On behalf of the Governor of Kerala, Single Cover e-tenders are invited for the work Construction of Tissue Culture Hardening Units (Five Numbers) by the Director of Agriculture, the construction and commissioning of Tissue Culture Hardening Units as specified in the annexures. Date up to which the rates are to remain firm for

acceptance—90 days from the date of opening.

1. The manufacturers/authorised dealers/contractors are eligible to participate in the tender and necessary documents are to be produced on demand.

Performance Security—5% of total contract amount

inclusive of EMD.

Period of Completion—Within 6 months of receipt

of work order.

2. The work should be inclusive of transportation, handling or any other cost of installation/supply and the bidder has to supply and erect the items at the specified location or as specified by the undersigned.

3. A minimum warranty period of two year is to be

assured for the items supplied.

4. The Director of Agriculture reserves the right to award the full quantity of supply to any one bidder or distribute the work to different bidders without assigning reasons thereof.

In accordance with respective specifications for construction as shown in Annexure I of this tender document, the tender is to be submitted as e-tenders through https://etenders.kerala.gov.in. Since this is an e-tender, only those bidders who have enrolled in the above portal with their own digital signature certificate (DSC) can participate in the tender. e-Tender document and other details can be obtained from the above e-portal.

5. A scanned copy of preliminary agreement (Annexure III) signed in Kerala Stamp Paper worth ` 150 should be uploaded along with tender documents.

6. EMD of 2.5% of the PAC, Cost of Tender form + VAT etc. should be made as a single payment through online.

7. The successful tenderer will have to execute an agreement in Stamp Paper worth ` 150 in prescribed form with concerned farm officers and also to furnish the required security amount @ 5% of total quoted amount to the concerned farm officer within 14 days of the receipt of notice.

8. The payment shall be released based on the measurement made by the Assistant Executive Engineers (Agri.) of the concern Districts. The payment will be released only after satisfying the conditions, qualities and specifications of the items supplied and its successful construction and commissioning. The work should be carried out only under the supervision of the Assistant Executive Engineers (Agri.) of the District concerned.

9. Tenders received incomplete in any respect will be summarily rejected and the decision of the undersigned on such matters will be final.

10. The work should be completed within 6 months

on receipt of the work order.

11. Income Tax, KVAT, KCWWFB contribution, service tax etc.....will be deducted in the bill at the rates applicable at the time of making payment.

The bidder desiring to take part in the bid shall log into https://etenders.kerala.gov.in/and then select tender and initiate payment. Bidders will be directed to the payment gateway page of the State Bank of Travancore. There are two options—(1) State Bank of Travancore (SBT Net Banking payment) and (2) Payment through NEFT from other Banks to the payment gateway of SBT. For obtaining digital signature certificate (DSC) and necessary portal enrolment bidders can visit the website https://e-tenders.kerala.gov.in/. The e-tenders submitted by the competent manufacturer/authorised dealers/ registered contractor should definitely contain a scanned and signed copy of the Annexures. Tenders will be opened in the online presence of such bidders or their authorized representatives who have logged in at the prescribed time of opening. If the date fixed for opening happens to be a holiday or due to net failure the tenders will be opened in the next working day, at the same time. The price of the e-tender tender form shall be received only through online payment-SBT/NEFT from other Banks. Scanned copy of the agreement (Annexure III) in the prescribed format in Kerala Stamp Paper worth ` 150 should be submitted online and original to the undersigned before the opening of the e-tender. Details with respect to the e-tender and the details of specifications of the item to be purchased can be obtained from the e-tender website https://etenders.kerala.gov.in. The committee headed by Director of Agriculture will scrutinize the tenders received and will take necessary action for the award of tender. The decision of the Director of Agriculture/Government of Kerala will be final for the award of the contract. The rules and regulations prescribed for e-tenders by the Government of Kerala shall be applicable to this e-tender also.

Competitive tenders are invited in sealed envelope by the Executive Engineer (Agri.), Southern Region, Alappuzha on behalf of the Governor of Kerala from registered contractors for the following works:

Tender documents can be purchased from the office of the undersigned up to 12 noon on 22-1-2015 on written request indicating full name and address along with attested copies of the Registration Certificate. Preliminary Agreement in Kerala Stamp Paper worth ` 100 and EMD as Demand Draft in favour of Executive Engineer (Agri.), Alappuzha should be attached with the tender. Name of work should be superscribed on the envelope. Tenders can be submitted up to 1 p.m. on 22-1-2015 and will be opened on 22-1-2015 at 2 p.m. in the presence of the tenderers or their authorized representatives present at the time of opening. All the conditions regarding notice inviting tenders in the Kerala PWD and allied orders will be applicable to this tender. The undersigned reserves the right to reject any application for tender documents and also to reject the tender without assigning any reason and also to cancel/postpone the tender.
