian of Vested Forests dated 10-10-1979. It is found that certain mistakes have crept in Col. No. 7 of said notification. This notification is intended to rectify the clerical mistakes so found in the original notification.

Separate sealed tenders are invited for the following works indicated in the schedule given below from Registered PWD Contractors so as to reach the Office of the Wildlife Warden, Silent Valley Division before 3 p.m. on 14-10-2014. The tenders received will be opened by the Wildlife Warden or any other officer authorized by him at 3.30 p.m. on the same day in the office of the Wildlife Warden, Silent Valley Division, Mannarkkad. Tender form can be purchased from the office of the Wildlife Warden, Mannarkkad on any of the working days till 1 p.m. on 14-10-2014. The registered contractors will be supplied with the tender forms only on the production of their registration cards. The price of the tender form is non- refundable under any circumstances. Tenders received after the due time and date and not accompanied by proper Earnest Money Deposit will not normally be entertained. The tenders not containing the prescribed preliminary agreement in Kerala Stamp Paper worth ` 100 will be rejected. If the tender date happens to be a public holiday, tender will be conducted and opened on the next working day at the same time and venue.

The Wildlife Warden reserves the rights to accept or reject the tenders without assigning any reason thereof.
Completion time—4 months for Sl. No. 1, 3 months for Sl. Nos. 2, 3, 5, 8, 1 month for Sl. Nos. 4, 7, 2 months for Sl. No. 6.
Completion of time will be commenced from the date of agreement.

കോഴിക്കോട് മാത്തോട്ടം വനശ്രീ കോംπക്സിലെ കേടുവന്നതും ഉപയോഗശൂന്യവുമായ ഫർണിച്ചറുകളും ഉപകരണങ്ങളും ദർഘാസ്-കം-ലേല പ്രകാരം വിൽക്കുന്നത് അഡീഷണൽ പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (റീജിയണൽ നോർത്ത്) കോഴിക്കോടിന്റെ 17-5-2013-ലെ ആർ 1563/13-ാം നമ്പർ കത്ത് പ്രകാരം വിൽക്കാൻ അനുമതി ലഭിച്ചതും താഴെ വിവരിക്കുന്നതുമായ കേടുവന്നതും ഉപയോഗശൂന്യവുമായ ഫർണീച്ചറുകളും ഉപകരണങ്ങളും യഥാസ്ഥിതിയിൽ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടു ത്തുന്ന ഉദ്യോഗസ്ഥനോ 8-10-2014-ന് വൈകിട്ട് 3.30 മണിക്ക് മാത്തോട്ടം വനശ്രീയിലുള്ള ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽവെച്ച് ദർഘാസ്-കം-ലേല വ്യവസ്ഥയിൽ വിൽപ്പന നടത്തുന്നതാണ്. ഇതിനായുള്ള ദർഘാസ് ഫോറങ്ങൾ 1-10-2014 മുതൽ ദർഘാസ്-കം-ലേല ദിവസം ഉച്ചയ്ക്ക് 1 മണി വരെ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതും പൂരിപ്പിച്ച ഫോറങ്ങൾ ദർഘാസ്-കം-ലേല ദിവസം വൈകിട്ട് 3 മണിവരെ പ്രസ്തുത ഓഫീസിൽ സ്വീകരിക്കുന്നതുമാണ്. തുടർന്ന് അന്നേ ദിവസം വൈകുന്നേരം 3.30 മണിക്ക് ദർഘാസ് സമർപ്പിച്ചവരെ മാത്രം ഉൾപ്പെടുത്തിക്കൊ≠് ടി സാധനങ്ങളുടെ ലേലം നടത്തുന്നതും ലേലത്തിനുശേഷം തൽസമയം ഹാജരുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും.

ദർഘാസ്-കം-ലേല നിബന്ധനകൾ 1. കേടുവന്നതും ഉപയോഗ ശൂന്യവുമായ ഫർണിച്ചറുകളും ഉപകരണങ്ങളും തൽനിൽപ്പു സ്ഥതിയിലാണ് വിൽപ്പന നടത്തുക. ടെ≠ർ-കം-ലേലത്തിൽ പങ്കെടുക്കുന്നവർ അതിന്റെ ഗുണ നിലവാരം ലേലത്തിനുമുമ്പ് പരിശോധിച്ച് ബോദ്ധ്യപ്പെടേ≠താണ്. കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറു ടെയോ വനശ്രീ എസ്റ്റേറ്റ് ഓഫീസറുടേയോ മുൻകൂട്ടി യുള്ള അനുവാദത്തോടെ എല്ലാ പ്രവൃത്തി ദിവസങ്ങ ളിലും പരിശോധിക്കാവുന്നതാണ്. ദർഘാസ്/ലേലത്തിന് ശേഷം ഗുണ നിലവാരത്തെ സംബന്ധിച്ച യാതൊരു വിധ പരാതിയും പരിഗണിക്കുന്നതല്ല.

3. ഇതിനായുള്ള ദർഘാസ് ഫോറങ്ങൾ 1-10-2014 മുതൽ ദർഘാസ്-കം-ലേലദിവസം ഉച്ചയ്ക്ക് 1 മണിവരെ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്.
9. വിജയിയായ ആളുടെ നിരതദ്രവ്യം സാധനങ്ങളുടെ വില യിലേക്ക് കണക്കാക്കുന്നതിനായി സൂക്ഷിക്കുന്നതും അല്ലാത്തവരുടെ നിരതദ്രവ്യം ലേലത്തിനുശേഷം തിരികെ നൽകുന്നതുമാണ്.
10. ഉയർന്ന ദർഘാസ്/ലേലസംഖ്യ നിരതദ്രവ്യ സംഖ്യ യേക്കാൾ കൂടുതലാണെങ്കിൽ വിജയിയായ ആൾ ദർഘാസ്/ലേല സംഖ്യയുടെ 50% (നിരതദ്രവ്യം ഉൾപ്പെടെ) അപ്പോൾതന്നെ അടയ്ക്കേ≠താണ്.
അപ്രകാരമുള്ള തുക അന്നേദിവസം അടയ്ക്കാതിരു ന്നാൽ ടി തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടി മുതൽ കൂട്ടുന്നതും ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ടി സാധനങ്ങൾ പുനർ ദർഘാസ്-കം-ലേല വ്യവസ്ഥയിൽ വിൽപ്പന നടത്തുന്നതുമായിരിക്കും.
11. ദർഘാസുകൾ സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതി നുമുള്ള പൂർണ്ണ അധികാരവും, വിൽപ്പന സ്ഥിരപ്പെടുത്തു ന്നതിനുള്ള അധികാരവും ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും.
12. വിൽപ്പന അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി ലേല സംഖ്യയും നിയമ പ്രകാരമുള്ള നികുതികളും അടച്ച് സാധനങ്ങൾ നീക്കം ചെയ്യേ≠താണ്.
13. മേൽപ്പറഞ്ഞ 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നികുതിയും അടച്ച് സാധനങ്ങൾ നീക്കം ചെയ്യാത്ത പക്ഷം മറ്റൊാരു 15 ദിവസം കൂടി ബാക്കി സംഖ്യയ്ക്ക് 12% പലിശയും പ്രതിദിനം ` 20 നിരക്കിൽ തറവാടകയും വസൂലാക്കി അധിക സമയം അനുവദിക്കു ന്നതായിരിക്കും. അതിനുശേഷം പണമടയ്ക്കാനുള്ള കാലാവധി ദീർഘിപ്പിച്ച് നൽകുന്നതല്ല. ഇപ്രകാരം സമയപരിധിക്കുള്ളിൽ സാധനങ്ങൾ നീക്കം ചെയ്യാതി രുന്നാൽ വീഴ്ച വരുത്തിയ ആളുടെ നഷ്ടോത്തരവാദി ത്വത്തിൽ വീ≠ും ദർഘാസ്/ലേലം നടത്തി വിൽക്കു ന്നതായിരിക്കും.
14. ദർഘാസ് സംബന്ധിച്ച് ഫോറസ്റ്റ് ഡിപ്പാർട്ടുമെന്റിൽ നിലവിലുള്ള പൊതു നിയമങ്ങളും മറ്റു നിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.

4. ടെ≠ർ-കം-ലേലദിവസം ഉച്ചയ്ക്കുശേഷം 3 മണിവരെ മാത്രമേ പൂരിപ്പിച്ച ദർഘാസുകൾ സ്വീകരിക്കുകയുള്ളൂ. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല.
5. ദർഘാസ് സമർപ്പിക്കുന്നവർക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കാൻ അർഹത ഉ≠ായിരിക്കുകയുള്ളൂ. നിരതദ്രവ്യം കെട്ടിവയ്ക്കാത്ത ആളുകളെ ലേലത്തിൽ പങ്കെടുപ്പിക്കുകയോ അവരുടെ ടെ≠ർ പരിഗണിക്കു കയോ ചെയ്യുന്നതല്ല.
6. അവർ ലേലത്തിനുമുമ്പ് ` 1,400 നിരതദ്രവ്യം ഓഫീസിൽ പണമായി കെട്ടിവയ്ക്കേ≠താണ്.
7. അന്നേ ദിവസം വൈകുന്നേരം 3.30 മണിക്ക് ദർഘാസു കാരിൽ സ്ഥലത്തുള്ളവരെ മാത്രം ഉൾപ്പെടുത്തി ലേലം നടത്തുന്നതും അതിനുശേഷം ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും.
8. ദർഘാസ്/ലേലത്തിൽ കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ആളുടെ പേരിൽ വിൽപ്പന താൽക്കാലികമായി ഉറപ്പിക്കുന്നതും മറ്റുള്ളവ നിരസിക്കുന്നതുമാണ്.
It is hereby notified that tender-cum-auction sale of furniture and office accessories, in as and where condition and in accordance with the other terms and conditions mentioned below, by the Divisional Forest Officer, Timber Sales Division, Kozhikode or an officer authorized by him in the office of Divisional Forest Officer, Timber Sales Division, Kozhikode at 3.30 p.m. on 8-10-2014. The tender forms will be issued from the office of the Divisional Forest Officer, Timber Sales Division, Kozhikode up to 1 p.m. on all working days from 1-10-2014 till the tender cum auction date. The filled up tenders should be submitted before 3 p.m. on the tender date. Subsequently, auction sale of the items will be conducted at 3.30 p. m. on the same day in the presence available persons who have submitted tenders.
30th SEPT. 2014] FOREST DEPARTMENT 531In case the notified date happens to be a public holiday, the tender cum auction sale will be conducted on the next working day at the notified place and time, as per the same conditions. Besides, the terms and conditions mentioned in this notification, all the prevailing terms and conditions in respect of the tender cum auction sales in Forest Department etc. will be applicable to this sale also. If the sale could not be conducted on the day, it will be conducted on 14-10-2014 at the same place and time as per the same conditions mentioned above. If the sale could not be conducted on the day also, it shall be again conducted on 17-10-2014 and if the sale could not be conducted on this day also, it shall again be conducted on 24-10-2014. The place, time, conditions etc. shall remain the same for all the days. The sale will be knocked down in the name of the person who offers highest amount, either in the tender or in the auction (whichever is highest) on the day.

CONDITIONS
1. The furniture and office accessories will be sold in as and where is condition. Before participating in the tender cum auction sale, intending, tenderers/ bidders should satisfy themselves of the quality of the items, on personal inspection with prior permission of the Divisional Forest Officer, Timber Sales Division, Kozhikode or the Estate Officer, Vanasree, Mathottam. Complaints, if any, after the sale in respect of the quality of the items, will not be entertained.
2. The intending tenderers/bidders should produce either their Electoral Identity Card, Indian Passport, a certificate in respect of their name and permanent address and also their signature attested by the concerned Village Officer or any legally valid Identity Card for getting tender forms or remitting EMD.
3. The tender forms will be issued from the office of the Divisional Forest Officer, Timber Sales Division, Kozhikode up to 1 p. m. on all working days from 1-10-2014 till the tender cum auction date. Cost of tender forms will not be refunded.
4. Filled up tenders will be accepted till 3 p. m. on the tender cum auction date. Tenders received after the due time will not be accepted.
5. Those who submit tender will only be eligible to participate in the auction. The tenders submitted by those who have not remitted EMD will not be considered.
6. Intending tenderers/bidders should deposit ` 1,400 by cash as EMD in the office of the undersigned for participating in the auction.
7. The auction will be conducted at 3.30 p. m. in the presence of the available persons, who have submitted tenders. After the auction, the tenders will be opened.
8. The sale will be knocked down (temporarily) in the name of those who offers highest amount either in tender or in the auction (whichever is the highest).
9. EMD of the successful tenderer/bidder will be kept for adjusting towards the sale value and EMD of unsuccessful bidders will be returned after sale.
10. Successful tenderer/bidder has to remit 50% of the sale value (including EMD) on the tender/auction date, if the sale value is more than the EMD.
11. The right of accepting or rejecting any tender and issuing orders confirmation of the sale shall be vested with competent authorities.
12. The successful bidder/tenderer should remit the balance amount and taxes and remove the items within 15 days from the date of receipt of intimation of the confirmation of the sale.
13. If the items are not removed within 15 days after remitting the balance amount, taxes etc. as above, another 15 days will be allowed for remittance of balance amount and removal of items after realization of 12% interest and ground rent of ` 20 per day. Further extension of time will not be allowed. If the items are not removed even within this extended period, it will be sold in reauction cum retender. The amount remitted by the defaulter on the day of tender cum auction will be confiscated to Government and the Government loss, if any shall be recovered from him. He shall not have any claim on profit, if any, on account of the retender cum reauction.
14. All the prevailing terms and conditions in respect of the tender cum auction sales in Forest Department will be applicable to this auction also.

Tenders will be opened at 4 p.m. on 30-9-2014 in the presence of those tenderers or their authorised representatives who are present at the time by the Divisional Forest Officer, Timber Sales, Kozhikode or an officer authorized by him. The Divisional Forest Officer, Timber Sales, Kozhikode reserves the right to exclude any work/ postponed to another notified date and also to reject any tender without assigning any reason thereof. If the tender/Re-tender date happens to be a holiday, or the tender could not be conducted on the notified date, due to any reason, the tender/Re-tender will be conducted at the same place and time on the next working day, as per the same conditions.
If the tender/Re-tender could not be conducted on the said date/dates, tender/Re-tender for the works will be conducted at the above place and time with same conditions on 8-10-2014. If tender/Re-tender could not be conducted even on this date necessary tender/Re-tender for such works will be conducted with same condition at the same place and time on 14-10-2014. Competitive sealed tenders are invited by the undersigned on behalf of Governor of Kerala in the prescribed form from eligible contractors or agencies/firms registered as 'C' Class and above with Kerala Public Works Department for various 5 civil works as shown in the table below in Kozhikode District under Timber Sales Division, Kozhikode during 2014-15. The tenders/Re-tender are fixed to be conducted on 30-9-2014. The tender documents can be purchased from the office of the undersigned during office hours up to 1 p.m. on 30-9-2014 on producing attested copy of the Registration Card. Cost of tender/Re-tender form is non refundable and the tender form is not transferable. The filled up tender/Re-tender documents should be submitted on or before 3 p.m. on 30-9-2014. It should be accompanied by all necessary documents and required Earnest Money Deposit by way of Bankers DD or Fixed Deposit or National Saving Certificate or any approved deposit drawn in favour of/ pledged in the name of Divisional Forest Officer, Timber Sales, Kozhikode, payable at Kozhikode. The intending tenderers should furnish a Preliminary agreement in prescribed form in Stamp Paper worth ` 100 along with tender for each work. Tender Number and Name of the work should be superscribed legibly on the sealed envelope containing the tender/Re-tender documents.
Cost of tender/Re-tender forms in respect of works with PAC from ` 5,000 to ` 50,000 shall be ` 300 + VAT and in respect of works with PAC of ` 50,001 to 10 lakhs shall be ` 0.20%+ VAT of the cost of the work rounded to the nearest multiple of 100 subject to a minimum of ` 400+ VAT and maximum of ` 2,500 + VAT. All existing rules, regulations, directions etc. prescribed by Kerala PWD and Kerala Forest Department in respect of civil works shall be applicable for this tender/Re-tender also.
Before commencing work or within a week after the date when acceptance of the tender has been intimated to him, the tenderer shall deposit a sum sufficient to make up the balance of 5 (five) percent of the probable value of contract which together with the Earnest Money Deposited shall be treated as security for the proper fulfillment of the same and shall execute an agreement for the work in the PWD schedule form. If he falls to do this or in the case of PWD contracts not maintain as specified progress (to be specified in each case in the tender schedule) the Earnest Money Deposit and security deposit shall be forfeited to Government and fresh tenders shall be called for or the matter otherwise disposed off. If as a result of such measures, due to the default of the tenderer to pay the requisite deposit, sign the contracts or take the possession of the work, any loss to Government due to the same will recovered from him as arrears of revenue, but should it be saving to Government, the original contract or shall have no claim whatever to the difference. Recoveries on this or any 30th SEPT. 2014] FOREST DEPARTMENT 534 other account will be made from the sum that may be due to the contract or on this or any other subsisting Contracts under the Revenue Recovery Act, or otherwise the Government may decide.

The tender forms can be purchased from the office of the undersigned during office hours upto 1 p. m. on all working days till the tender date. Cost of tender form is non refundable. The intending tenderer should apply with proof of identity such as Electoral Identity Card, Driving Licence, Indian Passport etc. along with the Registration Certificate in original to get the tender form. The tender form should be properly filled up and should be submitted on or before 2 p. m. on 15-10-2014. It should be accompanied by all necessary documents along with the Earnest Money Deposit by way of Bankers DD or Fixed Deposit or National Savings Certificate pledged in favour of Deputy Conservator of Forests and Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery payable at Sulthan Bathery. The intending tenderers should also furnish a preliminary agreement in stamp paper worth ` 100 along with tender of each work. Incomplete tender or tenders without necessary documents or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened by the Deputy Conservator of Forests and Wildlife Warden or an Officer authorized by him at 3.30 p.m. on 15-10-2014, in the presence of those tenderers who are present at that time. The Deputy conservator of Forests and Wildlife Warden reserves the right to reject any tender, either partly or wholly without assiging any reason thereof. If the tender could not be conducted on the notified date due to any reason, it will be conducted at the same place and time on the next working day as per the same conditions.
If the tender for all works or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 23-10-2014. If the tender could not be conducted on that day also, it will be conducted on 29-10-2014. If it could not be conducted on that day also, it will be conducted on 5-11-2014. All existing rules, regulations, directions, conditions prevailing in Kerala PWD and Kerala Forest Department and Store Purchase Department in respect of Civil Works shall be applicable in these works and tender also.

ദർഘാസ് ഫോറത്തിന്റെ വില പണമായോ, മണി ഓർഡറായോ അടച്ച് രജിസ്ട്രേഷൻ കാർഡ് സഹിതം അപേക്ഷിച്ചാൽ ഫോറം ലഭിക്കുന്നതാണ്. ഫോറത്തിന്റെ വില ഒരു കാരണവശാലും മടക്കികൊടുക്കുന്നതല്ല. നിരതദ്രവ്യം ദേശസാൽകൃത ബാങ്കിൽ നിന്നും ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ, സൗത്ത് വയനാട് ഡിവിഷൻ, കൽപ്പറ്റ എന്ന പേരിൽ വാങ്ങിയ ഡിമാന്റ ് ഡ്രാഫ്റ്റ് ആയിരിക്കണം. നി›ിത നിരതദ്രവ്യം ഇല്ലാത്തതും വൈകി ലഭിക്കുന്നതും, അപൂർണ്ണവുമായ ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. മതിയായ കാരണങ്ങളില്ലാതെ തന്നെ ദർഘാസ് റദ്ദാക്കാനുളള അധികാരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറിൽ നിക്ഷിപ്തമായിരിക്കും. കോ-ഓപ്പറേറ്റീവ് സൊസൈറ്റികൾ ദർഘാസുകൾ നൽകുന്നു വെങ്കിൽ അവയെ നിരതദ്രവ്യം/സെക്യൂരിറ്റി കെട്ടിവെക്കുന്നതിൽ നിന്നും ഒഴിവാക്കിയിട്ടു≠െങ്കിൽ ആയതിലേക്കുളള ഉത്തരവിന്റെ പകർപ്പ് ഹാജരാക്കേ≠താണ്. അല്ലാത്തപക്ഷം അവരും നിരതദ്രവ്യം/സെക്യൂരിറ്റി കെട്ടിവെക്കേ≠താണ്.

Tender forms will be issued from this office on 8-10-2014 upto 1 p. m. and will be received upto 2.30 p. m. on 8-10-2014. The received tenders will be opened at 3.30 p. m. on 8-10-2014 by the Divisional Forest Officer, South Wayanad Division, Kalpetta or by any other officer duly authorized by him in the presence of the tenderers or their authorized representatives who are present at the time of opening tenders.

ഈ പ്രവൃത്തികൾ എല്ലാം തന്നെ സമയബന്ധിതമായി കാലാവധിക്കുള്ളിൽ പൂർത്തിയാക്കേ≠തിനാൽ അതിനുള്ള സ÷ീകരണങ്ങളും സാമ്പത്തിക സ്ഥിതിയും മറ്റ് തയ്യാറെടുപ്പുകളും ഉള്ള കരാറുകാർ മാത്രം പങ്കെടുക്കേ ≠താണ്. പ്രവൃത്തിയുടെ ബില്ലുകൾ കിട്ടാനുള്ള കാലതാമസം മൂലം പ്രവൃത്തി താമസിപ്പിക്കുവാൻ പാടുള്ളതല്ല. പ്രവൃത്തി തീർക്കാനുള്ള കാലാവധി ഫോറം 83-ലെ നിബന്ധനകൾ എന്നിവയെല്ലാം പ്രത്യേകം പരിഗണിക്കേ≠താണ്.

If the tender could not be conducted due to any technical or unexpected reasons or persons not purchased tender forms also, on the above date, tenders for the above work will be conducted on 9-10-2014 at the same time. If the tender could not be conducted due to any technical or unexpected reasons or persons not purchased tender forms also, on the above date tenders for the above works will be conducted on 10-10-2014 at the same time.
Only the qualified the contractors having sound financial and other technical backgrounds are expected to participate in the tender. The work shall be completed with in the specified time limit even if there is a delay in payment of bill amount. The contractors are directed to follow the rules specified in form 83.
Tender forms can be had from the office of the under signed on direct remittance of cost of tender form or in through money order along with the Registration cards. Value of the forms once realized will not be refunded at any cost. EMD for the work should be made through Demand Draft drawn from any nationalized bank in favour of the Divisional Forest Officer, South Wayanad Division, Kalpetta and payable at Kalpetta. Tenders without adequate EMD, incomplete, defective or belated tenders will be summarily rejected. The undersigned reserves the right to reject any tender without assigning any reason thereof. The Co-operative societies, rendering the tenders should produce true copies of relevant orders exempting them from remittance of EMD/security along with the tenders if any. Otherwise they will have to remit EMD/ security applicable.
Each and every tender should accompany preliminary agreement in stamp paper worth ` 100 (Rupees One hundred only) duly signed by the tenderer. Tenders without this preliminary agreement in stamp paper will also be rejected even at the time of opening the tenders. All the relevant rules, regulations, conditions etc. prevailing in PWD and Forest Department in respect of tenders will be applicable to this tender notice also.
