[1961-ലെ കേരള വനനിയമം സെക്ഷൻ 61 B പ്രകാരം] നമ്പർ കെ.എൻ.സി. 4-4433/07. 2015 മാർച്ച് 11.

മണ്ണാറപ്പാറ റെയിഞ്ചിൽ മണ്ണാറപ്പാറ ഫോറസ്റ്റ് സ്റ്റേഷൻ അധികാര പരിധിയിൽപ്പെട്ട ഡിസ്റിസർവ്വ് ചെയ്യാത്ത ഫുഡ് പ്രൊഡക്ഷൻ ഏരിയായിൽ നിന്നും 11 മൂട് πാവ് മരങ്ങൾ അനധികൃതമായി മുറിച്ചു കഷണങ്ങളാക്കി കയറ്റി കൊ≠ുപോയ കുറ്റത്തിന് ഒ. ആർ.-3/07 നമ്പരായി കേസ് രജിസ്റ്റർ ചെയ്തിരുന്നു. ടി കേസിനെപ്പറ്റി അന്വേഷിച്ച മണ്ണാറപ്പാറ റെയിഞ്ച് ഫോറസ്റ്റ് ഓഫീസറുടെ റിപ്പോർട്ട് പ്രകാരം ടി കേസിൽപ്പെട്ട തൊ≠ിത്തടികളും അത് കയറ്റി കൊ≠ുപോയ KL-06-268-ാം നമ്പർ പിക്അപ്പ് വാനും കേരള വനനിയമം സെക്ഷൻ 61 A പ്രകാരം സർക്കാരിലേക്ക് ക≠ുകെട്ടി മുതൽകൂട്ടുന്നതിന് ശുപാർശ ചെയ്തിട്ടു≠്.

തുടർന്ന് 23-1-2015-ൽ വാഹനത്തിന്റെ രജിസ്റ്റേർഡ് ഉടമയായ ⁄ാനദാസ് എന്നയാൾക്ക് 1961-ലെ കേരള വനനിയമം സെക്ഷൻ 61 B പ്രകാരം നോട്ടീസ് നൽകിയെങ്കിലും അദ്ദേഹം ആയത് കൈപ്പറ്റിയിരുന്നില്ല. ശ്രീ. ⁄ാനദാസ്, ശ്രീ. രാജൻ എന്നിവർക്കോ തൽപരരായ മറ്റാൾക്കാർക്കോ ഈ വിഷയത്തിൽ എന്തെങ്കിലും ബോധിപ്പിക്കുവാനു≠െങ്കിൽ നോട്ടീസ് പ്രസിദ്ധീകരിച്ച് 15 ദിവസത്തിനകം ഈ ഓഫീസിൽ രേഖാമൂലം അറിയിക്കേ≠താണ്. ഈ കാലയളവിൽ മേൽ പറഞ്ഞവരിൽ നിന്നും യാതൊരു മറുപടിയും ലഭിച്ചില്ലെങ്കിൽ ഇക്കാര്യത്തിൽ അവർക്ക് യാതൊന്നും ബോധിപ്പിക്കാനില്ലെന്ന നിഗമനത്തിൽ ടി പിക്അപ്പ് വാനും, തൊ≠ിത്തടികളും സർക്കാരിലേക്ക് മുതൽക്കൂട്ടുന്നതാണ്.

The sale will be subjected to the conditions notified in the e-auction notification and the general sale conditions vide Notification No. Pro. (4) 29243/13 dated 21-8-2014 of Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram published in Kerala Gazette No. 36, Volume III Part III dated 16-9-2014, Notification No. Pro. (4) 29243/13 dated 17-10-2014 of Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram published in Kerala Gazette No. 43, Volume III, Part III dated 4-11-2014 and Notification No. Pro. (4) 29243/13 dated 3-2-2015 of Addl. Principal Chief Conservator of Forests (Vigilance), Thiruvananthapuram published in Kerala Gazette No. 8, Volume III, Part III dated 24-2-2015.

The Divisional Forest Officer, North Wayanad Division, Mananthavady reserves all the right to exclude any class or quantity of Teak Timber, poles, billets and firewood shown in the schedule above for sale. EMD amount of ` 20,000 for Teak Poles/Billets/Firewood can be remitted through online payment system to MSTC by 6 p. m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. For the benefit of the bidders who are not well versed with the online transactions, for some initial period, Range Forest Officer, Begur Range will entertain receipt of EMD in the form of Demand Draft payable at State Bank of Travancore, Mananthavady Branch drawn in favour of Range Forest Officer, Begur Range, Mananthavady as was done in the old system, by 2 p. m. on the previous day of e-auction. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder shall remit 35% of the bid value, after adjusting the EMD already remitted, within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Begur Range payable at State Bank of Travancore, Mananthavady Branch or by cash in Sub Treasury, Mananthavady. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.

If any modifications or change in the sale conditions are intimated by the Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above schedule or to cancel the e-auction of any materials without further notice.

The sale will be subjected to the conditions notified in the e-auction notification and the general sale conditions vide notification No. Pro(4) 29243/13 dated 21-8-2014 of Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram published in Kerala Gazette No. 36, Volume III Part III dated 16-9-2014, Notification No. Pro(4) 29243/13 dated 17-10-2014 of Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram published in Kerala Gazette No. 43, Volume III Part III dated 4-11-2014 and Notification No. Pro. (4) 29243/13 dated 3-2-2015 of Addl. Principal Chief Conservator of Forests (Vigilance), Thiruvananthapuram published in Kerala Gazette No. 8, Volume III, Part III dated 24-2-2015.

The Divisional Forest Officer, Kannur Division, Kannur reserves all the right to exclude any class or quantity of Teak Timber, poles, billets and firewood shown in the schedule above for sale. EMD amount of ` 20,000 for Teak Poles/ Billets/Firewood can be remitted through online payment system to MSTC by 6 p. m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. For the benefit of the bidders who are not well versed with the online transactions, for some initial period, Range Forest Officer, Kannavam will entertain receipt of EMD in the form of Demand Draft payable at State Bank of India, Kuthuparamba Branch drawn in favour of Range Forest Officer, Kannavam Range, as was done in the old system by 2 p. m. on the previous day of e-auction. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India, Koothuparamba Branch or by cash in Sub Treasury, Kuthuparamba. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.

If any modifications or change in the sale conditions are intimated by the Addl.Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above schedule or to cancel the e-auction of any materials without further notice.
