ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറിക്കൾച്ചർ സെന്റർ, കഴക്കൂട്ടം, തിരുവനന്തപുരം, കേരളം-695 582 എന്ന സ്ഥാപനത്തിൽ താഴെ പറയും പ്രകാരം സവിശേഷതകളുള്ള സ്πിറ്റ് എ/സി വിതരണം ചെയ്യുന്നതിനുള്ള മുദ്രവച്ച ടെ≠റുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു.

സവിശേഷതകൾ—സ്റ്റാർ റേറ്റിംഗ്-5, 2 ടൺ—24000 ബിറ്റിയു, കോപ്പർ ക≠െൻസർ കോയിൽ, റഫ്രിജറന്റ ് ഗ്യാസ്— ആർ 410.

ടെ≠റുകൾ നൽകാനുദ്ദേശിക്കുന്നവർ ടെ≠ർ ഫോമിനായുള്ള അപേക്ഷയും ആയതിന്റെ തുകയും സ്ഥാപന മേധാവിക്ക് സമർപ്പിക്കുന്ന മുറയ്ക്ക് പ്രത്യേക നിബന്ധനകൾ പ്രസ്താവിച്ചിട്ടുള്ള നി›ിത ടെ≠ർ ഫോറം ലഭിക്കുന്നതാണ്. ടെ≠ർ ഫോമുകൾ 16-1-2017-ാം തീയതി മുതൽ 9-2-2017-ാം തീയതി വൈകുന്നേരം 3 മണിവരെ വിതരണം ചെയ്യുന്നതാണ്. ടെ≠ർ ഫോം കിട്ടാനുള്ള അപേക്ഷയോടൊപ്പം പണമായി സെയിൽ ടാക്സ് ഉൾപ്പെടെയുള്ള തുക കൊടുക്കേ≠താണ്. ടി തുക കൃഷി അസിസ്റ്റന്റ ് ഡയറക്ടർ, ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറിക്കൾച്ചർ സെന്റർ, കഴക്കൂട്ടം, തിരുവനന്തപുരം, കേരളം-695 582 എന്ന വിലാസത്തിലുള്ള മണി ഓർഡർ ആയും സ്വീകരിക്കുന്നതാണ്. എന്നാൽ ചെക്ക്, പോസ്റ്റൽ ഓർഡർ, ബാങ്ക് ഡ്രാഫ്റ്റ് മുതലായവ സ്വീകരിക്കുന്നതല്ല. ടെ≠ർ ഫോമിൽ സൂചിപ്പിക്കുന്ന വില വില്പന നികുതികൾ ഉൾപ്പെടെ എല്ലാത്തരം നികുതികളുമടക്കം ഉള്ളതായിരിക്കണം.

പ്രത്യേക നിബന്ധനകൾ

1. കൃഷി അസിസ്റ്റന്റ ് ഡയറക്ടർ, ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറികൾച്ചർ സെന്റർ, കഴക്കൂട്ടം, തിരുവനന്തപുരം-695 582, കേരളം എന്ന മേൽവിലാസത്തിൽ മുദ്ര വച്ച കവറുകൾക്കുള്ളിലായിരിക്കണം ടെ≠ർ സമർപ്പിക്കേ≠ത്. കവറിനു പുറത്ത് ''സπൈ ഓഫ് സ്πിറ്റ് എ/സി'' എന്ന് രേഖപ്പെടുത്തിയിരിക്കണം. ടെ≠റുകൾ 10-2-2017-ാം തീയതി ഉച്ചയ്ക്ക് ഒരു മണി ക്കുമുൻപായി ഈ ഓഫീസിൽ എത്തിക്കേ≠താണ്. ടെലിഗ്രാഫിക് ടെ≠റുകൾ സ്വീകരിക്കുന്നതല്ല.

2. ടെ≠റിനോടൊപ്പം ടെ≠റിൽ കാണിക്കുന്ന സാധന വിലയുടെ 1% (ഏറ്റവും കുറഞ്ഞത് ` 1,500) ഇ.എം.ഡി. തുക ഡിമാന്റ ് ഡ്രാഫ്റ്റായി ഉ≠ായിരിക്കണം. ടി ഡ്രാഫ്റ്റ് ''കൃഷി അസിസ്റ്റന്റ ് ഡയറക്ടർ, ബി.എം.എഫ്.സി., കഴക്കൂട്ടം, തിരുവനന്തപുരം-695 582, കേരളം'' പേർക്ക് എടുത്തതും എസ്.ബി.എെ., കഴക്കൂട്ടം ശാഖയിൽ മാറാവുന്നതും ആയിരിക്കണം. ചെക്കുകൾ സ്വീകരിക്കുന്നതല്ല.

3. ടെ≠ർ നോട്ടീസിൽ പറഞ്ഞ പ്രകാരമുള്ള സാധനങ്ങൾ മാത്രമേ സπൈ ചെയ്യാവൂ.

4. സπൈ ചെയ്യാനുദ്ദേശിക്കുന്ന ഉപകരണത്തിന്റെ മോഡൽ നമ്പർ, ഉല്പാദന വിവരം, ഉൽപ്പാദകരുടെ വിശദ വിവരങ്ങൾ തുടങ്ങിയവ വ്യ‡മായി പ്രസ്താവിക്കേ≠താണ്.

5. സπൈ ചെയ്യാനുദ്ദേശിക്കുന്ന സ്πിറ്റ് എ/സി-യുടെ വാറന്റ ി കാലാവധി വ്യ‡മാക്കിയിരിക്കണം. സ്πിറ്റ് എ/സി-യുടെ ഏതെല്ലാം ഭാഗങ്ങൾക്കാണ് വാറന്റിയുള്ളത് എന്നും വ്യ‡മാക്കിയിരിക്കണം.

6. സπൈ ചെയ്യാനുദ്ദേശിക്കുന്ന സ്πിറ്റ് എ/സി പ്രവർത്തിപ്പിക്കുന്നതിന്റെ നിബന്ധനകൾ അടങ്ങിയ ഉൽപ്പാദന കമ്പനിയുടെ പ്രിന്റ ് ചെയ്ത ഓപ്പറേറ്റിംഗ് മാന്വലും വിശദമായ സർവ്വീസ് മാന്വലും ടെ≠റിനോ ടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠താണ്.

7. ടെ≠റിൽ പറയുന്ന വില, നിലവിലുള്ള എല്ലാത്തരം നികുതികളും, ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറിക്കൾച്ചർ സെന്റർ, കഴക്കൂട്ടം എന്ന മേൽവിലാസത്തിൽ സാധനങ്ങൾ എത്തിക്കു ന്നതിനുള്ള കയറ്റുകൂലി, ഗതാഗതച്ചെലവ്, ഇറക്കുകൂലി, പ്രവർത്തന സ÷മാക്കൽ തുടങ്ങി എല്ലാ ചെലവുകളും ഉൾപ്പെട്ടതാകണം. ഇതു സംബന്ധിച്ച് സർക്കാരിന് ഒരു അധികച്ചെലവും ഉ≠ാകാൻ പാടില്ല.

8. മാതൃ കമ്പനിയുടെ അംഗീകൃത വിതരണക്കാരൻ ആണെന്ന് തെളിയിക്കുന്ന രേഖകൾ ടെ≠റിനൊപ്പം സമർപ്പിച്ചിരിക്കണം.

9. സാധനങ്ങൾ വാങ്ങുന്നത് സംബന്ധിച്ച് കേരള സർക്കാർ അംഗീകരിച്ച എല്ലാ മാനദﬁങ്ങൾക്കും ഈ ടെ≠ർ വിധേയമാണ്.

10. നിർദ്ദേശിക്കപ്പെട്ട ഗുണനിലവാരത്തിലുള്ള സാധനങ്ങൾ സπൈ ചെയ്തു പ്രവർത്തന സ÷മാക്കിയാൽ മാത്രമേ ധാരണപ്രകാരമുള്ള തുക കൈമാറുകയുള്ളൂ.

11. പ്രത്യേകിച്ച് കാരണങ്ങൾ കാണിക്കാതെതന്നെ ടെ≠ർ മുഴുവനായോ ഭാഗീകമായോ സ്വീകരിക്കാനോ തിരസ്കരിക്കാനോ ഉള്ള മുഴുവൻ അധികാരവും താഴെ ഒപ്പിട്ടിട്ടുള്ള ഓഫീസറിൽ നിക്ഷിപ്തമാണ്.

12. താഴെ കൊടുത്ത മാതൃകയിൽ ഉള്ള ധാരണാപത്രം കേരള സർക്കാരിന്റെ ` 200 വിലയുള്ള മുദ്രപത്രത്തിൽ ടെ≠റിനോടൊപ്പം സമർപ്പിക്കണം.

13. അംഗീകാരം ലഭിക്കുന്ന ടെ≠റർ കേരള സർക്കാർ മുദ്രപത്രത്തിൽ ധാരണാപത്രം ഒപ്പിടേ≠തും ടെ≠ർ തുകയുടെ അഞ്ചുശതമാനം (ഇ.എം.ഡി. തുകയുൾപ്പെടെ) തുക സെക്യൂരിറ്റി ഡെപ്പോസിറ്റ് നൽകേ≠തുമാണ്. ടി ഡെപ്പോസിറ്റ് കൃഷി അസിസ്റ്റന്റ ് ഡയറക്ടർ, ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറികൾച്ചർ സെന്റർ, കഴക്കൂട്ടം, തിരുവനന്തപുരം എന്ന പേർക്ക് എസ്.ബി.എെ., കഴക്കൂട്ടം ശാഖയിൽ മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റായി സമർപ്പിക്കേ≠താണ്.

14. സπൈ ഓർഡർ നൽകി 15 ദിവസത്തിനകം സാധനം സπൈ ചെയ്ത് പ്രവർത്തനസ÷മാക്കേ≠താണ്. കാലതാമസം വരുത്തുന്ന ഓരോ ആഴ്ചയ്ക്കും 1%-മോ തത്തുല്യമായ തുകയോ വിലയിൽനിന്നും കുറവുചെയ്യുന്നതാണ്. എ/സി യൂണിറ്റ് സπൈ ചെയ്യുന്നതിന് അധികസമയം ആവശ്യമു≠െന്ന് ബോദ്ധ്യപ്പെടുന്നപക്ഷം അധികമായി 10 ദിവസംകൂടി നീട്ടി നൽകുന്നതാണ്.

15. ടെ≠ർ തുക ടെ≠ർ തുറക്കുന്ന തീയതി മുതൽ 31-3-2017 വരെ പ്രാബല്യത്തിലു≠ായിരിക്കേ≠താണ്.

16. നിർദ്ദിഷ്ട ഗുണനിലവാരമില്ലാത്ത സാധനങ്ങൾ വിതരണം ചെയ്യുന്ന പക്ഷം മുന്നറിയിപ്പില്ലാതെ ടെ≠ർ തുക പിടിച്ചുവയ്ക്കുന്നതാണ്. ടി സന്ദർഭത്തിൽ വിതരണക്കാർ സ്വന്തം ചെലവിൽ വിതരണം ചെയ്ത സാധനങ്ങൾ സ്ഥാപനത്തിൽ നിന്നും മാറ്റേ≠തും പകരം ഗുണനിലവാരമുള്ള സാധനങ്ങൾ എത്രയും പെട്ടെന്ന് നൽകേ≠തുമാണ്.

17. നിർദ്ദിഷ്ട ഫോറത്തിലല്ലാതെ സാധനങ്ങളുടെ വില സമർപ്പിക്കുകയാണെങ്കിൽ ടെ≠ർ ഫോറത്തിൽ (ഒരു പേജും മാറ്റാതെ) സാധനവില ഫോമിനോടൊപ്പം പ്രത്യേകം ചേർത്തിരിക്കും എന്ന് രേഖപ്പെടുത്തി സമർപ്പിക്കേ≠താണ്.

18. സാധനങ്ങൾ സπൈ ചെയ്യുമ്പോൾ വിതരണക്കാരനോ അയാളുടെ ഏജന്റോ ഹാജരു≠ായിരിക്കേ≠താണ്. ഉപകരണം പ്രവർത്തന സ÷മാക്കുന്നതുവരെയുള്ള എല്ലാ ചെലവുകളും വിതരണക്കാരൻ വഹിക്കേ≠താണ്.

19. സാധനങ്ങൾ മുഴുവനായും വിതരണം ചെയ്ത് പ്രവർത്തനസ÷മാക്കിയശേഷം കൃഷി അസിസ്റ്റന്റ ് ഡയറക്ടർ, ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറികൾച്ചർ സെന്റർ, കഴക്കൂട്ടം, തിരുവനന്തപുരം പേർക്ക് ഇൻവോയിസ് മൂന്നു കോപ്പിയായി സമർപ്പിക്കേ≠തും ആയതിൽ ബാങ്കിന്റെ പേര്, സπൈയറുടെ അക്കൗ≠് നമ്പർ, എെ.എഫ്.എസ്.സി. കോഡ് എന്നിവ രേഖപ്പെടുത്തേ≠തുമാണ്.

20. ടെ≠ർ സംബന്ധിച്ചുള്ള തർക്കങ്ങളിൽ അവസാന തീരുമാനം എടുക്കുന്നത് കാർഷിക വികസന കർഷക ക്ഷേമവകുപ്പ് ഡയറക്ടർ, വികാസ് ഭവൻ, തിരുവനന്തപുരം ആയിരിക്കും.

21. ടെ≠ർ തുറക്കുന്ന തീയതി ഒരു ഒഴിവു ദിവസമാവുകയാണെങ്കിൽ മറ്റു അറിയിപ്പുകളൊന്നു മില്ലാതെ തന്നെ തൊട്ടടുത്ത പ്രവർത്തി ദിവസത്തേക്ക് നീട്ടിവയ്ക്കുന്നതാണ്.

22. ടെ≠ർ നിയമങ്ങൾ/നിബന്ധനകൾ/നിർദ്ദേശങ്ങൾ ഏതെങ്കിലും തരത്തിൽ വിതരണക്കാർ ലംഘിക്കുകയാണെങ്കിൽ സമർപ്പിക്കപ്പെടുന്ന ടെ≠ർ സ്വീകരിക്കുന്നതല്ല.

23. പ്രത്യേകിച്ച് കാരണം ബോധിപ്പിക്കാതെ തന്നെ ഒരു പ്രത്യേക എെറ്റത്തിനുള്ള ഏതെങ്കിലും/എല്ലാ ടെ≠റുകളും തിരസ്കരിക്കാനോ സ്വീകരിക്കാനോ ഉള്ള പൂർണ്ണ അധികാരം താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഓഫീസറിൽ നിക്ഷിപ്തമാണ്.

24. ടെ≠ർ സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ ഓഫീസ് പ്രവർത്തന സമയത്ത് കൃഷി അസിസ്റ്റന്റ ് ഡയറക്ടർ, ബയോടെക്നോളജി ആന്റ ് മോഡൽ ഫ്ളോറികൾച്ചർ സെന്റർ, കഴക്കൂട്ടത്തുനിന്നും ലഭ്യമാകുന്നതാണ്.

1. Tender should be sent in sealed covers superscribed "Tender for the Supply of Split AC'' & addressed to the Assistant Director of Agriculture, Biotechnology and Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, Kerala so as to reach this office on or before 1 p. m. on 10-2-2017. Telegraphic tenders will not be entertained.

Sealed tenders are invited by the Assistant Director of Agriculture, Biotechnology & Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, Kerala for "Supply of Split AC'' as per the specification noted below.

Intending tenderers on application to the undersigned may obtain tender forms and special conditions on which tenders are to be given on remittance of tender forms fee. Tender forms will be sold w.e.f. 16-1-2017 and will be closed at 3 p.m. on 9-2-2017. Application for tender forms should be accompanied by a cash remittance of receipt which is inclusive of Sales Tax. Money Order addressed to the Assistant Director of Agriculture, Biotechnology & Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, Kerala-695 582 will also be accepted for sale of tender forms. Cheques, Postal Orders, Bank Draft will not be accepted towards the cost of the tender forms.

Specifications—Star rating-5, 2 Tonne-24000 BTU, Copper condenser coil, Refrigerant gas-R410.

Quantity—6 Nos.

Approximate Cost—` 3 lakhs.

Cost of tender form:

Original—` 600 +VAT 5% (` 630)

Duplicate—` 300 +VAT 5% (` 315)

Sale of tender forms—From 16-1-2017 to 9-2-2017, 3 p.m.

Last date and time of receipt of tenders—10-2-2017 till 1 p.m.

Date and time of opening of tenders—10-2-2017, 2 p.m.

Date upto which the rates remain firm—31-3-2017.

2. Tender should be accompanied by Earnest Money Deposit of 1% of rupees equivalent of cost of the quoted item or ` 1,500 whichever is higher in the form of crossed demand draft in favour of "Assistant Director of Agriculture, Biotechnology and Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, Kerala-695 582" drawn from any Scheduled Bank payable at SBT, Kazhakuttam. No firm will be exempted from submission of Earnest Money Deposit. The EMD of unsuccessful firm will be refunded immediately after finalization of the tender. No interest will be payable on EMD.

3. The materials supplied should be in strict conformity with the specifications given in the tender notice.

4. The exact specifications, details of make, model number, name of manufacturer etc., of the equipment offered must be clearly specified.

5. Warranty—The warranty period of the product should be strictly specified. The components for which warranty is given should be specified.

6. The printed instrument operating manual with specifications by the manufacturer and detailed service manual will have to be provided along with the tender.

7. The rate quoted should be inclusive of all taxes (if applicable), loading, transportation, unloading & installation charges etc. at Biotechnology & Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, without incurring any extra cost to the department. 8. Evidence of exclusive distributorship from the principals shall be provided.

9. All terms and conditions governing to the purchase of stores by the Govt. of Kerala will apply to this tender also.

10. The payment in respect of the items supplied will be released only after the satisfactory completion of supply and installation of all the item quoted.

11. The undersigned reserves the right to accept or reject any or all of the tenders for any particular item without assigning any reason whatsoever.

12. Tenders have to be accompanied an agreement as per the format annexed executed on Kerala Stamp Paper of face value of ` 200.

13. Successful tenderer should execute an agreement in Kerala Stamp Paper before supply and have to deposit a security of 5% of tendered amount which is exclusive of EMD already furnished. Security should be in the form of DD in favour of Assistant Director of Agriculture, Biotechnology and Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, Kerala-695 582 payable at SBT, Kazhakuttom Branch.

22. Violation of any rules/special conditions/directions of supply order by the contractor will lead to rejection of his tender offer.

23. The undersigned reserves the authority to accept or reject any or all of the offers for any particular item without assigning any reason whatsoever.

24. Further details can be obtained from the BMFC Office during Office hours.

FORM OF AGREEMENT

14. Supply should be completed within 15 days of receipt of supply order. No other conditions with regard to payment put forth by firm will be considered unless it is expressly accepted by undersigned. In case of reasons beyond the control of the contractor as satisfied by the undersigned, the period of supply can be extended up to a period of 10 days beyond which deduction in payment of cost @ 1% for delay for every week or part thereof will be affected. If the supply is not affected within the prescribed time, the undersigned is at liberty to purchase equipment from alternative source at the risk and cost of defaulter and the expenditure incurred in excess as a result would be realized from defaulter.

15. The rate quoted should be firm from the date of opening of the tender and till up to 31-3-2017.

16. The material supplied should confirm to the standard mentioned in the tender and if it is found substandard, the whole payment will be withheld without any intimation. The supplier should lift the same at their own cost and should replace the same with immediate effect.

17. Even if the tenderers are using their own paper for quoting rates, they should submit duly signed original tender form in full (without removing any sheet) with remarks "rates quoted separately" in the respective page of the tender forms.

18. The tenderer or his/her agent should be present at the time of supply of the item and should entrust the same to the officers concerned at the Centre. The transportation, loading, unloading, installation etc. should be met by the tenderer.

19. On completion of the supply at BMFC, the invoice in triplicate should be drawn in favour of the Assistant Director of Agriculture, Biotechnology & Model Floriculture Centre, Kazhakuttom, Thiruvananthapuram, Kerala-695 582 for effecting payment. Separate bill should be sent for each order.

20. In case of disputes, the decision of the Director of Agriculture, Department of Agricultural Development & Farmers Welfare, Vikas Bhavan, Thiruvananthapuram, Kerala shall be final.

21. In case of the date of opening the tender falls on a holiday, it will be postponed to the very next working day without any further publicity notice.

2. All sum found due to the Department under or by virtue of this agreement shall be recoverable from the Bounden and his properties movable and immovable under the provisions of the Revenue Recovery Act for time being in force as though such firms are arrear of land revenue and in such manner as the Department may deem fit.

Intending tenderers may make an application to the Principal to obtain the requisite tender form in which tenders should be submitted. The original tender form duly filled and signed only will be accepted. Application for the tender form should be accompanied by a cash remittance of ` 420 (including VAT) which is the price fixed for a tender form and which is not transferable. Cheques, Postal Orders and Postal Stamps will not be accepted towards the cost of tender form and the tender form will not be sent by V.P.P. Those who require tender form by registered post should sent the cost of tender form ` 470 including postal charges for registered post by Money Order. വരുമ്പോൾ യാതൊരു തടസ്സവുമില്ലാതെ വിതരണം ചെയ്യേ≠തും ഏതെങ്കിലും കാരണവശാൽ പ്രസ്തുത സ്ഥാപനത്തിൽ ലഭ്യമല്ലാതായി വന്നാൽ രേഖപ്പെടുത്തിയ അതേ റേറ്റിന് മറ്റു സ്ഥാപനങ്ങളിൽ നിന്നും ടെ≠ർ അംഗീകരിച്ച സ്ഥാപനത്തിന്റെ പൂർണ്ണ ഉത്തരവാദിത്വത്തിൽ ആശുപത്രിയിൽ ലഭ്യമാക്കേ≠താണ്.

8. ടെ≠ർ അംഗീകരിച്ചിട്ടുള്ള സ്ഥാപനം സൂപ്ര≠ുമായി എഗ്രിമെന്റ ് എക്സിക്യൂട്ടീവ് ചെയ്യേ≠താണ്.

9. പ്രവർത്തനം തൃപ്തികരമല്ലെങ്കിൽ കാലാവധി സംബന്ധമായ മേൽ ഉടമ്പടി നിർത്തലാക്കാനുള്ള പൂർണ്ണ അധികാരം ആശുപത്രി സൂപ്ര≠ിനായിരിക്കു ന്നതാണ്. ടെ≠റുമായി ബന്ധപ്പെട്ട ഗവ. പുറപ്പെടുവിച്ച എല്ലാ നിബന്ധനകളും ഈ ടെ≠റിനും ബാധകമാണ്.
