തിരുവനന്തപുരം ഡിവിഷനിലെ കുളത്തുപ്പുഴ റെയിഞ്ചിൽപ്പെട്ട 1950 ആന്റ ് 1951 പുന്നമൺവയൽ തേക്കുതോട്ടത്തിൽ നിന്നും അന്തിമവെട്ടിലൂടെ ശേഖരിച്ച ര≠ാംതരം തേക്ക് കഴകളും തേക്ക് ബില്ലറ്റും പാഴ്മര വിറകും ചുവടെ ചേർക്കുന്ന പട്ടികയിൽ ഉൾപ്പെടുത്തിയിട്ടുള്ള പ്രകാരം തിരുവനന്തപുരം സംരക്ഷണവിഭാഗം അഡീഷണൽ പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ 17-10-2014-ലെ പ്രൊ. (4)-29243/13-ാം നമ്പരായി 4-11-2014-ലെ 43-ാം നമ്പർ കേരള ഗസറ്റ് വാല്യം 3-ൽ പരസ്യപ്പെടുത്തിയിട്ടുളള പൊതു ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്കും വനം വകുപ്പിൽ നിലവിലുളള ഇതര ലേല വ്യവസ്ഥകൾക്കും വിധേയമായി തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ ഇ-ലേലത്തിലൂടെ വിൽക്കുന്നതാണ്. പട്ടികയിൽ പറയുന്ന ഉൽപ്പന്നങ്ങൾക്ക് പുറമേ ഇ-ലേലത്തിന് മുൻപ് വരെ ശേഖരിച്ച് അട്ടിവയ്ക്കുന്ന ഉൽപ്പന്നങ്ങളും ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്നതായിരിക്കും. ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്ന വ്യ‡ികൾ ഇ-ലേലത്തിനുമുൻപ് തേക്ക് കഴകൾക്കും/തേക്ക് ബില്ലറ്റുകൾക്കും/പാഴ്മര വിറകുകൾക്കും ` 20,000 എന്ന വിധത്തിൽ ഇ-പേയ്മെന്റ ്/ഇ-ട്രഷറി/ഡിമാന്റ ് ഡ്രാഫ്റ്റ്/എം.എസ്.റ്റി.സി. ലിമിറ്റഡ് വഴി നിരതദ്രവ്യം കെട്ടിവയ്ക്കേ≠താണ്. വിജയിക്കുന്ന ഇ-ലേലക്കാരൻ ഇ-ലേലത്തുകയുടെ 35% തുക ഇ-ലേല ദിവസം തന്നെ 'ഇ' പേയ്മെന്റായി കെട്ടിവയ്ക്കേ≠താണ്. വിജയിയായ ഇ-ലേലക്കാരൻ നിയമപ്രകാരവും കാലാകാലങ്ങളിൽ നിലവിലുള്ളതുമായ വാറ്റ്, വനവികസന നികുതി, ആദായനികുതി, മറ്റ് ബന്ധപ്പെട്ട നികുതികൾ എന്നിവ യഥാസമയം അടയ്ക്കേ≠തു≠്.

ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റ് ബന്ധപ്പെട്ട വില്ലേജാഫീസറിൽ നിന്നും വാങ്ങി ഇ-ലേലത്തിന് നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്നതോ ടൊപ്പം ഓൺലൈനായി ഹാജരാക്കേ≠താണ്. നിയമാനുസൃത തിരിച്ചറിയൽ കാർഡോ, സർട്ടിഫിക്കറ്റോ ഇല്ലാത്തവരുടെ ഇ-ലേലപ്രമാണങ്ങൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിനുമുൻപായി ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരവും അളവും നേരിൽ ക≠് ബോധ്യപ്പെട്ടുകൊളേള≠താണ്. ഇ-ലേലത്തിന് ശേഷമുളള പരാതികൾ പരിഗണിക്കുന്നതല്ല. ഈ വി⁄ാപന തീയതിക്ക് മുമ്പായി ദർഘാസ്/ലേലം സംബന്ധമായി സർക്കാർ ഉത്തരവുകൾ എന്തെങ്കിലും ഉ≠ായാൽ ആയതും ടി ലേലത്തിന് ബാധകമായിരിക്കും. വിൽപ്പനയ്ക്ക് വച്ചിട്ടുളള ഉൽപ്പന്നങ്ങൾ ഏതെങ്കിലും സർക്കാർ വകുപ്പുകൾക്ക് ആവശ്യമായിവരുന്നപക്ഷം ആയത് കഴിച്ചുളള ഉൽപ്പന്നങ്ങൾ മാത്രമേ വിൽക്കുകയുളളു. തോട്ടത്തിലെ ജോലികൾ നടന്നുകൊ≠ിരിക്കുന്നതിനാൽ ലേലത്തിന് മുൻപ് വരെ ഡമ്പിംഗ് ഡിപ്പോയിൽ ഇറക്കി ലോട്ടു ചെയ്യുന്ന ഉൽപ്പന്നങ്ങൾ കൂടി ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്നതായിരിക്കും. പട്ടികയിൽ കാണിച്ചിട്ടുളള തീയതിയിൽ നടക്കുന്ന ഇ-ലേലത്തിൽ വിറ്റുപോകാത്ത ഉൽപ്പന്നങ്ങളും പുതുതായിവരുന്ന ഉൽപ്പന്നങ്ങളും അടുത്ത പുനർ ഇ-ലേലത്തിലൂടെ വിൽപ്പന നടത്തുന്നതാണ്.

It is hereby notified that Teak Poles, Teak billets and jungle wood fire wood collected from final felling areas of 1950 & 1951 Teak Plantation at Punnamonvayal in Chittar North Section of Kulathupuzha Range in Thiruvananthapuram Division will be sold through e-Auction shown in the schedule, by the Divisional Forest Officer, Thiruvananthapuram or any officer authorized by him, subject to the conditions published in Kerala Gazette No. 43, Vol. III dated 4-11-2014 vide Notification No. Pro.(4) 29243/13 dated 17-10-2014 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction and that could be lotted immediately before the e-auction will also be placed in the e-auction. Those who wish to participate have to remit an amount of ` 20,000 for Teak poles and Teak billets and firewood/jungle wood as EMD as e-payment before the e-auction through MSTC limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself through e-payment. Successful bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax and such other taxes that are prevailing at the time of e-auction within the stipulated time limit.

e-Auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online banking of SBT or through NEFT for other banks. For submission of e-auction visit the website: www.mstcecommerce.com. All bids/e-auction documents are to be submitted online only and in the designated online cover (s)/envelope (s) on the www.mstcecommerce.com Website and e-auction documents submitted manually/through post will not be entertained.

Online e-Auction/bids are to be accompanied with relevant documents. E-Auction/bids received online without the scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on this e-Auction can be obtained from NIC/the e-Auction Helpdesk number available in the www.mstcecommerce.com. Technical bid and financial bid shall be submitted in their respective designated online covers.

The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/downloading the bid.

The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer, or any other approved identity documents along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be eligible to participate in the e-auction.

Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement of the same and no complaints will be entertained after the e-auction. In case any Govt. Department requires any of the materials put up for the e-auction, the quantity remaining after their selection only will be re-auctioned. The quantity that may become ready for sale after the publication of this notification will also be included in the e-auction. Any further notification to the sale conditions that may be issued by the Government after the issuance of this notification will also be applicable to this e-auction. The unsold materials in the e-auction will be re-auctioned.

If the due date happens to be a holiday, the next working day will be the due date.

The tender forms are not transferable. The earnest money deposit noted against the work should be paid along with the tenders in form of Demand Draft (cheque will not be acceptable) pledged in favour of the undersigned payable at any Nationalized Bank/Scheduled Bank. Incomplete tenders and tenders without EMD are liable to be rejected. The undersigned reserves the right to rejected any tender without assigning any reasons thereof. Bidders are requested to submit scanned copy of the following documents—Registration Certificate duly attested by the Superintending Engineer/ Executive Engineer, PWD Kerala, EMD Exemption Certificate (if any), preliminary agreement executed in Kerala Stamp Paper worth ` 500, duly filled up proforma for availing e-payment by online. 3. ലേലം/ദർഘാസിൽ ഏറ്റവും വലിയ വില വാഗ്ദാനം ചെയ്തയാൾ തുകയുടെ 35% (കുറഞ്ഞത് ` 20,000) നിരതദ്രവ്യം ഉൾപ്പെടെ ഓരോ തോട്ടത്തിനും അപ്പോൾതന്നെ കെട്ടിവയ്ക്കേ≠താണ്. ലേല സംഖ്യ 20,000 രൂപയിൽ കുറവാണെങ്കിൽ മുഴുവൻ തുകയും അപ്പോൾ തന്നെ കെട്ടിവെക്കേ≠താണ്. ഇതിൽ വീഴ്ചവരുത്തിയാൽ അയാൾ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും പാട്ടാവകാശം അയാളുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം ചെയ്യുന്നതുമാണ്.

ഇപ്രകാരം നടത്തുന്ന പുനർ ലേലത്തിൽ വല്ല ലാഭവും സർക്കാരിലേക്ക് ഉ≠ായാൽ അയാൾക്ക് അതിൽ അവകാശമു≠ായിരിക്കുന്നതല്ല. എന്നാൽ അപ്രകാരം പുനർലേലം ചെയ്യുന്നതുമൂലം സർക്കാരിലേക്ക് വല്ല നഷ്ടവുമു≠ായാൽ ആയത് നിയമാനുസൃതം ആദ്യ ലേലക്കാരനിൽനിന്നും നിയമാനുസൃത നടപടികളിലൂടെ ഈടാക്കുന്നതാണ്. ദർഘാസ്/ ലേലത്തിൽ ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്ത ആളിന്റെ പേരിൽ വിൽപ്പന ഉറപ്പിക്കുന്നതാണ്. ഓരോ തോട്ടത്തിനുമുള്ള ദർഘാസുകൾ സീൽ ചെയ്ത കവറുകളിൽ പ്രത്യേകം പ്രത്യേകം സമർപ്പിക്കേ≠താണ്.

4. വിജയിക്കുന്ന ആളിന്റെ നിരതദ്രവ്യം അയാൾക്ക് ഒടുക്കേ≠തായ ലേലത്തുകയിൽ നിന്നും തട്ടിക്കിഴിക്കുന്നതും വിജയിക്കാത്തവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞാലുടൻ തന്നെ തിരിച്ച് നൽകുന്നതുമാണ്.

5. വിൽപ്പന സ്ഥിരപ്പെടുത്തിയ വിവരം അറിയിക്കുന്ന തീയതി മുതൽ 15 ദിവസത്തിനകം ബാക്കി ലേലത്തുകയും മൊത്തം ലേലത്തുകയുടെ നിയമാനുസൃതമുള്ള ആദായനികുതി, സർചാർജ്, വനവികസന നികുതി എന്നിവയും ലേലത്തുകയുടെ 10% സെക്യൂരിറ്റിയായും അടച്ച് ` 150-ന്റെ മുദ്രപത്രത്തിൽ നിലവിലുള്ള വ്യവസ്ഥകൾക്ക് വിധേയമായി നിയമാനുസൃതമുള്ള ഉടമ്പടി വയ്ക്കേ≠താണ്. ബാക്കി സംഖ്യ അടയ്ക്കുന്നതിനുള്ള സമയപരിധി യാതൊരു കാരണവശാലും നീട്ടിക്കൊടുക്കുന്നതല്ല. മേൽപ്പറഞ്ഞ കാലാവധിക്കകം ബാക്കി തുകയും സെക്യൂരിറ്റിയും അടയ്ക്കുവാൻ വീഴ്ച വരുത്തുന്ന ലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം നടത്തുന്നതും അതിലു≠ാകുന്ന നഷ്ടത്തിന് ആദ്യ ലേലക്കാരൻ ഉത്തരവാദിയാകുന്നതുമായിരിക്കും. പ്രസ്തുത നഷ്ടം വരുന്ന തുക നിയമാനുസൃത രീതിയിൽ ടിയാനിൽനിന്നും ഈടാക്കുന്നതും ലാഭം കിട്ടിയാൽ അതിൽ ടിയാന് യാതൊരു അവകാശവും ഇല്ലാത്തതുമാകുന്നു. തുക മുഴുവൻ അടയ്ക്കുകയും എന്നാൽ ഉടമ്പടി വയ്ക്കാൻ തക്കസമയം സാധിക്കാതെ വരികയും ചെയ്താൽ അത്തരം കാലതാമസത്തിന് ദിനംപ്രതി പത്ത് രൂപ വീതം പിഴ ഈടാക്കി ഉടമ്പടി വയ്ക്കുന്നതിന് 15 ദിവസം കൂടി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്നതാണ്.

6. ലേലത്തിൽ പങ്കെടുക്കുന്നയാൾ ലേലത്തിന് മുമ്പ് കശുമാവിൻ തോട്ടങ്ങൾ നേരിൽ ക≠് ബോദ്ധ്യപ്പെടേ≠താണ്.

പിന്നീടുള്ള യാതൊരു പരാതിയും സ്വീകരിക്കുന്നതല്ല.

7. ലേലത്തിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്നതിന് മുമ്പായി ബന്ധപ്പെട്ട വില്ലേജാഫീസറുടെ പക്കൽനിന്നും 6 മാസത്തിനകം ലഭിച്ച തന്റെ സ്ഥിരമായ മേൽവിലാസവും കയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ ഫോട്ടോ പതിച്ച ഏതെങ്കിലും സാക്ഷ്യപത്രവും PAN കാർഡിന്റെ കോപ്പിയും നിർബന്ധമായും ഹാജരാക്കേ≠താണ് (വോട്ടർ എെഡന്റിറ്റി കാർഡ്, മറ്റ് ഗവൺമെന്റ ് തിരിച്ചറിയൽ രേഖകൾ എന്നിവ തെളിവിനായി ഹാജരാക്കാവുന്നതാണ്). മേൽ തിരിച്ചറിയൽ രേഖ ഹാജരാക്കാത്തവരെ ലേലത്തിൽ പങ്കുകൊള്ളാൻ യാതൊരു കാരണവശാലും അനുവദിക്കുന്നതല്ല.

8. ലേലം വിളിക്കുന്നയാൾ ലേലത്തിൽ ഒരു പൂർണ്ണ തീരുമാനം ആകാതെ പിൻമാറാൻ പാടില്ലാത്തതും അപ്രകാരം പിൻമാറിയാൽ ഡിപ്പാർട്ട്മെന്റിന് വരുന്ന നഷ്ടത്തിന് ടിയാൻ ഉത്തരവാദിയായിരിക്കുന്നതുമാണ്. ലേല നോട്ടീസ്, വ്യവസ്ഥകൾ എന്നിവ ക≠് ബോദ്ധ്യപ്പെട്ട് ഒപ്പിട്ട് തരുന്നവർക്ക് 24-9-2008-ലെ ഗവൺമെന്റ ് ഗസറ്റ് നമ്പർ 26-ൽ പ്രസിദ്ധപ്പെടുത്തിയിട്ടുള്ള പ്രൊ.(5)2613/2008 തീയതി 12-6-2008 നമ്പരായി പരസ്യപ്പെടുത്തിയ പുതുക്കിയ ദർഘാസ്/ലേല പരസ്യത്തിലെ പൊതുവായ നിബന്ധനകൾ ബാധകമാണ്.

9. ലേലത്തിൽ വിജയിച്ച പാട്ടക്കാരൻ കശുവ≠ി തോട്ടത്തിൽനിന്നും ശേഖരിക്കുന്ന കശുവ≠ി 1977-ലെ അസംസ്കൃത കശുവ≠ി (വിൽപ്പനയും വിതരണവും) ഉത്തരവ് അനുസരിച്ച് ഗവൺമെന്റ ് നി›യിക്കുന്ന നിരക്കിൽ വിൽക്കേ≠താണ്. അപ്രകാരം വില്പന നടത്തിയിട്ടുള്ള കശുവ≠ിക്ക്, അംഗീകൃത ഏജൻസിയിൽ നിന്നും കിട്ടുന്ന രശീതി ബന്ധപ്പെട്ട റെയിഞ്ചാഫീസറെ ഏൽപ്പിക്കേ≠താണ്. കശുവ≠ി ശേഖരണത്തേയും വിപണനത്തേയും സംബന്ധിച്ച് കാലാകാലങ്ങളിൽ നിലവിലുള്ള ചട്ടങ്ങൾ അനുസരിച്ച് പ്രവൃത്തിക്കേ≠തുമാണ്.

10. തോട്ടം ലേലം ചെയ്തെടുക്കുന്ന പാട്ടക്കാരൻ അതാത് തോട്ടങ്ങളിലെ ഈ വർഷത്തെ അ·ി പ്രതിരോധ പ്രവർത്തനത്തിനാവശ്യമായ ഫയർലൈൻ തോട്ടത്തിനു ചുറ്റും സ്വന്തം ചെലവിലെടുക്കേ≠തും ആവശ്യമായ അ·ി പ്രതിരോധ പ്രവർത്തനങ്ങൾ നടത്തേ≠തുമാണ്. ആയതിൽ വീഴ്ച വരുത്തുന്നപക്ഷം പാട്ടക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ടി പ്രവർത്തികൾ ഡിപ്പാർട്ട്മെന്റലായി ചെയ്യുന്നതായിരിക്കും.

EMD amount of ` 20,000 for Teak Poles/Billets/Firewood can be remitted through online payment system to MSTC by 6 p.m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value, after adjusting the EMD already remitted. shall be paid within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India Koothuparamba Branch or by cash in Sub Treasury, Kuthuparamba for items included in Schedule. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.

If any modifications or change in the sale conditions are intimated by the Additional Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the bidder before e-auction. Bidders opting for NEFT facility of online payment are advised to exercise this option atleast 48 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and a confirmation is reflected in the e-procurement system. 2. Bidders are requested to submit scanned copy of the following documents-Registration Certificate duly attested by the Superintendent Engineer/Executive Engineer, PWD Kerala, EMD exemption certificate (if any), preliminary agreement executed in Kerala Stamp Paper worth ` 200 duly filled up proforma for availing e-payment by Online. Subsequently the hard copy of attested copy of Registration Certificate, EMD exemption certificate (if any), preliminary agreement in original would be submitted offline in a sealed cover superscribing the name of work and tender number to the office of the Divisional Forest Officer, Kasaragod through speed post/registered post as prescribed in the time schedule, failing which such tenders will be rejected.

3. The bidding authority deservas the right to modify/ cancel, any/all bids without assigning any reason.

The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non receipt of documents.

4. Any further clarifications on this tender can be obtained from NIC/ the e-tender Helpdesk number available in the www.etenders.kerala.gov.in website and from this office (04994 256119) during the office hours. The details regarding e-payment (Bidder's bank- account number where he/she is having core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be accepted.

5. The Forest Department will not be responsible for any inconveniences or loss to the Bidder while uploading/downloading the bid.

6. The tender/bids shall be opened online at the office of the Divisional Forest Officer, Kasaragod in the presence of bidders their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

7. All other existing conditions related to e-tendering of Kerala PWD will be applicable in this tender also.
