RE-E-TENDER NOTICE
No. CMU/P/1944/2014. 23rd May 2015.
The Chief Engineer (Mechanical), Irrigation, Thiruvananthapuram for and on behalf of the Governor of Kerala invites re-e-tender in two cover system for supply, installation and commissioning of 8 Nos. New Passenger Lifts as detailed in the accompanied schedule by replacing existing 8 Nos. ECE make elevators installed in Assembly Block of Kerala Legislative Complex, Thiruvananthapuram from Authorized Manufacturer/dealer satisfying following eligibility criteria.
(a) Authorized Manufacturer as per Kerala Lift Rules.
(b) Multinational Companies having annual turnover of minimum ` 500 crores.
OR
Companies having annual turn over ` 500 crores or above and installed more than 100 lifts in Government sector of which at least 30 should be in Kerala PWD (Certificate to be produced).

(c) A service setup in Thiruvananthapuram for rendering after sales service.
Name of work—Supply, installation, testing and commissioning of 8 Nos. new passenger lift by replacing existing 8 Nos. ECE make elevators installed in Assembly Block of Kerala Legislative Complex, Thiruvananthapuram.
In accordance with respective specification for the supply of lift shown in tender schedule of this tender document, the tender is to be submitted as e-tenders through http://etenders.kerala.gov.in. Since this is an e-tender, only those bidders who have enrolled in the above portal with their own Digital Signature Certificate (DSC) can participate in the tender. E-tender document and other details can be obtained from the above portal.

EMD (Online payment)—` 2,52,000.
Cost of tender documents—` 7,500 + 5% as VAT (Total— ` 7,875).
Document sale starting date and time—28-5-2015 at 10 a. m.
Document sale closing date and time—20-6-2015 at 5 p. m.
Online bid submission start date and time—28-5-2015 at 10 a. m.
Online bid submission closing date—20-6-2015 at 5 p. m.
Due date for receipt of Hard copy of technical bid—
24-6-2015 at 2 p. m.
Date and time of opening of Technical bid—
24-6-2015 at 3 p. m.
Date and time of opening of Financial bid—Will be published online.
Bidders shall remit the tender document fee and EMD using the online payment option of e-procurement system only. No exception in the case of remittance of tender document fee. Bidders are advised to visit download section of e-procurement website http:etenders.kerala.gov.in for details instructions on making online payment using internet banking facility of SBT or by any NEFT facility. The first cover technical bid contains the following documents should be submitted by online.
1. Technical bid details duly filled up and signed (a) Technical data sheet duly filled up and signed.
(b) If additional technical information has to be furnished, separate data sheet shall be attached.
[PART III 2. Proof of MNC and Proof of Annual turnover as mentioned in clause I (b).
3. E- Payment form duly filled and signed.
4. Proof towards authorized manufacturer or dealer.
5. Scanned copy of preliminary agreement executed in Kerala Stamp Paper worth ` 500.
6. EMD exemption certificate (if any) should be submitted on online.
7. Other details if any required to be furnished in this special condition.
8. Form No. 14 duly filled and signed.
9. Special condition of tender duly signed.
Hard copy original of all the above documents should be submitted on or before 19-6-2015 at 2 p. m. Tenders received after the due date and time will be considered as non responsive and will be rejected.
Tenders will be opened in the online in the presence of such bidders or their authorized representatives present at the prescribed time of opening before the Superintending Engineer & Deputy Chief Engineer, Mechanical, PWD, O/o the Chief Engineer, Mechanical, Thiruvananthapuram. If the date fixed for opening happens to be a holiday or due to net failure the tender will be opened in the next working day at the same time and place.
The second cover financial bid should contain the following documents.
1. Financial bid duly filled up and signed (Online only).
The bidder shall submit the hard copy of the technical bid containing the documents as noted in the above paras in sealed envelope. Technical bid cover should be addressed to the Superintending Engineer & Deputy Chief Engineer, Mechanical, PWD, Public Office Building, Museum P. O., Thiruvananthapuram and should reach this office on or before the time specified above.
The envelope should be superscribed with Tender No. due date and Name of work.
The right to accept or reject of e-tender without assigning any reason is vested with Chief Engineer, Mechanical, Thiruvananthapuram.
The bidder is advised to submit the bids well before the stipulated date and time to avoid any kind of net
work issues, traffic congestions, etc. In this regard, the department shall not be responsible for any kind of such issues faced by bidder. All the rules related to tender in
Kerala PWD Department is applicable to this tender also. The rules and regulations prescribed for e-tenders by the Government of Kerala shall be applicable to this
e-tender also.
