NOTICE INVITING TENDER
[e-Government Procurement (e-GP)] No. TGII(2)36788/14/S. 17th December 2014.
The Director of Agriculture, Vikas Bhavan, Thiruvananthapuram, Kerala for and on behalf of the Governor of Kerala invites online bids from the Registered Bidders of PWD/WRD.
Tender No.—2014-AGRI-25588-1.
Name of Work — Integrated development works for Padasekharam under Thalakalathur Panchayath, Kozhikode District.
Estimate Amount — ` 4,43,56,765.
Earnest Money Deposit (EMD) — ` 11,09,000.
Tender Submission Fee — ` 28,800 + ` 1,440 (VAT).
Classification of bidder—Class A.
Period of Completion—18 months.

More details on EMD & Cost of tender documents/bid submission fee are mentioned in the Form 83 document.
The bids shall be opened online at the Directorate of Agriculture, Vikas Bhavan, on 19-1-2015, 2.30 p.m. by the Director of Agriculture, in the presence of the Bidders/their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.
Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth ` 100. Tenders/bids received online without the preliminary agreement will not be considered and shall be summarily rejected. Further details can be had from the NIT or Assistant Executive Engineer (Agri.), Kozhikode during working hours.
All other existing conditions related to e-tendering of Kerala Government Departments will be applicable in this tender also. The Department will not be responsible for any error like missing of schedule data while downloading by the Bidder.

നേര്യമംഗലം ജില്ലാ കൃഷിത്തോട്ടത്തിലെ കായ്ഫലമുള്ള കശുമാവുകളിൽ നിന്നും 2015 സീസണിലെ വിളവെടുപ്പ് നടത്തുന്നതിനുള്ള അവകാശം ടെ≠ർ/ലേല വ്യവസ്ഥയിൽ വിൽക്കുന്നതിന് തീരുമാനിച്ചിരിക്കുന്നു. താല്പര്യമുള്ളവർ 15-1-2015 വ്യാഴാഴ്ച പകൽ 3 മണിക്ക് മുൻപായി നി›ിത ഫോറത്തിൽ ടെ≠ർ സമർപ്പിക്കേ≠താണ്. അന്നേദിവസം പകൽ 3.30-ന് ലേലം നടത്തുന്നതും ലേലത്തിനുശേഷം അപ്പോൾ ഹാജരുള്ള ടെ≠റുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ടെ≠ർ തുറക്കുന്നതുമാണ്. എന്തെങ്കിലും കാരണത്താൽ ടി ദിവസം അവധിയായി പ്രഖ്യാപിക്കപ്പെട്ടാൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം ഇതേ സമയം തന്നെ ലേല നടപടികൾ നടത്തുന്നതായിരിക്കും.
നിബന്ധനകൾ
1. ടെ≠ർ ഫോറം ` 400 വിലയ്ക്ക് (വിൽപ്പന നികുതി പുറമെ) ആഫീസിൽ നിന്ന് ലഭിക്കുന്നതാണ്. ഫോറത്തിന്റെ വില യാതൊരു കാരണവശാലും മടക്കി കൊടുക്കുന്നതല്ല.
2. ടെ≠ർ/ലേലത്തിൽ പങ്കെടുക്കുവാൻ ` 1,000 (ആയിരം രൂപ മാത്രം) നിരതദ്രവ്യം കെട്ടിവയ്ക്കേ≠താണ്.
⅓ 3. ടെ≠റിലോ ലേലത്തിലോ ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്നയാൾ നിരതദ്രവ്യത്തിനു പുറമെ മൊത്തം ലേലത്തുകയുടെ മൂന്നിൽ ഒരു ഭാഗം തുക കൂടി അപ്പോൾ തന്നെ അടയ്ക്കേ≠തും അല്ലാത്തപക്ഷം പ്രസ്തുത വ്യ‡ിയുടെ നിരതദ്രവ്യം സർക്കാരിലേക്ക് മുതൽ കൂട്ടുന്നതും ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർലേലം നടത്തുന്നതുമായിരിക്കും. തുക അടച്ചതുകൊ≠ുമാത്രം ലേലം സ്ഥിരപ്പെടുത്തിയതായി കരുതുവാൻ ബന്ധപ്പെട്ട കക്ഷിക്ക് അവകാശം ഉ≠ായിരിക്കുന്നതല്ല.
4. ടെ≠ർ/ലേലം അംഗീകരിച്ച് ആഫീസിൽ നിന്നും അറിയിപ്പ് കിട്ടി 7 ദിവസത്തിനകം ബാക്കി തുക കൂടി അടച്ചശേഷം നി›ിത സമയത്തിനകം ലേലവസ്തു ലേലക്കാരന്റെ സ്വന്തം ചിലവിലും ഉത്തരവാദിത്വത്തിലും നീക്കം ചെയ്യേ≠താണ്. അല്ലാത്തപക്ഷം അയാളുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർലേലം നടത്തുന്നതാണ്. വിത്തുഗുണമുള്ള 150 കിലോഗ്രാം കശുവ≠ി ലേലക്കാരൻ ഫാമിലേക്ക് സൗജന്യമായി വിളവെടുപ്പിന്റെ ആരംഭ ഘട്ടങ്ങളിൽ തന്നെ ശേഖരിച്ച് നൽകേ≠തുമാണ്. വിത്തു ഗുണമുള്ള കശുവ≠ി നഴ്സറിയുടെ ചാർജുള്ള കൃഷി ആഫീസർ നേരിട്ട് തിരഞ്ഞെടുക്കുന്നതുമായിരിക്കും.
5. അതാതു ദിവസത്തെ വിളവെടുപ്പ് ആഫീസിൽ കൊ≠ുവന്ന് അളവ്/എണ്ണം സ്റ്റോർ ഇൻ ചാർജിനെ ബോധ്യപ്പെടുത്തേ≠താണ്.
6. പ്രത്യേക കാരണം കാണിക്കാതെ തന്നെ ടെ≠ർ/ലേലം അസ്ഥിരപ്പെടുത്തുവാനുള്ള അധികാരം ഫാം സൂപ്ര≠ിനു≠ായിരിക്കും.
7. ടെ≠ർ/ലേല നടപടികളിൽ ഫാം സൂപ്ര≠ിന്റെ തീരുമാനം എറണാകുളം ജില്ലാ പഞ്ചായത്തിന്റെ അംഗീകാരത്തിന് വിധേയമായിരിക്കും.
8. നിലവിലുള്ളതും സർക്കാർ കാലാകാലങ്ങളിൽ പുറപ്പെടുവിക്കുന്നതുമായ എല്ലാ ടെ≠ർ/ലേല നിയമങ്ങളും ഇക്കാര്യത്തിലും ബാധകമായിരിക്കും.
9. കരാറുകാരനോ അയാൾ നിയോഗിക്കുന്ന ആളുകളോ ഫാമിൽ എന്തെങ്കിലും നാശനഷ്ടങ്ങൾ വരുത്തിയാൽ ആയത് കരാറുകാരനിൽ നിന്ന് ഈടാക്കുന്നതായിരിക്കും.
10. നിബന്ധനകൾ പൂർണ്ണമായും പാലിക്കുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും.
11. ലേല ദിവസം ഉച്ചയ്ക്ക് ഒരു മണിക്കുശേഷം ടെ≠ർ ഫോറം കൊടുക്കുന്നതല്ല.
12. നിരതദ്രവ്യവും ഡിമാന്റ ് ഡ്രാഫ്റ്റ് (ഡി.ഡി.) ആയി മാത്രമേ സ്വീകരിക്കുകയുള്ളു. ഡി.ഡി.കൾ സൂപ്ര≠്, ജില്ലാ കൃഷിത്തോട്ടം നേര്യമംഗലം എന്ന പേരിൽ കോതമംഗലത്ത് മാറത്തക്ക രീതിയിൽ എടുക്കേ≠താണ്. ഡി.ഡി.കൾ E.M.D. ഇനത്തിൽ ബാങ്കിൽ നിന്നും വാങ്ങേ≠താണ്. അക്കൗ≠് പേയി ആയി ഡി.ഡി.കൾ സ്വീകരിക്കുന്നതല്ല. ഡി.ഡി.കൾ കവറിന് പുറത്തുവെച്ച് പ്രത്യേകം നൽകണം.
