On behalf of the Governor of Kerala, Two Cover e-tenders are invited for the work Revamping of dewatering system for flood control and agriculture development at R Block Kayal, Alappuzha by the Director of Agriculture, for the supply, installation and commissioning of low head, high discharge pumps with prime movers as specified in the annexures and the item includes dismantling and removing old damaged pump sets and all other accessories, supply, erection, commissioning, trial run, inclusive all items required for the above system. The pump-sets are to be erected with suction and delivery pipes in various locations of R Block Kayal as given in Annexure II.
In accordance with respective specifications for supply as shown in Annexure I & II of this tender document, the tender is to be submitted as e-tenders through https://etenders.kerala.gov.in. Since this is an e-tender, only those bidders who have enrolled in the above portal with their own Digital Signature Certificate (DSC) can participate in the tender.

1. Technical bid—16-12-2014, 2.30 p. m.
Cost of e-Tender—` 30,200.
E.M.D. (online payment)—` 6,09,200.
all payment including EMD should be made as single payment through online.
Date upto which the rates are to remain firm for acceptance—90 days from the date of opening.
Performance Security—5% of total contract amount inclusive of E.M.D. up to PAC of 2 Crores, 10% inclusive of EMD above 2 Crores.
Period of Completion—Within 9 months of receipt of work order.
The bidder desiring to take part in the bid shall log into https://etenders.kerala.gov.in/ and then select tender and initiate payment. Bidders will be directed to the payment gateway page of the State Bank of Travancore. There are two options-(1) State Bank of Travancore (SBT Net Banking Payment) and (2) Payment through NEFT from other banks to the payment gateway of SBT.
For obtaining Digital Signature Certificate (DSC) and necessary portal enrolment bidders can visit the website https://etenders.kerala.gov.in/
The e-tenders submitted by the competent manufacturer Authorized dealers/Registered contractor should definitely contain a scanned and signed copy of the Annexure I to IV of the Pumps and accessories intended for supply, installation and commissioning.
Tenders will be opened in the online presence of such bidders or their authorized representatives who have logged in at the prescribed time of opening. If the date fixed for opening happens to be a holiday or due to net failure the tenders will be opened in the next working day, at the same time.
Soon on opening the technical bid of e-tenders, the committee constituted to evaluate the technical aspects of the pump and accessories will scrutinize the technical specification of the items submitted. On finalization of the same, the financial bid of the concerned competent firm will be opened for consideration.
The price of the e-tender, tender form shall be received only through online payment-SBT/NEFT from other banks.
Scanned copy of the agreement (Annexure III) in the prescribed format in Kerala Stamp Paper worth ` 150 should be submitted online and original to the undersigned before the opening of the e-tender.
The rates should be quoted in Indian Currency only.
Details with respect to the e-tender and the details of specifications of the item to be purchased can be obtained from the e-tender website https://etenders.kerala.gov.in.
The committee headed by The Director of Agriculture will scrutinize the tenders received and will take necessary action for the award of tender. The decision of the Director of Agriculture/Govt. of Kerala will be final for the award of the contract.

The rules and regulations prescribed for e-tenders by the Government of Kerala shall be applicable to this e-tender also.
SPECIAL CONDITIONS
1. The manufacturers/authorised dealers/Contractors are eligible to participate in the tender and necessary documents are to be produced on demand.
2. The rates quoted for the work should be inclusive of all taxes, cesses etc.
3. The work should be inclusive of transportation, handling or any other cost of installation/supply and the firm has to supply and erect the items at the location as per Annexure II or as specified by the undersigned.
4. The Supplier/Contractor should confirm the repair & service facilities, availability of spare parts etc., of the items supplied by them.
5. A minimum warranty period of two year is to be assured for the items supplied, AMC for 5 years thereafter should invariably met by the bidder.
6. Authorized test report from competent authority should be attached wherever applicable.
7. The Director of Agriculture reserves the right to award the full quantity of supply to any one bidder or distribute the work to different bidders without assigning reasons thereof.
8. The bidder should give the details of the nearest service centre and response time.
9. The terms of AMC after 7 years should be mentioned.
10. Leaflets/brochures/catalogues of the item describing its features, applications, specifications etc. should be provided along with the technical bid. A declaration in the prescribed format as per Annexure IV must be attached with technical bid.
11. A scanned copy of preliminary agreement (Annexure III) signed in Kerala Stamp Paper worth ` 150 should be uploaded along with tender documents.
12. EMD, Cost of tender form + VAT etc. should be made as a single payment through online.
13. The successful tenderer will have to execute an agreement in stamp paper worth ` 150 in prescribed form and manner and also to furnish the required security amount @ 5% of total quoted amount upto 2 crores and at @ 10% above 2 crores within 7 days of the receipt of notice.
14. The payment shall be released only after satisfying the conditions, qualities and specifications of the items supplied and its successful installation and commissioning.
15. Tenders received incomplete in any respect will be summarily rejected and the decision of the undersigned on such matters will be final.
16. The work should be completed within 9 months on receipt of the work order.
17. Income Tax, KVAT, KCWWFB contribution, service tax etc. will be deducted in the bill at the rates applicable at the time of making payment.
18. All conditions of Kerala Government e-Tenders are applicable in this case also.
