1st DEC. 2015] FOREST DEPARTMENT 776ദർഘാസ് ഫോറങ്ങളും ജോലികളെ സംബന്ധിച്ച വിവരങ്ങളും ദർഘാസ് ഫോറത്തിന്റെ വിലയും വില്പന നികുതിയും അടച്ച് അപേക്ഷിക്കുന്നവർക്ക് ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതിയായ 9-12-2015, 1 മണിവരെ ഈ ആഫീസിൽ നിന്നും ലഭിക്കുന്നതാണ്. പൂരിപ്പിച്ച ദർഘാസുകൾ അന്നേദിവസം പകൽ 3 മണിവരെ ഈ ഓഫീസിൽ സ്വീകരിക്കുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില മടക്കി കൊടുക്കുന്നതല്ല. ടി ദിവസം ഒരു പൊതു അവധിയായി വരുന്നപക്ഷം അടുത്ത പ്രവൃത്തി ദിവസം ടി സ്ഥലത്തും സമയത്തും വച്ച് ദർഘാസുകൾ സ്വീകരിക്കുന്നതും തുറക്കുന്നതുമായിരിക്കും.
ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന തീയതിയായ 9-12-2015 പകൽ 3.30-ന് ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ താഴെ ഒപ്പിട്ടിട്ടുള്ള ഉദ്യോഗസ്ഥനോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ടെ≠റുകൾ തുറക്കുന്നതായിരിക്കും. ദർഘാസ് ഫോറങ്ങൾ കൈമാറ്റം ചെയ്യുവാൻ പാടുള്ളതല്ല.
തിരുവനന്തപുരം വൈൽഡ് ലൈഫ് വാർഡന്റെ പേരിൽ പണയപ്പെടുത്തിയതും ദേശീയ/ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നും ലഭിക്കുന്നതുമായ നി›ിത തുകയ്ക്കുള്ള ഡിമാന്റ ്ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്. അപൂർണ്ണമായ ദർഘാസുകൾ നിരസിക്കുന്നതായിരിക്കും. ഏതെങ്കിലും ദർഘാസുകൾ കാരണം ബോദ്ധ്യപ്പെടുത്താതെ നിരസിക്കുന്നതിനുള്ള അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമായിരിക്കും. വനം വകുപ്പിലും െ പ ാ ത ു മ ര ാ മ ത്ത ് വ ക ു പ്പ ി ല ു ം ന ി ല വ ി ല ു ള്ള ത ു ം കാലാകാലങ്ങളിൽ പുറപ്പെടുവിക്കുന്നതുമായ കരാർ വ്യവസ്ഥകൾ ഈ ജോലികൾക്കും ബാധകമായിരിക്കും. കരാറുകാരൻ നിർദ്ദി„ മാതൃകയിൽ ` 500 വിലയുള്ള മുദ്രപത്രത്തിൽ പ്രാഥമിക ഉടമ്പടി ദർഘാസിനോടൊപ്പം സ മ ർ പ്പ ി േ ക്ക ≠ ത ാ ണ ് . ്ര പ ാ ഥ മ ി ക ഉ ട മ്പ ട ി ഇ ല്ല ാ ത്ത ദർഘാസുകൾ നിരസിക്കുന്നതാണ്. ഏതെങ്കിലും കാരണവശാൽ ടി ജോലികളുടെ/ഏതെങ്കിലും ജോലിയുടെ ദർഘാസ് നടക്കാതെയിരുന്നാൽ ടി ജോലികളുടെ/ജോലിയുടെ ദർഘാസ് വീ≠ും 10-12-2015-ന് മുൻ നി›യിച്ചതുപോലെ നടത്തുന്നതും ഹാജരുള്ള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ വൈൽഡ്ലൈഫ് വാർഡനോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ തുറക്കുന്നതുമായിരിക്കും.

Separate sealed competitive tenders superscribing the name of works are invited by the undersigned for and on behalf of the Governor of Kerala from registered eligible contractors for the following works.

Nos. 1, 4, ` 1,250 + VAT for Sl. No. 2, ` 550 + VAT for Sl. No. 3, ` 788 + VAT for Sl. No. 5.
Last date and time of receipt of tender—9-12-2015, 3 p. m.
Period of work —2 months from the date of handing over the site.
Tender forms and other conditions can be obtained from the office of the undersigned on application in writing and on payment of the cost of the tender form and taxes in Cash (not refundable) upto 1 p.m. on 9-12-2015. The filled up tenders will be received in this office upto 3 p.m on 9-12-2015 and opened by the undersigned or an Officer authorized by him on the same day at 3.30 p.m. at the Office of Wildlife Warden, Thiruvananthapuram in the presence of the contractors attending on the date. If the due date happens to be a holiday, the next working day will be the due date.
The tender forms are not transferable. The earnest money deposit noted against the work should be paid along with the tenders in form of Demand Draft (cheque will not be acceptable) pledged in favour of the undersigned payable at any Nationalized Bank/Scheduled Bank. Incomplete tenders and tenders without EMD are liable to be rejected. The undersigned reserves the right to reject any tender without assigning any reasons thereof. The tenders not containing the prescribed preliminary agreement in Stamp Paper worth ` 500 will be summarily rejected. If there is no response to any of the works included in this notification, the tender will again be conducted on 10-12-2015 as per the same conditions mentioned above, at the same time and venue.

Online tenders are invited from approved contractors for the following work by Wildlife Warden, Wildlife Division, Vattiyoorkavu P. O., Thiruvananthapuram for and on behalf of the Governor of Kerala. The last date of submission of online tender will be on 9-12-2015, 3 p. m. Online tenders will be opened on 3.30 p. m. on 15-12-2015. The details are available on Kerala Forest Department Website (www.kerala.forest.gov.in)
Name of Work with Approximate Estimate Amount—
Construction of retaining wall around the elephant proof trench of enclosure No. 1 of elephant Ammu at Kappukadu at ABP Range, Kottoor during 2015-16 —
` 7.15 lakh.
EMD—` 18,000.
Cost of tender form—` 1,430 + VAT.
Period of Contract—2 months from the date of handing over the site.
The details and necessary documents will be obtained from the aforesaid department website. A Stamp Paper worth ` 500 should be submitted at the time of opening of e-tenders for executing preliminary agreement. All the conditions prescribed for the submission of e-tender should also be followed. Any violation will be resulted in the rejection of e-tender. If the opening date of e-tender date becomes holiday, the same will be opened on the next working day.

The Divisional Forest Officer, North Wayanad Division, Mananthavady reserves all the right to exclude any class or quantity of teak poles, billets and firewood shown in the schedule above for sale. EMD amount of ` 20,000 for Teak Poles/Billets/Firewood can be remitted through online payment system to MSTC by 6 p. m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. For the benefit of the bidders who are not well versed with the online transactions, for some initial period, Range Forest Officer, Begur Range will entertain receipt of EMD in the form of Demand Draft payable at State Bank of Travancore, Mananthavady branch drawn in favour of Range Forest Officer, Begur Range, Mananthavady as was done in the old system, by 2 p. m. on the previous day of e-auction. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

Qualification of Contractor—2 years experience in providing solar cum fencing using C.P.R.I/D.G.S.&D certified materials in Government or Quasi Government firm.
Period before which is to be completed of work—
30 days from the date of agreement.
The equipments/materials should possess quality Certification by Central Power Research Institute, Bangalore or DGS&D, New Delhi. Tender form can be had from the office of the undersigned on request in writing till 1 p.m. on 1-12-2015 on payment of its cost and taxes. The date and time of receipt of tender in sealed cover superscribing the name of the work is at 3 p.m. on the tender date. The tender will be opened at 3.30 p.m. on 1-12-2015 in the presence of the tenderers present at that time. In case the tender is not materialized on 1-12-2015 due to unexpected reasons, it will be conducted on 4-12-2015 at the same time schedule and place and in case the tender is not materialized on 4-12-2015 due to unexpected reasons, it will be conducted on 8-12-2015 at the same time Shedule and place.
Bidders are requested to submit copy of the experience Certificate in providing solar fencing using C.P.R.I/D.G.S & D certified materials for the Forest and Wild life Department or any department, Quality and Guarantee Certificates for Materials, EMD exemption certificate (if any), and preliminary agreement executed in Kerala Stamp Paper worth ` 150.
The cost of tender forms will not be refunded at any cost. EMD will be accepted through DD taken from any of the Nationalised Bank in favour of Divisional Forest Officer, Kasaragod. The name of work should be superscribed on the sealed cover. All the conditions prevailing in Kerala Public Works Department and Kerala Forest Department will be applicable to these works. Guarantee as prescribed in GO (Ms.) No. 98/92 PWD dated 1-11-1992 will also applicable to this tender. Tender forms are not transferable. Incomplete tenders and tenders without EMD or tender received after the stipulated time are liable to be rejected. The undersigned reserves the right to reject any tender without assigning any reason thereof. Estimated amount of works shown in the tender notice may vary subject to the scrutiny and approval from higher authorities and will be shown in the tender schedule. Copy of PAN Card should be submitted along with the application for tender form.
All other existing conditions related to tender of Kerala PWD/Forest Department will be applicable in this tender also.
The successful tenderer is liable to remit the taxes as per rules. The contractor is bound to give necessary training and awareness to the Forest Department staff and beneficiaries regarding the maintenance of the power fence. The tenderer/agency/firm shall abided by the conditions in the circular No. 06/2013 dt. 24-9-2013 of the Principal Chief Conservator of Forest, Thiruvananthapuram.
