തിരുവനന്തപുരം വൈൽഡ്ലൈഫ് ഡിവിഷനിൽ താഴെപ്പറയുന്ന വിവിധ ഫോറസ്ട്രി പ്രവൃത്തികൾക്കായി മൽസരസ്വഭാവ മുള്ളതും മുദ്രവച്ചതുമായ ദർഘാസുകൾ അംഗീകൃത ഫോറസ്റ്റ് കോൺട്രാക്ടർമാരിൽ നിന്നും 26-9-2019-ാം തീയതി ഉച്ചയ്ക്കുശേഷം 3 മണിവരെ തിരുവനന്തപുരം വൈൽഡ്ലൈഫ് വാർഡന്റെ കാര്യാലയത്തിൽ ലഭിക്കത്തക്കവിധം ക്ഷണിച്ചുകൊള്ളുന്നു. ടി ദിവസം ഒരു പൊതു അവധിയായി വരുന്നപക്ഷം അടുത്ത പ്രവർത്തി ദിവസം ടി സമയത്തും സ്ഥലത്തും വച്ച് ദർഘാസുകൾ സ്വീകരിക്കുന്നതും തുറക്കുന്നതുമായിരിക്കും.

14. സാധാരണഗതിയിൽ കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. പക്ഷേ തീരുമാനമെടുക്കാൻ അധികാരമുള്ള ഉദ്യോഗസ്ഥന് ഒരു കാരണവും പറയാതെ തന്നെ ദർഘാസ് സ്വീകരിക്കുവാനോ നിരസിക്കുവാനോ അധികാരം ഉ≠ായിരിക്കും.

15. സാമ്പത്തിക നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസിന്റെ ര≠ാം ഭാഗം തുറന്ന് മൂന്ന് മാസത്തിനകം ഓഫർ പിൻവലിക്കുവാൻ ഒരു ദർഘാസുകാരനെയും അനുവദിക്കുന്നതല്ല.

16. കാലാകാലങ്ങളിൽ കേരള ഗവൺമെന്റ ് നി›യിക്കുന്ന നികുതികൾ ഈ പ്രവൃത്തിക്കും ബാധകമാണ്.

17. ആരുടെ ദർഘാസാണോ സ്വീകരിച്ചിട്ടുള്ളത്, പ്രസ്തുത വിവരം ടി വ്യ‡ിയെ ദർഘാസിൽ കൊടുത്തിരിക്കുന്ന വിലാസത്തിൽ രജിസ്ട്രേഡ് കത്ത് മുഖേന അറിയിക്കുന്നതാണ്. വിജയിയായ ദർഘാസുകാരൻ 7 ദിവസത്തിനകം ടിയാന്റെ ചെലവിൽ വാങ്ങിയിട്ടുള്ള ` 100 വിലയുള്ള മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി ഒപ്പു വയ്ക്കേ≠താണ്. ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പു വയ്ക്കുന്നതിൽ പരാജയപ്പെട്ടാൽ ദർഘാസ് റദ്ദാക്കുന്നതും ടിയാൻ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം വനംവകുപ്പിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. തുടർന്ന് ജോലികൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ തൊട്ടടുത്ത നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള വ്യ‡ിയെക്കൊ≠് ചെയ്യിക്കുന്നതുൾപ്പെടെയുള്ള മറ്റ് മാർഗ്ഗങ്ങളിൽ കൂടി നടത്തുന്നതായിരിക്കും. ആയതിൽ വച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ാകുന്നപക്ഷം ആയത് ആദ്യ ദർഘാസുകാരൻ തിരുവനന്തപുരം വൈൽഡ് ലൈഫ് വാർഡൻ അനുവദിക്കുന്ന നി›ിത സമയത്തിനുള്ളിൽ ഒടുക്കിയില്ലായെങ്കിൽ ആയത് പൊതുമുതലിനുള്ള കുടിശ്ശികയായി കണക്കാക്കുന്നതും ആയത് 1968-ലെ കേരള റവന്യൂ റിക്കവറി ആക്ടിലെ വ്യവസ്ഥകൾ പ്രകാരമോ സർക്കാരിന് യു‡മെന്ന് തോന്നുന്ന മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതുമാണ്. സർക്കാരിന് എന്തെങ്കിലും നേട്ടമു≠ാകുന്നപക്ഷം വീഴ്ച വരുത്തിയ ദർഘാസുകാരന് ആയതിൽ യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

18. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്ന സമയത്ത് കോൺട്രാക്ട് തുകയുടെ 10% രൂപ സെക്യൂരിറ്റിയായി ഒടുക്കേ≠താണ്. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി, ബന്ധപ്പെട്ട ഓഫീസറിൽ നിന്നും ലഭിക്കുന്ന ബാദ്ധ്യതാ രഹിത സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് മാത്രമേ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുകയുള്ളൂ.

19. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്ന സമയത്ത് സോൾവൻസി സർട്ടിഫിക്കറ്റിൽ ഉൾപ്പെട്ടിട്ടുള്ള വസ്തുവകകൾ വിൽക്കുകയോ പണയം വയ്ക്കുകയോ കൈമാറ്റം ചെയ്യുകയോ ചെയ്യില്ലെന്ന് ഒരു സമ്മതപത്രം നൽകേ≠താണ്.

20. ദർഘാസ് ലഭിച്ചതിനുശേഷം ഒരു ജോലിയെ സംബന്ധിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ പരാതികളോ യാതൊരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

21. ദർഘാസിൽ പങ്കെടുത്തിട്ടുള്ള വിജയികളാകാത്ത ദർഘാസുകാരുടെ നിരതദ്രവ്യം ടെ≠ർ നടപടികൾ അവസാനിച്ചാലുടൻതന്നെ തിരികെ നൽകുന്നതാണ്.

22. ദർഘാസിനോടൊപ്പമുള്ള ഷെഡ്യൂളിൽ പറയുന്ന അളവുകൾ ഏകദേശമായിരിക്കും. ജോലികൾ ചെയ്തു വരുമ്പോൾ അളവുകളിൽ വ്യത്യാസം വരാവുന്നതാണ്.

23. ദർഘാസിനോടൊപ്പമുള്ള പട്ടികയിൽ കാണിച്ചിട്ടുള്ള അളവ് ഏകദേശം മാത്രമാണ്.

24. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി നി›ിത ഫോറത്തിലുള്ള ബില്ല് തയ്യാറാക്കി സമർപ്പിക്കുന്ന മുറയ്ക്ക് ര≠ോ അതിലധികമോ തവണയായി ബിൽ തുക മാറി നൽകുന്നതാണ്. തുക നൽകുന്നത് ചെക്ക് ആയോ ഇ-പേയ്മെന്റ ് ആയോ മാത്രമായിരിക്കും.

25. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിരിക്കുന്ന ജോലികളുടെ അളവിൽ സ്ഥലത്തിന്റെ പ്രത്യേകത അനുസരിച്ച് കുറവ് വരുത്താനോ ജോലി ക്യാൻസൽ ചെയ്യാനോ തിരുവനന്തപുരം വൈൽഡ്ലൈഫ് വാർഡന് അധികാരമു≠ായിരിക്കും. ആയത് വിജയിയായ ദർഘാസുകാരന് ബാധകമായിരിക്കും. ദർഘാസ് ഷെഡ്യൂളിൽ ഉൾപ്പെട്ടിട്ടില്ലാത്ത ഏതെങ്കിലും എെറ്റങ്ങൾ വ്യ‡മായ കാരണങ്ങളാൽ ഉൾപ്പെടുത്തേ≠തു≠െങ്കിൽ ആ ജോലി ചെയ്യുന്നതിന് വിജയിയായ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും. ആയതിന് നിലവിലുള്ള ഫോറസ്റ്റ് ഷെഡ്യൂൾ റേറ്റ് പ്രകാരം കണക്കാക്കിയ നിരക്ക് പ്രകാരം തുക നൽകുന്നതായിരിക്കും.

26. ദർഘാസ് പ്രകാരം രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്ക് അംഗീകരിക്കാൻ പറ്റാത്തതാണെങ്കിൽ കോൺട്രാക്ട് സിസ്റ്റം അല്ലാതെ മറ്റ് ഏതെങ്കിലും മാർഗ്ഗത്തിലൂടെ നടപ്പിലാക്കുന്നതിനുള്ള അവകാശം കേരള വനം വകുപ്പിൽ നിക്ഷിപ്തമായിരിക്കും.

27. യാതൊരു കാരണവും കൂടാതെ ടെൻ≠ർ റദ്ദാക്കുന്നതിനുള്ള പൂർണ്ണമായ അധികാരം വൈൽഡ്ലൈഫ് വാർഡനിൽ നിക്ഷിപ്തമാണ്.

It is hereby notified for the information of the public that sealed tenders are invited from the Registered Forest Contractors for executing the forestry works during 2019-20 in this Division as shown in the table below. The tender forms will be issued from the Office of the Wildlife Warden, Wildlife Division, PTP Nagar, Thiruvananthapuram upto 1 p.m. on 26-9-2019 on remitting the cost of tender form. The filled up and sealed tender in full form with sufficient EMD can be submitted upto 3 p.m. on 26-9-2019. The tender will be opened at 3.30 p.m. on the same day at the Office of the Wildlife Warden, Wildlife Division, PTP Nagar, Thiruvananthapuram.

In case the notified date happens to be a public holiday, the tender will be conducted on the next working day at the notified place and time, as per the same conditions. The Wildlife Warden, Wildlife Division, PTP Nagar, Thiruvananthapuram reserves the power to include additional works/exclude works enlisted or to postpone the tender on specific reasons.

6. The tenderer shall quote a firm percentage of the basic rate per m³ for gully plugging and per hectare for vista clearance as in the schedule both in figures as well as in words in the appropriate column in the tender form.

In the case of tenderer quoting different total amount in words and figures, least of the same will be considered valid and shall be binding on him/her.

7. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Wildlife Warden, Wildlife Division, Thiruvananthapuram" and superscribed "Tender for (Name of work — as specified in the first part of tender notice) so as to reach this office as specified in the first part of tender notice.

8. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

9. Each tender shall be accompanied by a Demand Draft of a Nationalized/Scheduled Bank for the amount specified against each work as per the notification in favour of the Wildlife Warden, Thiruvananthapuram as Earnest Money Deposit for the work.

10. SSI Units are exempted from remitting Earnest Money Deposit. Such units should produce necessary eligibility certificates obtained from the Manager, District Industries Centre concerned.

11. All the corrections in the tender form shall be initialed by the tenderer himself.

12. Part I of the tenders received in due time will be opened by the Wildlife Warden, Thiruvananthapuram or his deputy at the time specified in the first part of tender notice in the presence of such of the tenderers present on that occasion.

13. Part II tenders (price bid) of the tenderers whose Part I tenders have been accepted only will be opened on the scheduled date of tender.

14. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the power of accepting or rejecting any tender without assigning any reason thereof.

15. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

16. All the taxes prevailing at the time is applicable to this tender.

17. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer, within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form (Appendix 11) on a proper non-judicial stamp paper worth ` 200 to be supplied by him at his cost. If the Contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Wildlife Warden, Thiruvananthapuram shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

18. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10% of the total Probable Amount of Contract. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liabilty Certificate from the concerned officers.

19. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

20. The post-offers and representations sent, after receipt of the tender in respect of the work shall not be considered on any grounds.

21. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

22. The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

23. The details shown in the tender schedule is approximate. The actual extent of the contract area may vary as per the final survery report, which will be binding on the successful tenderer.

24. Payment will be made to the contractor on specific request and on submission of bill in the prescribed format at the following stages provided the condition specified are achieved. Payment will be made through crossed cheques or e-payment only.

25. Kerala Forest Department reserves the right to execute the work through any other mode of execution other than through contract system if the tender offered by the contractors is not feasible according to the Department. 26. It shall be open to the Wildlife Warden, Thiruvananthapuram to cancel/reduce the quantity of work to be executed in the attached schedule based on site conditions and the Wildlife Warden, Thiruvananthapuram decision will be binding on the successful tenderer. If any additional items of work which are not included in the schedule are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing forest schedule of rate.

27. Kerala Forest Department reserves the right to execute the work through any other mode of execution other than through contract system if the tender offered by the contractors is not feasible according to the Department. 28. The undersigned reserves the right to cancel the tender without assigning any reason.

1. ദർഘാസ് ഫോറത്തിന്റെ വില സർക്കാർ കാലാകാലങ്ങളിൽ നി›യിക്കുന്ന നിരക്കിലായിരിക്കും. ദർഘാസ് ഫോറം വനം വകുപ്പിന്റെ വെബ്സൈറ്റിൽ നിന്നും ഡൗൺലോഡ് ചെയ്ത് എടുക്കാവുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും എടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റ്, പാർട്ട്-1 ദർഘാസിന്റെ കൂടെ ഉള്ളടക്കം ചെയ്തിരിക്കേ≠താണ്. ഒരിക്കൽ ഒടുക്കിയ ദർഘാസ് ഫോറത്തിന്റെ വില ഒരു കാരണവശാലും മടക്കി നൽകുന്നതല്ല.

മറ്റ് ദർഘാസ് ഫോറത്തിന്റെ വിലയായി അഡ്ജസ്റ്റ് ചെയ്യുന്നതുമല്ല.

3. ഒരു വ്യ‡ിയുടെ പേരിൽ നൽകിയിട്ടുള്ള ദർഘാസ് ഫോറം ആ വ്യ‡ിക്കുമാത്രവും ടെ≠ർ ഫോറത്തോടൊപ്പം ഉള്ളടക്കം ചെയ്തിട്ടുള്ള ജോലിക്കും മാത്രമേ ഉപയോഗിക്കാൻ പാടുളളൂ.

4. ടെ≠ർ സമർപ്പിക്കുന്നതിനു മുൻപായി, ഒപ്പിടേ≠ എഗ്രിമെന്റിലെ വ്യവസ്ഥകളും ദർഘാസ് വ്യവസ്ഥകളും വ്യ‡മായി മനസ്സിലാക്കിയിരിക്കേ≠താണ്. എഗ്രിമെന്റിന്റെ കരട് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭ്യമാകുന്നതാണ്.

പൂരിപ്പിച്ച ദർഘാസ് സമർപ്പിച്ചശേഷം എഗ്രിമെന്റ ് വ്യവസ്ഥകൾ മനസ്സിലാക്കിയിരുന്നില്ല എന്ന വാദമോ വ്യവസ്ഥകൾ സംബന്ധിച്ചുള്ള എന്തെങ്കിലും പരാതികളോ പരിഗണിക്കുന്നതല്ല.

5. ദർഘാസ് സമർപ്പിക്കുന്നതിനു മുൻപായി ജോലി നടത്തേ≠ സ്ഥലവും ജോലിയുടെ സ്വഭാവവും പരിശോധിച്ച് മനസ്സിലാക്കുകയും ആയതിനനുസരിച്ച് നിരക്ക് രേഖപ്പെടുത്തേ≠തുമാണ്. ദർഘാസ് സമർപ്പിച്ചതിനുശേഷം ഒരു കാരണവശാലും നിരക്ക് വർദ്ധിപ്പിക്കുന്നതല്ല.

6. ദർഘാസിൽ പങ്കെടുക്കുന്ന ആൾ ദർഘാസ് ഷെഡ്യൂളിൽ പറയുന്ന പ്രകാരമോ സ്വാഭാവിക വനം സാമ്പിൾ πോട്ട്, ഗ്രിഡ് തരം തിരിക്കലുമായ പ്രവൃത്തികൾ എടുക്കുന്നതിനുള്ള അടിസ്ഥാന നിരക്കിന്റെ ഇത്ര ശതമാനമോ എന്ന് ദർഘാസ് ഫോറത്തിലെ പ്രസ‡ കോളത്തിൽ അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തേ≠താണ്. അക്കത്തിലും അക്ഷരത്തിലും വ്യത്യസ്ത നിരക്കുകളാണ് രേഖപ്പെടുത്തുന്നതെങ്കിൽ അതിൽ കുറഞ്ഞ നിരക്കായിരിക്കും പരിഗണിക്കുക.

ആയത് അംഗീകരിക്കാൻ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനാണ്. (ദർഘാസ് ഫോറത്തിൽ രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്ക്, ജോലി പൂർത്തിയാക്കാൻ കഴിയുന്നതിലും കുറവാണെന്ന് വനം വകുപ്പ് ക≠െത്തുന്നപക്ഷം ആയത് സംബന്ധിച്ച് ദർഘാസുകാരനിൽ നിന്നും തൃപ്തികരമായ വിശദീകരണം നൽകാൻ ആവശ്യപ്പെടുന്നതുമാണ്. ഇത്തരം സന്ദർഭത്തിൽ ദർഘാസ് അംഗീകരിക്കുന്നതിനു മുൻപായി രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്കിന്റെ 10% പരമാവധി ` 30,000 പ്രത്യേക/അധിക സെക്യൂരിറ്റിയായി ഒടുക്കുവാൻ ആവശ്യപ്പെടാവുന്നതാണ്. വിശദീകരണം തൃപ്തികരമല്ല എന്നു ക≠െത്തുന്നപക്ഷം അഥവാ വിശദീകരണം നൽകിയിട്ടില്ലായെങ്കിൽ ഏറ്റവും കുറഞ്ഞനിരക്ക് രേഖപ്പെടുത്തിയിട്ടു≠െങ്കിലും ആയത് നിരസിക്കുന്നതിനുള്ള അധികാരം വനം വകുപ്പിൽ നിക്ഷിപ്തമാണ്.)

7. ദർഘാസ് സമർപ്പിക്കുന്ന ആൾ ദർഘാസിന്റെ എല്ലാ പേജുകളും ഉ≠െന്ന് ഉറപ്പുവരുത്തി സീൽ ചെയ്ത കവറിനു പുറത്ത് ജോലിയുടെ പേര് രേഖപ്പെടുത്തി മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസറുടെ പേർക്ക് 26-9-2019 പകൽ 2.30 മണിക്കു മുൻപായി സമർപ്പിക്കേ≠താണ്. ദർഘാസ് സമർപ്പിക്കേ≠തായ അവസാന തീയതി അവധിയായി പ്രഖ്യാപിക്കപ്പെടുന്നപക്ഷം തൊട്ടടുത്ത ദിവസം അതേ സമയത്തും സ്ഥലത്തും സ്വീകരിക്കുന്നതായിരിക്കും.

8. നി›ിത തീയതിയിലും സമയത്തും ലഭിക്കാത്ത അപേക്ഷകളും ആവശ്യമായ രേഖകൾ ഉൾപ്പെടുത്താത്തതോ നി›ിത ഫോറത്തിലും നി›ിത ക്രമത്തിലും എഴുതാത്തതോ ആയ ദർഘാസുകളും പരിഗണിക്കുന്നതല്ല.

9. ഓരോ ടെ≠റിനോടുമൊപ്പം ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസറുടെ പേരിൽ എടുത്തിട്ടുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി ചേർത്തിരിക്കേ≠താണ്.

10. ദർഘാസിൽ എന്തെങ്കിലും തിരുത്തലുകൾ വരുത്തിയിട്ടു≠െങ്കിൽ ആയത് ദർഘാസുകാരൻ തന്നെ ഇനിഷ്യൽ ചെയ്തിരിക്കേ≠താണ്.

11. ലഭിച്ചിട്ടുള്ള ദർഘാസുകളുടെ ഒന്നാം ഭാഗം (പാർട്ട് 1) മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസറോ/ ചുമതലപ്പെടുത്തുന്ന വ്യ‡ിയോ 26-9-2019-ന് പകൽ 3 മണിക്ക് മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസിൽ വച്ച് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

12. ദർഘാസുകളുടെ ഒന്നാം ഭാഗം അംഗീകരിച്ചിട്ടുള്ള ദർഘാസുകാരുടെ ദർഘാസുകളുടെ ര≠ാം ഭാഗം (നിരക്ക് രേഖപ്പെടുത്തിയത്) തുടർന്ന് തുറക്കുന്നതായിരിക്കും. ര≠ാം ഭാഗം തുറക്കുന്ന തീയതിയും സമയവും ഒന്നാം ഭാഗം അംഗീകരിച്ച ഉടൻതന്നെ പ്രഖ്യാപിക്കുന്നതായിരിക്കും.

13. സാധാരണഗതിയിൽ കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. പക്ഷേ തീരുമാനമെടുക്കാൻ അധികാരമുള്ള ഉദ്യോഗസ്ഥന് ഒരു കാരണവും പറയാതെ തന്നെ ദർഘാസ് സ്വീകരിക്കുവാനോ നിരസിക്കുവാനോ അധികാരം ഉ≠ായിരിക്കും.

14. സാമ്പത്തിക നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസിന്റെ ര≠ാം ഭാഗം തുറന്ന് മൂന്ന് മാസത്തിനകം ഓഫർ പിൻവലിക്കുവാൻ ഒരു ദർഘാസുകാരനേയും അനുവദിക്കുന്നതല്ല.

15. കാലാകാലങ്ങളിൽ കേരള ഗവൺമെന്റ ് നി›യിക്കുന്ന നികുതികൾ ഈ പ്രവൃത്തിക്കും ബാധകമാണ്.

16. ആരുടെ ദർഘാസാണോ സ്വീകരിച്ചിട്ടുള്ളത്, പ്രസ്തുത വിവരം ടി വ്യ‡ിയെ ദർഘാസിൽ കൊടുത്തിരിക്കുന്ന വിലാസത്തിൽ രജിസ്ട്രേഡ് കത്ത് മുഖേന അറിയിക്കുന്നതാണ്. വിജയിയായ ദർഘാസുകാരൻ 7 ദിവസത്തിനകം ടിയാന്റെ ചെലവിൽ വാങ്ങിയിട്ടുള്ള ` 200 വിലയുള്ള മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി ഒപ്പുവയ്ക്കേ≠താണ്. ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്നതിൽ പരാജയപ്പെട്ടാൽ ദർഘാസ് റദ്ദാക്കുന്നതും ടിയാൻ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം വനംവകുപ്പിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. തുടർന്ന് ജോലികൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ തൊട്ടടുത്ത നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള വ്യ‡ിയെക്കൊ≠് ചെയ്യിക്കുന്നതുൾപ്പെടെയുള്ള മറ്റ് മാർഗ്ഗങ്ങളിൽ കൂടി നടത്തുന്നതാണ്. ആയതിൽ വച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ാകുന്ന പക്ഷം ആയത് ആദ്യ ദർഘാസുകാരൻ മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസർ അനുവദിക്കുന്ന നി›ിത സമയത്തിനുള്ളിൽ ഒടുക്കിയില്ലായെങ്കിൽ ആയത് പൊതുമുതലിനുള്ള കുടിശ്ശികയായി കണക്കാക്കുന്നതും ആയത് 1968-ലെ കേരള റവന്യൂ റിക്കവറി ആക്ടിലെ വ്യവസ്ഥകൾ പ്രകാരമോ, സർക്കാരിന് യു‡മെന്ന് തോന്നുന്ന മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതുമാണ്. സർക്കാരിന് എന്തെങ്കിലും നേട്ടമു≠ാകുന്നപക്ഷം വീഴ്ച വരുത്തിയ ദർഘാസുകാരന് ആയതിൽ യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

17. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്ന സമയത്ത് കോൺട്രാക്ട് തുകയുടെ 10% രൂപ സെക്യൂരിറ്റിയായി ഒടുക്കേ≠താണ്. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി, ബന്ധപ്പെട്ട ഓഫീസറിൽ നിന്നും ലഭിക്കുന്ന ബാദ്ധ്യതാ രഹിത സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് മാത്രമേ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുകയുള്ളൂ.

18. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്ന സമയത്ത് സോൾവൻസി സർട്ടിഫിക്കറ്റിൽ ഉൾപ്പെട്ടിട്ടുള്ള വസ്തുവകകൾ വിൽക്കുകയോ, പണയം വയ്ക്കുകയോ കൈമാറ്റം ചെയ്യുകയോ ചെയ്യില്ലെന്ന് ഒരു സമ്മതപത്രം നൽകേ≠താണ്.

19. ദർഘാസ് ലഭിച്ചതിനുശേഷം ഒരു ജോലിയെ സംബന്ധിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ പരാതികളോ യാതൊരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

20. ദർഘാസിൽ പങ്കെടുത്തിട്ടുള്ള വിജയികളാകാത്ത ദർഘാസുകാരുടെ നിരതദ്രവ്യം ടെ≠ർ നടപടികൾ അവസാനിച്ചാലുടൻ തന്നെ തിരികെ നൽകുന്നതാണ്.

21. ദർഘാസിനോടൊപ്പമുള്ള ഷെഡ്യൂളിൽ പറയുന്ന അളവുകൾ ഏകദേശമായിരിക്കും. ജോലികൾ ചെയ്തു വരുമ്പോൾ അളവുകളിൽ വ്യത്യാസം വരാവുന്നതാണ്.

22. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിട്ടുള്ള അളവ് ഏകദേശം മാത്രമാണ്.

23. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കുന്ന മുറയ്ക്ക് നി›ിത പ്രൊഫോർമയിൽ പ്രവൃത്തി ബിൽ തയ്യാറാക്കി സമർപ്പിക്കുന്ന മുറയ്ക്ക് കോൺട്രാക്ടർക്ക് തുക ഇ-പെയ്മെന്റ ് ആയി മാത്രം നൽകുന്നതാണ്.

24. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിരിക്കുന്ന ജോലികളുടെ അളവിൽ സ്ഥലത്തിന്റെ പ്രത്യേകത അനുസരിച്ച് കുറവ് വരുത്താനോ ജോലി ക്യാൻസൽ ചെയ്യാനോ മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസർക്ക ് അധികാരമു≠ായിരിക്കും.

ആയത് വിജയിയായ ദർഘാസുകാരന് ബാധകമായിരിക്കും. ദർഘാസ് ഷെഡ്യൂളിൽ ഉൾപ്പെട്ടിട്ടില്ലാത്ത ഏതെങ്കിലും എെറ്റങ്ങൾ വ്യ‡മായ കാരണങ്ങളാൽ ഉൾപ്പെടുത്തേ≠തു≠െങ്കിൽ ആ ജോലി ചെയ്യുന്നതിന് വിജയിയായ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും. ആയതിന് നിലവിലുള്ള ഫോറസ്റ്റ് ഷെഡ്യൂൾ റേറ്റ് പ്രകാരം കണക്കാക്കിയ നിരക്ക് പ്രകാരം തുക നൽകുന്നതായിരിക്കും.

25. ദർഘാസ് പ്രകാരം രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്ക് അംഗീകരിക്കാൻ പറ്റാത്തതാണെങ്കിൽ കോൺട്രാക്ട് സിസ്റ്റം അല്ലാതെ മറ്റേതെങ്കിലും മാർഗ്ഗത്തിലൂടെയോ നടപ്പിലാക്കുന്നതിനുള്ള അവകാശം കേരള വനം വകുപ്പിൽ നിക്ഷിപ്തമായിരിക്കും.

26. യാതൊരു കാരണവും കൂടാതെ ടെൻഡർ റദ്ദാക്കുന്നതിനുള്ള പൂർണ്ണമായ അധികാരം മൂന്നാർ ഫോറസ്റ്റ് വർക്കിംഗ് πാൻ ഓഫീസറിൽ നിക്ഷിപ്താണ്.

It is hereby notified for the information of the public that sealed tenders are invited from the registered forest contractors for executing 32 Grid enumeration of natural stock at Neryamangalam, Valara, 10th mile and Kanjiravely areas of Valara Forest Station in Neriyamangalam Range, Munnar Division for the preparation of Working Plan of Munnar Forest Division during 2019-20. The tender forms will be issued from the office of the Forest Working Plan Office, Munnar up to 1 p. m. on 26-9-2019 on remitting the cost of tender form cost GST (12%+5% of Service Charge for GST) as shown below. The filled up and sealed tender in full form with sufficient EMD can be submitted up to 2.30 p.m. on 26-9-2019. The tender will be opened at 3 p. m. on the same day at the office of the Forest Working Plan Division Office, Munnar.

In case the notified date happens to be a public holiday, the tender will be conducted on the next working day at the notified place and time as per the same conditions. The Forest Working Plan Officer, Munnar reserves the power to exclude or postpone the tender on specific reasons.

CONDITIONS

1. All the conditions in the G.O. (Ms.) No. 26/2017/F & WLD dated 20-5-2017 will be applicable to this tender.

2. Tender form (Appendix 9) and other details (Not transferable) can be obtained from Forest Working Plan Office, Munnar on payment of cash or by Demand Draft (DD) drawn in favour of Forest Working Plan Officer, Munnar payable on any Scheduled/Nationalized Bank. The cost of tender form will be fixed by Government from time to time. The application form can also be downloaded from the official website of Kerala Forest Department and if the forms are downloaded from the website the cost of tender documents should be attached along with DD from a Nationalized/Scheduled Bank as mentioned above, along with Part I Tender. The cost of tender forms once paid will be neither refundable on any account, nor be adjusted towards cost of any other tender forms.

3. The tender form shall be used only by the person in whose name it is issued and for the work specified in the Schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Forest Working Plan Office, Munnar on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. Any plea of ignorance of the agreement conditions or any complaint regarding the said conditions received after the time of tender will not be entertained.

5. Before submitting the tender, the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

6. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Forest Working Plan Officer, Munnar" and superscribed "Tender for (Name of work as specified in the first part of tender notice)" so as to reach this office as specified in the first part of tender notice.

7. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

8. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount specified against each work as per the Notification in favour of the Forest Working Plan Officer, Munnar as Earnest Money Deposit for the work.

9. SSI Units are exempted from remitting EMD. Such units should produce necessary eligibility certificates obtained from the Manager, District Industries centre concerned.

10. All the corrections in the tender form shall be initialed by the tenderer himself.

11. Part I of the tenders received in due time will be opened by the Forest Working Plan Officer, Munnar or his deputy at the time specified in the first part of tender notice in the presence of such of the tenderers present on that occasion.

12. Part II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on the scheduled date of tender.

13. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the power of accepting or rejecting any tender without assigning any reason thereof.

14. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

15. All the taxes prevailing at the time is applicable to this tender.

16. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer, within Seven days of receipt of confirmation of his tender, shall have to execute preliminary agreement in the prescribed form [Appendix 11] on a proper non-judicial stamp paper (worth ` 200) to be supplied by him at his492 24th SEPT. 2019] FOREST DEPARTMENT 753 cost. If the Contractor fails to execute the agreement during the period, the tender will be cancelled and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Forest Working Plan Officer, Munnar shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

17. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 5 per cent of the total Probable Amount of Contract. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liability Certificate from the concerned officers.

18. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

19. The post-offers and representations sent, after receipt of the tender in respect of the work shall not be considered on any grounds.

20. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

21. The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.

22. The details shown in the tender schedule is approximate. The actual extent of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

23. On successful completion of work, the payment will be made to the contractor on submission of the bill in the prescribed format. The payment will be made through e-payment only.

24. It shall be open to the Forest Working Plan Officer, Munnar to cancel/reduce the quantity of work to be executed in the attached schedule based on site conditions and the Forest Working Plan Officer, Munnar decision will be binding on the successful tenderer. If any additional item/s of work which are not included in the schedule are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing forest schedule of rate.

25. Kerala Forest Department reserves the right to execute the work through any other mode of execution other than through contract system if the tender offered by the contractors is not feasible according to the Department. 26. The undersigned reserves the right to cancel the tender without assigning any reason.

ദർഘാസ് ഫോറത്തിന്റെ വില ഏതെങ്കിലും ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നോ പൊതുമേഖലാ ബാങ്കിൽ നിന്നോ തൃശ്ശൂർ റിസർച്ച് നോർത്ത് ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ ഓഫീസറുടെ പേരിൽ ഡിമാന്റ ് ഡ്രാഫ്റ്റായോ പണമായോ ഒടുക്കാവുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില ഒരിക്കൽ അടച്ചത് ഒരു കാരണവശാലും മാറ്റിനൽകുന്നതോ മറ്റ് ജോലി കൾക്കുളള ദർഘാസ് ഫോറത്തിന്റെ വിലയിലേക്ക് മാറ്റി നൽകുകയോ ചെയ്യുന്നതല്ല.

3. ദർഘാസ് സമർപ്പിക്കുതിനുമുമ്പ് കരാറുകാരൻ, ദർഘാസ് കരാർ വ്യവസ്ഥകൾ പരിശോധിക്കേ≠താണ്. ടെ≠ർ ലഭിച്ചതിനുശേഷം ഇക്കാര്യത്തിലുളള അ⁄ത പിന്നീട് ഒരു കാരണവശാലും കണക്കിലെടുക്കുന്നതല്ല.

4. കരാറുകാരൻ ദർഘാസ് സമർപ്പിക്കുന്നതിനുമുമ്പ് ജോലി ചെയ്യേ≠ സ്ഥലവും, ചെയ്യേ≠ ജോലിയും ക≠് ബോദ്ധ്യപ്പെടേ≠തും, ഇക്കാര്യത്തിലുളള അ⁄ത പിന്നീട് ഒരു കാരണവശാലും കണക്കിലെടുക്കുന്നതുമല്ല.

5. കരാറുകാരൻ കരാർ തുക അടിസ്ഥാന നിരക്കിന്റെ ശതമാനത്തിൽ അക്കത്തിലോ, അക്ഷരത്തിലോ, നി›ിത കോളത്തിൽ രേഖപ്പെടുത്തേ≠താണ്. അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തിയതിൽ വ്യത്യാസമുളളപക്ഷം കുറഞ്ഞ തുക രേഖപ്പെടുത്തിയത് കണക്കിലെടുക്കുകയും, ആയത് അംഗീകരിക്കാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കുന്നതുമാണ്.

ദർഘാസിൽ രേഖപ്പെടുത്തിയ തുക വനം വകുപ്പിന്റെ അടങ്കൽ തുകയേക്കാൾ വളരെ കുറഞ്ഞ തുകയാണെങ്കിൽ ടി തുകയ്ക്ക് ടി ജോലി ചെയ്യുവാൻ സാധിക്കുകയില്ലെന്ന് വനം വകുപ്പിന് സംശയം ജനിക്കുകയാണെങ്കിൽ ഇക്കാര്യത്തിൽ കരാറുകാരന്റെ വിശദീകരണം തേടുന്നതും ആയത് ബോദ്ധ്യപ്പെടുകയാണെങ്കിൽ, പ്രത്യേക സെക്യൂരിറ്റി തുകയായി കരാർ തുകയുടെ 10% പരമാവധി `30,000 കരാറുകാരൻ കരാർ സ്ഥിരപ്പെടുത്തുന്നതിനു മുമ്പായി അടയ്ക്കേ≠താണ്. കരാറുകാരൻ സമർപ്പിച്ച വിശദീകരണം ബോദ്ധ്യപ്പെടാത്തപക്ഷം ദർഘാസ് നിരാകരിക്കുവാൻ വനംവകുപ്പിന് അധികാരമുളളതായിരിക്കും.

6. ദർഘാസ് ഫോറത്തിന്റെ എല്ലാ കോളവും പൂരിപ്പിക്കേ≠തും ദർഘാസ് അടങ്ങിയ സീൽ ചെയ്ത കവറിന്റെ പുറത്ത് ജോലിയുടെ പേര് രേഖപ്പെടുത്തേ≠തും ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ റിസർച്ച് നോർത്ത് ഡിവിഷൻ, ചെമ്പൂക്കാവ്, തൃശ്ശൂർ എന്ന വിലാസത്തിൽ ലഭ്യമാക്കേ≠തുമാണ്. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം അവധിയാവുകയാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയംവരെ ദർഘാസ് സ്വീകരിക്കുന്നതാണ്.

7. നി›ിത സമയപരിധിക്കകം ലഭിക്കാത്ത ദർഘാസുകൾ ഒരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

8. ഓരോ ദർഘാസിന്റെ കൂടെയും, പൊതുമേഖലാ ബാങ്കിൽ നിന്നോ ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നോ തൃശ്ശൂർ റിസർച്ച് നോർത്ത് ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ ഓഫീസറുടെ പേരിൽ മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി അടക്കം ചെയ്യേ≠താണ്.

9. ദർഘാസിലെ തിരുത്തലുകളിൽ കരാറുകാരന്റെ ഒപ്പു≠ായിരിക്കേ≠താണ്.

10. നി›ിത സമയപരിധിക്കുളളിൽ ലഭിച്ച ദർഘാസുകൾ നി›ിത സമയത്ത് ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ഹാജരായിട്ടുളള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതാണ്.

11. സാധാരണയായി കുറവ് തുക രേഖപ്പെടുത്തിയ ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. എന്നാൽ ഏത് ദർഘാസ് സ്വീകരിക്കുവാനും നിരാകരിക്കുവാനും ഉളള അധികാരം ദർഘാസ് അംഗീകരിക്കുന്ന ഉദ്യോഗസ്ഥന് ഉ≠ായിരിക്കുന്നതാണ്.

12. ദർഘാസ് സമർപ്പിച്ചതിനുശേഷം അത് പിൻവലിക്കുവാൻ കരാറുകാരന് അവകാശം ഉ≠ായിരിക്കുന്നതല്ല.

13. കരാർ അംഗീകരിച്ച വിവരം വിജയിയായ കരാറുകാരന്റെ വിലാസത്തിൽ അറിയിക്കുന്നതും ആയത് ലഭിച്ച് 3 ദിവസത്തിനകം ` 200-ന്റെ മുദ്രപ്പത്രത്തിൽ കരാർ ഒപ്പിടേ≠തുമാണ്. ആയതിൽ വീഴ്ച വരുത്തുന്നപക്ഷം കരാറുകാർ സമർപ്പിച്ച നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും ടി ജോലി കരാറുകാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർദർഘാസ് ചെയ്യുകയോ ര≠ാമത്തെ ദർഘാസുകാരന് ജോലി നൽകുകയോ മറ്റ് വിധത്തിൽ ജോലി ചെയ്യുകയോ ചെയ്യാവുന്നതാണ്. ആയതുമൂലം സർക്കാരിലേക്ക് ഉ≠ാകുന്ന നഷ്ടം നികത്തുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനാകുന്നതും അല്ലാത്തപക്ഷം കരാറുകാരന്റെ സ്ഥാവരജംഗമ വസ്തുക്കളിൽ നിന്നും റവന്യൂ റിക്കവറി നിയമപ്രകാരം ഈടാക്കുന്നതുമായിരിക്കും.

14. വിജയിയാകുന്ന കരാറുകാരൻ കരാർ തുകയുടെ 10% പരമാവധി ` 5,00,000 (അഞ്ച് ലക്ഷം) സെക്യൂരിറ്റി അടയ്ക്കേ≠താണ്. ടി സെക്യൂരിറ്റി തുക കരാർ ജോലി അവസാനിച്ച് കരാറുകാരന്റെ ബാദ്ധ്യത തിട്ടപ്പെടുത്തിയതിനുശേഷം മാത്രം തിരികെ നൽകുന്നതായിരിക്കും.

15. കരാറുകാരൻ സോൾവൻസി നടത്തിയിട്ടുളള വസ്തുക്കൾ കരാർ കാലാവധിയിൽ അന്യാധീനപ്പെടുത്തുവാൻ പാടുളളതല്ല.

ഇക്കാര്യത്തിൽ ആവശ്യമായ സമ്മതപത്രം കരാർ ഒപ്പിടുന്ന സമയത്ത് നൽകേ≠താണ്.

16. ദർഘാസ് തുറന്നതിനുശേഷം ലഭിക്കുന്ന യാതൊരു വാഗ്ദാനങ്ങളും സ്വീകരിക്കുന്നതല്ല.

17. കരാർ ലഭിക്കാത്ത കരാറുകാരുടെ നിരതദ്രവ്യം വിജയിയായ കരാറുകാരന്റെ ദർഘാസ് സ്ഥിരപ്പെടുത്തിയതിനുശേഷം തിരികെ നൽകുന്നതാണ്.

18. പട്ടികയിൽ കാണിച്ചിട്ടുളള ജോലിയുടെ അളവ് ഏകദേശം മാത്രമാണ്. നടപ്പിലാക്കുന്ന സമയത്ത് അളവിൽ ഏറ്റക്കുറച്ചിലുകൾ ഉ≠ാകുന്നതാണ്. യഥാർ∞ അളവിലുളള ജോലി ചെയ്യുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും.

19. കരാർ പ്രകാരമുളള തുക ജോലി പൂർത്തിയാക്കിയതിനുശേഷം നൽകുന്നതാണ്.

20. മുകളിൽ പറഞ്ഞ ജോലികൾ എഗ്രിമെന്റ ് ക≠ീഷനുകൾ പ്രകാരം നിർവ്വഹിക്കേ≠താണ്. ആയതിനുശേഷം ഒരു കാരണവശാലും സമയം നീട്ടിനൽകുന്നതല്ല. ജോലി തുടങ്ങുന്ന തീയതി മാറ്റം വരുത്തുവാൻ ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥർക്ക് അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

21. ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ നിർദ്ദേശം അനുസരിച്ച് മാത്രമേ ടിഎസ്പികളിൽ നിന്ന് വിത്ത് ശേഖരണം നടത്തു വാൻ കരാറുകാരനെ അനുവദിക്കുകയുള്ളൂ.

Tender form and other details can be obtained from Deputy Conservator of Forests, Research North Division, Thrissur on payment of cash or by Demand Draft drawn in favour of Deputy Conservator of Forests, Research North Division, Thrissur payable on any Scheduled/ Nationalized Bank towards cost of tender form. The tender form can also be downloaded from the official website of Kerala Forest Department and if the forms are down loaded from the website. The cost of tender documents should be attached as Demand Draft from a Nationalized/ Scheduled bank as mentioned above, along with Part II tender. The cost of tender forms once paid is not refundable on any account, nor will the amount be adjusted towards cost of any other tender forms.

2. The tender form shall be used only by the persons in whose name it is issued and for the work specified in the schedule attached to the tender form.

3. Before submitting the tender, the tender is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Office of the Deputy Conservator of Forests, Research North Division, Thrissur on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. No plea of ignorance of the agreement conditions received after putting in the tender will be entertained.

4. Before submitting the tender shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

5. The tenderer shall quote in the appropriate column in the tender a firm percentage of the basic rate per Ha/Nos. in figures as well as in words also. Lower of the same only be considered valid and shall be binding on him/ her. If the Kerala Forest Department feels that the total amount quoted or item wise rate of any of the item quoted is unworkable due to variance to the lower side to an abnormal level with Kerala Forest Department estimated rates, the tenderer may be required to furnish satisfactory explanation on above respect. In such an event, the Kerala Forest Department has the option to collect special/extra security deposit to the tune of 10% of the quoted amount subject to a maximum of ` 30,000 from the tenderer before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no explanation is furnished, the Kerala Forest Department has the right to deny the offer of work to the tenderer even though he/she is the lowest tenderer.

6. The tenderer shall submit the filled up tender form together with all the pages in tact insealed cover addressed to "The Deputy Conservator of Forests, Research North Division, Thrissur" and superscribed "Tender for Name of work.....................in .............Range" so as to reach him in his office at specified date and time. If the date fixed for acceptance of tender happens to be holiday the tenders will be accepted on the next working day at the same hour.

7. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up proper order or form will not be honored.

8. Each tender shall be accompanied by a demand draft of a Nationalized/ Scheduled Bank for `.................. (Rupees.................) in favour of Deputy Conservator of Forests, Research North Division, Thrissur as Earnest Money Depost for the work.

9. All the corrections in the tender form shall be initiated by the tenderer himself.

10. The tenders received in due time will be opened by the Deputy Conservator of Forests, Research North division or his deputy at his office in the presence of such of the tenderers present on that occasion.

11. The lowest tender ordinarily be accepted, but the authority competent to accept the tender reserves to himself the power of accepting or rejecting any tender without assigning any reason thereof.

12. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

13. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a confirmation order issued by the registered letter bearing the address mentioned in the tender. The successful tenderer, within three days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribe form on a proper non judicial stamp paper (worth ` 200) to be supplied by him at his cost. If the contractor fails to execute the agreement the tender will be cancelled and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be retendered at the risk and cost of the tenderer or through any other manner (including through the next higher tenderer.) The loss if any to the Govt. consequent to the default, if not paid by the defaulter within a reasonable time specified by the Deputy Conservator of Forests, Research North Division shall be treated as arrears on Public Revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act, 1968 and such other manner as the Govt. may deem fit. The defaulter however will not be entitled for gain, if any.

14. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10 per cent of the total probable amount of contract, limited to a maximum of ` 5,00,000 only. The security deposit will be released only after the successful competition of the contract work and after producing the Non Liability Certificate from the concerned officers.

15. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

16. The post offers and representations sent, after receipt of tender in respect of the work shall at no account be considered.

17. The EMD of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

18. The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

19. The quantity shown in the tender schedule are approximate. The actual extend of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

20. The payment shall be made after completion of the work.

21. The works mentioned in the schedule should be carried out as per the agreement conditions. No extension of time will be allowed. The undersigned has the power to change the starting date of the work.

ദർഘാസിൽ രേഖപ്പെടുത്തിയ തുക വനം വകുപ്പിന്റെ അടങ്കൽ തുകയേക്കാൾ വളരെ കുറഞ്ഞ തുകയാണെങ്കിൽ ടി തുകയ്ക്ക് ടി ജോലി ചെയ്യുവാൻ സാധിക്കുകയില്ലെന്ന് വനം വകുപ്പിന് സംശയം ജനിക്കുകയാണെങ്കിൽ ഇക്കാര്യത്തിൽ കരാറുകാരന്റെ വിശദീകരണം തേടുന്നതും ആയത് ബോദ്ധ്യപ്പെടുകയാണെങ്കിൽ, പ്രത്യേക സെക്യൂരിറ്റി തുകയായി കരാർ തുകയുടെ 10% പരമാവധി `30,000 കരാറുകാരൻ കരാർ സ്ഥിരപ്പെടുത്തുന്നതിനു മുമ്പായി അടയ്ക്കേ≠താണ്. കരാറുകാരൻ സമർപ്പിച്ച വിശദീകരണം ബോദ്ധ്യപ്പെടാത്തപക്ഷം ദർഘാസ് നിരാകരിക്കുവാൻ വനംവകുപ്പിന് അധികാരമുളളതായിരിക്കും.

6. ദർഘാസ് ഫോറത്തിന്റെ എല്ലാ കോളവും പൂരിപ്പിക്കേ≠തും ദർഘാസ് അടങ്ങിയ സീൽ ചെയ്ത കവറിന്റെ പുറത്ത് ജോലിയുടെ പേര് രേഖപ്പെടുത്തേ≠തും ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ റിസർച്ച് നോർത്ത് ഡിവിഷൻ, ചെമ്പൂക്കാവ്, തൃശ്ശൂർ എന്ന വിലാസത്തിൽ ലഭ്യമാക്കേ≠താണ്. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം അവധിയാവുകയാണെങ്കിൽ അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയംവരെ ദർഘാസ് സ്വീകരിക്കുന്നതാണ്.

7. നി›ിത സമയപരിധിക്കകം ലഭിക്കാത്ത ദർഘാസുകൾ ഒരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

8. ഓരോ ദർഘാസിന്റെ കൂടെയും, പൊതുമേഖലാ ബാങ്കിൽ നിന്നോ ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നോ തൃശ്ശൂർ റിസർച്ച് നോർത്ത് ഡിവിഷൻ ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്റർ, ഓഫീസറുടെ പേരിൽ മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി അടക്കം ചെയ്യേ≠താണ്.

9. ദർഘാസിലെ തിരുത്തലുകളിൽ കരാറുകാരന്റെ ഒപ്പു≠ായിരിക്കേ≠താണ്.

10. നി›ിത സമയപരിധിക്കുളളിൽ ലഭിച്ച ദർഘാസുകൾ നി›ിത സമയത്ത് ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ഹാജരായിട്ടുളള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറന്ന് പരിശോധിക്കേ≠താണ്.

11. സാധാരണയായി കുറവ് തുക രേഖപ്പെടുത്തിയ ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. എന്നാൽ ഏത് ദർഘാസ് സ്വീകരിക്കുവാനോ നിരാകരിക്കുവാനോ ഉളള അധികാരം ദർഘാസ് അംഗീകരിക്കുന്ന ഉദ്യോഗസ്ഥന് ഉ≠ായിരിക്കുന്നതാണ്.

12. ദർഘാസ് സമർപ്പിച്ചതിനുശേഷം അത് പിൻവലിക്കുവാൻ കരാറുകാരന് അവകാശം ഉ≠ായിരിക്കുന്നതല്ല.

13. കരാർ അംഗീകരിച്ച വിവരം വിജയിയായ കരാറുകാരന്റെ വിലാസത്തിൽ അറിയിക്കുന്നതും ആയത് ലഭിച്ച് 3 ദിവസത്തിനകം ` 200 മുദ്രപ്പത്രത്തിൽ കരാർ ഒപ്പിടേ≠തുമാണ്. ആയതിൽ വീഴ്ച വരുത്തുന്നപക്ഷം കരാറുകാർ സമർപ്പിച്ച നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും ടി ജോലി കരാറുകാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർദർഘാസ് ചെയ്യുകയോ ര≠ാമത്തെ ദർഘാസുകാരന് ജോലി നൽകുകയോ മറ്റ് വിധത്തിൽ ജോലി ചെയ്യുകയോ ചെയ്യുന്നതാണ്. ആയതുമൂലം സർക്കാരിലേക്ക് ഉ≠ാകുന്ന നഷ്ടം നികത്തുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനാകുന്നതും അല്ലാത്തപക്ഷം കരാറുകാരന്റെ സ്ഥാവരജംഗമ വസ്തുക്കളിൽ നിന്നും റവന്യൂ റിക്കവറി നിയമപ്രകാരം ഈടാക്കുന്നതുമായിരിക്കും.

14. വിജയിയാകുന്ന കരാറുകാരൻ കരാർ തുകയുടെ 10% പരമാവധി ` 5,00,000 (അഞ്ച് ലക്ഷം) സെക്യൂരിറ്റി അടയ്ക്കേ≠താണ്. ടി സെക്യൂരിറ്റി തുക കരാർ ജോലി അവസാനിച്ച് കരാറുകാരന്റെ ബാദ്ധ്യത തിട്ടപ്പെടുത്തിയതിനുശേഷം മാത്രം തിരികെ നൽകുന്നതായിരിക്കും.

15. കരാറുകാരൻ സോൾവൻസി നടത്തിയിട്ടുളള വസ്തുക്കൾ കരാർ കാലാവധിയിൽ അന്യാധീനപ്പെടുത്തുവാൻ പാടുളളതല്ല.

ഇക്കാര്യത്തിൽ ആവശ്യമായ സമ്മതപത്രം കരാർ ഒപ്പിടുന്ന സമയത്ത് നൽകേ≠താണ്.

16. ദർഘാസ് തുറന്നതിനുശേഷം ലഭിക്കുന്ന യാതൊരു വാഗ്ദാനങ്ങളും സ്വീകരിക്കുന്നതല്ല.

17. കരാർ ലഭിക്കാത്ത കരാറുകാരുടെ നിരതദ്രവ്യം വിജയിയായ കരാറുകാരന്റെ ദർഘാസ് സ്ഥിരപ്പെടുത്തിയതിനുശേഷം തിരികെ നൽകുന്നതാണ്.

18. പട്ടികയിൽ കാണിച്ചിട്ടുളള ജോലിയുടെ അളവ് ഏകദേശം മാത്രമാണ്. നടപ്പിലാക്കുന്ന സമയത്ത് അളവിൽ ഏറ്റക്കുറച്ചിലുകൾ ഉ≠ാകുന്നതാണ്. യഥാർ∞ അളവിലുളള ജോലി ചെയ്യുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും.

19. കരാർ പ്രകാരമുളള തുക ജോലി പൂർത്തിയാക്കിയതിനുശേഷം നൽകുന്നതാണ്.

20. മുകളിൽ പറഞ്ഞ ജോലികൾ എഗ്രിമെന്റ ് ക≠ീഷനുകൾ പ്രകാരം നിർവ്വഹിക്കേ≠താണ്. ആയതിനുശേഷം ഒരു കാരണവശാലും സമയം നീട്ടിനൽകുന്നതല്ല. ജോലി തുടങ്ങുന്ന തീയതി മാറ്റം വരുത്തുവാൻ ബന്ധപ്പെട്ട ഉദ്യോഗസ്ഥർക്ക് അധികാരം ഉ≠ായിരിക്കുന്നതാണ്.

21. ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ നിർദ്ദേശം അനുസരിച്ച് മാത്രമേ ടി.എസ്.പി. കളിൽ നിന്ന് വിത്ത് ശേഖരണം നടത്തുവാൻ കരാറുകാരനെ അനുവദിക്കുകയുള്ളൂ.

Conditions

1. Tender form and other details can be obtained from Deputy Conservator of Forests, Research North Division, Thrissur on payment of cash or by Demand Draft drawn in favour Deputy Conservator of Forests, Research North Division, Thrissur payable on any Scheduled/ Nationalized Bank towards cost of tender form. The tender form can also be downloaded from the official website of Kerala Forest Department and if the forms are down loaded from the website. The cost of tender documents should be attached as DD from a Nationalized/ Scheduled bank as mentioned above, along with Part 2 tender. The cost of tender forms once paid is not refundable on any account, nor will the amount be adjusted towards cost of any other tender forms.

2. The tender form shall be used only by the person in whose name it is issued and for the work specified in the schedule attached to the tender form.

3. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Office of the Deputy Conservator of Forests, Research North Division, Thrissur on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. No plea of ignorance of the agreement conditions received after putting in the tender will be entertained.

4. Before submitting the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

5. The tenderer shall quote in the appropriate column in the tender a firm percentage of the basic rate per Ha./Nos.

in figures as well as in words also. Lower of the same only be considered valid and shall be binding on him/ her.

If the Kerala Forest Department feels that the total amount quoted or item wise rate of any of the item quoted is unworkable due to variance to the lower side to an abnormal level with Kerala Forest Department estimated rates, the tenderer may be required to furnish satisfactory explanation on the above respect. In such an event, the Kerala Forest Department has the option to collect special/ extra security deposit to the tune of 10% of the quoted amount subject to a maximum of ` 30,000 from the tenderer before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no explanation is furnished, the Kerala Forest Department has the right to deny the offer of work to the tenderer even though he/ she is the lowest tenderer.

6. The tenderer shall submit the filled up tender form together with all the pages in tact insealed cover addressed to "The Deputy Conservator of Forests, Research North Division, Thrissur" and superscribed "Tender for Name of work.....................in a...........Range so as to reach him in his office at specified date and time. If the date fixed for acceptance of tender happens to be holiday the tenders will be accepted on the next working day at the same hour.

7. Tender received after specified date and time or received without the requisite enclosures or tenders not writtenup proper order or form will not be honored.

8. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for `.................. (Rupees.................) in favour of Deputy Conservator of Forests, Research North Division, Thrissur as Earnest Money Deposit for the work.

9. All the corrections in the tender form shall be initiated by the tenderer himself.

10. The tenders received in due time will be opened by the Deputy Conservator of Forests, Research North Division or his deputy at his office in the presence of such of the tenderers present on that occasion.

11. The lowest tender ordinarily be accepted, but the authority competent to accept the tender reserves to himself the power of accepting or rejecting any tender without assigning any reason thereof.

12. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

13. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a confirmation order issued by the registered letter bearing the address mentioned in the tender. The successful tenderer, within three days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form on a proper non judicial stamp paper (worth ` 200) to be supplied by him at his cost. If the contractor fails to execute the agreement the tender will be cancel and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be retendered at the risk and cost of the tenderer or through any other manner (including through the next higher tenderer). The loss, if any, to the Govt. consequent the default, if not paid by the defaulter with in a reasonable time specified by the Deputy Conservator of Forests, Research North Division shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act, 1968 and such other manner as the Govt. may deem fit. The defaulter however will not be entitled for gain, if any.

14. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10 per cent of the total probable amount of contract, limited to a maximum of ` 5,00,000 only. The security deposit will be released only after the successful competition of the contract work and after producing the Non Liability Certificate from the concerned officers.

15. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

16. The post offers and representations sent, after receipt of tender in respect of the work shall at no account be considered.

17. The EMD of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

18. The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

19. The quantity shown in the tender schedule are approximate. The actual extend of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

20. The payment shall be made after completion of the work.

21. The works mentioned in the schedule should be carried out as per the agreement conditions. No extension of time will be allowed. The undersigned has the power to change the starting date of the work.

Wood collected from Pambanthodu Colony stacked and stored at dumping depot Mannarkkad Forest Sstation and 25 MT Teak fire wood, 4.5 MT Misc. fire wood collected from 1958 TP Pulichippara stacked at Thiruvizhamkunnu Forest Station dumping depot in Mannarkkad Range under Mannarkkad Division will be offered for sale by e-auction on 23 September 2019 at the dumping depot Mannarkkad Forest Station. The Divisional Forest Officer, Mannarkkad reserves all the right to exclude any class or quantity of materials shown in the schedule above for sale. EMD amount of ` 20,000 can be remitted through online payment system to MSTC by 2 p.m. on the previous day of the e-auction.

The buyer registration number has to be mentioned while paying the EMD. If the sale value of bid materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be forfeited.

The successful bidder, 35% of the bid value after adjusting the EMD already remitted shall be paid within 7 working days of issuance of acceptance letter.

The mode of payment is through e-treasury of Government of Kerala.

All bids/e-auction documents are to be submitted online only and in the designated online cover(s) on the www.mstcecommerce.com website and e-auction document submitted manually/through post will not be entertained.

Online e-auction bids are to be accompanied with relevant documents. E-auction/bids received online without the scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification on this e-auction can be obtained from NIC/the e-auction help desk number available in the www.mstcecommerce.com website and from the Office of the Divisional Forest Officer, Mannarkkad during the office hours. The details regarding e-payment (Bidders Bank Account Number, where he/she is having core banking facility and email ID) should be submitted along with the e-auction document. E-auction documents without these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will not be responsible for any inconvenience or loss to the bidder while uploading/downloading the bid.

The bidders who wished to participate in the e-auction should produce a certificate showing the permanent address and signature of the bidders duly attested by the concerned Village Officer or any other approved identity document along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be eligible to participate in the e-auction.

Intending persons may ensure the quantity or quality of materials put up for e-auction before the commencement of the same and no complaints will be entertained after e-auction. The quantity may become ready for sale after the publication of this notification will also be included in the tender cum auction. Any further notification to the sale conditions that may be issued by the Government after the issuance of this notification will also be applicable to this tender cum auction. The unsold materials in the e-auction will be placed along with the materials that may in the dumping depots on subsequent dates will be sold on the next auction date shown in the schedule and separate notification will not be published for the same.

If any modifications or change in the sale conditions are intimated by the Additional Principal Chief Conservator of Forests (Protection), Thiruvananthapuram that will also be applicable to this e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above schedule or to cancel the e-auction of any material without further notice.
