ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഡിവിഷൻ, അച്ചൻകോവിലിന്റെ കലഞ്ഞൂർ വാഴപ്പാറ ആഫീസിൽ സൂക്ഷിച്ചിരിക്കുന്ന താഴെ പ്രതിപാദിക്കുന്ന വാഹനം ലേലം കൊള്ളുന്നതിന് താൽപ്പര്യമുള്ള വരിൽനിന്നും മുദ്രവച്ച ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. പൂരിപ്പിച്ചതും മുദ്രവച്ചതുമായ ദർഘാസുകൾ നി›ിത നിരതദ്രവ്യത്തോടൊപ്പം 6-5-2015-ാം തീയതി ഉച്ചകഴിഞ്ഞ് ര≠് മണിവരെ ഈ ഓഫീസിൽ സ്വീകരിക്കുന്നതും അന്നേദിവസം മൂന്ന് മണിക്ക് അപ്പോൾ ഹാജരുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ വർക്കിംഗ് πാൻ ഓഫീസറോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ വർക്കിംഗ് πാൻ ഓഫീസിൽ വച്ച് വാഹനം പരസ്യമായി ലേലം ചെയ്യുന്നതും തുടർന്ന് ദർഘാസുകൾ തുറക്കുന്നതുമായിരിക്കും. 6-5-2015-ന് ലേലം നടക്കാതെവന്നാൽ 13-5-2015-ന് ലേലം നി›ിത സ്ഥലത്തും സമയത്തും നടത്തപ്പെടുന്നതുമായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾ ദർഘാസ് ദിവസം പകൽ 1 മണിവരെ നി›ിത വിലയും നികുതിയും അടച്ചാൽ അച്ചൻകോവിൽ വർക്കിംഗ് πാൻ ഓഫീസിൽനിന്നും ലഭിക്കുന്നതാണ്. കൂടുതൽ വിവരങ്ങൾ കലഞ്ഞൂർ, വാഴപ്പാറയിലുള്ള അച്ചൻകോവിൽ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസിൽനിന്നും അറിയാവുന്നതാണ്.

ദർഘാസ് ദിവസം പൊതു അവധി ദിവസമായി പ്രഖ്യാപിക്കപ്പെട്ടാൽ അടുത്ത പ്രവർത്തി ദിവസം നി›ിത സ്ഥലത്തും സമയത്തും ലേലം നടത്തുന്നതാണ്. നിരതദ്രവ്യം ലേലത്തിന് മുമ്പ് പണമായി കെട്ടിവയ്ക്കേ≠താണ്.
വാഹനത്തിന്റെ വിശദാംശങ്ങൾ—KL-01 H 2976 മഹീന്ദ്രാ ജീപ്പ്, 1995 മോഡൽ.
വാഹനം സൂക്ഷിച്ചിരിക്കുന്ന സ്ഥലം—ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസ് കോമ്പൗ≠്, വാഴപ്പാറ, കലഞ്ഞൂർ.
മതിപ്പ് വില—` 40,000. നിരതദ്രവ്യം—` 1,500. ദർഘാസ് ഫോറത്തിന്റെ വില—` 600 + വാറ്റ് 14.5 %. ദർഘാസ് ഫോറം നൽകുന്നത്—ലേല ദിവസം ഉച്ചയ്ക്ക് 1 മണിവരെ.

നിബന്ധനകൾ
1. ലേലത്തിൽ പങ്കെടുക്കുന്നതിന് താൽപ്പര്യമുള്ളവർക്ക് മുകളിൽ പറയുന്ന സ്ഥലത്ത് സൂക്ഷിച്ചിരിക്കുന്ന വാഹനം ബന്ധപ്പെട്ട ഓഫീസറുടെ അനുവാദത്തോടെ പരിശോധിച്ച് ഗുണനിലവാരം ബോദ്ധ്യപ്പെടാവുന്നതാണ്. ലേലത്തിനുശേഷം ഗുണനിലവാരം സംബന്ധിച്ച് ഉന്നയിക്കുന്ന യാതൊരു പരാതികളും പരിഗണിക്കുന്നതല്ല.
28th APRIL 2015] FOREST DEPARTMENT 2602. ദർഘാസുകൾ ആവശ്യമുള്ളവർ തെരഞ്ഞെടുപ്പ് കമ്മീഷനോ ബന്ധപ്പെട്ട വില്ലേജ് ഓഫീസറോ നൽകിയിട്ടുള്ള തിരിച്ചറിയൽ കാർഡ്/സർട്ടിഫിക്കറ്റ് സഹിതം അപേക്ഷിക്കേ≠താണ്.
3. ലേലം/ദർഘാസിൽ പരിഗണിക്കപ്പെടാത്തവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞാൽ ഉടൻതന്നെ തിരികെ നൽകുന്നതാണ്.
4. ദർഘാസ് സംഖ്യം നിരതദ്രവ്യത്തിനേക്കാൾ കൂടുതലാ ണെങ്കിൽ സംഖ്യയുടെ 50% (നിരതദ്രവ്യം) അപ്പോൾതന്നെ ഒടുക്കേ≠താണ്.
5. ദർഘാസുകൾ അംഗീകരിച്ചതായി അറിയിപ്പ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി സംഖ്യയും നിയമ പ്രകാരമുള്ള നികുതിയും അടച്ച് വാഹനം നീക്കം ചെയ്യേ≠താണ്. 15 ദിവസത്തിനുള്ളിൽ ബാക്കി സംഖ്യയും നികുതികളും അടച്ച് വാഹനം നീക്കം ചെയ്തില്ലെങ്കിൽ ദർഘാസുകരാൻ ആവശ്യപ്പെടുന്ന പക്ഷം മറ്റൊരു 15 ദിവസം കൂടി ലേലത്തുകയ്ക്ക് 12% പലിശയും ദിവസം ` 20 നിരക്കിൽ ഇരുപ്പ് വാടകയും വസൂലാക്കി അനുവദിക്കുന്നതായിരിക്കും.
ഇതിനുശേഷം കാലാവധി നീട്ടി അനുവദിക്കുന്നതല്ല. ആയതിൽ വീഴ്ച വരുത്തിയാൽ ദർഘാസുകാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ലേലത്തിലോ ടെ≠ർ അടിസ്ഥാനത്തിലോ പുനർ ലേലം നടത്തുന്നതും അതിൽ ഉ≠ാകുന്ന നഷ്ടം അടച്ച തുകയും ശേഷമുള്ളത് നിയമാനുസൃതം വീഴ്ച വരുത്തിയ ദർഘാസുകാരനിൽ നിന്നും ഈടാക്കുകയും ചെയ്യുന്നതാണ്. വനം വകുപ്പിൽ കാലാകാലങ്ങളിൽ നിലവിലുള്ള ദർഘാസ്/ ലേല നിബന്ധനകൾ ഇതിന് ബാധകമായിരിക്കും. ദർഘാസുകാരൻ വാഹനം ലഭിച്ചുകഴിഞ്ഞാൽ അനധികൃത പ്രവർത്തികൾക്ക് ഉപയോഗിക്കില്ലായെന്നും ടി വാഹനത്തിന്റെ രജിസ്ട്രേഷൻ ബുക്കിലും മറ്റും യാതൊരുവിധ അനധികൃത പ്രവർത്തികൾ ചെയ്യില്ലായെന്നും ` 100-ന്റെ പത്രത്തിൽ എഴുതി ഹാജരാക്കേ≠താണ്.

ലേല സ്ഥിരീകരണം ലഭിച്ചശേഷം ലേലംകൊ≠ വ്യ‡ി ലേല തുക പൂർണ്ണമായും ഒടുക്കിയ ചെലാൻ രസീത് സഹിതം ലേല വസ്തുക്കൾ നീക്കം ചെയ്യുവാനുള്ള സന്നദ്ധത മറയൂർ റെയിഞ്ചാഫീസറെ 7 ദിവസം മുൻപ് അറിയിക്കേ≠താണ്.
സൗജന്യ കാലാവധിയായ 40 ദിവസത്തിനുശേഷം ഉണങ്ങിപോകുന്നതിനാൽ ചന്ദനത്തടിയുടെ തൂക്കത്തിൽ കുറവു≠െന്ന് ദർഘാസ്/ലേലക്കാരൻ ഉന്നയിച്ചാൽ ഡിപ്പാർട്ട്മെന്റിന് യാതൊരു ഉത്തരവാദിത്വവും ഇല്ലാത്തതാകുന്നു. 40-ാമത്തെ ദിവസം ചന്ദനത്തിന്റെ തൂക്കം പരിശോധിക്കുന്നതും ആ തൂക്കം ഭാവിയിൽ ചന്ദനം എത്രമാത്രം ഉണങ്ങിയാലും അന്തിമ തൂക്കമായി പരിഗണിക്കുന്നതുമാണ്.
അതനുസരിച്ചുള്ള തൂക്കത്തിന് വില ഈടാക്കുന്നതായിരിക്കും.
കൂടാതെ വിജയിയാകുന്ന ദർഘാസ്/ലേലക്കാരന്റെ പേരിൽ ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തികൊ≠ുള്ള ഉത്തരവ് തീയതി മുതൽ 40 ദിവസങ്ങൾക്കും ദർഘാസ്/ലേലക്കാരൻ ബാക്കി അടയ്ക്കാനുള്ള ദർഘാസ്/ലേലത്തുക മുഴുവനും വനം വകുപ്പിൽ നിന്നും അയച്ചുതരുന്ന മേലൊപ്പോടുകൂടിയ ചെലാൻ പ്രകാരം ദേവികുളം സബ് ട്രഷറിയിൽ ഒടുക്കിയോ അതല്ലെങ്കിൽ അത്രയും തുകയുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ് റെയിഞ്ച് ഫോറസ്റ്റ് ഓഫീസർ, മറയൂർ റെയിഞ്ച് ഓഫീസ്, മറയൂർ പി. ഒ. എന്ന പേരിൽ സ്റ്റേറ്റ് ബാങ്ക് ഓഫ് ട്രാവൻകൂറിന്റെ മൂന്നാർ ശാഖയിൽ മാറത്തക്ക രീതിയിൽ ഹാജരാക്കേ≠തുമാണ്. ഏതെങ്കിലും കാരണവശാൽ ഡ്രാഫ്റ്റ് ബാങ്കിൽ നിരസിക്കുന്നപക്ഷം ടി ഡ്രാഫ്റ്റ് ഹാജരാക്കിയ ആളെ വീഴ്ച്ചക്കാരനായി കണക്കാക്കുന്നതും ദർഘാസ്/ലേല നിബന്ധന പ്രകാരമുള്ള മേൽ നടപടികൾ സ്വീകരിക്കുന്നതുമായിരിക്കും.

(Marayoor is situated at Munnar-Udumalpet Road 42 Kms. North East of Munnar and 45 Kms. South West of Udumalpet). The Divisional Forest Officer, Sandal Division, Marayoor reserves all the right to exclude any class or quantity of sandalwood shown in the schedule above for sale. EMD amount of ` 50,000 can be remitted through online payment system to MSTC by 6 p.m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. For the benefit of the bidders who are not well versed with online transactions, for some initial period, Range Forest Officer, Marayoor will entertain receipt of EMD in the form of Demand Draft payable at SBT, Munnar Branch drawn in favour of Range Forest Officer, Marayoor as was done in the old system, by 2 p.m. on the previous day of e-auction. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid material is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.
The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7 working days of issuance of acceptance letter. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.
The purchaser should give at least 7 days notice of his intention to take delivery to the Range Officer, Marayoor supported by receipted chalans in token of payment.
In addition, after confirmation, the successful bidder shall remit the balance sale value and taxes in either in the Government Sub-Treasury, Devikulam as per countersigned Chelan issued by the Department or as Demand Draft in favour of Forest Range Officer, Marayoor Range, Marayoor payable of the State Bank of Travancore, Munnar Branch, within 40 days of the date of the confirmation orders. If the Deamnd Draft is dishonored by the bank, the bidder who remitted the Demand Draft will be treated as defaulter and necessary action will be initiated against his as per the law and as per sale condition.
Department will not be responsible for any shortage in weight due to dryage after the grace period of 40 days, for this purpose on the 40th day, then weight will be taken and accounted and this weight will be final irrespective of further dryage and payment will be against such weights.
If any modifications or change in the sale conditions are intimated by the Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. Bidders shall remit the tender documents fee and Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of Travancore or through NEFT for other banks. The online NEFT remittance from provided by e-procurement system for making a NEFT transaction is not a payment confirmation. Kerala Forest Department/NIC/SBT shall not be responsible for any kind of delay in payment status confirmation.

Bidders are requested to submit scanned copy of the following documents, Registration Certificate duly attested by the PWD Kerala, EMD exemption certificate (if any), preliminary agreement executed in Kerala Stamp Paper worth ` 150 duly filled up to proforma for availing e-payment by Online. Subsequently the hard copy attested, copy of Registration Certificate, Bid document, EMD Exemption Certificate (if any), preliminary agreement in original would be submitted offline in a sealed cover superscribing the name of work and tender number to the office of the Divisional Forest Officer, Nilambur South Division through speed post/registered post as prescribed in the time schedule, failing which such tenders will be rejected.
2. The bidding authority deserves the right to modify/cancel any/all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data, while downloading by the bidder and non receipt of documents.
3. Any further classifications on this tender can be obtained from NIC/KITM the e-Tender help desk number available in the www.etenders.kerala.gov.in website and from this office (04931 220392) during the office hours. The details regarding e-payment (bidder's bank account number where he/she is having core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.
4. The Forest Department will not be responsible for any inconvenience or loss to the bidder while uploading/downloading the bid.
5. The tender/bids shall be opened online at the Office of the Divisional Forest Officer, Nilambur South in the presence of bidders/their representatives who wish to attend the above address. If the tender opening date happens to be a holiday or non working day due to any other valid reason, the tender opening process will be done on the next working day.
6. All other existing conditions related to e-tendering of Kerala PWD will be applicable in this tender also.
