NOTIFICATION

The following amendments in Buyer Specific Terms and Conditions (BSTC) and Special Terms and Conditions (STC) of e-auction of timber, as notified in the Kerala Gazette No. 36 Vol. III, Part III 16th September, 2014; Kerala Gazette No. 43, Vol. III, Part III dated 4th November, 2014 and Kerala Gazette No. 8, Vol. IV, Part III dated 24th February 2015.

1. The last line in para 8.1 in Buyer Specific Terms and Conditions will be replaced by following text.

"However, individual buyer will be able to bid for maximum of 08 Cubic metre in case of timber or one lot in case of poles of any class." Paragraph 8.2 is deleted.

2. The following clause will be added in the Special Terms and Conditions of e-auction of timber and other produce in Kerala Forest Department after the para (25) as new condition No. 26.

(26) "Complaints/grievances from bidders regarding e-auction shall be addressed to the Grievance Redressal Committee constituted for the purpose. The Grievance Redressal Committee is authorized to take decisions relating to the grievance or complaints which include cancellation/confirmation of the bid, imposing of any penalty and forfeiture of EMD and matters related thereto.

Complaints of bidders in case of mistakes committed due to erroneous entry during bidding by bidders will be disposed by confirming the lot in question to the complainant by levying the maximum price fetched for the same class of timber during the very same auction +10% penalty on the maximum price fetched + taxes applicable in case of one time buyers. If the same class of timber is not available during that auction, maximum price fetched for that particular class in any of the depots of the same division, during last three months from the date of25th AUG. 2015] FOREST DEPARTMENT 516 auction, shall be taken as benchmark. If that is not available the maximum price fetched for that particular class in any of the depots of other timber sales division of the same circle, during the last three months from the date of auction, shall be taken as benchmark.

In case of timber merchants, the penalty to be levied shall be 20% above the maximum price as calculated above.

ഏതെങ്കിലും കാരണങ്ങളാൽ 2015 ആഗസ്റ്റ് മാസം 25-ാം തീയതിയിൽ ഈ ദർഘാസ് നടക്കാതെ വരികയാണെങ്കിൽ മേൽ നിബന്ധനകൾക്ക് വിധേയമായി 8-9-2015-ന് അതേ സ്ഥലത്തും അതേ സമയത്തും പ്രസ്തുത ദർഘാസ് നടത്തുന്നതായിരിക്കും.

നിരതദ്രവ്യം കൊല്ലം സതേൺ സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേരിൽ പണയപ്പെടുത്തിയ സ്ഥിര നിക്ഷേപമായോ ട്രഷറി സേവിംഗ്സ് അക്കൗ≠ായോ നാഷണൽ സേവിംഗ്സ് സർട്ടിഫിക്കറ്റ് ആയോ ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്. ദർഘാസുകൾ 25-8-2015-ാം തീയതി ഉച്ചയ്ക്കുശേഷം 4 മണിക്ക് ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതാണ്. എന്നാൽ അന്നേദിവസം ഏതെങ്കിലും കാരണവശാൽ ദർഘാസ് നടക്കാതെ വന്നാൽ 8-9-2015-ാം തീയതി അതേ സ്ഥലത്തും സമയത്തും ദർഘാസ് നടത്തുന്നതായിരിക്കും. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം പൊതു അവധി പ്രഖ്യാപിച്ചാൽ അടുത്ത പ്രവർത്തി ദിവസം നി›ിത സ്ഥലത്തും സമയത്തും ദർഘാസുകൾ സ്വീകരിക്കുന്നതും തുറക്കുന്നതുമായിരിക്കും. 19-8-1997-ലെ കേരള സർക്കാർ ഉത്തരവ് നമ്പർ ജി. ഒ. ഫോറസ്റ്റ് ഓഫീസർ താഴെ പറയുന്ന ജോലി ചെയ്യുന്നതിന് മുൻപരിചയമുള്ളതും നി›ിത യോഗ്യതയുള്ളതുമായ കരാറുകാരിൽ നിന്നും ജോലിയുടെ പേരെഴുതി മുദ്രവച്ച ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. ദർഘാസുകൾ 4-9-2015 പകൽ 1 മണിവരെ തെ∑ല ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്. 4-9-2015 പകൽ 3 മണി വരെ ദർഘാസുകൾ സ്വീകരിക്കുന്നതും 3.30 മണിക്ക് ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തെ∑ല ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ ദർഘാസുകൾ തുറന്ന് പരിശോധിക്കുന്നതുമാണ്. ഏതെങ്കിലും കാരണവശാൽ അന്നേ ദിവസം പൊതു അവധിയായി വരികയാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം അതേ സമയത്ത് തന്നെ ദർഘാസുകൾ വിതരണം ചെയ്യുന്നതും സ്വീകരിക്കുന്നതും തുറന്ന് പരിശോധിക്കുന്നതുമാണ്. ഏതെങ്കിലും കാരണവശാൽ അന്നേ ദിവസം ടെ≠ർ നടക്കാതെ വന്നാൽ 10-9-2015-ൽ അതേ സമയത്ത് ടെ≠ർ നടത്തുന്നതാണ്.

Sealed competitive tenders superscribing the name of the works are invited by the Wildlife Warden, Wildlife Division, Munnar for and on behalf of the Governor of Kerala from the registered contractors of the Forest & Wildlife Department or any other Department for the following works.

Cost of tender form—` 500 + VAT for Sl. Nos. 1, 2, ` 600 + VAT for Sl. No. 3, ` 1,000 + VAT for Sl. No. 4 and ` 700 + VAT for Sl. No. 5.

Period of work—2 Months.

Tender forms and other conditions can be obtained from the office of the undersigned on application in writing and on payment of the cost of tender form either in cash or by Money Order (not refundable) upto 1 p.m. on 2-9-2015 and will be opened by the undersigned or his deputee on the same day at 3.30 p. m. in the presence of the applicants attending on that date.

If the due date happens to be a holiday, the next working day will be the due date. Cost of tender forms will not be refunded at any instances.

In addition to the above tender forms and tender schedules can be downloaded from the official website of the Department www.kerala.gov.in/tender/intex.htm. Filled up tender forms along with other documents shall be submitted to the undersigned upto 3 p.m. on 2-9-2015 by post or any approved courier service. The Divisional Forest Officer, Kannur Division, Kannur reserves all the right to exclude any class or quantity of Teak Timber, poles, billets and firewood shown in the schedule above for sale. EMD amount of ` 20,000 for Teak Poles/Billets/Firewood can be remitted through online payment system to MSTC by 6 p. m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India, Koothuparamba Branch or by cash in Sub Treasury, Kuthuparamba for items included in Schedule II, III & IV. For items included in Schedule 1st Demand Draft should be drawn in favour of Range Forest Officer, Kottiyoor Range payable at State Bank of India, Koothuparamba branch or by cash in Sub Treasury, Kuthuparamba. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.

If any modifications or change in the sale conditions are intimated by the Addl.Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above schedule or to cancel the e-auction of any materials without further notice.

Sealed competitive tenders in the prescribed form are invited till 3 p. m. on 2-9-2015 from registered contractors of PWD, Kerala for the following works by the undersigned for and on behalf of Governor of Kerala. Tender form can be had from the office of the undersigned on request in writing till 1 p. m. on the date of tender on payment of its cost and taxes. The date and time of receipt of tender in sealed cover superscribing the name of the work is at 3 p. m. on the tender date. The tender will be opened at 3.30 p. m. on 2-9-2015 in the presence of the tenderers present at that time. The cost of tender forms will not be refunded at any cost. The name of work should be superscribed on the sealed cover. All the conditions prevailing in Kerala Public Works Department and Kerala Forest Department will be applicable to these works. Guaratee as prescribed in G. O. (Ms.) No. 98/92 PWD dated 1-11-1992 will also applicable to this tender. Tender forms are not transferable. Tender should be submitted along with a preliminary agreement signed and exexuted in a stamp paper worth ` 150. Incomplete tenders and tenderers without EMD or tender received after the stipulated time are liable to be rejected.
