[UNDER SECTION 3(1) OF THE KERALA FOREST (VESTING & MANAGEMENT OF ECOLOGICAL FRAGILE LAND) ACT, 2003] No. EFL6-1061/2007.

An approximate extent of 17.0252 Ha. in Survey No. 203/6pt, 43/pt, 9.7920 Ha in Survey No. 203/3, 4, 5 & 22.9921 Ha in Survey No. 235/pt of land described as per Serial Numbers 93, 94 and 95 in the schedule of Notification No. C4-21437/2000 dated 20-10-2000 and published in Kerala Gazette No. 1, Volume 46 dated 2-1-2001, was notified as Ecologically Fragile Land under section 3(1) of the Kerala Forest (Vesting and Management of Ecologically Fragile Lands) Ordinance, 16 of 2001.
On scrutiny of the above said notification under section 19(3)b of EFL Act and Rule 20 of the Kerala Forest (Vesting and Management of Ecological Fragile Land) Rules 2007, the Custodian as per Order No. EFL6-1061/07 dated 23-9-2015 found that the said land does not qualify the definition of Ecologically Fragile Land as defined under section 2b(1) of the EFL Act 2003. Hence it is hereby notified that the land detailed in the schedule below is excluded from Ecologically Fragile Land.

തിരുവനന്തപുരം ഡിവിഷനിൽപ്പെട്ടതും താഴെ പട്ടികയിൽ വിവരിക്കുന്നതുമായ കശുമാവ് തോട്ടങ്ങളിൽ നിന്നും നിലവിലുള്ള ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്ക് വിധേയമായി 30-6-2016 വരെ കശുവ≠ി ശേഖരിച്ച് നീക്കംചെയ്യുന്നതിനുള്ള അവകാശം തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറോ അദ്ദേഹം അധികാരപ്പെടു ത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ താഴെ പറയുന്ന സ്ഥലത്തും സമയത്തും പരസ്യമായി ദർഘാസ്/ലേലത്തിൽ വിൽക്കുന്ന താണ്. ദർഘാസ് ഫോറങ്ങൾ തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസിൽ നിന്ന് ലഭിക്കുന്നതായിരിക്കും. ലേലദിവസം രാവിലെ 10 മണിവരെ സീൽ ചെയ്ത കവറിലുള്ള ദർഘാസ് തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ സ്വീകരിക്കുന്നതാണ്. നി›ിത സമയത്തിനുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ സ്വീകരിക്കുന്നതല്ല. തോട്ടത്തിന്റെ പേര്, വാഗ്ദാനം ചെയ്ത വില എന്നിവ ദർഘാസിൽ വ്യ‡മായി രേഖപ്പെടുത്തേ ≠താണ്. ലേലദിവസം പൊതു അവധിയായി പ്രഖ്യാപിക്കുന്നപക്ഷം അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സ്ഥലത്തും സമയത്തും ലേലം നടത്തുന്നതാണ്. ആദ്യ ലേല ദിവസം എന്തെങ്കിലും കാരണത്താൽ ഏതെങ്കിലും തോട്ടത്തിന്റെ ലേലം നടക്കാതിരിക്കുകയോ ലേലം വിളി കൊള്ളാൻ ആരും തയ്യാറാകാതെ വരുകയോ ലേലം റദ്ദാക്കുകയോ അഥവാ പുതിയ തോട്ടങ്ങൾ ഉൾക്കൊള്ളിക്കേ≠ിവരികയോ ചെയ്താൽ അപ്രകാരമുള്ള തോട്ടങ്ങൾ താഴെ പ്രസിദ്ധീകരിച്ചിട്ടുള്ള അടുത്ത ലേല ദിവസങ്ങളിൽ അതേ സമയത്ത് തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസിൽവെച്ച് ലേലം ചെയ്ത് വിൽക്കുന്നതാണ്. ലേലം കഴിഞ്ഞയുടൻ അപ്പോൾ ഹാജരുള്ളവരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറന്ന് പരിശോധിക്കുന്നതും ദർഘാസ്/ലേല നിബന്ധനപ്രകാരമുള്ള അനന്തര നടപടികൾ സ്വീകരിക്കുന്നതുമാണ്.
നിരതദ്രവ്യം—ഓരോ തോട്ടത്തിനും ` 2,000 വീതം.
ദർഘാസ് ഫോറത്തിന്റെ വില—` 300 + വിൽപ്പന നികുതി (ഓരോ തോട്ടത്തിനും പ്രത്യേകം).
ലേലത്തീയതിയും സമയവും—10-2-2016 രാവിലെ 11 മണി. അന്നേദിവസം ലേലം നടക്കാത്ത തോട്ടങ്ങൾ 12-2-2016, 11 മണി. 12-2-2016-നും ലേലം നടക്കാത്ത തോട്ടങ്ങൾ 17-2-2016, 11 മണി.

നിബന്ധനകൾ
1. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കണമെന്ന് ആഗ്രഹ മുള്ളവർ ഓരോ തോട്ടത്തിനും ` 2,000 വീതം നിരതദ്രവ്യം ലേലത്തിനുമുമ്പ് ഒടുക്കേ≠തും അപ്രകാരം നിരതദ്രവ്യം ഒടുക്കാത്തവരെ ദർഘാസ്/ ലേലത്തിൽ പങ്കുകൊള്ളാൻ അനുവദിക്കുന്നതല്ലാ ത്തതുമാകുന്നു.
2. ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊള്ളാൻ ആഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കൈയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ ഒരു സർട്ടിഫിക്കറ്റ് ബന്ധപ്പെട്ട വില്ലേജാഫീസറിൽ നിന്നും വാങ്ങി നിരതദ്രവ്യം കെട്ടിവെയ്ക്കുന്നതിനു മുമ്പായി സമർപ്പിക്കുകയോ ഫോട്ടോ പതിച്ച തിരിച്ചറിയൽ കാർഡിന്റെ അസ്സൽ പരിശോധനയ്ക്ക് ഹാജരാക്കുകയോ ചെയ്യേ≠താണ്. അല്ലാത്തവരെ ദർഘാസ്/ലേലത്തിൽ പങ്കുകൊള്ളാൻ അനുവദിക്കുന്നതല്ല.
3. ദർഘാസ്/ലേലം കൊ≠യാൾ ദർഘാസ്/ലേല തുകയുടെ 35% (കുറഞ്ഞത് ` 20,000, പരമാവധി ` 1,00,000) ലേലം കഴിഞ്ഞാലുടൻ തന്നെ ഒടുക്കേ≠ താണ്. മൊത്തം ലേലത്തുക ` 20,000-മോ അതിൽ കുറവോ ആണെങ്കിൽ മുഴുവൻ ലേലത്തുകയും ലേലം കഴിഞ്ഞാലുടൻ ഒടുക്കേ≠താണ്. അതിന് മുടക്കം വരുത്തിയാൽ അയാൾ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം ഗവൺമെന്റിലേക്ക് ക≠ുകെട്ടുന്നതും പാട്ടാവകാശം അയാളുടെ പൂർണ്ണ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം ചെയ്യുന്നതും എന്നാൽ അതിൽവച്ച് വല്ല ലാഭവുമു≠ായാൽ അയാൾക്ക് അതിനവകാശ മില്ലാത്തതുമാകുന്നു. അപ്രകാരം ലേലം ചെയ്യുന്നതിൽ വച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ായാൽ ആയത് റവന്യൂ റിക്കവറി നിയമപ്രകാരം ഈടാക്കുന്ന തുമാകുന്നു.
4. ദർഘാസ്/ലേലത്തിൽ വിജയിക്കുന്ന ആളിന്റെ നിരതദ്രവ്യം അയാൾ ഒടുക്കേ≠തായ ലേല സംഖ്യയിൽ തട്ടിക്കിഴിക്കുന്നതും വിജയിക്കാത്തവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞാലുടൻ തിരിച്ചു കൊടുക്കുന്നതുമാണ്.
5. ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്യുന്ന ആളിന്റെ പേരിൽ ദർഘാസ്/ലേലം ഉറപ്പിക്കുന്നതാണ്. എന്നാൽ യാതൊരു കാരണവും ചൂ≠ിക്കാണിക്കാതെ ലേലം നിരാകരിക്കുന്നതിനുള്ള അധികാരം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർക്ക് ഉ≠ായിരിക്കുന്നതാണ്. കൂടാതെ പട്ടികയിലെ ഏതെങ്കിലും തോട്ടം ലേലത്തിൽ നിന്നും ഒഴിവാക്കാനോ, പുതുതായി ഏതെങ്കിലും തോട്ടം കൂടി ഉൾപ്പെടുത്തി ലേലം ചെയ്യുന്നതിനോ, ലേലം ചെയ്യുന്ന ഉദ്യോഗസ്ഥന് അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.
6. ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തിയതായി പാട്ടക്കാരനെ അറിയിക്കുന്ന തീയതി മുതൽ 15 ദിവസത്തിനകം ബാക്കി മുഴുവൻ ദർഘാസ്/ലേലത്തുകയും മൊത്തം ദർഘാസ്/ലേലത്തുകയുടെ 5% വനവികസന നികുതിയും നിയമാനുസൃത നികുതിയും ഏറ്റവും കുറഞ്ഞത് ` 1,000-മോ ലേലത്തുകയുടെ 10%-മോ ഏതാണോ കൂടുതൽ അത് സെക്യൂരിറ്റിയായും അടച്ച് ` 200-ന്റെ മുദ്രപത്രത്തിൽ നിലവിലുള്ള വ്യവസ്ഥകൾക്ക് വിധേയമായി ഉടമ്പടി എഴുതി ഒപ്പുവെയ്ക്കേ≠താണ്. അതിനു മുടക്കം വരുത്തിയാൽ യാതൊരു കാരണവശാലും കാലാവധി ദീർഘിപ്പിച്ചു നൽകുന്നതല്ല. ബാക്കി ദർഘാസ്/ലേലത്തുകയും സെക്യൂരിറ്റിയും ഒടുക്കാതിരുന്നാൽ പാട്ടാവകാശം റദ്ദുചെയ്യുകയും പാട്ടക്കാരൻ നേരത്തെ കെട്ടിവച്ചിട്ടുള്ള മുഴുവൻ തുകയും സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. കൂടാതെ ടി തോട്ടം വീഴ്ച വരുത്തിയ ആളിന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീ≠ും ലേലം ചെയ്യു ന്നതും അതിൽ വെച്ച് എന്തെങ്കിലും നഷ്ടമു≠ായാൽ ആദ്യ ലേലക്കാരനിൽ നിന്നും നിലവിലിരിക്കുന്ന റവന്യൂ റിക്കവറി ആക്ട് അനുസരിച്ചോ യു‡മായ മറ്റ് മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതുമാണ്.
7. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുന്ന ആൾ ലേലത്തിന് മുൻപായി കശുമാവ് തോട്ടങ്ങൾ നേരിൽക≠് പരിശോധിച്ച് വിളവുകളുടെ ഗുണവും തരവും നല്ലതുപോലെ ബോദ്ധ്യപ്പെട്ടുകൊള്ളേ≠തും ലേലത്തി നുശേഷം ഉ≠ാകുന്ന പരാതികൾ സാധാരണഗതിയിൽ പരിഗണിക്കുന്നതല്ലാത്തതുമാകുന്നു.
8. ദർഘാസ്/ലേലം വിളി കേൾക്കുന്ന ആൾ ലേലത്തിന് ഒരു പൂർണ്ണ തീരുമാനം ഉ≠ാകാതെ പി∑ാറാൻ പാടില്ലാത്തതും അപ്രകാരം പി∑ാറിയാൽ ഡിപ്പാർട്ട്മെന്റ ിന് വരുന്ന നഷ്ടത്തിന് അയാൾ ഉത്തരവാദിയാകുന്നതുമാണ്. ലേലപ്പരസ്യ വി⁄ാപന വ്യവസ്ഥകൾ ക≠് ബോദ്ധ്യപ്പെട്ട് ഒപ്പിട്ട് തരേ≠തും 9-3-1976-ലെ കേരള സർക്കാർ ഉത്തരവ് (പി) 62/76 എ.ഡി.യിലെ നിബന്ധനകളും 16-12-2008-ലെ കേരള ഗസറ്റിലെ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (സംരക്ഷണം)-ന്റെ പ്രൊ.(5) 7698/2008 നമ്പർ ഉത്തരവിലെ നിബന്ധനകളും വിൽപ്പനയ്ക്ക് ബാധകമാകുന്നതുമാണ്.
9. ലേലക്കാരൻ കേന്ദ്ര ഗവൺമെന്റ ിന്റെ ഫൈനാൻസ് ആക്ട് പ്രകാരമുള്ള ആദായ നികുതി നി›ിത സമയത്തും നിരക്കിലും നൽകാൻ ബാധ്യസ്ഥനാണ്.
10. ദർഘാസ്/ലേലത്തിൽ വിജയിക്കുന്ന പാട്ടക്കാരൻ മുഴുവൻ കശുവ≠ിയും ശേഖരിച്ച് സർക്കാർ തീരുമാനത്തിന് വിധേയമായി കേരള കാഷ്യൂ ഡെവലപ്പ്മെന്റ ് കോർപ്പറേഷനേയോ അവരുടെ അംഗീകൃത ഏജന്റുമാരേയോ അതാത് കാലയളവിൽ ഗവൺമെന്റ ് അംഗീകരിക്കുന്ന വിലയ്ക്ക് നൽകേ≠ താണ്. കൂടാതെ കശുവ≠ി സംഭരണവും വിതരണവും സംബന്ധിച്ച് നിലവിലുള്ളതും അതാത് കാലങ്ങളിൽ ഗവൺമെന്റ ് പുറപ്പെടുവിക്കുന്നതുമായ എല്ലാ ഉത്തരവുകളും പാട്ടക്കാരന് ബാധകമാണ്.
11. കരാറുകാരൻ ആവശ്യപ്പെടുന്നപക്ഷം ടിയാന്റെ കൂലിക്കാരെ താമസിപ്പിക്കുന്നതിനും കശുവ≠ി സൂക്ഷിക്കുന്നതിനും സ്ക്വയർ മീറ്ററിന് ` 5 പ്രകാരം ഒരു ഷെഡ് തോട്ടത്തിനുള്ളിൽ പണിയുന്നതിന് സ്ഥലം അനുവദിക്കുന്നതാണ്. ഷെഡ് അനുവദി ക്കുന്നതിനുള്ള അവകാശം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറിൽ നിക്ഷിപ്തമാണ്. കരാർ കാലാവധിക്ക് മുൻപായി ഷെഡ് കരാറുകാരൻ പൊളിച്ച് നീക്കം ചെയ്യേ≠താണ്. ഷെഡ് പണിയുന്ന തിനുള്ള സാധനങ്ങൾ നിലവിലുള്ള സീനിയറേജ് നിരക്ക് പ്രകാരം വനത്തിനുള്ളിൽ നിന്നും സൗകര്യം ഉള്ളപക്ഷം ശേഖരിക്കുവാൻ അനുവദിക്കുന്നതാണ്.
2nd FEB. 2016] FOREST DEPARTMENT 11812. കരാർ കാലയളവിൽ എല്ലായ്പ്പോഴും കശുമാവുകൾക്ക് ചുറ്റുമുള്ള കാടുകൾ 5 മീറ്റർ ചുറ്റളവിൽ കരാറുകാരന്റെ ചുമതലയിൽ വെട്ടി നീക്കം ചെയ്തിരിക്കണം. വീഴ്ച വരുത്തിയാൽ യു‡മായ പിഴ കരാറുകാരനിൽ നിന്നും ഈടാക്കുന്നതാണ്.

13. തോട്ടത്തിൽ യാതൊരു കാരണവശാലും തീപിടി ക്കാതെ നോക്കി സംരക്ഷിക്കേ≠ത് കരാറുകാരന്റെ പ്രധാന ചുമതലയാണ്. കാട്ടുതീ മൂലമോ, മറ്റു പ്രതികൂല കാലാവസ്ഥ മൂലമോ വല്ല നഷ്ടവും നേരിട്ടാൽ ആയതിന് കരാറുകാരന് യാതൊരുവിധ നഷ്ടപരിഹാരത്തിനും യാതൊരുവിധ അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.
14. കശുവ≠ി ശേഖരിച്ചതിന്റെ വിവരങ്ങൾ അടങ്ങിയ പ്രതിമാസ കണക്കുകൾ ഓരോമാസവും 5-ാം തീയതിയ്ക്ക് മുൻപായി ബന്ധപ്പെട്ട റെയിഞ്ചാ ഫീസർക്കും ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർക്കും സമർപ്പിക്കേ≠താണ്. അതിനു വീഴ്ച വരുത്തുന്ന പക്ഷം ഓരോ വീഴ്ചയ്ക്കും ` 50 വീതം പിഴ വസൂൽ ചെയ്യുന്നതാണ്.
15. ശേഖരണം നടത്തിയ കശുവ≠ി കടത്തികൊ≠ു പോകുന്നതിന് ബന്ധപ്പെട്ട റെയിഞ്ചാഫീസറിൽ നിന്നും നിർബന്ധമായും പാസ്സ് വാങ്ങേ≠താണ്. വീഴ്ച വരുത്തിയാൽ ഉചിതമായ പിഴ ഈടാക്കുന്നതാണ്.
16. ദർഘാസ്/ലേലത്തിനുശേഷം ലഭിക്കുന്ന പോസ്റ്റ് ഓഫറുകൾ വനം വകുപ്പിലെ നിലവിലുള്ള നിബന്ധനകൾക്ക് വിധേയമായി പരിഗണിക്കുന്നതാണ്.

It is hereby notified that Acacia butt end collected from 2000 Acacia Auriculiformis Plantation, Manjappara, 1999 Acacia Auriculiformis Plantation, Thekkumalakunnu and 2000 Acacia Auriculiformis Plantation Chandanakkavu, 2003 Panayam Bit-I, Bit-II Acacia Auriculiformis Plantation and 2002 Acacia Auriculiformis plantation Kuruvikkadu in Anchal Range of Punalur Division will be sold through e-Auction shown in the schedule, by the Divisional Forest Officer, Punalur or any officer authorized by him, subject to the conditions published in Kerala Gazette No. 43 Vol. III dated 4-11-2014 vide Notification No. Pro. (4) 29243/13 dated 17-10-2014 of the Additional Principal Chief Conservator of Forests (P) , Thiruvananthapuram and other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction and that could be lotted immediately before the e-auction will also be placed in the e-auction. Pariyaram Range in Chalakudy Division as below, will be sold by tender/auction by the Divisional Forest Officer or his nominee at the Divisional Forest Office, Chalakudy on 10-2-2016 at 3 p.m. The tender/auction will be according to the conditions published in Kerala Gazette No. 36 dated 16-9-2014, Gazette No. 43 dated 4-11-2014, Gazette No. 8 dated 24-2-2015, Gazette No. 34 dated 25-8-2015, Gazette No. 40 dated 13-10-2015 and Gazette No. 49 dated 15-12-2015. The Government has decided to sell timber and other forest produces through e-auction by online as per G.O. (Rt.) No.132/14/F&WLD dated 18-3-2014. Tender forms will be available from Divisional Forest Office, Chalakudy upto the date and time shown above. Sealed tenders with rate quoted will be received upto the date and time shown above. Auction will be conducted, among the members who submitted the tenders, then the tenders will be opened. If the tender/auction does not happen or cancel in the first date, the same will be conducted on the other dates at the same place and time without any change as per the same conditions stipulated.
No petition or post offer received will ordinarily be considered except when the post offer is advantageous by more than 10% of the original offer, where the bid amount is ` 1 Lakh and above and more than 20% where the original bid amount is less than ` 1 lakh. The post offer will comply with the following terms (1) Offer should be made within 7 days of auction failing which the offer will not be considered.
(2) Offerer should remit double the amount paid by the bidder on the auction date.
2nd FEB. 2016] FOREST DEPARTMENT 133(3) The remittance made through the chalan or bank deposit receipt should be produced before the Divisional Forest Officer concerned, within seven days from the date of receipt of registered notice to that effect. The post offerer after satisfying the conditions specified above, should execute an agreement before the Divisional Forest Officer concerned, pledging the security for the due fulfillment of above terms.
If the post offerer satisfied the conditions, auction/tender of the right will be conducted after giving the usual publicity as per rules. In the re-auction/tender if nobody to quote/offer higher price, the sale will be fixed as per post offer.
If a higher price than the post offer has been received in the re-auction/tender, the right will be awarded to the highest bidder in the re-auction/tender. The security deposit remitted along with the post offer will be refunded to him.
If the post offerer is not accepting the sale the security deposit remitted by him will be forfeited to Govt. If the notified day happens to be holiday the same will be conducted on the next working day at the time and place mentioned above, without change of any of the conditions.
More details can be had either from Range Office, Pariyaram or from this office. The intending bidders are advised to inspect the area with the permission of Range Officer, Pariyaram before the sale and satisfy themselves of the quality and quantity of the produce. No complaints will be entertained after sale. Bidders should appear for the auction by producing a certificate of identification issued by the Village Officer in which Village the bidders are residing or such other valid documents. Nobody will be permitted to bid on behalf of another person unless valid power of attorney is produced.
The intending bidders should Deposit Earnest Money Deposit of ` 10,000 in cash and sign in the copies of the sale notification having agreed to abide by the conditions of the sale. Any complaint raised afterwards in the matter will not be accepted. The successful bidder should remit 35% of sale price soon after the sale and should sign the preliminary agreement in stamp paper worth ` 200. All the general conditions existing in the Department for sale coupes are applicable to this tender/auction.

Separate sealed tenders are invited for the following works indicated in the schedule given below from Registered PWD Contractors so as to reach the Office of the Wildlife Warden, Silent Valley Division, Mannarkkad before 3 p. m. on 10-2-2016. The tenders received will be opened by the Chief Executive Officer, Sailent Valley FDA & Wildlife Warden, Mannarkkad or any other officer authorized by him at 3.30 p. m. on the same day in the office of the Wildlife Warden, Silent Valley Division, Mannarkkad. Tender form can be purchased from the office of the Wildlife Warden, Mannarkkad on any of the working days till 1 p. m. on 10-2-2016. The registered contractors will be supplied with the tender forms only on the production of their registration cards. The cost of the tender form is non-refundable under any circumstances. Tenders received after the due date and time and not accompanied by proper Earnest Money Deposit will not normally be entertained. The tenders not containing the prescribed preliminary agreement in Kerala Government Stamp Paper worth ` 150 will be rejected. If the tender date happens to be a public holiday, tender will be conducted and opened on the next working day at the same time and venue.
If the tender cannot be conducted on 10-2-2016 the same will be conducted on 11-2-2016 and 15-2-2016 respectively as per same condition mentioned above. It is hereby notified for the general information of the public that organic coffee and pepper collected from Thoothampara Estate under Nenmara Division was put up for e-auction on 17-12-2015 and 29-12-2015. But the lots were not sold as no bidders participated in the above e-auction. Hence the items are re-auctioned as detailed below subjected to detailed Auction sale conditions published in Kerala Gazette No. 39 Vol. IV dated 6-10-2015 of Additional Principal Chief Conservator of Forests (Vigilance), Thiruvananthapuram and other rules in force, as per furnished below. Those who wish to participate have to remit an amount of ` 30,000 as EMD as e- payment before the e-auction through MSTC limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself through e-payment. Successful bidders will have to remit the balance value, VAT, Forest Development Tax, Income Tax and such other taxes that are prevailing at the time of e-auction within the stipulated time limit.

The tender documents should be properly filled up and should be submitted on or before 2 p.m. on 16-2-2016. 1. Bidders shall remit the tender document fee and the Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of Travancore or through NEFT for other banks. Bidders opting for NEFT facility of online payment are advised to exercise this option at least 48 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and a confirmation is reflected in the e-procurement system. Subsequently the hard copy of attested copy of Registration certificate, EMD exemption certificate (if any), preliminary agreement in original would be submitted offline in a sealed cover superscribing the name of work and tender number to the office of the Deputy Conservator of Forest & Wildlife Warden, Wayanad Wildlife Division, Sulthan Bathery, Wayanad (Dist.) through speed post/registered post as prescribed in the time schedule, failing which such tenders will be rejected.
3. The bidding authority deserves the right to modify/ cancel, any/all bids without assigning any reason.
The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non receipt of documents.
4. Any further clarifications on this tender can be obtained from NIC/the e-tender Helpdesk number and from this office (04936 220454) during the office hours. The following quantities of Teak Poles collected by final thinning from 1981 Teak & Softwood Plantation, Parakkad of Kannavam Range stacked and stored at Dumping depot given in the schedule below under Kannur Division will be offered for sale by e-auction on 16th of February, 2016 at the Dumping depot Thettummal. Those who registered for auction with MSTC Company only can have the right to participate in e-auction. Further details can be had from the website www.mstcecommerce.com or 09946473645. (The Thettummal dumping depot is situated 7 Km. away from Changalagate in Kannavam-Nedumpoil road). For the item not sold on 16-2-2016, reauction will be conducted on 29-2-2016.
SCHEDULE
The Divisional Forest Officer, Kannur Division, Kannur reserves all the right to exclude any class or quantity of Teak Timber, Poles, Billets and Firewood shown in the schedule above for sale. EMD amount of ` 20,000 for Teak Poles can be remitted through online payment system to MSTC by 6 p.m. on the previous day of the e-auction. The buyer registration number has to be mentioned while paying the EMD. Only the registered customers who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.
The successful bidder, 35% of the bid value, after adjusting the EMD already remitted. shall be paid within 7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India, Koothuparamba Branch or by cash in Sub Treasury, Kuthuparamba for items included in Schedule. If any amount is charged by bank for clearing the DD, the same shall be borne by the bidder himself.
If any modifications or change in the sale conditions are intimated by the Additional Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, Thettummal Dumping Depot
