അഞ്ചൽ ജില്ലാ കൃഷി ഫാമിലേക്ക് 2016-17 വർഷത്തിൽ ഫയർ ബൽറ്റ് നിർമ്മാണം, ഫാം റോഡ് വീതികൂട്ടൽ, കാട് തെളിക്കൽ, കുഴിയെടുക്കൽ തുടങ്ങിയ പണികൾക്ക് 70 എച്ച്.പി.ക്ക് മേൽ എഞ്ചിൻശേഷിയുള്ള വീൽഡ് എസ്കവേറ്ററിന്റെ സേവനം ഏകദേശം 700 മണിക്കൂർ ഫാം സൂപ്ര≠ിന്റെ നിർദ്ദേശാനുസരണം ചെയ്യാൻ താൽപര്യമുള്ള എസ്കവേറ്റർ ഉടമകളിൽ നിന്നും ദർഘാസുകൾ ക്ഷണിക്കുന്നു.

1. ദർഘാസിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ ദർഘാസ് ഫോറത്തിനൊപ്പം നി›ിത തുക നിരതദ്രവ്യ ത്തോടൊപ്പം മേൽപ്പറഞ്ഞ വിധത്തിലുള്ള എസ്കവേറ്റർ ഇന്ധനം, ഓപ്പറേറ്റർ തുടങ്ങി ആവശ്യമായ എല്ലാ സംവിധാനങ്ങളും സഹിതം ഫാമിൽ എത്തിച്ച് ഫാം സൂപ്ര≠ിന്റെ നിർദ്ദേശാനുസരണം പ്രവർത്തിക്കുമ്പോൾ ഘടകാര പ്രകാരം ഒരു മണിക്കൂർ നേരത്തെ പ്രവൃത്തിക്ക് ലഭിക്കേ≠ ഏറ്റവും കുറഞ്ഞ തുക ഫോറത്തിന്റെ നി›ിത സ്ഥലത്ത് വ്യ‡മായി രേഖപ്പെടുത്തിയ ദർഘാസുകൾ സൂപ്ര≠്, ജില്ലാ കൃഷിഫാം, അഞ്ചൽ, കോട്ടുക്കൽ പി. ഒ. എന്ന വിലാസത്തിൽ മുദ്രവച്ച കവറിൽ നൽകേ≠താണ്. മേൽപറഞ്ഞ നിരക്കല്ലാതെ പ്രത്യേക ബാറ്റ, മറ്റു ചെലവുകൾ എന്നിവ അനുവദിക്കുന്നതല്ല. കവറിന് പുറത്ത് "വീൽഡ് എസ്കവേറ്ററിന്റെ സേവനം ലഭ്യമാക്കുന്നതിനുള്ള ദർഘാസ് 2016-2017" എന്ന് രേഖപ്പെടുത്തണം. രജിസ്റ്റേർഡ് ഉടമകളിൽ നിന്നും നിയമാനുസൃതം ഉടമ്പടിവച്ച യന്ത്രം ഏറ്റെടുത്ത് പ്രവർത്തിപ്പിക്കുന്നവർ കരാർ ഉടമ്പടിയുടെ പകർപ്പുകൂടി നൽകേ≠താണ്.

2. ദർഘാസ് സമർപ്പിക്കുന്നവർ ദർഘാസ് ഫോറത്തിൽ പറഞ്ഞിരിക്കുന്ന സമ്മതപത്രം സ്വന്തം ചെലവിൽ ` 100-ന്റെ മുദ്രപത്രത്തിൽ തയ്യാറാക്കി ദർഘാസിനൊപ്പം സമർപ്പിക്കേ≠താണ്.

3. 15-12-2016-ൽ അപ്പോൾ ഹാജരുള്ളവരുടെ സാന്നിദ്ധ്യ ത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതും ഏറ്റവും കുറഞ്ഞ തുക രേഖപ്പെടുത്തിയ ആളിന്റെ ദർഘാസ് താൽക്കാലികമായി സ്വീകരിക്കുന്നതും മറ്റുള്ളവരുടെ നിരതദ്രവ്യം അപ്പോൾതന്നെ മടക്കി നൽകുന്ന തുമാണ്. ദർഘാസ് തീയതി പൊതു അവധിയായി വരുന്ന പക്ഷം തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയത്തുതന്നെ ദർഘാസ് നടത്തുന്നതുമാണ്.

4. ദർഘാസ് നടപടികൾ ഫാം സൂപ്ര≠ിന്റെ തീരുമാനത്തിനും കൊല്ലം ജില്ലാ പഞ്ചായത്തിന്റെ അംഗീകാരത്തിനും വിധേയമായിരിക്കും. ദർഘാസു കൾക്ക് മേലധികാരിയുടെ അംഗീകാരം ലഭിച്ചാൽ ഫാം ഓഫീസിൽ നിന്ന് ആവശ്യപ്പെടുന്ന പ്രകാരമുള്ള ജോലികൾ നിർദ്ദിഷ്ട സ്ഥലത്തും സമയത്തും ചെയ്ത് നൽകേ≠താണ്.

5. ആദ്യ കരാറുകാരൻ ജോലിയിൽ വീഴ്ച വരുത്തുകയോ കാലതാമസം വരുത്തുകയോ ചെയ്താൽ തൊട്ടടുത്ത കരാറുകാരന് കരാർ നൽകുന്നതും സർക്കാരിനു≠ായ നഷ്ടം വീഴ്ച വരുത്തിയ ആളുടെ പക്കൽ നിന്നും ഈടാക്കുന്നതുമാണ്.

എഞ്ചിനീയറുടെ പേരിൽ ഡിമാന്റ ് ഡ്രാഫ്റ്റായി ദർഘാസി നോടൊപ്പം അടക്കം ചെയ്യേ≠തും കവറിനു മുകളിൽ ദർഘാസ് നമ്പരും ക്രമനമ്പരും വാഹനം വാങ്ങേ≠ ദർഘാസ് എന്നും എഴുതേ≠താണ്. നിരതദ്രവ്യം ഇല്ലാത്തതും വൈകി ലഭിക്കുന്നതുമായ ദർഘാസുകൾ യാതൊരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. ദർഘാസുകൾ സ്വീകരിച്ചുകഴിഞ്ഞതിനു ശേഷം ഉച്ചകഴിഞ്ഞ് 2.30 മണിക്ക് പരസ്യലേലം ഉ≠ായിരി ക്കുന്നതാണ്. ലേലത്തിൽ പങ്കെടുക്കുന്നവർ നിരതദ്രവ്യ തുക 2 മണിക്ക് മുമ്പായി ഈ ഓഫീസിൽ പണമായി അടച്ച് രസീത് കൈപ്പറ്റേ≠താണ്.

പരസ്യലേലം കഴിഞ്ഞാൽ ദർഘാസുകാരുടെയോ അവർ ചുമതലപ്പെടുത്തിയ പ്രതിനിധികളുടെയോ സാന്നിദ്ധ്യത്തിൽ ദർഘാസുകൾ തുറക്കുന്നതാണ്. ദർഘാസ്/ലേലം ഏതിലാണ് കൂടുതൽ തുക രേഖപ്പെടുത്തിയിട്ടുള്ളത് ആ തുക രേഖപ്പെടുത്തിയ ആളിന്റെ പേരിൽ ലേലം താൽക്കാലികമായി സ്ഥിരപ്പെടുത്തുകയും ടിയാൻ അപ്പോൾതന്നെ സംഖ്യയുടെ 3-ൽ 1 ഭാഗം അടച്ച് രസീത് കൈപ്പറ്റേ≠തുമാണ്. ബാക്കി തുകയും മൊത്തം തുകയുടെ 5 ശതമാനം വിൽപ്പന നികുതിയും ലേലം/ദർഘാസ് സ്ഥിരപ്പെടുത്തിയശേഷം 3 ദിവസത്തിനുള്ളിൽ അടച്ച് വാഹനം സ്വന്തം ചെലവിൽ നീക്കം ചെയ്യേ≠തുമാണ്. ഈ നിബന്ധനകൾ ലംഘിക്കപ്പെട്ടാൽ നിരതദ്രവ്യവും അടച്ച തുകയും സർക്കാരിലേക്ക് മുതൽ കൂട്ടുന്നതും ഇതുമൂലം സർക്കാരിനു≠ാകുന്ന നഷ്ടം ടിയാനിൽ നിന്നും ഈടാക്കുന്നതുമായിരിക്കും.

ദർഘാസ്/ലേല സംബന്ധമായ എല്ലാ സർക്കാർ വ്യവസ്ഥകളും ഇതിനും ബാധകമായിരിക്കും. ദർഘാസ്/ലേലം യാതൊരു കാരണവും കൂടാതെ മാറ്റി വെയ്ക്കുന്നതിനോ അസ്ഥിരപ്പെടുത്തുന്നതിനോ ഉള്ള അധികാരം താഴെ ഒപ്പിട്ടിട്ടുള്ള ഉദ്യോഗസ്ഥനിൽ നിക്ഷിപ്തമാണ്. ദർഘാസ്/ ലേല ദിവസം പൊതു അവധിയായി പ്രഖ്യാപിക്കുക യാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം ലേലം/ദർഘാസ് നടത്തുന്നതാണ്. ഇതു സംബന്ധമായ കൂടുതൽ വിവരങ്ങൾ പ്രവൃത്തി ദിവസങ്ങളിൽ ഈ ഓഫീസിൽ നിന്നും അറിയാവുന്നതാണ്.
