പോലീസ് വകുപ്പിലേക്ക് ആവശ്യമായ താഴെ പറയുന്ന സാധനങ്ങൾ വിതരണം ചെയ്യുന്നതിനുള്ള ര≠് ബിഡ് സിസ്റ്റത്തിലുള്ള (ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും) മുദ്രവച്ച ടെ≠റുകൾ 15-6-2015-ാം തീയതി ഉച്ചയ്ക്ക് 12 മണിക്ക് മുൻപായി ഈ ഓഫീസിൽ ലഭിക്കത്തക്ക വിധത്തിൽ ക്ഷണിച്ചുകൊള്ളുന്നു.

പൊതുവായ നിർദ്ദേശങ്ങൾ

1. കരാറുകാരൻ പ്രശസ്തമായ നിർമ്മാണ കമ്പനി തന്നെ ആയിരിക്കുകയോ ടെ≠റിലും വിൽപ്പനയിലും സർവ്വീസിലും പങ്കെടുക്കുവാനുള്ള നിർമ്മാണ കമ്പനിയുടെ സമ്മതപത്രം ഉള്ള അംഗീകൃത വ്യാപാരിയോ ആയിരിക്കേ≠താണ്.

2. ഒരു കരാറുകാരന് ര≠ു വ്യാപാരിയേയോ/ഉപകരണ നിർമ്മാതാവിനെയോ പ്രതിനിധീകരിച്ച് ഒരു പ്രത്യേക ടെ≠റിന് വില രേഖപ്പെടുത്തുവാൻ പാടില്ല.

3. കരാറുകാരന്/ഉപകരണ നിർമ്മാതാവിന് വളരെ വിപുലമായ രീതിയിൽ പ്രവർത്തിച്ച് വരുന്ന സർവ്വീസ് സെന്റർ ഇന്ത്യയിൽ ഉ≠ാകേ≠തും (പ്രത്യേകിച്ച് ദക്ഷിണേന്ത്യയിൽ) സർവ്വീസ് സെന്റർ സംബന്ധിച്ചുള്ള വിവരങ്ങൾ ടെ≠ർ രേഖകളുടെ കൂടെ സമർപ്പിക്കേ≠തുമാണ്.

4. കരാറുകാരന് പ്രാബല്യത്തിലുള്ള സി.എസ്.റ്റി./വാറ്റ് രജിസ്ട്രേഷൻ ഉ≠ായിരിക്കേ≠തും ആയതിന്റെ കോപ്പി ടെ≠റിനോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠ തുമാണ്.

5. കരാറുകാരന് പ്രാബല്യത്തിലുള്ള പാൻ/ടാക്സേഷൻ ഇൻഡെക്സ് നമ്പർ എന്നിവ ഉ≠ായിരിക്കേ≠തും ആയതിന്റെ കോപ്പി ടെ≠റിനോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠തുമാണ്.

6. കരാറുകാരൻ താഴെ പറയുന്ന സംഗതികളിലെ മാനദﬁങ്ങളിലെ ഏറ്റവും കുറഞ്ഞ യോഗ്യതയെങ്കിലും ഉ≠ായിരിക്കേ≠തും അത് സംബന്ധിച്ചുള്ള രേഖകൾ സമർപ്പിക്കേ≠തുമാണ്.

(എ) ടെ≠റിൽ പങ്കെടുക്കുന്നതിന് പ്രാബല്യ ത്തിലുള്ള ഉപകരണ നിർമ്മാണ കമ്പനിയുടെ സമ്മതപത്രം.

(ബി) കരാറുകാരന്റെ രജിസ്ട്രേഷൻ/സ്ഥാപന രൂപീകരണ സർട്ടിഫിക്കറ്റ്.

(സി) അവസാന മൂന്നു വർഷത്തെ കരാറുകാരന്റെ ലാഭനഷ്ട ബാലൻസ് ഷീറ്റ് (ആഡിറ്റ് റിപ്പോർട്ട് ഉൾപ്പെടെ).

(ഡി) കരാറുകാരൻ അവസാന മൂന്നു വർഷം ഉപകരണ നിർമ്മാണ കമ്പനിയുടെ അംഗീകൃത വ്യാപാരി/വിതരണക്കാരൻ ആയിരിക്കേ≠താണ്.

(ഇ) കരാറുകാരൻ/നിർമ്മാണ കമ്പനി വാറന്റ ി സർട്ടിഫിക്കറ്റ് ബില്ലിനോടൊപ്പം സമർപ്പി ക്കേ≠താണ്.

നിബന്ധനകൾ

1. ടെ≠ർ അയയ്ക്കുന്ന സാധനത്തിന്റെ പേരും ടെ≠ർ നമ്പരും രേഖപ്പെടുത്തി സ്റ്റേറ്റ് പോലീസ് ചീഫ്, പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സ്, വഴുതക്കാട്, തിരുവനന്തപുരം-695 010, കേരള എന്ന വിലാസത്തിൽ അയയ്ക്കേ≠താണ്. താമസിച്ച് ലഭിക്കുന്ന ടെ≠റുകൾ സ്വീകരിക്കുന്നതല്ല.

2. ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിലാക്കി ര≠ും കൂടി മറ്റൊരു മുദ്രവച്ച കവറിൽ സാധനത്തിന്റെ പേരും ടെ≠ർ നമ്പരും എഴുതി സമർപ്പിക്കേ≠താണ്. ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും ഒരേ കവറിൽ സമർപ്പിച്ചാൽ ആയത് നിരസിക്കാവുന്നതാണ്.

ടെ≠ർ തുറക്കുന്നത്

3. ടെക്നിക്കൽ ബിഡ് ആവശ്യമായിട്ടുളള നിരതദ്രവ്യവും, സാമ്പിളുകളും ഉളളത് 15-6-2015-ാം തീയതി വൈകുന്നേരം 3 മണിക്ക് കരാറുകാരന്റെയോ പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്ന താണ്. നിരതദ്രവ്യം ഇല്ലാത്ത ടെ≠റുകൾ അപ്പോൾ തന്നെ നിരസിക്കുന്നതാണ്. സാങ്കേതിക പരിശോധന കമ്മിറ്റിയുടെ പരിശോധനയിൽ യോഗ്യത നേടാത്ത ടെക്നിക്കൽ ബിഡുകൾ നിരസിക്കുന്നതാണ്. സാങ്കേതിക യോഗ്യത നേടുന്ന ടെ≠റുകളുടെ ഫിനാൻഷ്യൽ ബിഡുകൾ ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിച്ചശേഷം തുറക്കുന്നതാണ്. സാങ്കേതിക യോഗ്യത നേടാത്ത ടെ≠റുകളുടെ ഫിനാൻഷ്യൽ ബിഡുകൾ തുറക്കാതെ തന്നെ മടക്കി നൽകുന്ന താണ്. എല്ലാ വിലയും രേഖപ്പെടുത്തേ≠ത് എല്ലാത്തരം ഡ്യൂട്ടികളും നികുതികളും ഉൾപ്പെടെയായി രിക്കണം. കസ്റ്റംസ് ഡ്യൂട്ടി ഉ≠െങ്കിൽ അത് പ്രത്യേകമായി എടുത്ത് പറയേ≠താണ്.

4. എല്ലാ കരാറുകാരും വിതരണം ചെയ്യാൻ തയ്യാറായിട്ടുള്ള ഉപകരണം പരിശോധനയ്ക്കായി 18-6-2015-ന് പകൽ 10.30 മണിക്ക് പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സിൽ തിരുവനന്തപുരത്ത് കൊ≠ുവരേ≠താണ്. ഉപകരണങ്ങൾ പരിശോധിക്കുന്നതിനായി താഴെപ്പറയുന്ന സാങ്കേതിക പരിശോധന കമ്മിറ്റിയെ ചുമതലപ്പെടുത്തിയിട്ടു≠്.

(1) പോലീസ് അഡീഷണൽ ഡയറക്ടർ ജനറൽ, എസ്.സി.ആർ. ബി.—ചെയർമാൻ (0471 2446522) (2) പോലീസ് സൂപ്ര≠് (ടെലി കമ്മ്യൂണിക്കേഷൻ)—

മെമ്പർ (0471-2446347)

(3) ഡെപ്യൂട്ടി പോലീസ് സൂപ്ര≠്,(സി & റ്റി) ടെലി കമ്മ്യൂണിക്കേഷൻ—മെമ്പർ (0471-2445828) ടെ≠ർ ചെയ്തിട്ടുള്ള ഏതെങ്കിലും സാധനങ്ങളുടെ സ്പെസിഫിക്കേഷൻ സംബന്ധിച്ചുള്ള ഏത് വ്യ‡തയും സംശയങ്ങളും ദൂരീകരിക്കുന്നതിന് മുകളിൽ പറഞ്ഞ കമ്മറ്റിയിലെ ഉദ്യോഗസ്ഥരോട് ഫോണിൽ ബന്ധപ്പെടാവുന്നതാണ്.

5. പങ്കെടുക്കാൻ ഉദ്ദേശിക്കുന്ന കരാറുകാർക്ക് www.keralapolice.gov.in എന്ന വെബ്സൈറ്റ് വിലാസത്തിൽ നിന്നും ടെൻഡർ ഫോറം ഡൗൺലോഡ് ചെയ്യാവുന്നതും ആയതിന് നിർദ്ദേശിച്ചിട്ടുളള വില ഡിമാന്റ ് ഡ്രാഫ്റ്റായി ടെൻഡറിനോടൊപ്പം സമർപ്പിക്കേ≠തുമാണ്.

6. നിരതദ്രവ്യം:—ടെൻഡറിനോടൊപ്പം നിരതദ്രവ്യം ഹാജരാക്കേ≠താണ്. നിരതദ്രവ്യം ക്രോസ് ചെയ്ത ബാങ്ക് ഡ്രാഫ്റ്റായോ/ ട്രഷറി സേവിംഗ്സ് ഡെപ്പോസി റ്റായോ/ഗവൺമെന്റ ് പ്രോമിസറി നോട്ടായോ/ബാങ്ക് ഗ്യാരന്റിയായോ/നാഷണൽ സേവിംഗ്സ് സർട്ടിഫിക്ക റ്റായോ സമർപ്പിക്കാവുന്നതാണ്. നിരതദ്രവ്യം പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ-1, പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം പേർക്ക് മാറാ വുന്ന വിധത്തിൽ ഹാജരാക്കേ≠തും അത് തെളിയിക്കുന്നതിനുളള രേഖകൾ ടെൻഡറിനോടൊപ്പം ഹാജരാക്കേ≠തുമാണ്.

7. പങ്കെടുക്കാൻ ഉദ്ദേശിക്കുന്ന കരാറുകാർ ഇൻസ്റ്റലേഷൻ ചാർ÷് (സാങ്കേതിക ഉപകരണത്തിൽ), ഓഫീസർ മാരുടെ ട്രെയിനിംഗ് മൂന്നുവർഷത്തേക്കെങ്കിലും ഉളള ഓൺസൈറ്റ് വാറ≠ി സംബന്ധിച്ചുളള വിവരം ടെൻഡറിൽ ഉൾപ്പെടുത്തണം. അതിനുശേഷം അടുത്ത മൂന്നുവർഷത്തേക്കുളള എ.എം.സി/ എ.റ്റി.എസ് ചാർ÷് സംബന്ധിച്ചുളള വിവരവും നി›യമായും ടെൻഡറിൽ രേഖപ്പെടുത്തേ≠താണ്.

8. സ്പെസിഫിക്കേഷനും സാധനങ്ങളുടെ ലിസ്റ്റും സംബന്ധിച്ചുളള വിവരങ്ങൾ പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സിൽനിന്നും ഓഫീസ് സമയത്തോ പോലീസ് വെബ്സൈറ്റിൽ നിന്നോ അറിയാൻ കഴിയു ന്നതാണ്. സ്ഥാപനങ്ങൾ ഉപകരണങ്ങളുടെ സ്പെസിഫിക്കേഷൻ, ബ്രോഷർ, നിർമ്മാതാവ്/ടെസ്റ്റ് റിപ്പോർട്ട് (ഗവൺമെന്റ ് ലബോറട്ടറി/ഏജൻസി) കേരള ത്തിലുളള സാങ്കേതിക സഹായ ശ്യംഖല എന്നിവയെ പറ്റിയുളള വിവരങ്ങളും കരാറിനോടൊപ്പം സമർപ്പിക്കേ≠ താണ്. മേൽപ്പറഞ്ഞ സംഗതികൾ ഇല്ലാത്ത ടെൻഡറുകൾ നിരസിക്കുന്നതാണ്. പ്രത്യേക കവറിലും ടെൻഡർ നമ്പർ രേഖപ്പെടുത്താതെയുളള ടെൻഡറുകൾ നിരസിക്കുന്നതാണ്.

പരിശോധനാ കമ്മിറ്റിയെ അതിനു പകരമായി സാധനം സംബന്ധിച്ചുളള ഡോക്യുമെന്ററി/പവർ പോയിന്റ ് പ്രസന്റേഷൻ/സിഡികൾ/സ്കെയിൽ മോഡലുകൾ/വീഡിയോകൾ/സ്ളയിഡ് ഷോ എന്നിവ കാണിച്ച് ബോധ്യപ്പെടുത്തേ≠താണ്.

13. പോലീസ് ഡിപ്പാർട്ട്മെന്റ ് ഓരോ വ്യ‡ിക്കും പ്രത്യേകം ഇതുസംബന്ധിച്ചുളള വിവരങ്ങൾ ആശയ വിനിമയം നടത്താൻ ബാധ്യസ്ഥരല്ല. വില രേഖപ്പെ ടുത്തുന്നത് 30-8-2015 വരെ മാറാതെ പ്രാബല്യത്തിൽ വേ≠തുമായിരിക്കണം.

14. സ്റ്റേറ്റ് പോലീസ് ചീഫിന് ഏതൊരു ടെൻഡറും യാതൊരു കാരണവും കൂടാതെ നിരസിക്കുവാനുളള അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

15. ഇത് സംബന്ധിച്ചുളള എന്ത് സംശയങ്ങളും പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ (ഫോൺ നമ്പർ 0471-2726945) അല്ലെങ്കിൽ സീനിയർ സൂപ്ര≠്, (എച്ച് ആന്റ ് മോഡ് ബ്രാഞ്ച്) (0471-2721547-1265) പി.എച്ച്.ക്യു എന്നിവരുമായി ബന്ധപ്പെടാവുന്നതാണ്.

NB:—ഡെമോൺസ്ട്രേഷൻ 18-6-2015-ാം തീയതി 10.30 മണിക്ക് പോലീസ് ഹെഡ്ക്വാർട്ടേഴ്സിൽ ക്രമപ്പെടുത്തിയിരിക്കുന്നു.

9. ഉപകരണ നിർമ്മാണ കമ്പനിയോ/കമ്പനിയുടെ അംഗീകൃത ഡീലറോ (കമ്പനിയുടെ സമ്മതപത്രം ഉൾപ്പെടെ) സമർപ്പിക്കുന്ന ടെൻഡറുകളിൽ ഉൾപ്പെട്ട സാധനങ്ങൾക്ക് പ്രത്യേക പരിഗണന ലഭിക്കുന്നതാണ്. അതുപോലെ സർക്കാർ ഡിപ്പാർട്ട്മെന്റ ്/സ്ഥാപന ങ്ങൾക്ക് ഇതേ സാധനം നേരത്തേ നൽകിയിട്ടു ≠െങ്കിൽ അതു സംബന്ധിച്ചുളള ഇടപാടുകാരനുളള സംതൃപ്തി (വാങ്ങൽ/ഇൻസ്റ്റലേഷൻ തുടങ്ങിയവ ഉൾപ്പെടെ) രേഖപ്പെടുത്തുന്ന സാക്ഷിപത്രം കൂടി സമർപ്പിക്കേ≠താണ്.

10. വിദേശ ഉപകരണങ്ങൾ സംബന്ധിച്ച് ഇന്ത്യൻ കറൻസിയുടെ വില കൂടി രേഖപ്പെടുത്തണം സാധനം വിതരണം ചെയ്യുന്നതിന് ലെറ്റർ ഓഫ് ക്രെഡിറ്റ് തുറക്കേ≠ാത്തവർക്ക് പരിഗണന നൽകുന്നതാണ്. മുൻകൂർ പണം ആവശ്യമുളളവർ അതുസംബന്ധിച്ചുളള വിശദാംശങ്ങൾ ടെൻഡറിൽ രേഖപ്പെടുത്തേ≠താണ്. എങ്കിലും പ്രത്യേക സാഹചര്യത്തിൽ മാത്രമേ ഇതു അനുവദിക്കാറുളളൂ.

11. അത്യാവശ്യമായിട്ടുളള സാധനങ്ങൾ തെരഞ്ഞെടുത്ത കരാറുകാർ ഒട്ടുംതന്നെ സമയം നഷ്ടപ്പെടുത്താതെ കഴിയുമെങ്കിൽ ഒരുമാസത്തിനുളളിൽ സാധനം നൽകേ≠താണ്.

12. സാമ്പിളുകൾ ആവശ്യപ്പെടുന്നപക്ഷം സൗജന്യമായി സമർപ്പിക്കേ≠തും സാധനങ്ങൾ എത്തിച്ചശേഷം മടക്കി നൽകുന്നതുമാണ്. സ്ഥാപനങ്ങൾ ബന്ധപ്പെട്ട സാങ്കേതിക ഉപകരണങ്ങളുടെ ഡെമോൺസ്ട്രേഷൻ സ്വന്തം ചെലവിലും ഉത്തരവാദിത്വത്തിലും നടത്തേ ≠തും അതിനു തയ്യാറായി വരേ≠തുമാണ്. ലൈവ് ഡെമോൺസ്ട്രേഷൻ നൽകാൻ കഴിയാത്ത സ്ഥാപന ങ്ങൾ അതിന്റെ കാര്യവിവരങ്ങൾ സാങ്കേതിക 1 41/2015—High Band VHF Repeater—

GENERAL

1. The Bidder should be a reputed Original Equipment Manufacturers (OEM) or authorized dealer of OEM, who is having an Authorization Certificate from the OEM to participate in the tender at Kerala Police and Certificate from the OEM for sales and service.

2. One bidder cannot represent two suppliers/OEMs or quotes on their behalf in a particular tender.

3. The OEM/Bidder should have a well equipped service centre functioning in India to cater to immediately after sales requirement; copy of Service Centre details must be enclosed along with tender document. (Preferably bidder should have a Service Centre in South India).

4. The Bidder should have valid CST/VAT registration. Copy of CST/VAT registration certificate should be enclosed along with the tender.

5. The Bidder should have valid PAN/Taxation Index Number. Copy of PAN/Taxation Index Number allocation letter should be enclosed along with the tender.

6. The Bidder must fulfil the following minimum qualification criteria to prove the techno commercial competence and submit the documents in support thereof:

(a) Valid Authorization letter from the OEM to attend this particular tender.

(b) Certificate of Registration/Incorporation Certificate of the Bidder.

(d) The bidder (authorized dealer/distributor) should have the dealership/distributionship for at least 3 (three) continuous consecutive years with the OEM.

(e) The Bidder has to submit a Warranty Certificate along with invoices.

CONDITIONS

1. The tenders should be superscribed with tender number and name of the store articles and addressed to the State Police Chief, State Police Headquarters, Vellayambalam, Thiruvananthapuram-695 010, Kerala. Late tenders will not be accepted.

2. The tenders should be submitted in two separate parts containing Technical and Financial bids in separate sealed envelops clearly superscribed and should be put together in a large envelope, all envelopes sealed and superscribed with "Tender No. and Name of item". If any offer contains technical bids and financial bids together in one envelope, such offers shall be rejected outright.

3. Opening of Tenders:—Technical bids of the offers received with requisite EMD or bid security with samples will be opened on 15-6-2015 at 3 p. m. in the presence of the representatives of the firms who may be present at that time. All tenders received without EMD will be rejected, outright. The technical bids will be evaluated by a Technical Evaluation Committee and those that do not conform to the specifications will be rejected. The financial bids of the technically qualified tenderers only will be considered for opening at a later date. The date for opening of financial bids will be intimated to the concerned suppliers. Unopened financial bids of the technically disqualified bidders shall be returned to them. All prices quoted should be inclusive of all levies and taxes. Customs duty if any should be mentioned specifically.

4. All the tenderers who quote for the supply of above equipments are required to be ready for demonstration to be held in Conference Hall of the Police Headquarters, Thiruvananthapuram on 18-6-2015 at 10.30 a. m. The Technical Evaluation Committee will be consisting of the following officials :

(i) Additional Director General of Police, SCRB—Chairman (Phone: 0471-2446522).

(ii) Superintendent of Police, Telecommunications Member (Phone: 0471-2446347).

(iii) Deputy Superintendent of Police (C&T), Telecommunications—Member (Phone: 0471- 2445828)

Any clarification/doubts regarding the specification or related matters pertaining to the items tendered may be freely got cleared through the officers included in the above committee by contacting them in the numbers shown against their names above.

5. Intending tenderers may, on application to the State Police Chief, Kerala obtain requisite tender forms on which the tenders should be submitted or download the tender forms from the Kerala Police website: www.keralapolice.gov.in. The tenderers who download forms should submit the required tender value as a Demand Draft along with the tender.

6. Earnest Money Deposit (EMD) should be furnished along with the tender. EMD may be submitted either in crossed Bank Drafts/Treasury Savings Bank Deposits/Government Promissory Notes/Bank Guarantee or National Saving Certificates drawn in favour of Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10. The name of the firm and tender number should be mentioned in the reverse side of the EMD and tender cost. Firms which are exempted from furnishing EMD should produce a copy of relevant authorized document for verification. Without EMD, the tenders will be rejected.

7. Intending tenderers also shall include charges for installation (of technical items), training of officers and on-site support for atleast for 3 years as warranty. The charges for A.M.C/ A.T.S. for a period of 3 years thereafter may be incorporated in the tenders separately.

8. Specifications and list of items of each tender shall be obtainable from Police Headquarters during working hours of Police Headquarters or from the Police website as mentioned above. The firms should also furnish the detailed specifications, make, brochures, Test Report from Govt. Laboratories/Agencies (wherever possible) technical support network in Kerala etc. of the equipments along with the tenders. The tenders without detailed specifications of quoted items, Brochures, make etc. are liable to be rejcted forthwith. The tenders without separate envelope and without superscribing the tender number etc. may be rejected.

9. Preference will be given to the products submitted by the manufacturer or their authorised dealers having authorisation from the original equipment manufacturer. Similarly preference will be given to the tenderers having experience of supplying similar/same items to Govt. Departments or Organisations, for which the tenderer has to produce proof of purchase/ installation/satisfaction of the customer.

10. In the case of Foreign Equipments, the rates are to be quoted in Indian Rupees also. Preference will be given to those who are ready to supply the item without opening Letter of Credit. Ordinarily, no advance payment will be made for procuring any of the above items. In case, advance payment has to be made, a clear case has to be made out by the tenderer. However this will be only in extraordinary circumstances.

11. As the items are urgently required, the selected bidder will have to supply the item without loss of time, preferably within one month.

12. Samples will have to be submitted free of cost whenever necessary, which would be returned only after the supply is effected. The firms should be ready to show live demonstration of technical equipments at their own risk and cost during technical evaluation. In the event of firms not able to show live demonstration, they need to convince the Technical Evaluation Committee about such inability and resort to documentary/ power point presentation with original product brochures/CDs/scale models/videos/slide shows etc. to the utmost satisfaction of the Technical Evaluation Committee.

13. Police Department is not liable to send any individual communication. Police Department is not responsible to return the samples after verification. The rates quoted should be valid and firm till 30-8-2015.

14. The State Police Chief is empowered to reject any tender without assigning any reason.
