The Deputy Director of Agriculture, State Biocontrol Laboratory, Mannuthy, Thrissur on behalf of the Governor of Kerala invites competitive e-tender in two cover system from competent firms for the supply of packing materials for the production of bio control agents in State Bio Control Laboratory, Mannuthy. Documents can be obtained from https://etenders.kerala.gov.in. Since this is an e-tender, only those bidders who have enrolled in the above portal with their own Digital Signature Certificate (DSC) can participate in the tender. Tender has two parts.

1. Tender Nos. 34/2019-20 & 35/2019-20.—Supply should be started within 30 days from the date of receipt of the Supply Order and completed within 120 days.
2. Tender Nos. 36/2019-20, 37/2019-20 & 38/2019-20.—Supply should be started within 30 days from the date of receipt of the Supply Order and completed within 75 days.
• All Tenders/bids shall be accepted only through online mode and no manual submission of the same shall be entertained.
• The tenders/bids shall be opened online at the Office of the Controller of Stationery, Thiruvananthapuram on the prescribed date and time.
• Tenders/bids must be quoted in English language only.
• The rate quoted should be valid for a period of 90 days. The rate quoted must be both in figures and words and it must be firm for the supply period.
• Tenderers can quote Two rates and submit samples for each rate and the rates must be shown in the sample also.
If there is only one sample and the rate not mentioned, its rate shall be considered the lowest.
Sample paper is essential Samples required against each item above should reach the undersigned on or before the opening time of tender. Samples in cut pieces or in size which are not suitable for conducting lab test will not be tested & accepted. Rate, Tender No., name of the paper mill should be recorded in sample also. The covers containing the samples shall be appropriately superscribed with the tender number and addressed to the Controller of Stationery, Thiruvananthapuram—695 033. Late Covers Containing Samples will not be accepted.
• Online tenders/bids are to be accompanied with a preliminary agreement executed on a Kerala Stamp Paper worth ` 200. The scanned copy of the preliminary agreement and General Conditions duly signed by the contractor shall be submitted online and subsequently the original in a separate cover by registered post/speed post or physically to this office on or before the date and time of opening of the tender/bid. Otherwise the tenders will not be considered and shall be summarily rejected.
• Each tenderer shall furnish 1% of the total cost of the material as Earnest Money Deposit. No bidder (except SSI units within the state registered with the Stores Purchase Department) shall be exempted from remittance of EMD/ Bid security vide G.O. (P) No. 448/05/Fin. dated 13-10-2005.
• Rate should be quoted for free delivery including unloading charges at various Department Stores within the State of Kerala.
• All rules and regulations of the Tender/bid shall be in accordance with the Store Purchase Manual of the Govt. of Kerala. An Offer in Hard Copy which is not reflected in the BOQ will not be considered at any cost.
• Offers for articles with ISI mark should be accompanied by a duly attested copy of the latest valid license issued by BIS for manufacture of the articles with ISI mark.
• The successful tenderer will have to execute and agreement deed in the prescribed format on a Kerala Stamp Paper worth ` 200 for the due fulfilment of the contract after depositing 5% of the contract value as Securit Deposit.

5. Intending tenderers may, on application to the Director, Forensic Science Laboratory, Kerala obtain requisite tender forms on which the tenders should be submitted or download the tender forms from the Kerala Police website www.keralapolice.gov.in. The tenderer who download forms should submit the required tender value as a Demand Draft along with the tender.
6. Earnest Money Deposit (EMD) should be furnished along with the tender. EMD may be submitted either in Crossed Bank Drafts/Treasury Savings Bank Deposits/Government Promissory notes/ Bank Guarantee or National Saving Certificates drawn in favour of Director, Forensic Science Laboratory, Thiruvananthapuram, Kerala-695 010. 7. Intending tenderer also shall include charges for installation (of technical items), training of officers and on-site support for at least for 3 years as warranty. The charges for CMC/AMC/ ATS for a period of 3 years thereafter may be incorporated in the tenders separately.
9. Preference will be given to the products submitted by the manufacturer or their authorized dealers having authorization from the original equipment manufacturer. Similarly preference will be given to the tenderer having experience of supplying similar/same items to Govt. Departments or Organizations, for which the tenderer has to produce proof of purchase/ installation/satisfaction of the customer.
10. In the case of Foreign Equipments, the rates are to be quoted in Indian Rupees also. Preference will be given to those who are ready to supply the item without opening Letter of Credit. Ordinarily, no advance payment will be made for procuring any of the above items. In case, advance payment has to be made, a clear case has to be made out by the tenderer. However this will be only in extraordinary circumstances.
11. As the equipment is urgently required, the selected bidder will have to supply the item without loss of time preferably within one month. In case there is any delay in supplying the items due to any pressing circumstances, the tenderer must cite adequate, justifiable grounds in writings.
12. Samples will have to be submitted free of cost whenever necessary, which would be returned only after Supply is effected. The firms should be ready to show live demonstration of technical equipments at their own risk and cost.
