Abdul Kabeer, while holding the post of First Grade D'man was sanctioned Leave without Allowance for 5 years from 16-3-1994 for taking up employment abroad and subsequently sanctioned extention of leave without Allowance for 15 more years in 3 different spells up to 15-3-2014. As you Sri. Abdul Kabeer, K. M. did not rejoin duty on expiry of the sanctioned term of leave, disciplinary action was initiated against you by issuing Memo of Charges and statement of Allegations vide reference cited 1st above.
82 KERALA GAZETTE [PART IIIAnd Now Therefore the undersigned has decided to conclude the disciplinary action initiated against you by imposing the punishment of removal from the service of the Board as contemplated under KCS (CC & A) Rules, 1960.
You are therefore requested to Show Cause within 15 days as to why the said punishment of removal from the service should not be imposed upon you as contemplated in para (9) of Appendix XII A of KSR Part I, Rule 11 (1) (vii) of KCS (CC & A) Rules 1960 and as per Rule 18 (2) (f) of the KSHB Act 1971 from the date of receipt of this notice. If your explanation is not received within the stipulated period, the matter will be proceeded with, on the presumption that you have no explanation to offer in the matter and you will be removed from the service of the Board without any further notice.

Sri P. Sugathan did not rejoin duty on expiry of the sanctioned term of leave, disciplinary action was initiated against you by issuing Memo of Charges and Statement of Allegations vide reference cited 1st above.
And Whereas, a Formal enquiry was conducted as per Rule 15 of the KCS (CC & A) Rules 1960 by appointing Sri S. Gopakumar, Regional Engineer, Kozhikode Housing Unit as Inquiry Officer and Smt. P. Prameela, Assistant Secretary, Kannur Division Office as presenting officer vide order 2nd cited. Sri S. Gopakumar the Inquiry Officer, vide letter 3rd cited had directed you to attend the hearing before him on 28-10-2014 at 11 a.m. at the Regional Office, Kozhikode. But you did not care to attend the hearing. You were again directed to attend the hearing on 15-11-2014 at Regional Office Kozhikode vide letter 4th cited. But you have not turned up for the hearing on 15-11-2014. Your Callous Attitude is reported by the Inquiry Officer to the Disciplinary Authority vide Page 249 and para 6 of 251 of Enquiry Report.
And Now Therefore the undersingned has decided to conclude the disciplinary action initiated against you by imposing the punishment of removal from the service of the Board as contemplated under KCS (CC & A) Rules, 1960.
