പോലീസ് വകുപ്പിലേക്ക് ആവശ്യമായ താഴെ പറയുന്ന സാധനങ്ങൾ വിതരണം ചെയ്യുന്നതിനുളള ര≠് ബിഡ് സിസ്റ്റത്തിലുള്ള (ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും) മുദ്രവച്ച ടെൻഡറുകൾ 23-5-2016-ാം തീയതി ഉച്ചയ്ക്ക് 12 മണിക്കുമുമ്പായി ഈ ഓഫീസിൽ ലഭിക്കത്തക്ക വിധത്തിൽ ക്ഷണിച്ചുകൊളളുന്നു.

ആവശ്യമായ സാധനവും അളവും—കേരള പോലീസ് അക്കാദമിയിലെ വിവിധയിനം ആംസിനുവേ≠ിയുള്ള സ്കബാട്—400 എണ്ണം.

അടങ്കൽ തുക—` 1,02,150.

നിരതദ്രവ്യം—` 1,100.

ദർഘാസ് ഫോറത്തിന്റെ വില—` 400 + വാറ്റ്.

ദർഘാസ് തുറക്കുന്ന തീയതിയും സമയവും—24-5-2016, 3 മണി.

1. കരാറുകാരൻ പ്രശസ്തമായ നിർമ്മാണകമ്പനി തന്നെ ആയിരിക്കുകയോ ടെ≠റിലും വിൽപ്പനയിലും സർവ്വീസിലും പങ്കെടുക്കുവാനുള്ള നിർമ്മാണ കമ്പനിയുടെ സമ്മതപത്രമുള്ള അംഗീകൃത വ്യാപാരിയോ ആയിരിക്കേ≠താണ്.

2. ഒരു കരാറുകാരന് ര≠് വ്യാപാരിയെയോ/ഉപകരണ നിർമ്മാതാവിനെയോ പ്രതിനിധീകരിച്ച് ഒരു പ്രത്യേക ടെ≠റിന് വില രേഖപ്പെടുത്തുവാൻ പാടില്ല.

3. കരാറുകാരന്/ഉപകരണ നിർമ്മാതാവിന് വളരെ വിപുലമായ രീതിയിൽ പ്രവർത്തിച്ചുവരുന്ന സർവ്വീസ് സെന്റർ ഇന്ത്യയിൽ ഉ≠ാകേ≠തും (പ്രത്യേകിച്ച് ദക്ഷിണ ഇന്ത്യയിൽ) സർവ്വീസ് സെന്റർ സംബന്ധിച്ചുള്ള വിവരങ്ങൾ ടെ≠ർ രേഖകളുടെ കൂടെ സമർപ്പിക്കേ≠ തുമാണ്.

4. കരാറുകാരന് പ്രാബല്യത്തിലുള്ള സി.എസ്.ടി./വാറ്റ് രജിസ്ട്രേഷൻ ഉ≠ായിരിക്കേ≠തും ആയതിന്റെ കോപ്പി ടെ≠റിനോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠തുമാണ്.

5. കരാറുകാരന് പ്രാബല്യത്തിലുള്ള പാൻ/ടാക്സേഷൻ ഇൻഡെക്സ് നമ്പർ എന്നിവ ഉ≠ായിരിക്കേ≠തും ആയതിന്റെ കോപ്പി ടെ≠റിനോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠തുമാണ്.

6. കരാറുകാരന് താഴെ പറയുന്ന സംഗതികളിലെ മാനദfiങ്ങളിലെ ഏറ്റവും കുറഞ്ഞ യോഗ്യതയെങ്കിലും ഉ≠ായിരിക്കേ≠തും അതു സംബന്ധിച്ചുള്ള രേഖകൾ സമർപ്പിക്കേ≠തുമാണ്.

(എ) ടെ≠റിൽ പങ്കെടുക്കുന്നതിന് പ്രാബല്യത്തി ലുള്ള ഉപകരണ നിർമ്മാണ കമ്പനിയുടെ സമ്മതപത്രം.

(ബി) കരാറുകാരന്റെ രജിസ്ട്രേഷൻ/സ്ഥാപന രൂപീകരണ സർട്ടിഫിക്കറ്റ്.

(സി) അവസാന മൂന്നുവർഷത്തെ കരാറുകാരന്റെ ലാഭനഷ്ട ബാലൻസ് ഷീറ്റ് (ആഡിറ്റ് റിപ്പോർട്ട് ഉൾപ്പെടെ).

(ഡി) കരാറുകാരൻ അവസാന മൂന്നുവർഷം ഉപകരണ നിർമ്മാണ കമ്പനിയുടെ അംഗീകൃത വ്യാപാരി/വിതരണക്കാരൻ ആയിരിക്കേ≠താണ്.

(ഇ) കരാറുകാരൻ/നിർമ്മാണ കമ്പനി വാറന്റ ി സർട്ടിഫിക്കറ്റ് ബില്ലിനോടൊപ്പം സമർപ്പിക്കേ≠ താണ്.

നിബന്ധനകൾ

1. ടെ≠ർ അയയ്ക്കുന്ന സാധനത്തിന്റെ പേരും ടെ≠ർ നമ്പരും രേഖപ്പെടുത്തി സ്റ്റേറ്റ് പോലീസ് ചീഫ്, പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സ്, വഴുതയ്ക്കാട്, തിരുവനന്തപുരം-695 010, കേരളം എന്ന വിലാസത്തിൽ അയയ്ക്കേ≠താണ്. വൈകി ലഭിക്കുന്ന ടെ≠റുകൾ സ്വീകരിക്കുന്നതല്ല.

2. ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും പ്രത്യേകം പ്രത്യേകം മുദ്രവച്ച കവറുകളിലാക്കി ര≠ുംകൂടി മുദ്രവച്ച മറ്റൊരു കവറിൽ സാധനത്തിന്റെ പേരും ടെ≠ർ നമ്പരും എഴുതി സമർപ്പിക്കേ≠താണ്. ടെക്നിക്കൽ ബിഡും ഫിനാൻഷ്യൽ ബിഡും ഒരേ കവറിൽ സമർപ്പിച്ചാൽ ആയത് നിരസിക്കാവുന്നതാണ്.

3. ടെ≠ർ തുറക്കൽ—ആവശ്യമായ നിരതദ്രവ്യവും സാമ്പിളുകളും ഉള്ള ടെക്നിക്കൽ ബിഡ് 24-5-2016-ാം തീയതി വൈകുന്നേരം 3 മണിക്ക് കരാറുകാരന്റെയോ പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്. നിരതദ്രവ്യം ഇല്ലാത്ത ടെ≠റുകൾ അപ്പോൾത്തന്നെ നിരസിക്കുന്നതാണ്. സാങ്കേതിക പരിശോധന കമ്മിറ്റിയുടെ പരിശോധനയിൽ യോഗ്യത നേടാത്ത ടെക്നിക്കൽ ബിഡുകൾ നിരസിക്കുന്നതാണ്. സാങ്കേതിക യോഗ്യത നേടുന്ന ടെ≠റുകളുടെ ഫിനാൻഷ്യൽ ബിഡുകൾ ബന്ധപ്പെട്ടവരെ മുൻകൂട്ടി അറിയിച്ചശേഷം തുറക്കുന്നതാണ്. സാങ്കേതിക യോഗ്യത നേടാത്ത ടെ≠റു കളുടെ ഫിനാൻഷ്യൽ ബിഡുകൾ തുറക്കാതെ തന്നെ മടക്കി നൽകുന്നതാണ്. എല്ലാ വിലയും രേഖപ്പെടു ത്തേ≠ത് എല്ലാത്തരം ഡ്യൂട്ടികളും നികുതികളും ഉൾപ്പെടെയായിരിക്കണം. കസ്റ്റംസ് ഡ്യൂട്ടിയു≠െങ്കിൽ അത് പ്രത്യേകമായി എടുത്ത് പറയേ≠താണ്.

4. എല്ലാ കരാറുകാരും വിതരണം ചെയ്യാൻ തയ്യാറായിട്ടുള്ള ഉപകരണം പരിശോധനയ്ക്കായി 27-5-2016-ന് പകൽ 10.30 മണിക്ക് തിരുവനന്തപുരത്തെ പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സിൽ കൊ≠ുവരേ≠താണ്. ഉപകരണങ്ങൾ പരിശോധിക്കുന്നതിനായി താഴെ പറയുന്ന സാങ്കേതിക പരിശോധന കമ്മിറ്റിയെ ചുമതലപ്പെടുത്തിയിട്ടു≠്.

(1) എസ്. പി. ഇന്റെണൽ സെക്യൂരിറ്റി തിരുവനന്തപുരം (ചെയർമാൻ)

(2) അസിസ്റ്റന്റ ് കമാ≠ന്റ ്-1 എ. ആർ. ക്യാമ്പ്, തിരുവനന്തപുരം (മെമ്പർ)

(3) ഡി. വൈ. എസ്. പി. (ആംസ്)-മെമ്പർ

ടെ≠ർ ചെയ്തിട്ടുള്ള ഏതെങ്കിലും സാധനങ്ങളുടെ സ്പെസിഫിക്കേഷൻ സംബന്ധിച്ചുള്ള ഏത് വ്യ‡തയും സംശയങ്ങളും ദൂരീകരിക്കുന്നതിന് മുകളിൽ പറഞ്ഞ കമ്മിറ്റി യിലെ ഉദ്യോഗസ്ഥരോട് ഫോണിൽ ബന്ധപ്പെടാവുന്നതാണ്.

5. പങ്കെടുക്കാൻ ഉദ്ദേശിക്കുന്ന കരാറുകാർ www.keralapolice.gov.in എന്ന വെബ്സൈറ്റ് വിലാസത്തിൽ നിന്നും ടെ≠ർ ഫോറം ഡൗൺലോഡ് ചെയ്യാവുന്നതും ആയതിന് നിർദ്ദേശിച്ചിട്ടുള്ള വില ഡിമാന്റ ് ഡ്രാഫ്റ്റായി ടെ≠റിനോടൊപ്പം സമർപ്പിക്കേ≠ തുമാണ്.

6. നിരതദ്രവ്യം—ടെ≠റിനോടൊപ്പം നിരതദ്രവ്യം ഹാജരാ ക്കേ≠താണ്. നിരതദ്രവ്യം ക്രോസ് ചെയ്ത ബാങ്ക് ഡ്രാഫ്റ്റായോ/ട്രഷറി സേവിംഗ്സ് ഡെപ്പോസിറ്റായോ ഗവൺമെന്റ ് പ്രോമിസറി നോട്ടായോ/ബാങ്ക് ഗ്യാരന്റ ി യായോ/നാഷണൽ സേവിംഗ്സ് സർട്ടിഫിക്കറ്റായോ സമർപ്പിക്കാവുന്നതാണ്. നിരതദ്രവ്യം പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ-1, പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സ്, തിരുവനന്തപുരം പേർക്ക് മാറാവുന്ന വിധത്തിൽ ഹാജരാക്കേ≠തും അത് തെളിയിക്കുന്ന തിനുള്ള രേഖകൾ ടെ≠റിനോടൊപ്പം ഹാജരാക്കേ≠ തുമാണ്.

7. പങ്കെടുക്കാൻ ഉദ്ദേശിക്കുന്ന കരാറുകാർ ഇൻസ്റ്റലേഷൻ ചാർ÷് (സാങ്കേതിക ഉപകരണത്തിൽ), ഓഫീസർമാരുടെ ട്രെയിനിംഗ്, മൂന്നു വർഷത്തേക്കെങ്കിലുമുള്ള ഓൺസൈറ്റ് വാറ≠ി സംബന്ധിച്ചുള്ള വിവരം എന്നിവ ടെ≠റിൽ ഉൾപ്പെടുത്തണം. അതിനുശേഷം അടുത്ത മൂന്നു വർഷത്തേക്കുള്ള എ.എം.സി./എ.റ്റി.എസ്. ചാർ÷് സംബന്ധിച്ചുള്ള വിവരവും നി›യമായും ടെ≠റിൽ രേഖപ്പെടുത്തേ≠താണ്.

8. സ്പെസിഫിക്കേഷനും സാധനങ്ങളുടെ ലിസ്റ്റും സംബന്ധിച്ചുള്ള വിവരങ്ങൾ പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സിൽ നിന്നും ഓഫീസ് സമയത്തോ പോലീസ് വെബ്സൈറ്റിൽ നിന്നോ അറിയാൻ കഴിയുന്നതാണ്. സ്ഥാപനങ്ങൾ, ഉപകരണങ്ങളുടെ സ്പെസിഫിക്കേഷൻ, ബ്രോഷർ, നിർമ്മാതാവ്/ടെസ്റ്റ് റിപ്പോർട്ട് (ഗവൺമെന്റ ് ലബോറട്ടറി/ഏജൻസി), കേരളത്തിലുള്ള സാങ്കേതിക സഹായ ശൃംഖല എന്നിവയെപ്പറ്റിയുള്ള വിവരങ്ങളും കരാറിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്. മേൽപ്പറഞ്ഞ സംഗതികൾ ഇല്ലാത്ത ടെ≠റുകൾ നിരസിക്കുന്നതാണ്. പ്രത്യേകം കവറിലും ടെ≠ർ നമ്പർ രേഖപ്പെടുത്താതെയും ഉള്ള ടെ≠റുകൾ നിരസിക്കുന്നതാണ്.

9. ഉപകരണ നിർമ്മാണ കമ്പനിയോ/കമ്പനിയുടെ അംഗീകൃത ഡീലറോ (കമ്പനിയുടെ സമ്മതപത്രം ഉൾപ്പെടെ) സമർപ്പിക്കുന്ന ടെ≠റുകളിൽ ഉൾപ്പെട്ട സാധനങ്ങൾക്ക് പ്രത്യേക പരിഗണന ലഭിക്കുന്നതാണ്. അതുപോലെ സർക്കാർ ഡിപ്പാർട്ടുമെന്റ ്/സ്ഥാപനങ്ങൾക്ക് ഇതേ സാധനം നേരത്തെ നൽകിയിട്ടു≠െങ്കിൽ അതു സംബന്ധിച്ച് ഇടപാടുകാരനുള്ള സംതൃപ്തി (വാങ്ങൽ/ ഇൻസ്റ്റലേഷൻ തുടങ്ങിയവ ഉൾപ്പെടെ) രേഖപ്പെടുത്തുന്ന സാക്ഷിപത്രം കൂടി സമർപ്പിക്കേ≠താണ്.

10. വിദേശ ഉപകരണങ്ങൾ സംബന്ധിച്ച് ഇന്ത്യൻ കറൻസി യുടെ വിലകൂടി രേഖപ്പെടുത്തണം. സാധനം വിതരണം ചെയ്യുന്നതിന് ലെറ്റർ ഓഫ് ക്രെഡിറ്റ് തുറക്കേ≠ാത്ത വർക്ക് പരിഗണന നൽകുന്നതാണ്. മുൻകൂർ പണം ആവശ്യമുള്ളവർ അതു സംബന്ധിച്ചുള്ള വിശദാംശങ്ങൾ ടെ≠റിൽ രേഖപ്പെടുത്തേ≠താണ്. എങ്കിലും പ്രത്യേക സാഹചര്യത്തിൽ മാത്രമേ ഇത് അനുവദിക്കാറുള്ളൂ.

11. അത്യാവശ്യമായിട്ടുള്ള സാധനങ്ങൾ തെരഞ്ഞെടുത്ത കരാറുകാർ ഒട്ടുംതന്നെ സമയം നഷ്ടപ്പെടുത്താതെ കഴിയുമെങ്കിൽ ഒരു മാസത്തിനുള്ളിൽ സാധനം നൽകേ≠താണ്.

12. സാമ്പിളുകൾ ആവശ്യപ്പെടുന്നപക്ഷം സൗജന്യമായി സമർപ്പിക്കേ≠തും സാധനങ്ങൾ എത്തിച്ചശേഷം മടക്കി നൽകുന്നതുമാണ്. സ്ഥാപനങ്ങൾ ബന്ധപ്പെട്ട സാങ്കേതിക ഉപകരണങ്ങളുടെ ഡെമോൺസ്ട്രേഷൻ സ്വന്തം ചെലവിലും ഉത്തരവാദിത്വത്തിലും നടത്തേ≠തും അതിന് തയ്യാറായി വരേ≠തുമാണ്. ലൈവ് ഡെമോൺസ്ട്രേഷൻ നൽകാൻ കഴിയാത്ത സ്ഥാപനങ്ങൾ അതിന്റെ കാര്യ വിവരങ്ങൾ സാങ്കേതിക പരിശോധന കമ്മിറ്റിയെ സാധനം സംബന്ധിച്ചുള്ള ഡോക്യുമെന്ററി/പവർ പോയിന്റ ് പ്രസന്റേഷൻ/സി.ഡി.കൾ/സ്കെയിൽ മോഡലുകൾ/ വീഡിയോകൾ/…ൈഡ് ഷോ എന്നിവ കാണിച്ച് ബോദ്ധ്യപ്പെടുത്തേ≠താണ്.

13. പോലീസ് ഡിപ്പാർട്ട്മെന്റ ് ഓരോ വ്യ‡ിക്കും പ്രത്യേകം ഇതു സംബന്ധിച്ചുള്ള വിവരങ്ങൾ ആശയവിനിമയം നടത്താൻ ബാധ്യസ്ഥരല്ല. വില രേഖപ്പെടുത്തുന്നത് 31-8-2016 വരെ മാറാതെ പ്രാബല്യത്തിൽ വേ≠തുമായി രിക്കണം.

14. സ്റ്റേറ്റ് പോലീസ് ചീഫിന് ഏതൊരു ടെ≠റും യാതൊരു കാരണവും കൂടാതെ നിരസിക്കുവാനുള്ള അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

15. ഇത് സംബന്ധിച്ചുള്ള എന്ത് സംശയങ്ങളും പോലീസ് അസിസ്റ്റന്റ ് ഇൻസ്പെക്ടർ ജനറൽ (ഫോൺ നമ്പർ 0471-2726945) അല്ലെങ്കിൽ സീനിയർ സൂപ്ര≠്, എച്ച് ആന്റ ് മോഡ് ബ്രാഞ്ച് (0471-2721547-1265) പി.എച്ച്.ക്യൂ. എന്നിവരുമായി ബന്ധപ്പെടാവുന്നതാണ്.

N.B.—ഡെമോൺസ്ട്രേഷൻ 27-5-2016-ാം തീയതി 10.30 മണിക്ക് പോലീസ് ഹെഡ് ക്വാർട്ടേഴ്സിൽ ക്രമപ്പെടുത്തിയി രിക്കുന്നു.

Sealed tenders are invited with samples under two bid systems (Technical & Financial bid) for the supply of the following items so as to reach Police Department on or before 12 Noon on 23-5-2016.

Tender No.—06/2016.

Name of the Equipment with Approx. Quantity Required—Scabbards for the bionets of various in KEPA—400 Nos.

Estimate Cost—` 1,02,150.

EMD—` 1,110.

Cost of tender form—` 400 + 5%VAT.

Date and time of tender opening—24-5-2016, 3 p. m.

CONDITIONS

1. The tenders should be superscribed with Tender Number and name of the store articles and addressed to the State Police Chief, State Police Headquarters, Vellayambalam, Thiruvananthapuram-695 010, Kerala. Late tenders will not be accepted.

2. The tenders should be submitted in two separate parts containing Technical and Financial bids in separate sealed envelopes clearly superscribed and should be put together in a large envelope, all envelopes sealed and superscribed with "Tender No. and name of item". If any offer contains technical bids and financial bids together in one envelope, such offers shall be rejected outright.

3. Opening of Tenders:—Technical bids of the offers received with requisite EMD or Bid security with samples will be opened on 24-5-2016 at 3 p. m. in the presence of the representatives of the firms who may be present at that time. All tenders received without EMD will be rejected, outright. The technical bids will be evaluated by a Technical Evaluation Committee and those that do not conform to the specifications will be rejected. The financial bids of the technically qualified tenderers only will be considered for opening at a later date. The date for opening of financial bids will be intimated to the concerned suppliers. Unopened financial bids of the technically disqualified bidders shall be returned to them. All prices quoted should be inclusive of all levies and taxes. Customs duty if any should be mentioned specifically.

4. All tenderers who quote for the supply of above equipments are required to be ready for demonstration to be held in the Conference Hall of the Police Headquarters, Thiruvananthapuram on 27-5-2016 at 10.30 a. m. The Technical Evaluation Committee will be consisting of the following officials.

(1) Superintendent of Police, Internal Security—

Chairman.

(2) Assistant Commandant 1, AR Camp, Tvpm City—Member.

(3) Dy. Superintendent (Arms)—Member.

Any clarification/doubts regarding the specification or related matters pertaining to the items tendered may be freely got cleared through the officers included in the above committee by contacting them in the numbers shown against their names above.

5. Intending tenderers may, on application to the State Police Chief, Kerala obtain, requisite tender forms on which the tenders should be submitted or download the tender forms from the Kerala Police website www.keralapolice.gov.in. The tenderers who download forms should submit the required tender value as a Demand Draft along with the tender.

6. Earnest Money Deposit (EMD) should be furnished along with the tender. EMD may be submitted either in Crossed Bank Drafts/Treasury Savings Bank Deposits/Government Promissory Notes/Bank Guarantee or National Saving Certificates drawn in favour of Assistant Inspector General of Police, Police Headquarters, Thiruvananthapuram-10. The name of the firm and tender number should be mentioned in the reverse side of the EMD and tender cost. Firms which are exempted from furnishing EMD should produce a copy of relevant authorized document for verification. Without EMD, the tenders will be rejected.

7. Intending tenderers also shall include charges for installation (of technical items), training of officers and on-site support for at least for 3 years as warranty. The charges for A.M.C/ A.T.S. for a period of 3 years thereafter may be incorporated in the tenders separately.

8. Specifications and list of items of each tender shall be obtainable from Police Headquarters during working hours of Police Headquarters or from the Police website as mentioned above. The firms should furnish the detailed specifications, make, brochures, Test Report from Govt. Laboratories/Agencies, (wherever possible) technical support network in Kerala etc. of the equipments along with the tenders. The tenders without detailed specifications of quoted items, Brochures, make etc. are liable to be rejected forthwith. The tenders without separate envelope and without superscribing the tender number etc. may be rejected.

9. Preference will be given to the products submitted by the manufacturer or their authorised dealers having authorisation from the original equipment manufacturer. Similarly preference will be given to the tenderers having experience of supplying similar/same items to Government Departments or Organisations, for which the tenderer has to produce proof of purchase/ installation/satisfaction of the customer.

10. In the case of Foreign Equipments, the rates are to be quoted in Indian Rupees also. Preference will be given to those who are ready to supply the item without opening Letter of Credit. Ordinarily, no advance payment will be made for procuring any of the above items. In case, advance payment has to be made, a clear case has to be made out by the tenderer. However this will be only in extraordinary circumstances.

11. As the items are urgently required, the selected bidder will have to supply the item without loss of time, preferably within one month.

12. Samples will have to be submitted free of cost whenever necessary, which would be returned only after the supply is effected. The firms should be ready to show live demonstration of technical equipments at their own risk and cost during technical evaluation.

13. Police Department is not liable to send any individual communication. Police Department is not responsible to return the samples after verification. The rates quoted should be valid and firm till 31-8-2016.

14. The State Police Chief is empowered to reject any tender without assigning any reason.
