ഓരോ ദർഘാസുകളും ഗവ. ആയൂർവേദ കോളേജ് പ്രിൻസിപ്പാളിന്റെ മേൽവിലാസത്തിൽ പ്രത്യേകം കവറിലാക്കി സീൽ ചെയ്ത് കവറിന് പുറത്ത് 'തിരുവനന്തപുരം ഗവൺമെന്റ ് ആയൂർവേദ കോളേജ് ഫാർമസിയിൽ റൂട്ട് വാഷിംഗ് മെഷീൻ വിതരണം ചെയ്യുന്നതിനുള്ള ടെ≠ർ' എന്ന് രേഖപ്പെടുത്തി 10-10-2019 ഉച്ചയ്ക്ക് 3 മണിവരെ സമർപ്പിക്കാവുന്നതാണ്. 10-10-2019-ന് ഉച്ചയ്ക്കുശേഷം 3.30 മണിക്ക് ദർഘാസുകൾ നിയമാനുസരണം തുറക്കുന്നതായിരിക്കും. യാതൊരു പാടില്ലാത്തതാകുന്നു. ദർഘാസ് ഫോറങ്ങളുടെ വിൽപ്പന 9-10-2019 ഉച്ചയ്ക്ക് 3 മണിക്ക് അവസാനിക്കുന്നതാണ്.

ഫോറങ്ങൾ തപാൽമാർഗ്ഗം ആവശ്യമുള്ളവർ ദർഘാസ് ഫോറത്തിന്റെ വിലയേക്കാൾ ` 50 കൂടുതൽ മണിയോർഡർ ആയി അയയ്ക്കേ≠താകുന്നു. ദർഘാസിൽ രേഖപ്പെടുത്തി യിരിക്കുന്ന വില നിരക്കുകൾ ദർഘാസ് അംഗീകരിച്ച് നൽകുന്ന തീയതി മുതൽ ഒരു വർഷം വരെയുള്ള കാലയളവിനുള്ളിൽ മാറ്റം വരുത്താൻ പാടില്ലാത്തതാകുന്നു.

Sealed competitive tenders are invited for the Supply and Installation of Root Washing Machine to Government Ayurveda College Pharmacy, Thiruvananthapuram for the year 2019-20.

The envelopes containing the tender should bear the superscription ''Supply of Root Washing Machine to Government Ayurveda College Pharmacy, Thiruvananthapuram for the year 2019-20'' and addressed and which is not refundable under any circumstances.

Tender forms are not transferable. Sale of tender forms will be closed at 3 p. m. on 9-10-2019. Cheque, Postage Stamps etc. will not be accepted towards the cost of forms. Those who wish to purchase tender forms by post shall send an additional amount of ` 50 by money order to cover postal charges. Duplicate tender forms, if required will be issued at ` 750.

H. Image Storage and Transmission

• Hard disc storage capacity should be of 4000 or more images.

• The systems should support storage of images on compact discs and DVDs.

• The system should be DICOM ready (like send, receive, print, record on CD/DVD, acknowledge etc.) for connectivity to any network, computer/PC etc. in DICOM format.

• Easy integration and networking should be possible with any other existing/future networking including other modalities, HIS and RIS and PACS. Vendor will connect it to existing/future network without extra cost.

I. X-Ray Room

• The installation of the Digital X-ray unit should be done on a turn-key basis which includes lead paneling of the room that will station the equipment and licensing of the installation from AERB.

• The tenderer must visit the MSVH prior to participating in the tender and should check the conformity of the room where the equipment will be stationed.

• The area stationing the equipment must have a threefold lead barrier Mounting should be done in heavy type casters.

• The room should have a view panel made of at least 1.5 mm thick X- ray protective glass or equivalent.

• The centre part of the lead barrier should be at least 3 feet wide and 6 feet high. The sides should have a width of at least 1.5 feet and a height of 6 feet.

• The tenderer must provide four units of Lead aprons that should be light weight and AERB approved.

Certificate to this effect must accompany the tender documents.

• Thyroid guards, four in numbers should be supplied with the lead aprons.

J. Accessories

• Suitable UPS for the Workstation with a backup for at least 30 minutes.

K. Warranty/After Sale Service

• Two year comprehensive onsite warranty of entire system (Spares and labour) including X-ray tube and all accessories.

• 95% uptime guarantee should be given. In case down time exceeds 5%, penalty in the form of extended warrantee, double the number of days for which the equipment goes out of service, will be applied.

• In case of merger and acquisition of any participating vendor/manufacturer, the onus of providing the services will be on the manufacturing firm and undertaking regarding the same to be submitted by all quoting vendors.

• Post Warranty tendering firm need to undertake comprehensive maintenance contract for next 8 years and the prices for the same need to be quoted separately as optional.

• Prices of all optionally quoted items need to be quoted separately.

L. Installation and Turnkey

• All site approval, layout approval and registration of equipment from AERB shall be the responsibility of the supplier.

• Following commissioning permission to operate will also be the responsibility of the supplier. Institute shall on its part, provide all necessary documentary support.

• On-site Training to the X-Ray technician of MSVP must be provided by the supplier. The payment shall be released only after the X-Ray technician successfully submits 20 X-Ray documents handled by him/her successfully.

M. Essential Certification

• Radiation safety certificate - offered model must have a valid AERB type approved at the time of submission of tender as well as at the time of completion of installation and handling over of the unit.

• Quality Certificate - CE (European) or US FDA approval for the system should be in force and documents in support of this should be provided.

N. Optional Accessories:

• Detector Center tracking for table applications.

• The optional accessories should be quoted in a separate sheet as Annexure - 1 in the financial bid. The price quoted for these accessories may not form a part of the main tender and these will be procured subject to availability of funds.

Special Conditions

1. The rates quoted should be inclusive of all taxes and should be in Indian currency.

1. The period for which the rates to be in firm—

One year.

2. The rates should be inclusive of sales tax and for free delivery at the department concerned, otherwise the tender will be rejected.

3. The Opening of tenders—Technical bids of the offers received with requisite EMD or Bid security with samples will be opened on 10-10-2019 at 3 p. m. in the presence of the representatives of the firms who may be present at that time. All tenders received without EMD will be rejected outright. 4. All the tenderers who quoted for the supply of above equipments are required to be ready for demonstration of equipments and the date of the same will be informed later.

5. Intending tenderer may, on application to the Director, Forensic Science Laboratory, Kerala obtain requisite tender forms on which the tenders should be submitted or download the tender forms from the Kerala Police website www.keralapolice.gov.in. The tenderer who download forms should submit the required tender value as a Demand Draft along with the tender.

6. Earnest Money Deposit (EMD) should be furnished along with the tender. EMD may be submitted either in crossed Bank Drafts/Treasury Savings Bank Deposits/Government Promissory notes/Bank Guarantee or National Saving Certificates drawn in favour of Director, Forensic Science Laboratory, Thiruvananthapuram, Kerala-695 010. The name of the firm and tender number should be mentioned in the reverse side of the EMD and tender cost. 7. Intending tenderer also shall include charges for installation (of technical items), training of officers and on-site support for at least for 3 years as warranty. The charges for CMC/AMC/ATS for a period of 3 years thereafter may be incorporated in the tenders separately.

8. Specification of the equipment shall be obtainable from Forensic Science Laboratory during working hours of FSL or from the Police website as mentioned above. The firms should also furnish the detailed specifications, make, brochures, technical support network in Kerala, etc. of the items along with tenders. The tenders without any detailed specifications of quoted items, brochures, make etc. will be rejected forthwith. The tenders without separate envelope and not superscribing the tender number etc. will be rejected.

9. Preference will be given to the products submitted by the manufacturer or their authorized dealers having authorization from the original equipment manufacturer. Similarly preference will be given to the tenderer having experience of supplying similar/same items to Govt. Departments or Organizations, for which the tenderer has to produce proof of purchase/installation/satisfaction of the customer.

10. In the case of Foreign Equipments, the rates are to be quoted in Indian Rupees also. Preference will be given to those who are ready to supply the item without opening Letter of Credit. Ordinarily, no advance payment will be made for procuring any of the above items. In case, advance payment has to be made, a clear case has to be made out by the tenderer. However this will be only in extraordinary circumstances.

11. As the equipment is urgently required, the selected bidder will have to supply the item without loss of time preferably within one month. In case there is any delay in supplying the items due to any pressing circumstances, the tenderer must cite adequate, justifiable grounds in writings.
