The following amendment is carried out in the Special Terms and Conditions of e-auction of timber and produce in Kerala Forest Department and Buyer Specific Terms and Conditions, which was published in Kerala Gazette Vol. III, Part III, No. 43 dated 4th November 2014 respectively.

(1) After para 8.1 of Buyer Specific Terms and Conditions the following clause is added

"8.2. In case of one time buyers of poles the limit of 5m³ will be observed following below mentioned conversion formula

തിരുവനന്തപുരം സോഷ്യൽ ഫോറസ്ട്രി ഡിവിഷന്റെ കീഴിൽ വരുന്ന ആറ്റിങ്ങൽ റെയിഞ്ച് ഓഫീസ് മോഡേനൈസേഷൻ പ്രവൃത്തി ചെയ്യുന്നതിന് താഴെ പറയും പ്രകാരം ദർഘാസുകൾ അംഗീകൃത കരാറുകാരിൽ നിന്നും മുദ്രവച്ച കവറിൽ ക്ഷണിച്ചു കൊള്ളുന്നു. പ്രസ്തുത കവറിന്റെ പുറത്ത് ഓഫീസ് മോഡേനൈസേഷൻ പ്രവൃത്തി ചെയ്യുന്നതിനുള്ള ദർഘാസ് എന്ന് എഴുതി ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ, സാമൂഹ്യ വനവൽക്കരണ വിഭാഗം, രാജീവ് ഗാന്ധി നഗർ, വട്ടിയൂർക്കാവ് പി. ഒ., തിരുവനന്തപുരം-13 എന്ന മേൽവിലാസ ത്തിൽ നി›ിത സമയത്തിനകം സമർപ്പിക്കേ≠താണ്.

ഓഫീസ് മോഡേനൈസേഷൻ പ്രവൃത്തി—ഓഫീസ് പാർട്ടീഷൻ വർക്ക് 247 Sq. ft. സെക്ഷൻ ടേബിൾ—1 എണ്ണം, എക്സിക്യൂട്ടീവ് ടേബിൾ—1 എണ്ണം, ഫയൽ റാക്ക്—1 എണ്ണം, എക്സിക്യൂട്ടീവ് ചെയർ—4 എണ്ണം, വിസിറ്റേഴ്സ് ചെയർ— 3 എണ്ണം.

അടങ്കൽ തുക (ഉദ്ദേശം)—` 2,50,000. നിരതദ്രവ്യം—` 6,250. ദർഘാസ് ഫോറത്തിന്റെ വില :

ഒറിജിനൽ—` 1,000 + വാറ്റ്. ഡ്യൂπിക്കേറ്റ്—` 500 + വാറ്റ്.

ദർഘാസ് ഫോറം വിൽക്കുന്ന തീയതിയും സമയവും—

4-3-2015, 1 മണിവരെ.

ദർഘാസ് സ്വീകരിക്കുന്ന തീയതിയും സമയവും—4-3-2015, 3 മണി വരെ.

ദർഘാസ് തുറക്കുന്ന തീയതിയും സമയവും—4-3-2015, 3.30 മണി.

മുകളിൽ രേഖപ്പെടുത്തിയിട്ടുള്ള അളവുകളിൽ ആവശ്യാനുസരണം വ്യത്യാസം ഉ≠ാകാവുന്നതാണ്.

ദർഘാസ് ഫോറങ്ങൾ 4-3-2015-ന് പകൽ ഒരു മണിവരെ തിരുവനന്തപുരം സോഷ്യൽ ഫോറസ്ട്രി ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ ആഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്.

പൂരിപ്പിച്ച ദർഘാസ് ഫോറങ്ങൾ അന്നേദിവസം പകൽ 3 മണിവരെ സ്വീകരിക്കുന്നതും 3.30 മണിക്ക് സ്ഥലത്ത് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ കൂടി സാന്നിദ്ധ്യത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതുമാണ്.

പ്രസ്തുത ദിവസം പൊതു ഒഴിവ് ദിവസമായി പ്രഖ്യാപിക്കുന്നപക്ഷം അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയത്തും സ്ഥലത്തും ഫോറങ്ങൾ യഥാക്രമം ലഭ്യമാക്കുന്നതും സ്വീകരിക്കുന്നതും തുറന്ന് പരിശോധിക്കുന്നതുമാണ്.

വ്യവസ്ഥകൾ

1. ഓഫീസ് മോഡേനൈസേഷൻ പ്രവൃത്തികൾ ചെയ്യുന്ന തുമായി ബന്ധപ്പെട്ട ഗുണമേ∑യുള്ള മെറ്റീരിയൽസ് കരാർപ്രകാരം തിരുവനന്തപുരം സോഷ്യൽ ഫോറസ്ട്രി ഡിവിഷന്റെ കീഴിൽ വരുന്ന ആറ്റിങ്ങൽ റെയിഞ്ചാഫീസിൽ ദർഘാസുകാരൻ സ്ഥാപിക്കേ≠താണ്.

2. കരാറിൽ ഏർപ്പെടുന്ന തീയതി മുതൽ പതിനഞ്ച് ദിവസത്തിനകം കരാർപ്രകാരമുള്ള വർക്കുകൾ പൂർത്തീകരിക്കേ≠തുമാണ്.

3. മേൽപ്പറഞ്ഞ ദിവസങ്ങൾക്കുള്ളിൽ കരാർപ്രകാരമുള്ള വർക്കുകൾ പൂർത്തിയാക്കുവാൻ സാധിക്കാത്തപക്ഷം ടി ദർഘാസ് റദ്ദാക്കിയതായി കണക്കാക്കുകയും, ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ടി വർക്കുകൾ ചെയ്യുന്നതിനുള്ള നടപടി സ്വീകരിക്കുന്നതാണ്.

4. നിരതദ്രവ്യം സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ട്രാവൻകൂറിന്റെ തിരുവനന്തപുരം ബ്രാഞ്ചിൽ മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റായി താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥന്റെ പേരിൽ πഡ്ജ് ചെയ്ത് ദർഘാസിനൊപ്പം ഹാജരാക്കേ≠താണ്.

5. മുകളിൽ രേഖപ്പെടുത്തിയിട്ടുള്ള അളവ് ഏകദേശം മാത്രമാണ്.

6. ഓഫീസ് പാർട്ടീഷന് Sq. ft. അടിസ്ഥാനത്തിലും സെക്ഷൻ ടേബിൾ സ്റ്റോറേജ് റാക്ക്, ഫയൽ റാക്ക് എന്നിവയ്ക്ക് ഷെഡ്യൂൾ പ്രകാരമുള്ള അളവുകൾ അനുസരിച്ച് എണ്ണം അടിസ്ഥാനത്തിലും നികുതികൾ ചേർന്നുള്ള നിരക്കും തുകയും ആയിരിക്കണം ദർഘാസിൽ രേഖപ്പെടുത്തേ≠ത്.

7. അംഗീകരിക്കപ്പെടുന്ന ദർഘാസുകാരൻ അടങ്കൽ തുകയുടെ 5% തുക സെക്യൂരിറ്റി വച്ച് ദർഘാസ് അംഗീകരിക്കുന്നതായി അറിയിക്കുന്ന തീയതി മുതൽ ഏഴ് (7) ദിവസത്തിനകം കരാറിലേർപ്പെടേ≠താണ്.

8. കരാർ പ്രകാരമുള്ള സപ്ളെ നി›ിത ദിവസത്തിനകം തൃപ്തികരമായി പൂത്തിയാക്കി കഴിഞ്ഞാൽ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുന്നതിന് ആവശ്യമായ ടാക്സ് ക്ലിയറൻസ് സർട്ടിഫിക്കറ്റുകൾ ഹാജരാക്കി സെക്യൂരിറ്റി മടക്കി വാങ്ങേ≠താണ്.

9. കരാർ പ്രകാരമുള്ള പ്രവൃത്തികളുടെ അവസാന ബില്ല് ടി പ്രവൃത്തികളുടെ ഗുണനിലവാരം സംബന്ധിച്ച പരിശോധനയ്ക്ക് വിധേയനായിരിക്കും. 25% തുക ഓരോ ബില്ലിലും റിട്ടൻഷനായി പിടിക്കുന്നതും ആയത് മേൽ പരിശോധന അടിസ്ഥാനമാക്കി റിലീസ് ചെയ്യുന്നതുമാണ്.

10. സ്റ്റോർ പർച്ചേഴ്സ് സംബന്ധിച്ച് കേരള ഗവർണ്ണർക്കു വേ≠ി സ്റ്റോർ പർച്ചേഴ്സ് മാനുവലിലും പറയുന്ന വ്യവസ്ഥകൾ ഈ ദർഘാസിനും ബാധകമാണ്.

11. കേരള ഫോറസ്റ്റ് കോഡിലും കേരള ഗവർണ്ണർക്കു വേ≠ി സ്റ്റോർ പർച്ചേഴ്സ് മാനുവലിലും പറയുന്ന വ്യവസ്ഥകൾ ഈ ദർഘാസിനും ബാധകമാണ്.

Sealed tenders are invited from approved tenderers for the Modernization works in Social Forestry Range Office, Attingal as per given below. The envelopes for tender shall be superscribed about name of tender for the work and submitted to Deputy Conservator of Forests, Social Forestry Division, Rajeev Gandhi Nagar, Vattiyoorkavu P. O., Thiruvananthapuram-13.

Specifications—Office partition 247 Sq. ft. (approximately), supply and fixing of Section Table—1 No., Executive Chair—4 Nos., File Rack—1 No., Visitors Chair—3 Nos., Executive Table—1 No. (approximately).

PAC—` 2,50,000.

EMD—` 6,250.

Cost of tender form:

Original—` 1,000 + VAT.

Duplicate—` 500 + VAT.

Last date of sale of tender form—4-3-2015 upto 1 p. m. Tenders will be received—4-3-2015 upto 3 p. m. Tender date and time—4-3-2015, 3.30 p. m. There may be difference in quantities as shown above according to actual requirement at the time of execution of work.

9. On satisfactory completion of work and all the above conditions the Security Deposit will be released to the tenderer on production of necessary tax clearance certificate.

10. The tender is bound by the conditions of Kerala Store Purchase Rules.

11. All the conditions stipulated as per Kerala Forest Code and Kerala Store Purchase manual shall be applicable for this tender also.

Deputy Conservator of Forests ഇടുക്കി വൈൽഡ്ലൈഫ് ഡിവിഷൻ Tender forms will be issued upto 4-3-2015, 1 p. m. at the Office of Deputy Conservator of Forests, Social Forestry Division, Rajeev Gandhi Nagar, Vattiyoorkavu P. O., Thiruvananthapuram-13. Tender forms duly filled and sealed will be accepted on the same day upto 3 p. m. and tenders will be opened in presence of tenderers present at that time at 3.30 p. m. If the date of tender happens to be a public holiday, the same will be held on the next working day at the same time and venue.

CONDITIONS

1. The work should be completed within 15 days from the date of agreement.

2. The tenderer should install good quality materials as per the specifications in Social Forestry Range Office, Attingal within the agreement time.

3. If the work is not completed within days specified in the agreement, the tender will be cancelled and re-tender made at the risk and loss of the original bidder.

4. EMD should be remitted as Demand Draft drawn on State Bank of Travancore, Thiruvananthapuram pledged in the name of Assistant Conservator of Forests, Social Forestry Division, Thiruvananthapuram and accompanied along with filled up tender forms.

5. The quantities mentioned are approximate and may vary according to actual requirements.

6. Rates quoted for work should include transportation charges and existing taxes.

7. The successful tenderer should remit 5% of PAC as security deposit for the contract, and enter into an agreement with Forest Department within 7 days from date of receipt of intimation of the acceptance of tender.

8. Final payment of the work will be done only after ensuring quality of works. 25% of each preliminary bill will be deducted as retention and the same will be released subjected to verification of quality of work.

കേരള ഗവർണ്ണർക്കുവേ≠ി ഇടുക്കി വൈൽഡ്ലൈഫ് വാർഡൻ താഴെ പറയുന്ന പ്രവർത്തിക്ക് കേരള പൊതുമരാമത്ത് വകുപ്പിൽ രജിസ്റ്റർ ചെയ്തിട്ടുള്ള നി›ിത യോഗ്യതയുള്ള കരാറുകാരിൽനിന്നും പ്രവൃത്തിയുടെ പേര് ആലേഖനം ചെയ്തിട്ടുള്ള മുദ്രവച്ച മത്സരസ്വഭാവമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. ഈ പ്രവൃത്തിക്ക് 25-2-2015-ന് വൈകിട്ട് മൂന്ന് മണിവരെ രജിസ്ട്രേഡ്/സ്പീഡ് പോസ്റ്റ്വഴി ദർഘാസുകൾ സ്വീകരിക്കുന്നതും അന്നേദിവസം വൈകിട്ട് 3.30 മണിക്ക് ഈ കാര്യാലയത്തിൽവച്ച് അപ്പോൾ ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ഇടുക്കി വൈൽഡ് ലൈഫ് വാർഡനോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥരോ തുറക്കുന്നതുമാണ്. നി›ിത ദിവസം ഏതെങ്കിലും കാരണവശാൽ അവധിയായാൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം അല്ലെങ്കിൽ 28-2-2015 നോ അന്നും നടക്കാതെ വന്നാൽ 4-3-2015-നോ നി›ിത സ്ഥലത്തും സമയത്തും വച്ച് ദർഘാസ് വീ≠ും നടത്തുന്നതാണ്. ദർഘാസുകൾ നേരിട്ട് സ്വീകരിക്കുന്നതല്ല.

ചാലക്കുടി ഡിവിഷനിൽ വനം കുറ്റകൃത്യങ്ങളിൽ ഉൾപ്പെട്ടിട്ടുള്ളതായി ക≠െത്തിയതിനെത്തുടർന്നു സർക്കാർ കസ്റ്റഡിയിലെടുത്ത് ബന്തവസ്സിൽ സൂക്ഷിച്ചുവരുന്നതും, ക≠ുകെട്ടൽ നടപടിയിലിരിക്കുന്നതുമായ ബഹു.കേരള ഹൈക്കോടതിയുടെ 2-12-2008-ലെ എം. എ. സി. എ. 1458/2006 നമ്പർ ഇടക്കാല ഉത്തരവനുസരിച്ച് വിറ്റഴിക്കുവാൻ നി›യിച്ചിട്ടുള്ളതുമായ യന്ത്രസാമഗ്രിയും, ഉപയോഗ യോഗ്യമല്ലാതായതിനെ തുടർന്ന് കോഴിക്കോട് അഡീ. പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കസർവേറ്ററുടെ (റീജിയണൽ നോർത്ത്) 18-12-2014-ലെ ബി1-3541/2009 നമ്പർ പ്രകാരം ക≠ം ചെയ്യുവാൻ ഉത്തരവായിട്ടുള്ള ഒരു ഡിപ്പാർട്ട്മെന്റ ് വാഹനവും ഉൾപ്പെടെ താഴെ പട്ടികയിൽ വിവരിക്കുന്ന വാഹനം/ യന്ത്രസാമഗ്രി ലേലം കൊള്ളുന്നതിന് താൽപര്യ മുള്ളവരിൽ നിന്ന് സീൽ വച്ച ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസുകൾ, ഓരോ വാഹനത്തിനും പ്രത്യേകം പ്രത്യേകമായി ആയതിന് നി›യിച്ചിട്ടുള്ള വിലയ്ക്ക് 5-3-2015-ാം തീയതി ഉച്ചയ്ക്ക് 1 മണി വരെ ചാലക്കുടി വനം ഡിവിഷൻ ഓഫീസിൽ ലഭിക്കുന്നതായിരിക്കും. പൂരിപ്പിച്ച സീൽ ചെയ്ത ദർഘാസുകൾ അന്നേ ദിവസം ഉച്ച തിരിഞ്ഞ് 3 മണി വരെ ഈ ഓഫീസിൽ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം ഉച്ചയ്ക്കുശേഷം 3.30 മണിയ്ക്ക് അപ്പോൾ ഹാജരുള്ള ദർഘാസുകാരെ മാത്രം പങ്കെടുപ്പിച്ചുകൊ≠് ഡിവിഷണൽ ഫോറസ്റ്റു ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റുദ്യോഗസ്ഥനോ പ്രസ്തുത വാഹനം/യന്ത്രസാമഗ്രി ലേലം ചെയ്യുന്നതും ലേലത്തിനുശേഷം ലേലക്കാരുടെ 2. ദർഘാസ് ഫോറം ആവശ്യമുള്ളവർ അവരെ തിരിച്ചറിയുന്നതിന് ബന്ധപ്പെട്ട വില്ലേജാഫീസറോ മറ്റ് അധികാരികളോ നൽകിയ സർട്ടിഫിക്കറ്റ് അല്ലെങ്കിൽ ഇലക്ഷൻ കമ്മീഷന്റെ തിരിച്ചറിയൽ കാർഡോ പാസ്പോർട്ടിന്റെ കോപ്പിയോ സഹിതം അപേക്ഷിക്കേ≠താണ്.

3. ദർഘാസ് സമർപ്പിക്കുമ്പോൾ നിരതദ്രവ്യം പണമായി ഈ ഓഫീസിൽ അടയ്ക്കേ≠താണ്. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരി ക്കുന്നതല്ല. ദർഘാസ് പ്രമാണത്തിന് ഈടാക്കിയ വിലയും നികുതികളും യാതൊരു കാരണവശാലും മടക്കി നൽകുന്നതല്ല. ദർഘാസ് പ്രമാണങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടില്ലാ ത്തതുമാകുന്നു.

4. ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ദർഘാസുകൾ/ലേലം മേലധികാരത്തിലേക്ക് അംഗീകാരത്തിനായി അയയ്ക്കുന്നതും മറ്റ് ദർഘാസുകാർ നൽകിയ നിരതദ്രവ്യം അപ്പോൾ തന്നെ തിരിച്ചു നൽകുന്നതുമാണ്.

5. ദർഘാസ് ഫോറം ലേല ദിവസം ഉച്ചയ്ക്ക് 1 മണി വരെ അപേക്ഷകന് ലഭിക്കുന്നതാണ്.

6. ദർഘാസ് സംഖ്യ നിരതദ്രവ്യ സംഖ്യയേക്കാൾ കൂടുതലാണെങ്കിൽ ദർഘാസ്/ലേല സംഖ്യയുടെ 50% (നിരതദ്രവ്യ സംഖ്യ ഉൾപ്പെടെ) വിജയിയായ ദർഘാസുകാരൻ അപ്പോൾ തന്നെ അടയ്ക്കേ≠താണ്.

7. ദർഘാസ്/ലേല വില്പന ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥന്റെ അംഗീകാരത്തിന് വിധേയമായിട്ടായിരിക്കും. ദർഘാസുകൾ സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്നതിനുമുള്ള പൂർണ്ണ അധികാരം ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥരിൽ നിക്ഷിപ്തമായിരിക്കും. ദർഘാസുകാരെ മാത്രമേ തുടർന്നുള്ള ലേലത്തിൽ പങ്കെടുപ്പിക്കുകയുള്ളൂ.

8. ദർഘാസ്/ലേലം അംഗീകരിച്ചതായി അറിയിപ്പുകിട്ടി 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നിയമപ്രകാരമുള്ള നികുതികളും അടച്ച് വാഹനം/യന്ത്രസാമഗ്രി നീക്കം ചെയ്യേ≠താണ്.

ദർഘാസ് ഫോറത്തിന്റെ വില—ക്രമനമ്പർ 1-ന് ` 2,100+ വാറ്റ്, ക്രമനമ്പർ 2-ന് ` 400 + വാറ്റ്.

9. മേൽപ്പറഞ്ഞ 15 ദിവസത്തിനുള്ളിൽ ബാക്കി സംഖ്യയും നികുതികളും അടച്ച് വാഹനം/യന്ത്രസാമഗ്രി നീക്കം ചെയ്തിട്ടില്ലെങ്കിൽ രേഖാമൂലം ആവശ്യപ്പെടുന്നപക്ഷം തുകയും ¹⁸% പലിശയും ദിവസം ഒന്നിന് ²⁰ രൂപ നിരക്കിൽ ഇരിപ്പുവാടകയും വസൂലാക്കി മറ്റൊരു 15 ദിവസം സമയം കൂടി ചാലക്കുടി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്നതാണ്. മേൽപ്പറഞ്ഞ 30 ദിവസത്തിനുശേഷം അവധി അനുവദിക്കുന്നതല്ല. അപ്രകാരം സമയപരിധിക്കുള്ളിൽ തുക ഒടുക്കി വാഹനം/യന്ത്രസാമഗ്രി നീക്കം ചെയ്യാത്തപക്ഷം ദർഘാസുകാർ ദർഘാസ്/ലേല ദിവസം അടച്ച തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും വാഹനം/യന്ത്രസാമഗ്രി വീ≠ും ലേലവിൽപ്പന നടത്തുന്നതുമായിരിക്കും.

10. ലേലം/ദർഘാസ് സംബന്ധിച്ച് പോസ്റ്റ് ഓഫറുകൾ ലേലം/ദർഘാസിൽ വാഗ്ദാനം ചെയ്തിട്ടുള്ള തുക ഒരു ലക്ഷത്തിൽ കുറവാണെങ്കിൽ 20 (ഇരുപത്) ശതമാനവും ഒരു ലക്ഷമോ അതിൽ കൂടുതലോ ആണെങ്കിൽ 10 ശതമാനവും കൂടുതലായിട്ടുള്ള വാഗ്ദാനങ്ങളേ സ്വീകരിക്കുകയുള്ളൂ. നിയമാനുസൃതമായ പോസ്റ്റ് ഓഫറുകൾ ഉ≠െങ്കിൽ ആയത് ലേലം/ദർഘാസ് കഴിഞ്ഞ് 7 (ഏഴ്) ദിവസത്തിനകം ഈ ഓഫീസിൽ സമർപ്പിക്കേ≠താണ്.

11. മേൽപ്പറഞ്ഞ സമയ പരിധിക്കുള്ളിൽ നീക്കം ചെയ്യാത്ത വാഹനം/യന്ത്രസാമഗ്രി വീ≠ും ലേലത്തിലോ ടെ≠ർ അടിസ്ഥാനത്തിലോ മുൻ ലേലക്കാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വിൽക്കുന്നതും മുൻലേലത്തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. ഈ ലേലം കൊ≠് സർക്കാരിന് നഷ്ടം സംഭവിക്കുകയാണെങ്കിൽ അങ്ങനെ നഷ്ടം വരുന്ന തുക മുൻലേലക്കാരനിൽ നിന്ന് ഈടാക്കുന്നതിനുള്ള നടപടികൾ സ്വീകരിക്കുന്നതും ലാഭം കിട്ടുകയാണെങ്കിൽ മുൻലേലക്കാരന് ആയതിന് യാതൊരു അർഹതയും ഉ≠ായിരിക്കുന്നതല്ലാത്തതും ആയത് മുഴുവൻ സർക്കാരിലേക്ക് മുതൽകൂട്ടുന്നതുമായിരിക്കും.

12. ദർഘാസ് സ്വീകരിക്കുന്ന ദിവസം പൊതുഅവധി ദിവസമായി വന്നാൽ അടുത്ത പ്രവൃത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസ്/ലേലം നടത്തുന്നതായിരിക്കും.

13. മുകളിൽ പറഞ്ഞ വാഹനം/യന്ത്രസാമഗ്രിക്കു പുറമെ ഏതെങ്കിലും കൂട്ടിച്ചേർക്കുന്നതിനോ ഒഴിവാക്കുന്നതിനോ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അധികാരമു≠ായിരിക്കും.

14. വാഹനത്തിന്റെ ആർ.സി. ബുക്കും മറ്റു അനുബന്ധ രേഖകളും ഈ ഓഫീസിൽ ലഭ്യമല്ലാത്തപക്ഷം അവ ലേലം വിളിച്ചെടുക്കുന്നവർ സ്വന്തം ഉത്തരവാദിത്വത്തിൽ ബന്ധപ്പെട്ട വകുപ്പിൽനിന്നും ലഭ്യമാക്കേ≠താണ്.

Incomplete tender or the tender without the required EMD and preliminary agreement are liable to be rejected. The Divisional Forest Officer, Nemmara reserves the right to reject any tender without assigning any reasons. All the rules and regulations regarding tender in force in PWD and Forest Department are applicable to this tender also. The Divisional Forest Officer will be at his liberty to exclude any of the works mentioned below from the tender.

The successful tenderer should execute the agreement and commence the work within 15 days from the date of receipt of work order. If he fails to execute the agreement and to execute the work, the works will be re-tendered at the risk and loss of the original bidder or execute departmentally. പ്രവൃത്തിയുടെ പേരും ഏകദേശ അടങ്കൽ തുകയും— ഭവാനി റെയിഞ്ചിനു കീഴിൽ മുക്കാലി മുതൽ താനിച്ചുവട് വരെ (0/000 കി. മീ. മുതൽ 1/400 കി. മീ. വരെ) റോഡ് റീ ടാറിംഗ് പ്രവൃത്തി 2014-15—` 15,65,000.

നിരതദ്രവ്യം—` 40,000.

ദർഘാസ് ഫോറത്തിന്റെ വില—` 5,000.

കാലാവധി—31-3-2015 വരെ.

Mannarkkad on any of the working days till 1 p. m. on 28-2-2015. The registered contractors will be supplied with the tender forms only on the production of their registration cards. The cost of the tender form is non- refundable under any circumstances. Tenders received after the due date and time and not accompanied by proper Earnest Money Deposit will not normally be entertained. The tenders not containing the prescribed preliminary agreement in Kerala Government Stamp Paper worth ` 150 will be rejected. If the tender date happens to be a public holiday, tender will be conducted and opened on the next working day at the same time and venue.

If the tender cannot be conducted on 28-2-2015 the same will be conducted on 2-3-2015 and 4-3-2015 respectively as per same condition mentioned above. All existing rules, regulations, directions, conditions prevailing in Kerala PWD and Kerala Forest Department and Store Purchase Department in respect of civil works shall be applicable in this work and tender also.

The Wildlife Warden reserves the rights to accept or reject the tenders without assigning any reason thereof.

Tender forms and other connected conditions can be obtained from the office of the undersigned on application in writing and on payment of the cost of the tender form either in cash or by Money Order (not refundable) up to 1 p. m. on 3-3-2015 and will be received on the same day up to 3 p. m. The tenders will be opened by the undersigned or his deputy on the same day at 3.30 p. m. in the presence of the tenderers present at that time. In case the proposed tenders of any work is not materialised on the scheduled date on 3-3-2015, such tender will be accepted at the same time on 10-3-2015, such tender will be opened at 3.30 p. m. on the same day. If the due date happens to be a holiday, or the tender could not be conducted on the above date due to any other reasons, the tender form will be received and opened on 17-3-2015 at the same time.

Tender forms are not transferable. The EMD for the work should be paid along with the tender form by Demand Draft (cheque will not be acceptable) drawn in favour of the undersigned payable at any Nationalised/ Scheduled Bank at Nilambur. Incomplete tender or tender without EMD and preliminary agreement in stamp paper worth ` 150 are liable to be rejected. The undersigned reserves the right to reject any tender without arraying any reasons and changes the estimate amount marginally thereof. 2. ദർഘാസ്-കം-ലേലത്തിൽ പങ്കെടുക്കുന്നവരെ തിരിച്ചറിയു ന്നതിന് ബന്ധപ്പെട്ട വില്ലേജ് ഓഫീസർ നൽകിയതും സ്ഥിരം മേൽവിലാസവും ഒപ്പും സാക്ഷ്യപ്പെടുത്തിയതു മായ സർട്ടിഫിക്കറ്റ്, തെരഞ്ഞെടുപ്പ് കമ്മീഷൻ നൽകിയ തിരിച്ചറിയൽ കാർഡ്, ഇന്ത്യൻ പാസ്്പോർട്ട് അല്ലെങ്കിൽ മറ്റ് നിയമാനുസൃതമായ തിരിച്ചറിയൽ രേഖ എന്നിവയിൽ ഏതെങ്കിലുമൊന്ന് ഹാജരാക്കേ≠താണ്.

3. ഇതിനായുള്ള ദർഘാസ് ഫോറങ്ങൾ 1-3-2015 മുതൽ ദർഘാസ്-കം-ലേലദിവസം ഉച്ചയ്ക്ക് 1 മണിവരെ കോഴിക്കോട് ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്.

4. ടെ≠ർ-കം-ലേലദിവസം ഉച്ചയ്ക്കുശേഷം 3 മണിവരെ മാത്രമേ പൂരിപ്പിച്ച ദർഘാസുകൾ സ്വീകരിക്കുകയുള്ളൂ. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല.

6. അവർ ലേലത്തിനുമുമ്പ് ` 1,400 നിരതദ്രവ്യം ഓഫീസിൽ പണമായി കെട്ടിവയ്ക്കേ≠താണ്.

7. അന്നേദിവസം വൈകുന്നേരം 3.30 മണിക്ക് ദർഘാസു കാരിൽ സ്ഥലത്തുള്ളവരെമാത്രം ഉൾപ്പെടുത്തി ലേലം നടത്തുന്നതും അതിനുശേഷം ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും.

8. ദർഘാസ്/ലേലത്തിൽ കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ആളുടെ പേരിൽ വിൽപ്പന താൽക്കാലികമായി ഉറപ്പിക്കുന്നതും മറ്റുള്ളവ നിരസിക്കുന്നതുമാണ്.

9. വിജയിയായ ആളുടെ നിരതദ്രവ്യം സാധനങ്ങളുടെ വിലയിലേക്ക് കണക്കാക്കുന്നതിനായി സൂക്ഷിക്കുന്നതും അല്ലാത്തവരുടെ നിരതദ്രവ്യം ലേലത്തിനുശേഷം തിരികെ നൽകുന്നതുമാണ്.

10. ഉയർന്ന ദർഘാസ്/ലേലസംഖ്യ നിരതദ്രവ്യ സംഖ്യയേക്കാൾ കൂടുതലാണെങ്കിൽ വിജയിയായ ആൾ ദർഘാസ്/ലേല സംഖ്യയുടെ 50% (നിരതദ്രവ്യം ഉൾപ്പെടെ) അപ്പോൾതന്നെ അടയ്ക്കേ≠താണ്.

അപ്രകാരമുള്ള തുക അന്നേദിവസം അടയ്ക്കാതിരുന്നാൽ ടി തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടി മുതൽ കൂട്ടുന്നതും ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ടി സാധനങ്ങൾ പുനർ ദർഘാസ്-കം-ലേല വ്യവസ്ഥയിൽ വിൽപ്പന നടത്തുന്നതുമായിരിക്കും.

11. ദർഘാസുകൾ സ്വീകരിക്കുന്നതിനും നിരാകരിക്കുന്ന തിനുമുള്ള പൂർണ്ണ അധികാരവും, വിൽപ്പന സ്ഥിരപ്പെടു ത്തുന്നതിനുള്ള അധികാരവും ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥ രിൽ നിക്ഷിപ്തമായിരിക്കും.

12. വിൽപ്പന അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി ലേല സംഖ്യയും നിയമ It is hereby notified that tender-cum-auction sale of laterite stone, roofing tiles and hip tiles, in as and where condition and in accordance with the other terms and conditions mentioned below, by the Divisional Forest Officer, Timber Sales Division, Kozhikode or an officer authorized by him in the office of Divisional Forest Officer, Timber Sales Division, Kozhikode at 3.30 p.m. on 11-3-2015. The tender forms will be issued from the office of the Divisional Forest Officer, Timber Sales Division, Kozhikode upto 1 p.m. on all working days from 1-3-2015 till the tender cum auction date. The filled up tenders should be submitted before 3 p.m. on the tender date. Subsequently, auction sale of the items will be conducted at 3.30 p. m. on the same day in the presence of available persons who have submitted tenders.

In case the notified date happens to be a public holiday, the tender cum auction sale will be conducted on the next working day at the notified place and time, as per the same conditions. Besides, the terms and conditions mentioned in this notification, all the prevailing terms and conditions in respect of the tender cum auction sales in Forest Department etc. will be applicable to this sale also. If the sale could not be conducted on the day, it will be conducted on 17-3-2015 at the same place and time as per the same conditions mentioned above. 13. മേൽപ്പറഞ്ഞ 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നികുതിയും അടച്ച് സാധനങ്ങൾ നീക്കം ചെയ്യാത്ത പക്ഷം മറ്റൊരു 15 ദിവസം കൂടി ബാക്കി സംഖ്യയ്ക്ക് 12% പലിശയും പ്രതിദിനം ` 20 നിരക്കിൽ തറവാടകയും വസൂലാക്കി അധിക സമയം അനുവദിക്കുന്നതായിരിക്കും.

അതിനുശേഷം പണമടയ്ക്കാനുള്ള കാലാവധി ദീർഘിപ്പിച്ച് നൽകുന്നതല്ല. ഇപ്രകാരം സമയപരിധി ക്കുള്ളിൽ സാധനങ്ങൾ നീക്കം ചെയ്യാതിരുന്നാൽ വീഴ്ച വരുത്തിയ ആളുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ദർഘാസ്/ലേലം നടത്തി വിൽക്കുന്നതായിരിക്കും.

14. ദർഘാസ് സംബന്ധിച്ച് ഫോറസ്റ്റ് ഡിപ്പാർട്ടുമെന്റിൽ നിലവിലുള്ള പൊതുനിയമങ്ങളും മറ്റു നിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.

CONDITIONS

1. The laterite stone, roofing tiles and hip tiles will be sold in as and where is condition. Before participating in the tender cum auction sale, intending tenderers/bidders should satisfy themselves of the quality of the items, on personal inspection with prior permission of the Divisional Forest Officer, Timber Sales Division, Kozhikode or the Estate Officer, Vanasree, Mathottam. Complaints, if any, after the sale in respect of the quality of the items, will not be entertained.

2. The intending tenderers/bidders should produce either their Electoral Identity Card, Indian Passport, a certificate in respect of their name and permanent address and also their signature attested by the concerned Village Officer or any legally valid Identity Card for getting tender forms or remitting EMD.

3. The tender forms will be issued from the office of the Divisional Forest Officer, Timber Sales Division, Kozhikode upto 1 p. m. on all working days from 11-3-2015 till the tender cum auction date. Cost of tender forms will not be refunded.

4. Filled up tenders will be accepted till 3 p. m. on the tender cum auction date. Tenders received after the due time will not be accepted.

12. The successful bidder/tenderer should remit the balance amount and taxes and remove the items within 15 days from the date of receipt of intimation of the confirmation of the sale.

13. If the items are not removed within 15 days after remitting the balance amount, taxes etc. as above, another 15 days will be allowed for remittance of balance amount and removal of items after realization of 12% interest and ground rent of ` 20 per day. Further extension of time will not be allowed. If the items are not removed even within this extended period, it will be sold in reauction cum retender. The amount remitted by the defaulter on the day of tender cum auction will be confiscated to Government and the Government loss, if any shall be recovered from him. He shall not have any claim on profit, if any, on account of the retender cum reauction.

14. All the prevailing terms and conditions in respect of the tender cum auction sales in Forest Department will be applicable to this auction also.

Separate competitive sealed tenders are invited by the undersigned on behalf of Governor of Kerala in the prescribed form from eligible contractors registered with Kerala PWD for the following Civil Works in Sulthan Bathery Elephant Squad Range during 2014-15.

Name of Work with Estimate Amount (Approximate)— Estimate for the cost of construction of Lorry Shed at Elephant Squad Range under Wayanad Wildlife Division during 2014-15—` 2.35 Lakhs.

EMD—` 5,900.

Period for Completion—up to 3 months.

Eligibility of Contractor—'C' Class and above.

The tender is fixed to be conducted on 4-3-2015 at the Office of the Deputy Conservator of Forests and Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery. The tender forms can be purchased from the office of the undersigned during office hours up to 1 p.m. on all working days till the tender date. Cost of tender form is non refundable. The intending tenderer should apply with proof of Identity such as Electoral Identity Card, Driving Licence, Indian Passport etc. along with the Registration Certificate in original to get the tender form. The tender form should be properly filled up and should be submitted on or before 2 p.m. on the date of tender. It should be accompanied by all necessary documents along with Earnest Money Deposit by way of Bankers DD or Fixed Deposit or National Savings Certificate pledged in favour of Deputy Conservator of Forests and Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery, payable at Sulthan Bathery. The intending tenderers should also furnish a preliminary agreement in Stamp Paper worth ` 150 along with tender of each work. Incomplete tender or tenders without necessary documents or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened by the Deputy Conservator of Forests and Wildlife Warden or an Officer authorised by him at 3.30 p. m. on the same day in the presence of those tenderers who are present at that time. The Deputy Conservator of Forests and Wildlife Warden reserves the right to reject any tender either partly or wholly without assigning any reason thereof. If the tender could not be conducted on the notified date due to any reason, it will be conducted at the same place and time on the next working day as per the same conditions.

If the tender for all work or any of the work could not be conducted on the said date/dates, the tender for such work/works will be conducted at the same place and time with same conditions on 11-3-2015. If the tender could not be conducted on that day also it will be conducted on 18-3-2015. If it could not be conducted on that day also, it will be conducted on 25-3-2015. All existing rules, regulations, directions, conditions, prevailing in Kerala PWD and Kerala Forest Department and Store Purchase Department in respect of civil works shall be applicable in these works and tender also.
