It is hereby notified for the information of public that the errors crept in the Notification No. C4-21437/00 dated 26-8-2000 and published in Kerala Gazette No. 37 Volume 45 dated 19-9-2006 are corrected as shown in the schedule below.

(This does not form part of the notification, but is intended to indicate the general purpose.)

An approximate extent of 60 Ha. was vested as EFL under section 3(1) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance 8 of 2000 vide Sl. No. 36 in schedule of the Notification No. C4-21437/00, 26-8-2000 and published in Kerala Gazette No. 37 volume 45 dated 19-9-2000. On detailed verification of records and field verification it is found that the Survey No. was shown erroneously where as the correct Survey No. is shown in the schedule above. The erratum notification is published to achieve the above objective.

The Divisional Forest Officer, Punalur for and on behalf of the Governor of Kerala invites online tenders from registered bidders having a valid and active registration with PWD for the following works. Tender documents and tender schedules may be downloaded free of cost from the e-GP website www.etenders.kerala.gov.in. All bid/tender documents are to be submitted online only and in the designation online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website. Bids shall be accepted only through online mode www.etenders.kerala.gov.in. website and tenders submitted manually/through post will not be entertained. Late online bids will not be accepted.

3. The bidding authority deserves the right to modify/ cancel any/all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non receipt of documents.

4. Any further clarifications on this tender can be obtained from NIC/the e-tender Helpdesk number available in the www.etenders.kerala.gov.in. website and from this office during the office hours. The details regarding e-payment (Bidders's Bank Account Number where he/she is having core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.

5. The Forest Department will not be responsible for any incoveniences or loss to the Bidder while uploading/downloading the bid.

6. The tender/bids shall be opened online at the office of the Divisional Forest Office, Punalur in the presence of bidders/their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

It is hereby notified for the general information of the public that Teak Poles collected from 1977 Athirappilly Teak Plantation of Athirappilly Range and 1962 Pokalappara Teak Elavu Plantation in Vazhachal Range under this Division by thinning will be sold in E-Auction sale subject to detailed auction sale conditions published in Kerala Gazette No. 50 Vol. III dated 23-12-2014 of Additional Principal, Chief Conservator of Forests (Protection), Thiruvananthapuram vide Notification No. Pro. (4)-26243/13 dated 3-12-2014 and other rules in force, as per schedule furnished below. Those who wish to participate have to remit an amount of ` 20,000 as EMD as e-payment before the e-auction through MSTC limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself through e-payment. Successful bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax and such other taxes that are prevailing at the time of e-auction within the stipulated time limit.

E-auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online Banking of or through NEFT for other banks. For submission of e-auction visit the website: www.mstcecommerce.com. All bids/e-auction documents are to be submitted online only and in the designated online cover(s)/envelope(s) on the www.mstcecommerce.com. website and e-auction documents submitted manually/through post will not be entertained.

Online e-auction/bids are to be accompanied with relevant documents. The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer, or any other approved identity documents along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be eligible to participate in the e-auction.

The intending bidders should satisfy themselves about the quality and quantity of the thinned materials put up for e-auction sale and no complaints will be entertained after the e-auction. Sealed covers superscribing the name of the work will be opened in the presence of the available contractors by the Divisional Forest Officer, Palakkad or any other officer authorized by him at the stipulated place and time as shown below The tender forms will be supplied to the contractors only on production of their Registration Card, PAN Card and on payment of the cost and VAT of the tender form. The tender form is not transferable and the cost of the tender form is non-refundable under any circumstances.

If the tender could not be conducted on the fixed day, due to any circumstances, the same will be conducted on the next working day at the stipulated place and time.

The EMD noted against each works should be paid along with the tender form by Fixed Deposit Certificates or DD drawn at any Nationalized Bank at Palakkad in favour of Divisional Forest Officer, Palakkad. A preliminary agreement in the prescribed format in Kerala Government Stamp Paper worth ` 200 should be attached with the tender. Incomplete tender or the tender without the required EMD are liable to be rejected. Tenders without the agreement in stamped paper will be rejected216 20th OCT. 2015] FOREST DEPARTMENT 687 outright. But in deserving cases where agreement has not been received, the Purchasing Officer may exercise his discretion and call upon such tenderer to execute the agreement within a period of ten days from the date of issue of such intimation. 4. The successful tenderer should execute the agreement and commence the work within 15 days from the date of receipt of work order. If he fails to execute the agreement and start to execute the work, the work will be re-tendered at the risk and loss of the original bidder or execute departmentally. The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India Koothuparamba Branch or by cash in Sub Traeasury, Koothuparamba for items included in Schedule II, III & IV. For items included in Schedule Ist Demand Draft should be drawn in favour of Range Forest Officer, Kottiyoor range payable at State Bank of India, Koothuparamba Branch or by cash in Sub Traeasury, Koothuparamba. If any amount is charged by Bank for clearing the Demand Draft, the same shall be borne by the bidder himself.

If any modifications or change in the sale conditions are intimated by the Addl. Principal Cheif Conservator of Forests (Protection) Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above schedule or to cancel the e-auction of any materials without further notice.
