No. CMU/P/1944/2014. 9th April 2015.
The Chief Engineer (Mechanical), Irrigation, Thiruvananthapuram for and on behalf of the Governor of Kerala invites re-e-tender in two cover system from the original manufacturers or their authorized dealers for the Supply installation and commissioning of 8 Nos. new passenger lift make OTIS/KONE/MITSUBISHI by replacing existing 8 Nos. ECE make elevators installed in Assembly Block of Kerala Legislative Complex, Thiruvananthapuram.
Name of work—Supply installation testing and commissioning of 8 Nos. new passenger lift make OTIS/KONE/MITSUBISHI by replacing existing 8 Nos. ECE make elevators installed in Assembly Block of Kerala Legislative Complex.
an e-tender, only those bidders who have enrolled in the above portal with their own Digital Signature Certificate (DSC) can participate in the tender. Re-e-tender document and other details can be obtained from the above portal.

EMD (Online payment)—` 2,52,000.
Cost of tender documents—` 7,500 + 5% as VAT (Total— ` 7,875).
Document sale starting date and time—10-4-2015 at 10 a. m.
Document sale end date and time—11-5-2015 at 5 p. m.
Bid submission start date and time—10-4-2015 at 10 a. m.
Bid submission end date—11-5-2015.
Bidders shall remit the tender document fee and EMD using the online payment option of e-procurement system only. No exception in the case of remittance of tender document fee. Bidders are advised to visit downloads section of e-procurement website http:etenders.kerala.gov.in for detailed instructions on making online payment using internet banking facility of SBT or by any NEFT facility. The first cover technical bid contains the following documents should be submitted by online.
1. Technical bid details duly filled
(a) Technical data sheet duly filled.
(b) If anymore information to be furnished, separate data sheet also be attached for the additional information.
(c) Filled up form No. 14 (4 pages) duly signed.
(d) Special condition of tender duly signed.
2. E- Payment form duly filled.
3. Proof of the original manufacture/authorized dealers attested copy of same.
The Second cover financial bid contains the following documents.

The bidder should be submitted the hard copy of the technical bid contain the documents as noted in above paras in sealed envelope. Technical bid cover should be addressed to the Superintending Engineer & Deputy Chief Engineer, PWD Mechanical, Irrigation, Public Office Building, Museum P. O., Thiruvananthapuram and reach this office on or before the technical bid opening date on 15-5-2015 at 3 p. m. by speed post or registered post. In the envelope Tender Number and name of work should be noted.
The right to acceptance or rejection of e-tender without assigning any reason is solemnly vested with Chief Engineer, Mechanical, Thiruvananthapuram.
All the rules related to tender in Irrigation Department is applicable to this tender also. The rules and regulations prescribed for e-tenders by the Government of Kerala shall be applicable to this e-tender also.

4. Scanned copy of preliminary agreement executed in Kerala Stamp Paper worth ` 500 should be submitted online and original agreement should be submitted before the opening of technical bid.
5. EMD exemption certificate (if any) should be submitted on online.
6. If any, details to be furnished by the manufacturer for supply and specification.
7. The details required to be furnished in special condition.
All the above documents should be submitted physically on or before the date and time of opening of technical bid. In which preliminary agreement executed in Kerala Stamp Paper cost ` 500 in original should also be submitted.
Tenders will be opened in the online in the presence of such bidders or then, authorized representatives who have logged in at the prescribed time of opening before the Superintending Engineer & Deputy Chief Engineer, PWD, Mechanical, O/o the Chief Engineer, Mechanical, Thiruvananthapuram. If the date fixed for opening happens to be a holiday or due to net failure the tender will be opened in the next working day at the same time and place.
