(4)-26243/13-ാം നമ്പരായി 15-12-2015-ലെ 49-ാം നമ്പർ കേരള ഗസറ്റ് വാല്യം 4-ൽ പരസ്യപ്പെടുത്തിയിട്ടുള്ള പൊതു ദർഘാസ്/ലേല വ്യവസ്ഥകൾക്കും വനം വകുപ്പിൽ നിലവിലുള്ള ഇതര ലേല വ്യവസ്ഥകൾക്കും വിധേയമായി കോട്ടയം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ ഇ-ലേലത്തിലൂടെ വിൽക്കുന്നതാണ്. പട്ടികയിൽ പറയുന്ന ഉൽപ്പന്നങ്ങൾ ഉദ്ദേശ അളവാണ്. ഇ-ലേലത്തിന് മുമ്പുവരെ ശേഖരിച്ച് അട്ടിവയ്ക്കുന്ന ഉൽപ്പന്നങ്ങൾ ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്നതായിരിക്കും. ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്ന വ്യ‡ികൾ ഇ-ലേലത്തിനു മുമ്പ് ` 20,000 (ഇരുപതിനായിരം) ഇ-പേയ്മെന്റ ്/ഇ-ട്രഷറി/ഡിമാന്റ ് ഡ്രാഫ്റ്റ്/എം. എസ്. റ്റി. സി. ലിമിറ്റഡ് വഴി നിരതദ്രവ്യം കെട്ടിവയ്ക്കേ≠താണ്. വിജയിക്കുന്ന ഇ-ലേലക്കാരൻ, ഇ-ലേലത്തുകയുടെ 35 ശതമാനം തുക ഇ-ലേല ദിവസം തന്നെ ''ഇ പേയ്മെന്റായി'' കെട്ടിവയ്ക്കേ≠താണ്. വിജയിയായ ഇ-ലേലക്കാരൻ നിയമപ്രകാരവും കാലാകാലങ്ങളിൽ നിലവിലുള്ളതുമായ വാറ്റ്, വനവികസന നികുതി, ആദായ നികുതി, മറ്റ് ബന്ധപ്പെട്ട നികുതികൾ എന്നിവ യഥാസമയം അടയ്ക്കേ≠താണ്.

ഓൺലൈൻ ഇ-ലേല പ്രമാണത്തോടൊപ്പം സ്കാൻ ചെയ്ത ബന്ധപ്പെട്ട രേഖകൾ ഓൺലൈനായി സമർപ്പിക്കാത്തതും അവയുടെ ഒറിജിനൽ തുറക്കുന്നതിന് മുമ്പ് സമർപ്പിക്കാത്തതുമായ ഇ-ലേല പ്രമാണങ്ങൾ നിരസിക്കപ്പെടുന്നതുമാണ്. ഇ-ലേലവുമായി ബന്ധപ്പെട്ട മറ്റ് വിവരങ്ങൾ എൻ. എെ. സി.-യിൽ നിന്നോ www.mstcecommerce.com വെബ്സൈറ്റിൽ പറഞ്ഞിരിക്കുന്ന Helpdesk-ൽ നിന്നോ കോട്ടയം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നോ ഓഫീസ് സമയത്ത് അറിയാവുന്നതാണ്. ഇ-പേയ്മെന്റിന് ആവശ്യമായ വിവരങ്ങൾ (ലേലക്കാരൻ ഇടപാടു നടത്തുന്ന കോർ ബാങ്കിംഗ് സൗകര്യമുള്ള ബാങ്ക് അക്കൗ≠ിന്റെ വിശദവിവരങ്ങളും ഇ-മെയിൽ അഡ്രസ്സും) ഇ-ലേലത്തോടൊപ്പം സമർപ്പിക്കേ≠താണ്. ഈ വിവരങ്ങൾ ഉൾപ്പെടുത്താത്ത ഇ-ലേല പ്രമാണങ്ങൾ നിരസിക്കപ്പെടുന്നതാണ്. ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും അതിനായി പറഞ്ഞിരിക്കുന്ന അതാത് കവറുകളിൽമാത്രം സമർപ്പിക്കേ≠താണ്. ലേലക്കാർ വിവരങ്ങൾ അപ്ലോഡ് ചെയ്യുന്നതിലും മറ്റും ഉ≠ാകുന്ന അസൗകര്യങ്ങൾക്കും നഷ്ടത്തിനും വനംവകുപ്പ് ഉത്തരവാദി ആയിരിക്കുന്നതല്ല.
ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ മേൽവിലാസവും കയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റ് ബന്ധപ്പെട്ട വില്ലേജാഫീസറിൽ നിന്നും വാങ്ങി ഇ-ലേലത്തിന് നിരതദ്രവ്യം കെട്ടിവയ്ക്കുന്ന തോടൊപ്പം ഓൺലൈനായി ഹാജരാക്കേ≠താണ്. നിയമാനുസൃത തിരിച്ചറിയൽ കാർഡോ സർട്ടിഫിക്കറ്റോ ഇല്ലാത്തവരുടെ ഇ-ലേലപ്രമാണങ്ങൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.
ടി ഇ-ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിന് മുമ്പായി ഉൽപ്പന്നങ്ങളുടെ ഗുണനിലവാരവും അളവും നേരിട്ട് ക≠് ബോദ്ധ്യപ്പെടേ≠താണ്. ഇ-ലേലത്തിന് ശേഷമുള്ള പരാതികൾ പരിഗണിക്കുന്നതല്ല. ഈ വി⁄ാപന തീയതിക്ക് മുമ്പായി ദർഘാസ്/ലേലം സംബന്ധമായി സർക്കാർ ഉത്തരവുകൾ എന്തെങ്കിലും ഉ≠ായാൽ ആയതും ടി ഇ-ലേലത്തിന് ബാധകമായിരിക്കും. വിൽപ്പനയ്ക്ക് വയ്ക്കുന്ന ഉൽപ്പന്നങ്ങൾ ഏതെങ്കിലും സർക്കാർ വകുപ്പുകൾക്ക് ആവശ്യമായിവരുന്നപക്ഷം ആയത് കിഴിച്ചുള്ള ഉൽപ്പന്നങ്ങൾ മാത്രമേ ഇ-ലേലത്തിൽ വിൽക്കുകയുള്ളു. ടി തോട്ടങ്ങളിലെ ഫൈനൽ ഫെല്ലിംഗ് ജോലികൾ നടന്നുകൊ≠ിരിക്കുന്നതിനാൽ ലേലത്തിന് മുമ്പ് വരെ ഡമ്പിംഗ് ഡിപ്പോയിൽ ഇറക്കി ലോട്ടു ചെയ്യുന്ന ഉൽപ്പന്നങ്ങൾകൂടി ടി ഇ-ലേലത്തിൽ ഉൾപ്പെടുത്തി വിൽക്കുന്നതായിരിക്കും. പട്ടികയിൽ കാണിച്ചിട്ടുള്ള തീയതിയിൽ നടക്കുന്ന ഇ-ലേലത്തിൽ വിറ്റുപോകാത്ത ഉൽപ്പന്നങ്ങളും പുതുതായി വരുന്ന ഉൽപ്പന്നങ്ങളും പട്ടികയിൽ കാണിച്ചിട്ടുള്ള അടുത്ത ലേല തീയതിയിൽ തന്നെ ഇ-ലേലം നടത്തുന്നതാണ്. ഇതിനായി ഇനി ഒരു ഇ-ലേല പരസ്യം പ്രസിദ്ധപ്പെടുത്തുന്നതല്ല.

It is hereby notified that Teak Poles, Soft Wood, Teak Billets and Jungle wood fire wood collected from final felling 1949 and 1950 Teak plantations in Ayyappancoil Range of Kottayam Division will be sold through e-Auction shown in the schedule, by the Divisional Forest Officer, Kottayam or any officer authorized by him, subject to the conditions published in Kerala Gazette No. 49 Vol. IV dated 15-12-2015 vide Notification No. Pro.(4) 26243/13 dated 21-11-2015 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department.
Besides the approximate quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction will also be included in the sale.
e-Auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online banking of SBT or through NEFT for other banks. For submission of e-auction visit the website: www.mstcecommerce.com. All bids/ e-auction documents are to be submitted online only and in the designated online cover(s)/envelop(s) on the www.mstcecommerce.com. Website and e-auction documents submitted manually/through post will not be entertained.
Online e-Auction/bids are to be accompanied with relevant documents. e-Auction/bids received online without the scanned copies of relevant documents will not be considered and shall be summarily rejected. Technical bid and financial bid shall be submitted in their respective designated online covers.
The Forest Department will not be responsible for any inconvenience or loss to the Bidder while uploading/ downloading the bid.
Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement of the same and no complaints will be entertained after the e-aution. The bidders should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer or any other approved identity documents along with the EMD through online. Those who do not produce any approved identity card or certificate will not be eligible to participate in the e-auction.
In case any Government Department requires any of the materials put up for the e-auction the quantity remaining after their selection only will be re-auctioned. The quantity that is ready for sale after the publication of this notification will be included in the tender cum auction. Any further notification to the sale conditions that may be issued by the Government after the issuance of this notification will also be applicable to this tender-cum auction. The unsold materials in the e-auction will be placed along with the materials that may arrive in the dumping depots on subsequent dates will be sold on the next auction date shown in the schedule and separate notification will not be published for the same.

19-4-2016-ാം തീയതി പകൽ 3.30 മണിക്ക് കാസറഗോഡ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽവെച്ച് കാസറഗോഡ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം ചുമതല പ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ പരസ്യമായി ലേലം/ദർഘാസ് ചെയ്യുന്നതാണ്. ലേലത്തിൽ/ദർഘാസിൽ പങ്കെടുക്കുവാൻ താൽപ്പര്യമുള്ളവർ 19-4-2016 ഉച്ചയ്ക്ക് ശേഷം 3 മണിക്ക് മുമ്പായി സീൽ ചെയ്ത ദർഘാസുകൾ പ്രത്യേകമായി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസ്, കാസറഗോഡ്, ഉദയഗിരി, വിദ്യാനഗർ പി. ഒ. എന്ന വിലാസത്തിൽ ലഭിക്കത്തക്കവണ്ണം സമർപ്പിക്കേ≠താണ്. ഏതെങ്കിലും കാരണത്താൽ 19-4-2016-ൽ ലേലം/ദർഘാസ് നടക്കാതെ വരികയാണെങ്കിൽ മുൻപറഞ്ഞ സ്ഥലത്തും സമയത്തും 26-4-2016-ാം തീയതി വീ≠ും ലേലം/ ദർഘാസ് നടത്തുന്നതാണ്. അന്നേ ദിവസം ലേലം/ദർഘാസ് നടത്താൻ സാധിക്കാതെ വന്നാൽ മുൻ പറഞ്ഞ സ്ഥലത്തും സമയത്തും 28-4-2016-ാം തീയതി വീ≠ും ലേലം/ദർഘാസ് നടത്തുന്നതാണ്. ലേലം/ദർഘാസ് സ്വീകരിക്കേ≠ ദിവസം പൊതു അവധിയായി വന്നാൽ അടുത്ത പ്രവൃത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും ദർഘാസുകൾ സ്വീകരിക്കു ന്നതും ലേലം നടത്തുന്നതുമാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില യാതൊരു കാരണവശാലും തിരികെ നൽകുന്നതല്ല.
4. ദർഘാസ് ഫോറം മുകളിൽ കാണിച്ചിരിക്കുന്ന പ്രകാരം പൂരിപ്പിച്ച് ദർഘാസുകൾ 19-4-2016 ഉച്ചയ്ക്ക് 3 മണിക്ക് മുമ്പായി കിട്ടത്തക്കവണ്ണം സീൽ ചെയ്ത് നേരിട്ടോ തപാൽ മാർഗ്ഗമോ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസ്, കാസറഗോഡ്, വിദ്യാനഗർ പി. ഒ.-671 123 എന്ന വിലാസത്തിൽ എത്തിക്കേ≠താണ്. ദർഘാസിനോടൊപ്പം ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽ നിന്നും കാസറഗോഡ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ പേരിൽ കാസറഗോഡ് മാറാവുന്ന വിധത്തിൽ വാങ്ങി യിട്ടുള്ള നി›ിത തുകയ്ക്കുള്ള നിരതദ്രവ്യം അടച്ച് ഡിമാന്റ ് ഡ്രാഫ്റ്റ് അടക്കം ചെയ്യേ≠താണ്. ദർഘാസുകൾ നൽകിയിട്ടുള്ളവർ നിർദ്ദിഷ്ട സ്ഥലത്തും സമയത്തും ഹാജരാകേ≠താണ്. ദർഘാസ് ഫോറങ്ങൾ യാതൊരു കാരണവശാലും കൈമാറ്റം ചെയ്യുവാൻ പാടുള്ളതല്ല. നി›ിത സമയം കഴിഞ്ഞ് ലഭിക്കുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.
5. ലേല വ്യവസ്ഥകൾ അംഗീകരിക്കുന്നവരെ ഉൾപ്പെടുത്തി 19-4-2016-ന് ഉച്ചയ്ക്കുശേഷം 3.30 മണിക്ക് ലേലം തുടങ്ങു ന്നതാണ്. ലേലം അവസാനിച്ചാൽ ഉടനെ ഹാജരായ ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതും, ലേലത്തിലോ ദർഘാസിലോ കൂടുതൽ തുക കാണിച്ചിരിക്കുന്നയാൾക്ക് ലേലം താൽക്കാലികമായി ഉറപ്പിക്കുന്നതുമാണ്. വിജയിയായ ദർഘാസുകാരൻ ലേലം കഴിഞ്ഞ ഉടൻ മൊത്തം ലേലതുക ` 10,000-ൽ കുറവാ ണെങ്കിൽ മുഴുവൻ തുകയും അതിൽ കൂടുതലാണെങ്കിൽ മൊത്തം തുകയുടെ പകുതി (കുറഞ്ഞത് ` 10,000) രൊക്കം പണമായി ഒടുക്കേ≠താണ്.
കെട്ടിടം പൊളിച്ചുമാറ്റുമ്പോൾ തൊട്ടടുത്ത് സ്ഥിതിചെയ്യുന്ന സർക്കാർ കെട്ടിടങ്ങൾക്കോ ചുറ്റുമതിലുകൾക്കോ മരങ്ങൾക്കോ മറ്റു സർക്കാർ വക സാധനങ്ങൾക്കോ കോട്ടം തട്ടാതെ പൊളിച്ചു മാറ്റേ≠താണ്. ലേലം/ദർഘാസ് സ്ഥിരപ്പെടുത്തിയതായി ഉത്തരവ് കിട്ടി 15 ദിവസത്തിനകം ബാക്കി തുകയും നിയമാനുസൃതമായ നികുതിയിളവും അടച്ച് ലേലത്തുകയുടെ 5% സെക്യൂരിറ്റി നൽകി ` 150 വിലയുള്ള മുദ്രപത്രത്തിൽ എഗ്രിമെന്റ ് ഒപ്പ് വയ്ക്കേ≠താണ്. നി›ിത ദിവസത്തിനകം ബാക്കി തുകയും നിയമാനുസൃതമായ നികുതികളും അടയ്ക്കാത്തപക്ഷം ലേലക്കാരൻ/ദർഘാസുകാർ ആവശ്യപ്പെടുന്നപക്ഷം തുകയും 5th APRIL 2016] FOREST DEPARTMENT 326

Conditions
Sealed, competitive tenders in the prescribed form are invited for demolition of buildings and removal of debris of the building No. KMC.XXII/298 (New No. XXX/21) and No. KMC.XXII/304 (New No. XXX/22) in Range Forest Office Compound, Kasaragod Forest Division, Kasaragod as mentioned in the schedule and tender-cum-auction will be conducted on 19-4-2016 by the Divisional Forest Officer, Kasaragod or any other officer authorized by him. Tender form can be had from the office of the undersigned on request in writing till 1 p.m. on the date of tender on payment of its cost and taxes. The date and time of receipt of tender in sealed cover superscribing the name of the work is at 3 p.m. on the tender date. The tender will be opened at 3.30 p.m. on 19-4-2016 in the presence of the tenderers present at that time. In case the auction-cum-tender is not materialized on 19-4-2016 due to unexpected reasons, it will be conducted on 26-4-2016 at the same time schedule and place and in case the auction-cum-tender is not materialized on 26-4-2016 due to unexpected reasons, it will be conducted on 28-4-2016 at the same time schedule and place. In case tender- cum-auction date happens to be a holiday, same will be conducted in the next working day at the same time schedule and place.
It should be enclosed all necessary documents including Earnest Money Deposit by way of bankers Demand Draft drawn in favour of Divisional Forest Officer, Kasaragod division payable at Kasaragod.
The auction will be conducted on 19-4-2016 at 3.30 p.m. On completion of auction, tender will be opened and scrutinized by the Divisional Forest Officer, Kasaragod Division or any officer authorized by him in the presence of those tenderers who are present at the time.
1. Those who intending to submit tender should submit an attested copy of the Nativity Certificate issued by the concerned Village Officer/Identity Card issued by Election Commission/Indian Passport/ Contractors' Registration Certificate/PAN Card with the application for tender form. The original of the certificate enclosed should be produced later for verification.
2. The intending auctioner/tenderer should verify the building on any working day with the permission of Divisional Forest Officer before participating in auction-cum-tender. Any complaint in this regard will not be entertained later.
3. The Divisional Forest Officer, Kasaragod Division or any other person authorized for conducting auction- cum-tender is vested all rights in respect of the auction-cum-tender including cancellation of auction- cum-tender.
4. The duly filled tender document should be sent in sealed cover so as the same is received by the Divisional Forest Officer, Kasaragod Division, Udayagiri, Vidyanagar P.O., Kasaragod, Pin-671 123 by post or in person on or before 19-4-2016 at 3 p.m. It should be accompanied all necessary documents including Earnest Money Deposit by way of bankers Demand Draft drawn in favour of Divisional Forest Officer, Kasaragod Division payable at Kasaragod. The tender receiving after 3 p.m. on 19-4-2016 will not be accepted.
5. Those who accept conditions of auction can only participate in auction to be conducted on 19-4-2016. Only after completion of auction, tenders will be opened and scrutinized by the Divisional Forest Officer, Kasaragod division or any other officer 5th APRIL 2016] FOREST DEPARTMENT 327 authorized by him. The tenders will be opened in the presence of the tenderers who are present at the time. The highest rate offered either in tender or in auction will be accepted and confirmed provisionally. If the sale value/amount is less than ` 10,000 the full amount, should be remitted at the same day and if it exceeds ` 10,000 the half of the sale value (minimum ` 10,000) should be remitted in the same day on completion of auction.
The balance sale value and taxes due to the Government should be remitted within 15 days on receipt of order of confirmation. If the successful bidder fails to remit the amount within 15 days as mentioned above, the time limit may be extended, if requested by bidder, for further 15 days with 18% interest on balance sale value and taxes with the ground rent @ ` 20 per day. The bidder should demolish the building and remove the debris within 30 days from the date of receipt of the order of confirmation after remitting all dues to Government. No further extension of time will be allowed thereafter.
6. The bidder should not damage the adjacent building, compound walls, trees and other Government properties nearby while demolishing the building.
The cost of tender forms will not be refunded at any cost. EMD will be accepted through DD taken from any of the Nationalised Bank in favour of Divisional Forest Officer, Kasaragod. The name of work should be superscribed on the sealed cover. All the conditions prevailing in Kerala Public Works Department and Kerala Forest Department will be applicable to these works.
Guarantee as prescribed in G. O. (Ms.) No. 98/92 PWD dated 1-11-1992 will also applicable to this tender. Tender forms are not transferable. Tender should be submitted along with a preliminary agreement signed and executed in a stamp paper worth ` 150. Incomplete tenders and tenders without EMD or tender received after the stipulated time are liable to be rejected. The undersigned reserves the right to reject any tender without assigning any reason thereof.
