In exercise of the powers conferred by section 83 of the Kerala Court Fees and Suits Valuation Act, 1959 (Act 10 of 1960), the High Court of Kerala, after confirmation by the Government of Kerala conveyed in G. O. (Ms.) No.27/2016/home dated 25th January 2016, hereby makes the following further amendments to the Rules issued by the High Court under the Kerala Court Fees and Suits Valuation Act, 1959, published in the Kerala Gazette Extra ordinary No. 23, dated the 1st February, 1962 and included as Appendix VI of the Civil rules of Practice, Kerala, namely:—

The charges payable to the tom-tom beaters for proclamation of attachment, sale or delivery of possession of property prescribed in note (vii) under item No. IX in the table of process fees contained in the Rules issued by the High Court under the Kerala Court Fees and Suits Valuation Act, 1959, was last revised in the year 1988. As the existing rate of fifteen rupees was fixed long ago and is too meagre, government have decided to enhance it from Rs. 15 to Rs. 100.
The notification is intended to achieve the above object.

In exercise of the powers conferred under section 14 (1) and 190 (2) of the Code of Criminal Procedure, 1973 (Act 2 of 1974), the Chief Judicial Magistrate, Thiruvananthapuram hereby empowers the Honorary Magistrate mentioned in Column No. (1) of the Schedule given below, all the powers conferred on a Magistrate of the Second Class under the said Code, and to take cognizance of the offences mentioned in Column No. (3) of the schedule within the area mentioned in Column No. (2) of the schedule below for one year from 31-3-2016 as such Magistrate.
In the judgment of the Hon'ble Supreme Court dated 19-3-1997 in WP (Crl.) No. 5943/80 and 294/94, it was directed to establish adequate number of Special Judicial Magistrate Courts for the speedy disposal of petty cases and traffic offences so as to relieve the regular courts to deal with more serious cases and accordingly a Honorary Special Judicial Second Class Magistrate Court has been sanctioned at Thiruvananthapuram also as per G.O.(Ms.) 230/99/Home dated 22-11-1999. The Hon'ble High Court as per the notification cited under reference 2, appointed Sri N. Venugopalan Nair, T.C. 22/773(1), Ambadi, Attukal, Manacaud P. O., Thiruvananthapuram-695 009 as Honorary Special Judicial Magistrate of Second Class, Thiruvananthapuram U/s.13 of Cr. PC, 1973 for one year with effect from 31-3-2016. Hence this notification.
