അറ്റകുറ്റപ്പണികളുടെ അളവ്:

1. എല്ലാ ഇലക്ട്രിക്കൽ ഉപകരണങ്ങളും എപ്പോഴും വൃത്തിയിലും തൃപ്തികരമായ പ്രവർത്തന സ്ഥിതിയിലും ആയിരിക്കണം.

2. ദൈനംദിന പ്രവൃത്തികൾ കൃത്യമായും തൃപ്തികരമായും നിർവ്വഹിക്കണം.

3. വൈദ്യുതി സπൈ മുടക്കം കൂടാതെ ലഭിക്കേ≠തും എന്തെങ്കിലും പ്രശ്നങ്ങളു≠ായാൽ ഉടൻതന്നെ പരിഹാര നടപടി എടുക്കേ≠തുമാണ്.

4. യോഗ്യതയുള്ള സൂപ്പർവൈസറുടെ മേൽനോട്ടത്തിൽ MSB & DSB എല്ലാ മാസവും പരിശോധിക്കേ≠താണ്.

5. സബ്സ്റ്റേഷനിലെ അസാധാരണ ശബ്ദങ്ങൾ, ചൂടാകൽ മുതലായവ പരിശോധിക്കേ≠താണ്.

6. ചെറിയ തോതിലുള്ള കൂട്ടിച്ചേർക്കലുകളും മാറ്റങ്ങളും അറ്റകുറ്റപ്പണികളുടെ പരിധിയിൽ ഉൾപ്പെടുന്നതാണ്.

സ്റ്റാഫിന്റെ ആവശ്യകത:

1. ഓഫീസ് ജോലി സമയത്ത് കുറഞ്ഞത് ഒരാളെങ്കിലും സ്ഥലത്ത് ഉ≠ായിരിക്കണം. (ITI & വയർമാൻ കോംപീറ്റൻസി സർട്ടിഫിക്കറ്റും—കേരള സ്റ്റേറ്റ് ഇലക്ട്രിസിറ്റി ലൈസൻസി ബോർഡ് നൽകുന്നത്—HT ഇലക്ട്രിക്കൽ മേഖലയിൽ തൃപ്തികരമായ പ്രവൃത്തി പരിചയവും യോഗ്യതയും ഉള്ള ആൾ ആയിരിക്കണം. ആയതിന്റെ രേഖകൾ ഉള്ളടക്കം ചെയ്യേ≠താണ്). ഒരു വർഷത്തിൽ, അവധിദിന പ്രവൃത്തി ദിവസം ഉൾപ്പെടെ 350 ദിവസം കണക്കാക്കുന്നു.

2. എന്തെങ്കിലും ബ്രേക്ക്ഡൗൺ ഉ≠ായാൽ ആവശ്യമായ ജോലിക്കാരെ സ്വയം ഏർപ്പെടുത്തി പ്രശ്നം പരിഹരി ക്കേ≠താണ്.

യോഗ്യതാമാനദfiം:

1. ടെ≠ർ നൽകുന്നയാൾക്ക് 'ബി' ക്ലാസ് ലൈസൻസ് ഉ≠ായിരിക്കണം (കേരള സ്റ്റേറ്റ് ഇലക്ട്രിസിറ്റി ലൈസൻസി ബോർഡ്/കേരള സ്റ്റേറ്റ് ഇലക്ട്രിക്കൽ ഇൻസ്പെക്ട്രേറ്റ് നൽകുന്നത്).

2. കുറഞ്ഞത് ഇതേ അളവിലുള്ള 3 പ്രവൃത്തികൾ (അടങ്കൽ തുകയായ 1.44 ലക്ഷത്തിന്റെ 80%-ൽ കുറയാത്ത തുകയ്ക്കുള്ളവ) എങ്കിലും ഏറ്റെടുത്ത് വിജയകരമായി പൂർത്തീകരിച്ചിട്ടു≠ാവണം.

3. ഇവ തെളിയിക്കുന്നതിനായി വർക് ഓർഡറുകൾ, കംπീഷൻ സർട്ടിഫിക്കറ്റ് എന്നിവയുടെ കോപ്പികൾ നൽകേ≠താണ്.

4. ടെ≠ർ നൽകുന്നയാൾക്ക് HT ഇൻസ്റ്റലേഷൻ ദൈനംദിന പ്രവൃത്തികളും മെയിന്റനൻസും ഏറ്റെടുത്ത് നടത്താനാവശ്യമായ ജോലിക്കാരും ഉപകരണങ്ങളും ഉ≠ായിരിക്കേ≠താണ്.

ഇതുമായി ബന്ധപ്പെട്ട എല്ലാരേഖകളും വില ക്വോട്ട് ചെയ്യുന്ന ടെ≠ർ ഫോറത്തിനോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠താണ്.

എസ്റ്റിമേറ്റ് തുക—` 1,74,000. നിരതദ്രവ്യം—1%.

ദർഘാസ് ഫോറത്തിന്റെ വില :

അസ്സൽ—` 400 + വാറ്റ് 4%. പകർപ്പ്—` 200 + വാറ്റ് 4%. നിബന്ധനകൾ

ഓരോ ഇനത്തിനുമുള്ള ദർഘാസുകൾ മുദ്രവച്ച കവറുകൾക്കുള്ളിൽ കവറിന് പുറത്ത് ഇനം, നമ്പർ, പേരുവിവരം എന്നിവ രേഖപ്പെടുത്തി കൃഷി ഡെപ്യൂട്ടി ഡയറക്ടർ, സംസ്ഥാന ബയോകൺട്രോൾ ലാബ്, മണ്ണുത്തി എന്ന വിലാസത്തിൽ 20-11-2015-ന് ഉച്ചയ്ക്ക് 3 മണിക്ക് മുമ്പായി കിട്ടത്തക്ക വിധത്തിൽ അയയ്ക്കേ≠താണ്.

1. ദർഘാസുകൾ 20-11-2015-ന് 3.30 മണിക്ക് അവിടെ സന്നിഹിതരാവുന്ന ദർഘാസ് സമർപ്പിച്ചവരുടെയോ അവരുടെ അംഗീകൃത പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യ ത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതാണ്. ടെ≠ർ സ്വീകരിക്കുന്ന ദിവസം ഏതെങ്കിലും കാരണവശാൽ അവധി ദിവസമാവുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം 1 മണി വരെ ടെ≠ർ സ്വീകരിക്കു ന്നതും അന്നേദിവസം 3 മണിക്ക് ടെ≠ർ തുറക്കുന്നതു മായിരിക്കും.

2. നി›ിത സമയപരിധിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

3. ദർഘാസുകൾ 20-11-2015-ന് ഉച്ചയ്ക്ക് 1 മണി വരെ നൽകുന്നതാണ്, ദർഘാസ് വില പണമായിട്ടോ മണിയോർഡർ ആയിട്ടോ മാത്രമേ സ്വീകരിക്കുകയുള്ളൂ. ദർഘാസ് വില തിരിച്ച് ലഭിക്കുന്നതല്ല. ദർഘാസ് പ്രമാണങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടില്ല.

4. ദർഘാസ് നമ്പർ, തീയതി, ഇനം, നമ്പർ എന്നിവ ദർഘാസിനുള്ള അപേക്ഷയിൽ കാണിക്കേ≠താണ്. ദർഘാസിനോടൊപ്പം കൃഷി ഡെപ്യൂട്ടി ഡയറക്ടർ, സംസ്ഥാന ബയോകൺട്രോൾ ലാബ്, മണ്ണൂത്തി എന്ന പേരിൽ തൃശ്ശൂരിൽ മാറാവുന്ന ഒരു ശതമാനം നിരതദ്രവ്യവും ഡിമാന്റ ് ഡ്രാഫ്റ്റും ` 150 വിലയുള്ള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ പ്രാഥമിക കരാർ പത്രവും ഉ≠ായിരിക്കേ≠താണ്.

5. ഓരോ ഇനം സാധനങ്ങൾക്കും എല്ലാ നികുതികളും അടക്കമുള്ള വില ഓരോ യൂണിറ്റിനായി പ്രത്യേകം രേഖപ്പെടുത്തേ≠താണ്. ഈ തുകയ്ക്ക് പുറമേ മറ്റ് യാതൊരു നികുതികളോ ചാർ÷ുകളോ അനുവദിക്കു ന്നതല്ല.

6. സാധനങ്ങളുടെ സാമ്പിളുകൾ, ബ്രോഷറുകൾ, ക്ലയന്റ ്സ് വിവരം മുതലായവ നൽകേ≠താണ്.

7. ദർഘാസ് സ്വീകരിക്കുന്നപക്ഷം സπൈ ഓർഡർ നൽകുന്ന മുറയ്ക്ക് പറയുന്ന കാലാവധിക്കുള്ളിൽ കരാർ തുകയുടെ 5 ശതമാനം സെക്യൂരിറ്റി ഡെപ്പോസിറ്റും ` 200 വിലയുള്ള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ കരാർ പത്രവും നൽകേ≠താണ്.

inclusive of labour & minor spares)

8. പ്രവൃത്തി ഓർഡർ നൽകുന്ന മുറയ്ക്ക് പറയുന്ന കാലാവധിക്കുള്ളിൽ പ്രവൃത്തി ചെയ്യേ≠താണ്. അല്ലാത്തപക്ഷം ഓർഡർ റദ്ദാക്കിയതായി കണക്കാക്കു ന്നതും തുടർനടപടികൾ സ്വീകരിക്കുന്നതുമാണ്.

Operation & periodical cleaning of the following main

installations :

മേൽപ്പറഞ്ഞ നിബന്ധനകൾക്ക് വിരുദ്ധമായവ രേഖപ്പെടു ത്തിയാൽ അത്തരം ദർഘാസ് തള്ളിക്കളയപ്പെടാം. കൂടുതൽ വിവരങ്ങൾ ഈ ഓഫീസിൽ നിന്ന് എല്ലാ പ്രവൃത്തി ദിവസ ങ്ങളിലും പ്രവൃത്തി സമയത്ത് അറിയാവുന്നതാണ്. സർക്കാർ ദർഘാസിന് ബാധകമായ എല്ലാ നിയമങ്ങളും ചട്ടങ്ങളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും.

(a) 1 No. 250 KVA Indoor Transformer.

(b) 1 No. 82.5 KVA DG set.

(c) Light panel and all electrical installations incl.

compound lights, plug points etc.

(d) Pump Sets, Refrigerators, Air Conditioners & Humidity controlled Ovens etc.

(e) Fermentors, Autoclaves, Liquid Filling Machine, Mixing Machines etc.

Scope of Maintenance:

The Deputy Director of Agriculture, State Biocontrol Laboratory, Mannuthy, Thrissur on behalf of the Governor of Kerala invites competitive sealed tenders separately for each item by the undersigned for the repair and service of following items/services namely AMC of Machineries and day to day operation & maintenance of High Tension Electrical Installations for the production of biocontrol agents in State Biocontrol Laboratory, Mannuthy.

1. Ensuring that electrical installations are always kept in clean, healthy working condition.

2. Attending day to day routine complaints in prompt and satisfactory manner.

Item No. 1 AMC for machinaries (Comprehensive—

inclusive of labour & spares)

(i) Minimum of 3 preventive maintenance services, once in three months.

(ii) One complete servicing during the contract period of 12 months from the date of execution of agreement.

(iii) Attend breakdown calls within 24 hrs. no charges for breakdown calls (spares or labour).

3. Ensuring that no breakdown in power supply happens and to take necessary steps in case of failure.

4. Inspecting MSB & SDB in every month under qualified supervisors.

5. Checking any abnormal noise, heating etc. in the Substation.

6. Maintenance includes minor additions and alterations.

Staff Requirement:

NB: Payment in 4 equal installments, after successful completion of each service.

2. Additional staff needed for attending breakdown shall be arranged by the contractor.

Eligibility Criteria:

18 Nos.

4 Split AC (1 TR capacity)— Vedeocon make 2 Nos.

5 Jumbo Autoclave (with Alappat Surgicals spare parts)—1 No. make Estimate Cost —` 3,22,000.

EMD—1% of each quoted item.

Cost of tender form:

Original—` 600 + 4% VAT.

Duplicate—` 300 + 4% VAT.

1. Tenderers should have valid 'B' class license from Kerala State Electrical Inspectorate/Kerala State Elecricity Licensing Authority.

2. He should have successfully completed minimum 3 works of similar magnitude with value of work not less than 80% of PAC (` 1.44 lakhs).

3. Copies of work orders and completion certificate should be furnished to support this.

4. Tenderer should have adequate equipments and staff to undertake day to day operations and maintenance of HT installations and connected machinery.

All the connected documents have to be enclosed along with the tender containing the Price Bid.

Estimate Cost—` 1,74,000.

EMD—1% of the estimate.

Cost of tender form:

Original—` 400 + 4% VAT.

Duplicate—` 200 + 4% VAT.

TERMS AND CONDITIONS

Separate covers should be given for each tender item 1, 2 and the covers should be superscribed as AMC of Machinery or Day to Day operations and Maintenance of High Tension Electrical Installations for State Biocontrol Laboratory, Mannuthy and addressed to the Deputy Director of Agriculture, State Biocontrol Laboratory, Mannuthy, Thrissur-680 651 so as to reach at this office on or before 20-11-2015, 3 p.m.

(1) Tenders will be opened on 20-11-2015 at 3.30 p. m. in the presence of tenderers or their authorized representatives who may be persent at that time. If the tender date is declared to be a holiday the tenders will be received on the next working day upto 3 p.m. and will be opened at 3.30 p.m. on the same day.

(2) Late tenders will not be accepted.

(3) Intending tenderers may, on application to the undersigned, obtain tender forms upto 1 p.m. on 20-11-2015 cash payment or M.O. remittance. Cost of tender form is not refundable. Tender forms are not transferable.

(4) The tender number and item number should be quoted on the request for the tender form. Each tender should be accompanied by a Demand Draft drawn in favour of Deputy Director of Agriculture, State Biocontrol Laboratory, Mannuthy payable at Thrissur towards the EMD mentioned against each item and a preliminary bond executed on Kerala State Stamp Paper worth ` 150.

(5) The tender rate should be quoted for a single unit and should be inclusive of all taxes, delivery and installation charges. The tender rate quoted should be applicable upto one year from the date of execution of agreement.

(6) Warranty period should be clearly specified in the tender.

(7) If tender is confirmed, tenderer will have to execute a contract bond on Kerala State Stamp Paper worth ` 200 and deposit a security amount of 5% of the contract amount, before the commencement of work as specified in the work order.

If any deviation from the above terms and conditions is noticed in your offer, the tender is liable to be rejected. Additional details can be had from the office of the undersigned during the office hours on all working days. All rules and regulations applicable to Government tender will be applicable to this tender also.

കോഴിക്കോട് വേങ്ങേരി നഗര കാർഷിക മൊത്തവിപണന കേന്ദ്രത്തിൽ കാര്യക്ഷമമായി പ്രവർത്തിക്കുന്ന വെയ്ബ്രിഡ്ജ് താഴെ പറയുന്ന വ്യവസ്ഥകൾക്ക് വിധേയമായിക്കൊ≠് കരാർ അടിസ്ഥാനത്തിൽ നടത്തുന്നതിനായി സീൽവച്ച ടെ≠ർ ക്ഷണിച്ചുകൊള്ളുന്നു.

വ്യവസ്ഥകൾ

1. ടെ≠ർ അംഗീകരിക്കുന്ന നാൾ മുതൽ 11 മാസകാലത്തേക്കായിരിക്കും നടത്തിപ്പവകാശം ഉ≠ായിരിക്കുക. വെയ്ബ്രിഡ്ജ് പ്രവർത്തന സമയം എല്ലാ ദിവസവും രാവിലെ 4 മുതൽ രാത്രി 10 മണിവരെയായിരിക്കും.

2. മാർക്കറ്റ് എക്സിക്യൂട്ടീവ് കമ്മിറ്റി തീരുമാനിച്ചതും ഇപ്പോൾ നിലവിലുള്ളതുമായ നിരക്കുകളായിരിക്കണം വാടകയായി ഈടാക്കേ≠ത് (ചാർട്ട് ഓഫീസിൽ ലഭ്യമാണ്).

3. ഓഫീസിന്റെ അനുമതി ഇല്ലാതെയോ അനധികൃതമായോ വെയ്ബ്രിഡ്ജ് പ്രവർത്തിപ്പിക്കാതിരിക്കുകയോ ഓഫീസ് തുറക്കാതിരിക്കുകയോ ചെയ്യരുത്.

6. വെയിംഗ് ബ്രിഡ്ജിന്റെ സ്റ്റാമ്പിങ്ങ് സംബന്ധമായ നടപടികളും ആയതിന്റെ ചിലവും സ്വന്തം നിലയിൽ നിർവഹിക്കേ≠താണ്.

7. ടെ≠ർ ഫോറം ` 5,000 നിരതദ്രവ്യം ഉൾപ്പെടെ 24-11-2015 രാവിലെ 11 മണിക്ക് മുമ്പായി മാർക്കറ്റ് ഓഫീസിൽ സമർപ്പിക്കേ≠തും ആയത് അന്നേ ദിവസം 11.30 മണിക്ക് അപ്പോൾ ഹാജരായവരുടെ മുൻപാകെ തുറക്കുന്നതു മായിരിക്കും. ടെ≠ർ/ലേലം ഉറപ്പിച്ച് കഴിഞ്ഞാൽ ആകെ തുകയുടെ  ഭാഗം അപ്പോൾ തന്നെ അടയ്ക്കേ≠തും ബാക്കി തുക 7 ദിവസത്തിനകം അടയ്ക്കേ≠തുമാണ്. അടുത്ത പ്രവൃത്തി ദിവസം തന്നെ ` 500-ന്റെ മുദ്രപത്രത്തിൽ കരാറിൽ ഏർപ്പെടേ≠തും അന്നേ ദിവസം മുതൽ ഉപകരണങ്ങൾ കൈപ്പറ്റി പ്രവർത്തനം ആരംഭിക്കേ≠തുമാണ്.

8. ടെ≠റുകൾ നിരസിക്കുവാനും നീട്ടിവയ്ക്കാനുമുള്ള അധികാരം സെക്രട്ടറിയിൽ നിക്ഷിപ്തമായിരിക്കും. ഗവൺമെന്റിന്റെ മറ്റ് ടെ≠റുകൾക്കുള്ള എല്ലാ നിയമവ്യവസ്ഥ കളും ഈ ടെ≠റിനും ബാധകമായിരിക്കും.

9. ടെ≠ർ/ലേലം കൊള്ളുന്ന ആൾ വെയിംഗ് ബ്രിഡ്ജ് നടത്തിപ്പവകാശം യാതൊരു കാരണവശാലും കൈമാറാൻ പാടുള്ളതല്ല. അങ്ങനെ സംഭവിക്കുന്നപക്ഷം ടെ≠ർ/ലേലം നഷ്ടപരിഹാരം നൽകാതെ ഏകപക്ഷീയമായി റദ്ദാക്കപ്പെടുന്നതാണ്. ടെ≠ർ ഫോറം പ്രവർത്തി ദിവസങ്ങളിൽ ആഫീസിൽ ലഭ്യമാണ് (ആഫീസ് ഫോൺ-0495 2376514).

QUOTATION NOTICE

Sealed quotations are invited for the supply of the materials specified in the schedule below. The rates quoted should be for delivery of the articles at the place mentioned below the schedule. The necessary superscription due date for the receipt of quotations, the date upto which the rates will have to remain firm for the acceptance and the name and address of the officer to whom the quotation is to be sent are noted below. Any quotation received after the time fixed on the due date is liable to be rejected. The maximum period required for delivery of the articles should also be mentioned. Quotations not stipulating period of firmness and with price variation clause and/or 'subject to prior sale' conditions are liable to be rejected.

The acceptance of the quotations will be subject to the following conditions:—

1. Acceptance of the quotation constitutes a concluded contract. Nevertheless, the successful tenderer must within a fortnight/a month after the acceptance of his quotation furnish 5 per cent of the amount of the contract as security deposit and execute an agreement at his own cost for the satisfactory fulfilment of contract, if so required.

2. Withdrawal from the quotation after it is accepted or failure to supply within a specified time or according to specifications will entail cancellation of the order and purchases being made at the offerers expenses from elsewhere any loss incurred thereby being payable by the defaulting party. In such an event the Government reserve also the right to remove the defaulters name from the list of Government suppliers permanently or for a specified number of years.

3. Samples duly listed, should be forwarded if called for under separate cover and the unapproved samples got back as early as possible by the offerers at their own expenses and the Government will in no case be liable for any expenses on account of the value of the samples or their transport charges, etc. in case, the samples are sent by railway; the railway receipt should be sent separately and not along with the quotation since the quotation will be opened only on the appointed day and demurrage will have to be paid if the railway parcels are not cleared in time. Quotations for the supply of materials are liable to be rejected unless samples, if called for the materials tendered for are forwarded. The approved samples may or may not be returned at the discretion of the undersinged. Samples sent by R. P. Post or "Freight to pay" will not be accepted.

4. No representation for enhancement of price once accepted will be considered during the currency of the contract.

5. Any attempt on the part of tenderers or their agents to influence the officers concerned in their favour by personal canvassing will disqualify the tenderers.

6. If any licence or permit is required, tenderers must specify in their quotation and also state the authority to whom application is to be made.

7. The quotation may be for the entire or part supplies. But the tenderers should be prepared to carry out such portion of the supplies included in their quotation as may be allotted to them.

8. (a) In case where a successful tenderer, after having made partial supplies fails to fulfil the contracts in full, all or any of the materials not supplied may at the17th NOV. 2015] AGRICULTURE DEPARTMENT 128 discretion of the Purchasing Officer be purchased by means of another tender/quotation or by negotiation or from the next higher tenderer who had offered to supply already and the loss. If any caused to the Government shall hereby together with such sums as may be fixed by the Government towards damages be recovered from the defaulting tenderers.

(b) Even in cases where no alternate purchases are arranged for the materials not supplied the proportionate portion of the security deposit based on the cost of materials not supplied at the rate shown in the tender of the defaulter shall be forfeited and balance along shall be refunded.

(c) Any sum of money due and payable to the contractor (including security deposit returnable to him) under this contract may be appropriated the Purchasing Officer or Government or any other person authorised by Government and set off against any claim of the Purchasing Officer or Government for the payment of sum of money arising out of or under any contract made by the Contractor with the Purchasing Officer or Government or any other person authorised by Government.

9. The prices quoted should be inclusive of all taxes, duties, cesses etc. which are or may become payable by the Contractor under existing future laws or rules of the country of origin/supply or delivery during the course of execution of the contract.

10 (a) Ordinarily payments will be made only after the supplies a actually verified and taken to stock but in exceptional cases. Payments against satisfactory shipping documents including certificates of insurance will be made up to 90 percent of the value of the materials at the discretion of Government. Bank charges incurred in connection with payment against documents through Bank will be to the account of the contractor. The form will produce stamped prereceipted invoices in all cases where payment (advance/final) for release of railway receipts/ shipping documents are made through Banks. In exceptional cases where the stamped receipts of the firm are not received for the payments (in advance) the unstamped receipts of the Bank (ie.counterfoils of pay-in- slips issued by the Bank) alone may accepted as a valid proof for the payment made.

(b) The tenderers shall quote also the percentage of rebate (discount) offered by them in case the payment is made promptly within days within one month of taking delivery of stores.

11. Any sum of money due and payable to the successful tenderer contractor from Government shall be adjusted against any sum of money to Government from him under any other contracts.

12. Special Conditions, if any printed on the quotation sheets or tenderer or attached with the tender will not be applicable to the contractor unless they are expressly accepted in writing by the purchaser.
