അച്ചൻകോവിൽ ഡിവിഷനിലെ അച്ചൻകോവിൽ റെയിഞ്ചിൽപ്പെട്ട 1981 കമ്പിലൈൻ തേക്ക് തോട്ടത്തിൽ നിന്നും മൂന്നാമത് ഇടവെട്ടിലൂടെ ശേഖരിച്ച നാലാം തരം തേക്ക് തടികളും, തേക്ക് കഴകളും, 1954 മുതലത്തോട് തേക്കുതോട്ടത്തിൽ നിന്നും അന്തിമവെട്ടിലൂടെ ശേഖരിച്ച നാലാം തരം തേക്ക് തടികളും വിവിധ ക്ലാസ്സുകളിൽപ്പെട്ട തേക്ക് കഴകളും തേക്ക് ബില്ലറ്റും പാഴ് മര വിറകും കൂടാതെ 1967 മണലാർ, 1968 ഹരിജൻ കോളനി എന്നീ മാച്ച് വുഡ് തോട്ടങ്ങളിൽ നിന്നും ശേഖരിച്ച നാലാം തരം തേക്ക് തടികളും, തേക്ക്കഴകളും, തേക്ക് ബില്ലറ്റും, പാഴ്മര വിറകും ചുവടെ ചേർക്കുന്ന പട്ടികയിൽ ഉൾപ്പെടുത്തിയിട്ടുള്ള പ്രകാരം തിരുവനന്തപുരം സംരക്ഷണവിഭാഗം അഡീഷണൽ പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 3-12-2014-ലെ പ്രൊ. (4)-26243/13-ാം നമ്പരായി 23-12-2014-ലെ 50-ാം നമ്പർ കേരള ഗസറ്റ് വാല്യം 3-ൽ പരസ്യപ്പെടുത്തിയിട്ടുളള പൊതു ദർഘാസ്/ ലേല വ്യവസ്ഥകൾക്കും വനം വകുപ്പിൽ നിലവിലുളള ഇതര ലേല വ്യവസ്ഥകൾക്കും വിധേയമായി അച്ചൻകോവിൽ ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ ഇ-ലേലത്തിലൂടെ വിൽക്കുന്നതാണ്. പട്ടികയിൽ പറയുന്ന ഉൽപ്പന്നങ്ങൾക്ക് പുറമെ ഇ-ലേലത്തിന് മുൻപുവരെ ശേഖരിച്ച് അട്ടിവയ്ക്കുന്ന ഉൽപ്പന്നങ്ങളും ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്നതായിരിക്കും. അതോടൊപ്പം പട്ടിക 3-ൽ ര≠ാമത്തെ ഇനമായി ഉൾപ്പെടുത്തിയിരിക്കുന്നതും 1968 ഹരിജൻകോളനി മാച്ച്വുഡ് തോട്ടത്തിൽനിന്നും അന്തിമവെട്ടിലൂടെ ശേഖരിച്ചിട്ടുള്ളതുമായ 132.50 മെ.ടൺ. പാഴ്മര വിറക് വീഴ്ച വരുത്തിയ ആദ്യ ലേലക്കാരനായ ശ്രീ. സി.ഡി. സാനു, സാബുനിവാസ്, അച്ചൻകോവിൽ എന്ന വ്യ‡ിയുടെ പൂർണ്ണ നഷ്ടോത്തരവാദിത്വത്തിലാണ് വിൽപ്പന നടത്തുന്നത്. ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്ന വ്യ‡ികൾ ഇ-ലേലത്തിനു മുൻപ് ` 20,000 (ഇരുപതിനായിരം) ഇ-പേയ്മെന്റ ്/ ഇ-ട്രഷറി/ഡിമാന്റ ് ഡ്രാഫ്റ്റ്/എം.എസ്.റ്റി.സി. ലിമിറ്റഡ് വഴി നിരതദ്രവ്യം കെട്ടിവയ്ക്കേ≠താണ്. വിജയിക്കുന്ന ഇ-ലേലക്കാരൻ, ഇ-ലേലത്തുകയുടെ 35% തുക ഇ-ലേല ദിവസം തന്നെ "ഇ"-പേയ്മെന്റായി കെട്ടിവയ്ക്കേ≠താണ്. വിജയിയായ ഇ-ലേലക്കാരൻ നിയമപ്രകാരവും കാലാകാലങ്ങളിൽ നിലവിലുളളതുമായ വാറ്റ്, വനവികസന നികുതി, ആദായ നികുതി മറ്റ് ബന്ധപ്പെട്ട നികുതികൾ എന്നിവ യഥാസമയം അടയ്ക്കേ≠തു≠്.

ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിനു മുൻപായി ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരവും, അളവും നേരിൽ ക≠് ബോധ്യപ്പെട്ടുകൊളേള≠താണ്. ഇ-ലേലത്തിന് ശേഷമുളള പരാതികൾ പരിഗണിക്കുന്നതല്ല. ഈ വി⁄ാപന തീയതിക്ക് മുമ്പായി ദർഘാസ്/ലേലം സംബന്ധമായി സർക്കാർ ഉത്തരവുകൾ എന്തെങ്കിലും ഉ≠ായാൽ ആയതും ടി ലേലത്തിന് ബാധകമായിരിക്കും. വിൽപ്പനയ്ക്ക് വച്ചിട്ടുളള ഉൽപ്പന്നങ്ങൾ ഏതെങ്കിലും സർക്കാർ വകുപ്പുകൾക്ക് ആവശ്യമായി വരുന്ന പക്ഷം ആയത് കഴിച്ചുളള ഉൽപ്പന്നങ്ങൾ മാത്രമേ വിൽക്കുകയുളളു. തോട്ടത്തിലെ ജോലികൾ നടന്നുകൊ≠ിരിക്കുന്നതിനാൽ ലേലത്തിന് മുൻപ് വരെ ഡമ്പിംഗ് ഡിപ്പോയിൽ ഇറക്കി ലോട്ടു ചെയ്യുന്ന ഉൽപ്പന്നങ്ങൾ കൂടി ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്ന തായിരിക്കും. പട്ടികയിൽ കാണിച്ചിട്ടുളള തീയതിയിൽ നടക്കുന്ന ഇ-ലേലത്തിൽ വിറ്റു പോകാത്ത ഉൽപ്പന്നങ്ങളും പുതുതായി വരുന്ന ഉൽപ്പന്നങ്ങളും അടുത്ത പുനർ ഇ-ലേലത്തിലൂടെ വിൽപ്പന നടത്തുന്നതാണ്.

It is hereby notified that Teak Timber IV, Teak Poles, Teak billets and jungle wood fire wood collected from final felling / thinning areas of 1954 Teak Plantation at Muthalathodu, 1967 MW Plantation at Manalar, 1968 MW Plantation at Harijan Colony & 1981 Teak Plantation at Kampiline in Achencovil Range of Achencovil Division will be sold through e-Auction shown in the schedule, by the Divisional Forest Officer, Achencovil or any Officer authorized by him, subject to the conditions published in Kerala Gazette No. 50 Vol.III dated 23-12-2014 vide Notification No. Pro. (4) 26243/13 dated 3-12-2014 of the Additional Principal Chief Conservator of Forests (P) Thiruvananthapuram and other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction and that could be lot immediately before the e-auction will also be placed in the e-auction. The produce included in Schedule III as Serial No. 2 (132.50 MT of JW FW) will be sold at the risk and loss of the original bidder, Sri. C.D. Sanu, Sabu Nivas, Achencovil. Those who wish to participate have to remit an amount of ` 20,000 as EMD as e-payment before the e-auction through MSTC limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself through e-payment. Successful bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax and such other as taxes that are prevailing at the time of e-auction within the stipulated time limit.

e-Auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest Money Deposit should be submitted on e-payment / e-treasury / demand draft / MSTC through the internet online Banking of SBT or through NEFT for other banks. For submission of e-auction visit the website:

www.mstcecommerce.com. All bids / e-auction documents are to be submitted online only and in the designated online cover(s)/envelope(s) on the www.mstcecommerce.com. Website and e-auction documents submitted manually/through post will not be entertained.

Online e-Auction/bids are to be accompanied with relevant documents. E-Auction/bids received online with out the scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on this e-Auction can be obtained from NIC/the e-Auction Helpdesk number available in the www.mstcecommerce.com. Website and from the office of the Divisional Forest Officer, Achencovil during the office hours.

The details regarding e-Payment (Bidder's Bank Account No. Where he/she is having core banking facility and email id) should be submitted along with the e-Auction documents. E-Auction documents with out these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading / downloading the bid.

The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned village officer, or any other approved identity documents along with the EMD through online. Those who do not produce any approved identity card or certificate will not be eligible to participate in the e-auction.

Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement of the same and no complaints will be entertained after the e-auction. In case any Govt. Department requires any of the materials put up for the e-auction, the quantity remaining after their selection only will be re-auctioned.

The quantity that may become ready for sale after the publication of this notification will also be included in the e- auction. Any further notification to the sale conditions that may be issued by the Government after the issuance of this notification will also be applicable to this e-auction. The unsold materials in the e-auction will be re-auctioned.

The Divisional Forest Officer, Kannur Division, Kannur reserves all the right to exclude any class or quantity of Teak Timber, Poles, Billets and Firewood shown in the schedule above for sale. EMD amount of ` 20,000 for Teak Poles/ Billets/Firewood can be remitted through online payment system to MSTC by 6 p.m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India, Koothuparamba Branch or by cash in Sub Treasury, Kuthuparamba. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.

If any modifications or change in the sale conditions are intimated by the Addl. Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above schedule or to cancel the e-auction of any materials without further notice.
