കോട്ടയം ഡിവിഷനിലെ എരുമേലി റെയിഞ്ചിൽപ്പെട്ട 1944 ആന്റ ് 1948 കാളകെട്ടി തേക്ക് തോട്ടത്തിൽ നിന്നും ഫൈനൽ ഫെല്ലിംഗ് വഴി ശേഖരിച്ചതും 1965 മാങ്ങാപ്പേട്ട തേക്കുതോട്ടത്തിൽ നിന്നും തിന്നിംഗ് വഴി ശേഖരിച്ചതുമായ താഴെ പട്ടികയിൽ കാണിച്ചിട്ടുള്ള തേക്ക് കഴകളും തേക്ക് ബില്ലറ്റുകളും വിറകുകളും തിരുവനന്തപുരം സംരക്ഷണ വിഭാഗം അഡീഷണൽ പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 3-12-2014-ലെ പ്രൊ. (4)-26243/13-ാം നമ്പരായി 23-12-2014-ലെ 50-ാം നമ്പർ കേരള ഗസറ്റ് വാല്യം 3-ൽ പരസ്യപ്പെടുത്തിയിട്ടുള്ള പൊതു ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്കും വനം വകുപ്പിൽ നിലവിലുള്ള ഇതര ലേല വ്യവസ്ഥകൾക്കും വിധേയമായി കോട്ടയം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ ഇ-ലേലത്തിലൂടെ വിൽക്കുന്നതാണ്. പട്ടികയിൽ പറയുന്ന ഉൽപ്പന്നങ്ങൾക്ക് പുറമേ ഇ-ലേലത്തിന് മുമ്പുവരെ ശേഖരിച്ച് അട്ടിവയ്ക്കുന്ന ഉൽപ്പന്നങ്ങളും ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്നതായിരിക്കും. ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്ന വ്യ‡ികൾ ഇ-ലേലത്തിനുമുമ്പ് ` 20,000 (ഇരുപതിനായിരം) ഇ-പേയ്മെന്റ ്/ഇ-ട്രഷറി/ഡിമാന്റ ് ഡ്രാഫ്റ്റ്/ എം. എസ്. റ്റി. സി. ലിമിറ്റഡ് വഴി നിരതദ്രവ്യം കെട്ടിവയ്ക്കേ≠താണ്. വിജയിക്കുന്ന ഇ-ലേലക്കാരൻ, ഇ-ലേലത്തുകയുടെ 35 ശതമാനം തുക ഇ-ലേല ദിവസം തന്നെ ''ഇ'' പേയ്മെന്റായി കെട്ടിവയ്ക്കേ≠താണ്. വിജയിയായ ഇ-ലേലക്കാരൻ നിയമപ്രകാരവും കാലാകാലങ്ങളിൽ നിലവിലുള്ളതുമായ വാറ്റ്, വനവികസന നികുതി, ആദായ നികുതി മറ്റ് ബന്ധപ്പെട്ട നികുതികൾ എന്നിവ യഥാസമയം അടയ്ക്കേ≠തു≠്.

ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കൈയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റ് ബന്ധപ്പെട്ട വില്ലേജാഫീസറിൽ നിന്നും വാങ്ങി ഇ-ലേലത്തിന് നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്ന തോടൊപ്പം ഓൺലൈനായി ഹാജരാക്കേ≠താണ്. നിയമാനുസൃത തിരിച്ചറിയൽ കാർഡോ, സർട്ടിഫിക്കറ്റോ ഇല്ലാത്തവരുടെ ഇ-ലേലപ്രമാണങ്ങൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.
ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിന് മുമ്പായി ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരവും, അളവും നേരിൽ ക≠് ബോദ്ധ്യപ്പെട്ടുകൊള്ളേ≠താണ്. ഇ-ലേലത്തിന് ശേഷമുള്ള പരാതികൾ പരിഗണിക്കുന്നതല്ല. ഈ വി⁄ാപന തീയതിക്ക് മുമ്പായി ദർഘാസ്/ലേലം സംബന്ധമായി സർക്കാർ ഉത്തരവുകൾ എന്തെങ്കിലും ഉ≠ായാൽ ആയതും ടി ഇ-ലേലത്തിന് ബാധകമായിരിക്കും. വിൽപ്പനയ്ക്ക് വച്ചിട്ടുള്ള ഉൽപ്പന്നങ്ങൾ ഏതെങ്കിലും സർക്കാർ വകുപ്പുകൾക്ക് ആവശ്യമായിവരുന്നപക്ഷം ആയത് കഴിച്ചുള്ള ഉൽപ്പന്നങ്ങൾ മാത്രമേ വിൽക്കുകയുള്ളു. തോട്ടത്തിലെ ജോലികൾ നടന്നുകൊ≠ിരിക്കുന്നതിനാൽ ലേലത്തിന് മുമ്പ് വരെ ഡമ്പിംഗ് ഡിപ്പോയിൽ ഇറക്കി ലോട്ടു ചെയ്യുന്ന ഉൽപ്പന്നങ്ങൾകൂടി ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്ന തായിരിക്കും. പട്ടികയിൽ കാണിച്ചിട്ടുള്ള തീയതിയിൽ നടക്കുന്ന ഇ-ലേലത്തിൽ വിറ്റുപോകാത്ത ഉൽപ്പന്നങ്ങളും പുതുതായി വരുന്ന ഉൽപ്പന്നങ്ങളും പട്ടികയിൽ കാണിച്ചിട്ടുള്ള അടുത്ത ലേല തീയതിയിൽ തന്നെ ഇ-ലേലം നടത്തുന്നതാണ്. ഇതിനായി ഇനി ഒരു ഇ-ലേല പരസ്യം പ്രസിദ്ധപ്പെടുത്തുന്നതല്ല.

It is hereby notified that Teak Poles, Teak Billets and Jungle wood fire wood collected from the final felling areas of 1944 and 1948 Kalaketty Teak Plantations and Final thinning areas 1965 Mangapetta Teak plantation and kept in the respective dumping depots in Erumely Range of Kottayam Division will be sold through e-Auction as shown in the schedule, by the Divisional Forest Officer, Kottayam or any officer authorized by him, subject to the conditions published in Kerala Gazette No. 50 Vol. III dated 23-12-2014 vide Notification No. Pro. (4) 26243/13, Dated 3-12-2014 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction and that could be lot immediately before the e-Auction will also be placed in the e-Auction. Those who wish to participate have to remit an amount of ` 20,000 as EMD as e-payment before the e-Auction through M. S. T. C. Limited. Successful bidders will have to remit 35% of the bid amount on the e-Auction date itself through e-payment. Successful bidder will have remit the balance value, VAT, Forest Development Tax, Income Tax and such other as taxes that are prevailing at the time of e-Auction within the stipulated time limit.
e-Auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online banking of SBT or through NEFT for other banks. For submission of e-auction vist the website: www.mstcecommerce.com. All bids/ e-auction documents are to be submitted online only and in the designated online cover(s)/envelop(s) on the www.mstcecommerce.com. Website and e-auction documents submitted manually/through post will not be entertained.
Online e-Auction/bids are to be accompanied with relevant documents. e-Auction/bids received online without the scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on this e-Auction can be obtained from NIC/the e-Auction Helpdesk number available in the www.mstcecommerce.com. website and from the office of the Divisional Forest Officer, Kottayam during the office hours. The details regarding e-Payment (Bidder's Bank Account No. Where he/she is having core banking facility and email ID) should be submitted along with the e-Auction documents. e-Auction documents without these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/downloading the bid.
The bidders who wish to participate in the e-Auction should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer or any other approved identity documents along with the EMD through online. Those who do not produce any approved identity card or certificate will not be eligible to participate in the e-auction.
Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement of the same and no complaints will be entertained after the e-aution. In case any Government Department requires any of the materials put up for the e-auction the quantity remaining after their selection only will be re-auctioned. The quantity that may become ready for sale after the publication of this notification will also be included in the tender cum auction.
Any further notification to the sale conditions that may be issued by the Government after the issuance of this notification will also be applicable to this tender-cum auction. The unsold materials in the e-auction will be placed along with the materials that may arrive in the dumping depots on subsequent dates will be sold on the next auction date shown in the schedule and separate notification will not be published for the same.

The tender will be opened at the address of the undersigned by the Purchasing Officer or Assistant Conservator of Forests (Technical Assistant) or Authorized Officer at 3 p.m. on 23-4-2015 in the presence of tenderers/ authorized representatives who are present at that time. The authorized representatives, who intend to attend the tender opening, are to bring with them, letters of authority from the corresponding tenderers. If the tender is not conducted on 23-4-2015 the same will be conducted on 30-4-2015 or 7-5-2015 and the tenders will be opened at the time prescribed above.
