കേരള സർക്കാരിന്റെ 6-6-2007-ലെ 1049-ാം നമ്പർ [30-5-2007-ാം തീയതിയിലെ സ.ഉ.(സാധാ) 2301/2007/ആർ.ഡി.] വി⁄ാപനപ്രകാരം സ്പെഷ്യൽ തഹശീൽദാർ ശ്രീപ≠ാരവക ലാന്റ ്സ് നമ്പർ-3 തിരുവനന്തപുരത്തിനെ 1894-ലെ പൊന്നും വില നിയമം (1894-ലെ 1-ാം കേന്ദ്ര നിയമം)-ന് വിധേയമായി ഒരു കളക്ടറുടെ ചുമതലകൾ നിർവഹിക്കുന്നതിനുവേ≠ി നിയമിച്ചതിനാലും; തിരുവനന്തപുരം ജില്ലാ കളക്ടറുടെ 23-9-2014-ാം തീയതിയിലെ എസ്. 3-3/2014-ാം നമ്പർ ഉത്തരവു പ്രകാരം തിരുവനന്തപുരം കളക്ടറേറ്റിലെ കരമന- കളിയിക്കാവിള സ്പെഷ്യൽ യൂണിറ്റിന്റെ പൊന്നുംവില ആഫീസറായി നിയമിച്ചതിനാലും;
ഇതിനോടൊപ്പം വിവരിച്ചിട്ടുള്ള ഭൂമി ഒരു പൊതു ആവശ്യ ത്തിനായി, അതായത് കരമന-കളിയിക്കാവിള ദേശീയപാതയുടെ ഒന്നാംഘട്ട (സ്ട്രെച്ച്-4 ബാലരാമപുരം മുതൽ വഴിമുക്ക് വരെ) വികസനത്തിന് ആവശ്യമു≠െന്നോ ആവശ്യമു≠ായേക്കാ മെന്നോ പ്രസ്തുത കളക്ടർക്ക് ബോദ്ധ്യപ്പെട്ടിരിക്കുന്നതിനാലും;

ആക്ടിലെ 6(1)-ാം വകുപ്പ് പ്രകാരമുള്ള പരസ്യം
ഇപ്പോൾ ത∑ൂലം ഇതുമായി ബന്ധപ്പെട്ട എല്ലാ വ്യ‡ി കൾക്കും 1894-ലെ പൊന്നുംവില നിയമം (1894-ലെ 1-ാം കേന്ദ്ര നിയമം) 4-ാം വകുപ്പ് (1)-ാം ഉപവകുപ്പിലെ വ്യവസ്ഥകൾക്ക് അനുസൃതമായി ഇക്കാര്യത്തിലുള്ള അറിയിപ്പ് ഇതിനാൽ നൽകുകയും ചെയ്യുന്നു.

ഇതോടൊപ്പം ഉള്ള പട്ടികയിൽ വിവരിച്ചിട്ടുള്ള ഭൂമിയുടെ സർവ്വെ നടത്തണമെന്ന് സർക്കാർ നിർദ്ദേശിച്ചിരിക്കുന്നതിനാൽ ഈ വില്ലേജുകളിൽ സർവ്വെ പ്രവർത്തനങ്ങൾ വേഗം തന്നെ ആരംഭിക്കുന്നതാണെന്നും സർവ്വെ നമ്പരുകൾ അതിർത്തി തിരിച്ച് സർവ്വെ ചെയ്യുന്നതാണെന്നും 1961-ലെ കേരള സർവ്വെയും അതിർത്തിയും സംബന്ധിച്ച ആക്ടിലെ 6 (1)-ാം വകുപ്പ് പ്രകാരം ഇതിനാൽ പരസ്യം ചെയ്യുന്നു.
താഴെ പറയുന്ന ഭൂമിയുടെ ഉള്ളിലോ അഥവാ അവയോട് ചേർന്നോ സ്ഥിതി ചെയ്യുന്ന രജിസ്റ്റർ ചെയ്ത ഭൂമിയിൽ അവകാശമു≠െന്ന് തേർച്ച ചെയ്യുന്ന ഏതൊരാളേയും നേരിട്ടോ ഏജന്റ ് മുഖേനയോ സ്ഥലത്ത് ജോലി ചെയ്യുന്ന സർവ്വേയറുടെ അടുത്ത് ഹാജരാക്കുന്നതിനും അതിരുകൾ കാണിച്ച് കൊടുക്കു ന്നതിനും അതോട് ബന്ധപ്പെട്ട വിവരങ്ങളും നൽകുന്നതിനും വേ≠ി അതതു സമയം ആവശ്യപ്പെടുമ്പോൾ ഹാജരാകുന്ന തിനുംവേ≠ി ഇതിനാൽ ക്ഷണിച്ചുകൊള്ളുന്നു.
പ്രസ്തുത ആക്റ്റിലെ 6(2) എന്ന വകുപ്പുപ്രകാരം ഈ പരസ്യം താഴെ പറയുന്ന ഭൂമിയിൽ അവകാശബന്ധമുള്ള ഏതൊരാൾക്കുമുള്ള സാധുവായ നോട്ടീസായി കണക്കാക്ക പ്പെടുന്നതാണ്.
പ്രസ്തുത ആക്റ്റിലെ 6(3)-ാം വകുപ്പുപ്രകാരം രജിസ്റ്റർ ചെയ്ത എല്ലാ കൈവശക്കാരും:—
(എ) സർവ്വെ ചെയ്യുന്നതിനുവേ≠ി നിർമ്മാർ÷നം ചെയ്യേ≠ ആവശ്യമു≠ായേക്കാവുന്ന വല്ല മരങ്ങളോ കുറ്റിക്കാടുകളോ വേലികളോ നിൽക്കുന്ന വിളകളോ അഥവാ സാരവത്തായ മറ്റു തടസ്സങ്ങളോ 15 ദിവസത്തിനകം മുറിച്ചുകളയുകയോ നീക്കം ചെയ്യുകയോ ചെയ്ത് അതിരുകളോ മറ്റു ലൈനുകളോ വെടിപ്പാക്കണമെന്നും;

(സി) അനുയോജ്യമായ സർവ്വേ അടയാളങ്ങൾ നൽകണ മെന്നും മറ്റു പ്രകാരത്തിൽ പ്രസ്തുത ആക്ടോ അതു പ്രകാരമു≠ാക്കിയിട്ടുള്ള ചട്ടങ്ങളോ അനുസരിച്ച് ആവശ്യപ്പെട്ടേക്കാവുന്ന സഹായങ്ങൾ സർവ്വേയർക്ക് നൽകണമെന്നും ഇതിനാൽ ആവശ്യപ്പെടുന്നു.
മേൽപ്പറഞ്ഞ (എ) മുതൽ (സി) വരെയുള്ള ഖണ്ഡങ്ങൾ പ്രകാരമുള്ള ഈ അഭ്യർ∞നകൾ അനുസരിക്കുന്നതിൽ ആരെങ്കിലും വീഴ്ച വരുത്തുകയാണെങ്കിൽ ടി ജോലി കൂലിപ്പണിക്കാരെക്കൊ≠് ചെയ്യിപ്പിക്കുന്നതും ആയതിന്റെ ചെലവ് ആക്ടിലും അതുപ്രകാരം ഉ≠ാക്കിയിട്ടുള്ള ചട്ടങ്ങളിലും വ്യവസ്ഥ ചെയ്തിട്ടുള്ളതുപോലെ വീഴ്ചവരുത്തിയ വരിൽനിന്നും വസൂലാക്കുന്നതുമാണ്.
