കേരള ഗവർണ്ണർക്ക് വേ≠ി തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസർ ദർഘാസുകൾ ക്ഷണിച്ചുകൊള്ളുന്നു. തിരുവനന്തപുരം ഡിവിഷനിലെ കുളത്തൂപ്പുഴ റെയിഞ്ചിൽ 2019-20 വർഷത്തെ താഴെപ്പറയുന്ന പ്രവർത്തികൾക്ക് മത്സര സ്വഭാവമുള്ളതും മുദ്ര വച്ചതുമായ ദർഘാസുകൾ, വനം വകുപ്പിൽ രജിസ്റ്റർ ചെയ്തിട്ടുള്ള അംഗീകൃത കരാറുകാരിൽ നിന്നും കേരള വനംവന്യജീവി വകുപ്പിന്റെ G. O. (Ms.) 26/17/F & WLD തീയതി 20-5-2017-ലെ ഉത്തരവ് പ്രകാരമുള്ള ടെ≠ർ വ്യവസ്ഥകൾക്കും നിലവിലെ ഇതുമായി ബന്ധപ്പെട്ട മറ്റ് വ്യവസ്ഥകൾക്കും വിധേയമായി 22-11-2019-ാം തീയതി ഉച്ചയ്ക്ക് 1 മണി വരെ തിരുവനന്തപുരം ഡിവിഷണൽ ഫോറസ്റ്റ് ആഫീസറുടെ കാര്യാലയത്തിൽ ലഭിക്കത്തക്കവിധം ക്ഷണിച്ചുകൊളളുന്നു.

It is hereby notified for the general information of the public that the sealed tenders are invited from the registered forest contractors for executing various forestry works 2019-20 of Kulathupuzha Range under Thiruvananthapuram Forest Division as specified in the schedule appended below. The tender forms will be issued from the Divisional Forest Officer, Thiruvananthapuram up to 11.30 a. m. on 22-11-2019 on remitting the cost of tender form. The filled up and sealed tender form with sufficient EMD can be submitted up to 1 p. m. on 22-11-2019. The tender will be opened at 3 p. m. on 22-11-2019 at Divisional Forest Office, Thiruvananthapuram subject to the terms and conditions of G. O. (Ms.) No. 26/2017/F & WLD dated 20-5-2017 of Forest and Wild Life Department. In case the notified date happens to be public holiday, the re-tender will be conducted on 25-11-2019 at the notified place and time.

2. ദർഘാസ് ഫോറവും (കൈമാറ്റം ചെയ്യാവുന്നതല്ല) മറ്റ് വിശദവിവരങ്ങളും ഈ ഓഫീസിൽ നിന്നും പ്രവർത്തി ദിവസങ്ങളിൽ ലഭിക്കുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില പണമായോ, ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേർക്കെടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റായോ ഒടുക്കാവുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില സർക്കാർ കാലാകാലങ്ങളിൽ നി›യിക്കുന്ന നിരക്കിലായിരിക്കും. ദർഘാസ് ഫോറം വനം വകുപ്പിന്റെ വെബ്സൈറ്റിൽ നിന്നും ഡൗൺലോഡ് ചെയ്ത് എടുക്കാവുന്നതാണ്. അപ്രകാരം ചെയ്യുകയാണെങ്കിൽ ദർഘാസ് ഫോറത്തിന്റെ വില ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും എടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റ്, പാർട്ട്-1 ദർഘാസിന്റെ കൂടെ ഉള്ളടക്കം ചെയ്തിരിക്കേ≠താണ്. ഒരിക്കൽ ഒടുക്കിയ ദർഘാസ് ഫോറത്തിന്റെ വില ഒരു കാരണവശാലും മടക്കി നൽകുന്നതല്ല. മറ്റ് ദർഘാസ് ഫോറത്തിന്റെ വിലയായി അഡ്ജസ്റ്റ് ചെയ്യുന്നതുമല്ല.

3. ഒരു വ്യ‡ിയുടെ പേരിൽ നൽകിയിട്ടുള്ള ദർഘാസ് ഫോറം ആ വ്യ‡ിക്കുമാത്രവും ടെ≠ർ ഫോറത്തോടൊപ്പം ഉള്ളടക്കം ചെയ്തിട്ടുള്ള ജോലിക്കും മാത്രമേ ഉപയോഗിക്കാൻ പാടുളളൂ.

5. ദർഘാസ് സമർപ്പിക്കുന്നതിനു മുൻപായി ജോലി നടത്തേ≠ സ്ഥലവും ജോലിയുടെ സ്വഭാവവും പരിശോധിച്ച് മനസ്സിലാക്കുകയും ആയതിനനുസരിച്ച് നിരക്ക് രേഖപ്പെടുത്തേ≠തുമാണ്. ദർഘാസ് സമർപ്പിച്ചതിനുശേഷം ഒരു കാരണവശാലും നിരക്ക് വർദ്ധിപ്പിക്കുന്നതല്ല.

6. ദർഘാസിൽ പങ്കെടുക്കുന്ന ആൾ ദർഘാസ് ഷെഡ്യൂളിൽ പറയുന്ന പ്രകാരമോ ഒരു കിലോമീറ്റർ ഫയർലൈൻ എടുക്കുന്നതിനുള്ള അടിസ്ഥാന നിരക്കിന്റെ ഇത്ര ശതമാനമോ എന്ന് ദർഘാസ് ഫോറത്തിലെ പ്രസ‡ കോളത്തിൽ അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തേ≠താണ്. അക്കത്തിലും അക്ഷരത്തിലും വ്യത്യസ്ത നിരക്കുകളാണ് രേഖപ്പെടുത്തുന്നതെങ്കിൽ അതിൽ കുറഞ്ഞ നിരക്കായിരിക്കും പരിഗണിക്കുക. ആയത് അംഗീകരിക്കാൻ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനാണ്. 7. ദർഘാസ് സമർപ്പിക്കുന്ന വ്യ‡ി ദർഘാസിന്റെ എല്ലാ പേജുകളും ഉ≠െന്ന് ഉറപ്പുവരുത്തി സീൽ ചെയ്ത കവറിനു പുറത്ത് ജോലിയുടെ പേര് രേഖപ്പെടുത്തി ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേർക്ക് 27-11-2019 പകൽ മൂന്ന് മണിക്ക് മുൻപായി സമർപ്പിക്കേ≠താണ്. ദർഘാസ് സമർപ്പിക്കേ≠ അവസാന തീയതി അവധിയായി പ്രഖ്യാപിക്കപ്പെടുന്നപക്ഷം തൊട്ടടുത്ത ദിവസം അതേ സമയത്തും സ്ഥലത്തും സ്വീകരിക്കുന്നതായിരിക്കും.

9. ഓരോ ടെ≠റിനോടുമൊപ്പം ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേരിൽ എടുത്തിട്ടുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി ചേർത്തിരിക്കേ≠താണ്.

10. ദർഘാസിൽ എന്തെങ്കിലും തിരുത്തലുകൾ വരുത്തിയിട്ടു≠െങ്കിൽ ആയത് ദർഘാസുകാരൻ തന്നെ ഇനിഷ്യൽ ചെയ്തിരിക്കേ≠താണ്.

11. ലഭിച്ചിട്ടുള്ള ദർഘാസുകളുടെ ഒന്നാം ഭാഗം (പാർട്ട് 1) ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ 27-11-2019-ന് പകൽ 3.30-ന് റിസർച്ച് സൗത്ത് ഡിവിഷൻ ഓഫീസിൽ വച്ച് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

12. ദർഘാസുകളുടെ ഒന്നാം ഭാഗം അംഗീകരിച്ചിട്ടുള്ള ദർഘാസുകാരുടെ ദർഘാസുകളുടെ ര≠ാം ഭാഗം (നിരക്ക് രേഖപ്പെടുത്തിയത്) തുടർന്ന് തുറക്കുന്നതായിരിക്കും. ര≠ാം ഭാഗം തുറക്കുന്ന തീയതിയും സമയവും ഒന്നാം ഭാഗം അംഗീകരിച്ച ഉടൻതന്നെ പ്രഖ്യാപിക്കുന്നതായിരിക്കും.

13. സാധാരണഗതിയിൽ കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. പക്ഷേ തീരുമാനമെടുക്കാൻ അധികാരമുള്ള ഉദ്യോഗസ്ഥന് ഒരു കാരണവും പറയാതെ തന്നെ ദർഘാസ് സ്വീകരിക്കുവാനോ നിരസിക്കുവാനോ അധികാരം ഉ≠ായിരിക്കും.

14. സാമ്പത്തിക നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസിന്റെ ര≠ാം ഭാഗം തുറന്ന് മൂന്ന് മാസത്തിനകം ഓഫർ പിൻവലിക്കുവാൻ ഒരു ദർഘാസുകാരനേയും അനുവദിക്കുന്നതല്ല.

15. കാലാകാലങ്ങളിൽ കേരള ഗവൺമെന്റ ് നി›യിക്കുന്ന നികുതികൾ ഈ പ്രവർത്തിക്കും ബാധകമാണ്.

16. ആരുടെ ദർഘാസാണോ സ്വീകരിച്ചിട്ടുള്ളത്, പ്രസ്തുത വിവരം ടി വ്യ‡ിയെ ദർഘാസിൽ കൊടുത്തിരിക്കുന്ന വിലാസത്തിൽ രജിസ്ട്രേഡ് കത്ത് മുഖാന്തിരം അറിയിക്കുന്നതാണ്. വിജയിയായ ദർഘാസുകാരൻ 7 ദിവസത്തിനകം ടിയാന്റെ ചെലവിൽ പി. എ. സി.-യുടെ 0.1% മൂല്യമുള്ള മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി ഒപ്പ് വയ്ക്കേ≠താണ്.

ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പ് വയ്ക്കുന്നതിൽ പരാജയപ്പെട്ടാൽ ദർഘാസ് റദ്ദാക്കുന്നതും ടിയാൻ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം വനംവകുപ്പിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. തുടർന്ന് ജോലികൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ തൊട്ടടുത്ത നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള വ്യ‡ിയെക്കൊ≠് ചെയ്യിക്കുന്നതുൾപ്പെടെയുള്ള മറ്റ് മാർഗ്ഗങ്ങളിൽ കൂടി നടത്തുന്നതാണ്. ആയതിൽ വച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ാകുന്ന പക്ഷം ആയത് ആദ്യ ദർഘാസുകാരൻ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്ന നി›ിത സമയത്തിനുള്ളിൽ ഒടുക്കിയില്ലായെങ്കിൽ ആയത് പൊതുമുതലിനുള്ള കുടിശ്ശികയായി കണക്കാക്കുന്നതും ആയത് 1968-ലെ കേരള റവന്യൂ റിക്കവറി ആക്ടിലെ വ്യവസ്ഥകൾ പ്രകാരമോ, സർക്കാരിന് യു‡മെന്ന് തോന്നുന്ന മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതുമാണ്. സർക്കാരിന് എന്തെങ്കിലും നേട്ടമു≠ാകുന്നപക്ഷം വീഴ്ച വരുത്തിയ ദർഘാസുകാരന് ആയതിൽ യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

17. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പ് വയ്ക്കുന്ന സമയത്ത് കോൺട്രാക്ട് തുകയുടെ 10% രൂപ സെക്യൂരിറ്റിയായി ഒടുക്കേ≠താണ്. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി, ബന്ധപ്പെട്ട ഓഫീസറിൽ നിന്നും ലഭ്യമാകുന്ന ബാദ്ധ്യതാ രഹിത സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് മാത്രമേ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുകയുള്ളൂ.

18. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പ് വയ്ക്കുന്ന സമയത്ത് സോൾവൻസി സർട്ടിഫിക്കറ്റിൽ ഉൾപ്പെട്ടിട്ടുള്ള വസ്തുവകകൾ കോൺട്രാക്റ്റ് പീരിയഡിൽ വിൽക്കുകയോ, പണയം വയ്ക്കുകയോ കൈമാറ്റം ചെയ്യുകയോ ചെയ്യില്ലെന്ന് ഒരു സമ്മതപത്രം നൽകേ≠താണ്.

19. ദർഘാസ് ലഭിച്ചതിനുശേഷം ടി ജോലിയെ സംബന്ധിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ പരാതികളോ ഒരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

20. ദർഘാസിൽ പങ്കെടുത്തിട്ടുള്ള വിജയികളാകാത്ത ദർഘാസുകാരുടെ നിരതദ്രവ്യം ടെ≠ർ നടപടികൾ അവസാനിച്ചാൽ ഉടൻതന്നെ തിരികെ നൽകുന്നതാണ്.

21. ദർഘാസിനോടൊപ്പമുള്ള ഷെഡ്യൂളിൽ പറയുന്ന അളവുകൾ ഏകദേശമായിരിക്കും. ജോലികൾ ചെയ്തു വരുമ്പോൾ അളവുകളിൽ വ്യത്യാസം വരാവുന്നതാണ്.

22. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിട്ടുള്ള അളവ് ഏകദേശം മാത്രമാണ്.

23. ഉടമ്പടി കാലാവധിക്കുള്ളിൽ ബന്ധപ്പെട്ട കോൺട്രാക്ടർ ഫയർലൈൻ കരിയില വിമു‡മായി സൂക്ഷിച്ച് തോട്ടം തീ കയറാതെ സംരക്ഷിക്കേ≠താണ്.

24. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി നി›ിത ഫോറത്തിലുള്ള ബില്ല് തയ്യാറാക്കി സമർപ്പിക്കുന്ന മുറയ്ക്ക് ര≠ോ അതിലധികമോ തവണകളായി ബിൽ തുക നൽകുന്നതാണ്. തുക നൽകുന്നത് ചെക്കായോ ഇ-പെയ്മെന്റ ് ആയി മാത്രമോ ആയിരിക്കുന്നതാണ്.

(1) ഫയർലൈൻ ജോലികൾ പൂർത്തിയാക്കി ചെക്ക് മെഷർ ചെയ്തതിനുശേഷം കോൺട്രാക്ട് തുകയുടെ 80% ഒന്നാം ഘട്ടമായി നൽകുന്നതായിരിക്കും.

(2) 45 ദിവസം കഴിഞ്ഞ് പരിശോധനയ്ക്കുശേഷം ര≠ാം ഗഡുവായി ബാക്കി 20% തുക നൽകുന്നതായിരിക്കും.

26. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിരിക്കുന്ന ജോലികളുടെ അളവിൽ സ്ഥലത്തിന്റെ പ്രത്യേകത അനുസരിച്ച് കുറവ് വരുത്താനോ ജോലി ക്യാൻസൽ ചെയ്യാനോ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അധികാരമു≠ായിരിക്കും. ആയത് വിജയിയായ ദർഘാസുകാരന് ബാധകമായിരിക്കും. ദർഘാസ് ഷെഡ്യൂളിൽ ഉൾപ്പെട്ടിട്ടില്ലാത്ത ഏതെങ്കിലും എെറ്റങ്ങൾ വ്യ‡മായ കാരണങ്ങളാൽ ഉൾപ്പെടുത്തേ≠തു≠െങ്കിൽ ആ ജോലി ചെയ്യുന്നതിന് വിജയിയായ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും. ആയതിന് നിലവിലുള്ള ഫോറസ്റ്റ് ഷെഡ്യൂൾ റേറ്റ് പ്രകാരം കണക്കാക്കിയ നിരക്ക് പ്രകാരം തുക നൽകുന്നതായിരിക്കും.

CONDITIONS

2. Tender form (Appendix 9) and other details (Not transferable) can be obtained from Deputy Conservator of Forest (Research South) Office on payment of Cash or by Demand Draft (DD) drawn in favour of Deputy Conservator of Forests (Research South), Thiruvananthapuram payable on any Scheduled/ Nationalized Bank. The cost of tender form will be fixed by Government from time to time. The application can also be downloaded from the official website of Kerala Forest Department and if the forms are downloaded from the website the cost of tender documents should be attached along with D D from a Nationalized/ Scheduled Bank as mentioned above, along with Part I tender. The cost of tender forms once paid will be neither refundable on any account, not be adjusted towards cost of any other tender forms.

3. The tender form shall be used only by the person in whose name it is issued and for the work specified in the Schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Deputy Conservator of Forests (Research South) office on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. Any plea of ignorance of the agreement conditions or any complaint regarding the said conditions received after the time of tender will not be entertained.

5. Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

6. The tenderer shall quote a firm percentage of the PAC or as in the schedule both in figures as well as in words in the appropriate column in the tender form. In the case of quoting different total amount in words and figures, least of the same will be considered valid and shall be binding on him/her.

7. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Deputy Conservator of Forests (Research South) Division, Thiruvananthapuram" and superscribed Tender for (Name of work as specified in the first part of tender notice) so as to reach this office as specified in the first part of tender notice.

8. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

9. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount specified against each work as per the notification in favour of the Deputy Conservator of Forests (Research South) Office, Thiruvananthapuram, as Earnest Money Deposit for the work.

10. SSI Units are exempted from remitting EMD, such units should produce necessary eligiblility certificates obtained from the Manager, District Industries Centre concerned.

11. All the corrections in the tender form shall be initialed by the tenderer himself.

12. Part I of the tenders received in due time will be opened by the Deputy Conservator of Forest deputy at the time specified in the first part of tender notice in the presence of such of the tenderers present on that occasion.

13. Part-II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on the scheduled date of tender.

14. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the power of accepting or rejecting any tender without assigning any reason thereof.

15. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

16. All the taxes prevailing at the time is applicable to this tender.

17. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer, within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form (Appendix 11) on a proper non-judicial stamp paper (worth 0.1% of PAC) to be supplied by him at his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Deputy Conservator of Forest, shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

18. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10 percent of the total Probable Amount of Contract. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liability Certificate from the concerned officers.

19. The successful tenderer shall given an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

20. The post-offers and representations sent, after receipt of the tender in respect of the work shall not be considered on any grounds.

21. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

22. The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.

23. The details shown in the tender schedule is approximate. The actual extent of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

24. The contractor has to keep the fire line free from leaf litters throughout the contract period.

25. Payment in two installments will be made to the contractor on specific request and on submission of bill in the prescribed format at the following stages provided the condition specified are achieved. Payment will be made through crossed cheques or e-payment only.

26. Different stages at which payment will be made to the contractor for fire line certain works are as follows:

(i) First part payment up to 80% of the agreed amount after proper completion of the work as specified.

(ii) Second part payment up to 100% of the agreed amount will be after 45 days of completion of fire line creation works provided the entire fire line is maintained properly, free from leaf litters.

27. Different stages at which payment will be made to the contractor for maintenance of research plots are as follows:

(i) First part payment up to 40% of the agreed amount after completion of first weeding.

(ii) Second part payment up to 100% of the agreed amount after the completion of maintenance and the plantation is maintained free from weeds.

28. It shall be open to the Deputy Conservator of Forest to cancel/reduce the quantity of works to be executed in the attached schedule based on site conditions and the Deputy Conservator of Forest decision will be binding on the successful tenderer. If any additional item/s of work which are not included in the schedule are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing forest schedule of rate.

29. Kerala Forest Department reserves the right to execute the work through any other mode of execution other than through contract system if the tender offered by the contractors is not feasible according to the Department.

30. The undersigned reserves the right to cancel the tender without assigning any reason.

1. ദർഘാസ് ഫോറവും (കൈമാറ്റം ചെയ്യാവുന്നതല്ല) മറ്റ് വിശദവിവരങ്ങളും ദർഘാസ് ഫോറത്തിന്റെ വില പണമായി ഒടുക്കുകയോ ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും പുനലൂർ ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ പേർക്കെടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റായി അയയ്ക്കുന്നവർക്ക് ടെ≠ർ ഫോറം ലഭ്യമാകുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില സർക്കാർ കാലകാലങ്ങളിൽ നി›യിക്കുന്ന നിരക്കിലായിരിക്കും. ദർഘാസ് ഫോറം വനം വകുപ്പിന്റെ വെബ്സൈറ്റിൽ നിന്നും ഡൗൺലോഡ് ചെയ്ത് എടുക്കാവുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്ന് എടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റായി ദർഘാസിന്റെ കൂടെ ഉള്ളടക്കം ചെയ്തിരിക്കേ≠താണ്. ഒരിക്കൽ ഒടുക്കിയ ദർഘാസ് ഫോറത്തിന്റെ വില ഒരു കാരണവശാലും മടക്കി നൽകുന്നതല്ല. മറ്റു ദർഘാസ് ഫോറത്തിന്റെ വിലയായി അഡ്ജസ്റ്റ് ചെയ്യുന്നതുമല്ല.

2. ഒരു വ്യ‡ിയുടെ പേരിൽ നൽകിയിട്ടുള്ള ദർഘാസ് ഫോറം ആ വ്യ‡ിക്കു മാത്രവും ടെ≠ർ ഫോറത്തി നോടൊപ്പം ഉള്ളടക്കം ചെയ്തിട്ടുള്ള ജോലിക്കും മാത്രമേ ഉപയോഗിക്കാൻ പാടുള്ളൂ.

3. ടെ≠ർ സമർപ്പിക്കുന്നതിനുമുമ്പായി ഒപ്പിടേ≠ എഗ്രിമെന്റിലെ വ്യവസ്ഥകൾ മനസ്സിലാക്കിയിരിക്കേ≠ താണ്. എഗ്രിമെന്റ ിന്റെ കരട് പുനലൂർ ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും ലഭ്യമാകുന്നതാണ്. ദർഘാസ് വ്യവസ്ഥകളും മനസ്സിലാക്കിയിരിക്കേ≠താണ്. പൂരിപ്പിച്ച ദർഘാസ് സമർപ്പിച്ചതിനുശേഷം എഗ്രിമെന്റ ് വ്യവസ്ഥകൾ മനസ്സിലാക്കിയിരുന്നില്ല എന്ന വാദമോ വ്യവസ്ഥകൾ സംബന്ധിച്ച എന്തെങ്കിലും പരാതികളോ പരിഗണിക്കുന്നതല്ല.

4. ദർഘാസ് സമർപ്പിക്കുന്നതിന് മുമ്പായി ജോലി നടത്തേ≠ സ്ഥലവും ജോലിയുടെ സ്വഭാവവും പരിശോധിച്ച് മനസ്സിലാക്കുകയും ആയതിനനുസരിച്ച് നിരക്ക് രേഖപ്പെടുത്തേ≠തുമാണ്. ആയതിന് ശേഷം ഒരു കാരണവശാലും നിരക്ക് വർദ്ധിപ്പിക്കുന്നതല്ല.

5. ദർഘാസിൽ പങ്കെടുക്കുന്ന ആൾ ദർഘാസ് ഷെഡ്യൂളിൽ പറയുന്ന പ്രകാരമോ ഒരു കിലോമീറ്റർ ഫയർ ലൈൻ എടുക്കുന്നതിനുള്ള അടിസ്ഥാന നിരക്കിന്റെ ഇത്ര ശതമാനം എന്ന് ദർഘാസ് ഫോറത്തിലെ പ്രസ‡ കോളത്തിൽ അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തേ≠താണ്. അക്കത്തിലും അക്ഷരത്തിലും വ്യത്യസ്ത നിരക്കുകളാണ് രേഖപ്പെടുത്തുന്നതെങ്കിൽ അതിൽ കുറഞ്ഞ നിരക്ക് പ്രാബല്യത്തിലുള്ളതായി പരിഗണിക്കുന്നതായിരിക്കും. ആയത് അംഗീകരിക്കാൻ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനാണ്. ദർഘാസ് ഫോറത്തിൽ രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്ക് ജോലി പൂർത്തിയാക്കാൻ കഴിയുന്നതിലും വളരെ കുറവാണെന്ന് വനം വകുപ്പ് കാണുന്നപക്ഷം ആയത് സംബന്ധിച്ച് ദർഘാസുകാരനിൽ നിന്നും തൃപ്തികരമായ വിശദീകരണം നൽകാൻ ആവശ്യപ്പെടുന്നതുമാണ്. ഇത്തരം സന്ദർഭത്തിൽ ദർഘാസ് അംഗീകരിക്കുന്നതിന് മുമ്പായി രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്കിന്റെ 10% പരമാവധി ` 30,000 പ്രത്യേക/അധിക സെക്യൂരിറ്റിയായി ഒടുക്കുവാൻ ആവശ്യപ്പെടാവു ന്നതാണ്. വിശദീകരണം തൃപ്തികരമല്ല എന്ന് കാണുന്നപക്ഷം അഥവാ വിശദീകരണം നൽകിയി ട്ടില്ലായെങ്കിൽ ഏറ്റവും കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തി യിട്ടു≠െങ്കിലും ആയത് നിരസിക്കുന്നതിനുള്ള അധികാരം വനം വകുപ്പിൽ നിക്ഷിപ്തമാണ്.

6. ദർഘാസ് സമർപ്പിക്കുന്ന ആൾ ദർഘാസിന്റെ എല്ലാ പേജുകളും ഉ≠െന്ന് ഉറപ്പുവരുത്തി സീൽ ചെയ്ത കവറിനു പുറത്ത് ദർഘാസ് പരസ്യത്തിൽ കാണിച്ചിട്ടുള്ള ജോലിയുടെ പേര് രേഖപ്പെടുത്തി പുനലൂർ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറെ അഡ്രസ്സ് ചെയ്ത് ദർഘാസ് നോട്ടീസിൽ പറയുന്ന സമയത്തിന് മുമ്പായി സമർപ്പിക്കേ≠താണ്. ദർഘാസ് സമർപ്പിക്കേ≠ അവസാന തീയതി അവധിയായി പ്രഖ്യാപിക്കപ്പെടുന്നപക്ഷം തൊട്ടടുത്ത ദിവസം അതേ സമയത്ത് സ്വീകരിക്കുന്നതായിരിക്കും.

7. നി›ിത തിയതിക്കും സമയത്തും ലഭിക്കാത്ത അപേക്ഷകളും ആവശ്യമായ രേഖകൾ ഉൾപ്പെടുത്താ ത്തതോ നി›ിത ഫോറത്തിലും നി›ിത ക്രമത്തിലും എഴുതാത്തതോ ആയ ദർഘാസുകൾ പരിഗണി ക്കുന്നതല്ല.

8. ഓരോ ടെ≠റിനോടുമൊപ്പം ദേശസാൽകൃത/ ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നും പുനലൂർ ടിമ്പർ സെയിൽ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടെ പേരിലെടുത്ത ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി ചേർത്തിരിക്കേ≠താണ്.

9. ദർഘാസിൽ എന്തെങ്കിലും തിരുത്തലുകൾ വരുത്തിയിട്ടു ≠െങ്കിൽ ആയത് ദർഘാസുകാരൻ തന്നെ ഇനിഷ്യൽ ചെയ്തിരിക്കേ≠താണ്.

10. ലഭിച്ചിട്ടുള്ള ദർഘാസുകൾ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന ആളോ 29-11-2019, 3.30-ന് അദ്ദേഹത്തിന്റെ ഓഫീസിൽ വെച്ച് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

(എ) ഏതെങ്കിലും കാരണവശാൽ 29-11-2019-ന് ദർഘാസ് നടക്കാത്തപക്ഷം 6-12-2019-ന് ഇതേ സ്ഥലത്തും ഇതേ സമയത്തും ദർഘാസ് നടത്തുന്നതാണ്.

11. സാധാരണഗതിയിൽ കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തി യിട്ടുള്ള ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. പക്ഷേ തീരുമാനമെടുക്കാൻ അധികാരമുള്ള ഉദ്യോഗസ്ഥന് ഒരു കാരണവും പറയാതെ തന്നെ ദർഘാസ് സ്വീകരിക്കാനോ നിരസിക്കാനോ അധികാരം ഉ≠ായിരിക്കും.

12. സാമ്പത്തിക നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് തുറന്ന് മൂന്നുമാസത്തിനകം ഓഫർ പിൻവലിക്കുവാൻ ഒരു ലേലക്കാരനേയും അനുവദിക്കുന്നതല്ല.

13. ആരുടെ ദർഘാസാണോ സ്വീകരിച്ചിട്ടുള്ളത്, ആ വിവരം വ്യ‡ിയെ ദർഘാസിൽ കൊടുത്തിരിക്കുന്ന വിലാസത്തിൽ രജിസ്ട്രേഡ് കത്ത് മുഖാന്തിരം അറിയിക്കുന്നതാണ്. വിജയിയായ ദർഘാസുകാരൻ 7 ദിവസത്തിനകം ടിയാന്റെ ചെലവിൽ വാങ്ങിയിട്ടുള്ള ` 200 വിലയുള്ള മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി ഒപ്പുവെക്കേ≠താണ്. ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പു വെക്കുന്നതിൽ പരാജയപ്പെട്ടാൽ ദർഘാസ് റദ്ദാക്കുന്നതും ടിയാൻ കെട്ടിവെച്ചിട്ടുള്ള നിരതദ്രവ്യം വനംവകുപ്പിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. തുടർന്ന് ജോലികൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ തൊട്ടടുത്ത നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ആളിനെകൊ≠് ചെയ്യിക്കുന്നത് ഉൾപ്പെടെയുള്ള മറ്റ് മാർഗ്ഗങ്ങളിൽ കൂടി നടത്തുന്നതാണ്. ഇതിൽവെച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ാകുന്നപക്ഷം ആയത് ആദ്യ ദർഘാസുകാരൻ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്ന ന്യായമായ സമയത്തിനുള്ളിൽ ഒടുക്കിയില്ലായെങ്കിൽ ആയത് പൊതുമുതലിനുള്ള കുടിശ്ശികയായി കണക്കാക്കുന്നതും ആയത് 1968-ലെ കേരള റവന്യൂ റിക്കവറി ആക്ടിലെ വ്യവസ്ഥകൾ പ്രകാരമോ സർക്കാരിന് യു‡മെന്ന് തോന്നുന്ന മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതാണ്. സർക്കാരിന് എന്തെങ്കിലും നേട്ടമു≠ാകുന്നപക്ഷം അതിൽ വീഴ്ചക്കാരന് യാതൊരു അവകാശവും ഉ≠ായിരി ക്കുന്നതല്ല.

14. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പു വെക്കുന്ന സമയത്ത് കോൺട്രാക്ട് തുകയുടെ 10% പരമാവധി ` 5,00,000 (അഞ്ച് ലക്ഷം രൂപ മാത്രം) സെക്യൂരിറ്റിയായി ഒടുക്കേ≠താണ്. ജോലി പൂർത്തിയാക്കി ബന്ധപ്പെട്ട ഓഫീസറിൽ നിന്നും ലഭ്യമാകുന്ന ബാദ്ധ്യതാരഹിത സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് മാത്രമേ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുകയുള്ളൂ.

15. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പ് വെക്കുന്ന സമയത്ത് സോൾവൻസി സർട്ടിഫിക്കറ്റിൽ ഉൾപ്പെട്ടിട്ടുള്ള വസ്തുവകകൾ വിൽക്കുകയോ പണയം വെക്കുകയോ കൈമാറ്റം ചെയ്യുകയോ ചെയ്യില്ലെന്ന് ഒരു സമ്മതപത്രം നൽകേ≠താണ്.

16. ദർഘാസ് ലഭിച്ചതിനുശേഷം ഒരു ജോലിയെ സംബന്ധിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ പരാതികളോ ഒരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

17. ദർഘാസിൽ പങ്കെടുത്തിട്ടുള്ള വിജയികളാകാത്ത ദർഘാസുകാരുടെ നിരതദ്രവ്യം ടെ≠ർ നടപടികൾ അവസാനിക്കുന്ന മുറയ്ക്ക് തിരികെ നൽകുന്നതാണ്.

18. ദർഘാസിനോടൊപ്പമുള്ള ഷെഡ്യൂളിൽ പറയുന്ന അളവുകൾ ഏകദേശമായിരിക്കും. ജോലികൾ ചെയ്തു വരുമ്പോൾ അളവുകളിൽ വ്യത്യാസം വരാവുന്നതാണ്.

19. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിരിക്കുന്ന സ്ഥലവിസ്തൃതി ഏകദേശം മാത്രമാണ്. ദർഘാസുകാരൻ സർവ്വേപ്രകാരമുള്ള യഥാർ∞ വിസ്തൃതിക്ക് ബാധ്യസ്ഥനാണ്.

20. ദർഘാസ് കാലയളവിൽ കോൺട്രാക്ടർ ഫയർ ലൈനുകൾ കരിയിലകൾ നീക്കം ചെയ്ത് സംരക്ഷിക്കേ ≠താണ്.

21. ജോലി പൂർത്തിയാക്കി നി›ിത ഫോറത്തിലുള്ള ബില്ല് തയ്യാറാക്കി സമർപ്പിക്കുന്ന മുറയ്ക്ക് ജോലി നിർവ്വഹണം തൃപ്തികരമെങ്കിൽ താഴെ പറയുന്ന പ്രകാരം തവണകളായി ബിൽ തുക മാറി നൽകുന്നതാണ്. തുക നൽകുന്നത് ക്രോസ് ചെയ്ത ചെക്കായോ ഇ-പെയ്മെന്റ ് ആയോ മാത്രമായിരിക്കും.

22. താഴെപ്പറയും പ്രകാരം വിവിധ ഘട്ടങ്ങളിലായിട്ടാ യിരിക്കും കോൺട്രാക്ടർക്ക് തുക മാറി നൽകുന്നത്.

(1) ഫയർലൈൻ ജോലികൾ നിർദ്ദേശിച്ചിട്ടുള്ള അളവിൽ തൃപ്തികരമായി പൂർത്തിയാക്കിയ ശേഷം കോൺട്രാക്ട് തുകയുടെ 80% ഒന്നാം ഘട്ടമായി നൽകുന്നതായിരിക്കും.

(2) ഫയർലൈൻ ജോലികൾ പൂർത്തികരിച്ച് 45 ദിവസത്തിനുശേഷം ഫയർലൈനിലെ കരിയിലകളും മറ്റും നീക്കം ചെയ്ത് പരിശോധനയ്ക്കുശേഷം കരാർ തുകയുടെ 20 % ര≠ാം ഗഡുവായി നൽകുന്നതായിരിക്കും

CONDITIONS

1. Tender form (Appendix 9) and other details (Not transferable) can be obtained from Divisional Forest Office, Timber Sales Division (DFO) on payment of cash or by Demand Draft (DD) drawn in favour of Divisional Forest Officer payable on any Scheduled/Nationalized Bank towards cost of tender form. The cost of tender form will be fixed by Government from time to time. The tender form can also be downloaded from the official website of Kerala Forest Department and if the forms are downloaded from the website the cost of tender documents should be attached as DD from a Nationalized/Scheduled Bank as mentioned above, along with Part I tender. The cost of tender forms once paid is not refundable on any account, nor will the amount be adjusted towards cost of any other tender forms.

2. The tender form shall be used only by the person in whose name it is issued and for the work specified in the schedule attached to the tender form.

3. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Divisional Forest Office on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. No plea of ignorance of the agreement conditions or no complaint regarding the said conditions received after putting in the tender will be entertained.

4. Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

5. The tenderer shall quote in the appropriate column in the tender a firm, percentage of the basic rate per Kilo meter for creation of Fire Line and Fire tracing or as in the schedule both in figures as well as in words. In the case of the tenderer quoting different total rate in words and figures also, lower of the same only be considered valid and shall be binding on him/her. If the Kerala Forest Department feels that the total amount quoted or item wise rate of any of the items quoted is unworkable due to variance to the lower side to an abnormal level with the Kerala Forest Department's estimated rates, the tenderer may be required to furnish satisfactory explanation on the above respect. In such an event the Kerala Forest Department has the option to collect a special/extra Security Deposit to the tune of 10% of the quoted amount subject to a maximum of ` 30,000 from the tenderer before issuance of confirmation orders. If the explanation furnished is not found satisfactory or no explanation is furnished, the Kerala Forest Department has the right to deny the offer of work to the tenderer even though he/she is the lowest tenderer.

6. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Divisional Forest Officer, Timber Sales Division, Punalur" and superscribed "Tender for (Name of work as specified in the first part of tender notice) so as to reach in this office as specified in the first part of tender notice.

7. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

8. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank as specified in the tender notice in favour of the "The Divisional Forest Officer, Timber Sales Division, Punalur" as Earnest Money Deposit for the work.

9. All the corrections in the tender form shall be initialed by the tenderer himself.

10. The tenders received in due time will be opened by the the Divisional Forest Officer, or his Deputy at his office at the time specified in the presence of the tenderers present on that occasion.

11. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves to himself the power of accepting or rejecting any tender without assigning any reason therefore.

12. No tenderer will be permitted to withdraw his offer within 3 months from the date of opening of the financial bid.

13. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued by registered letter bearing the address mentioned in the tender. The successful tenderer, within 7 days of receipt of confirmation of his tender, shall have to executed an agreement in the prescribed form [Appendix 11] on a proper non-judicial stamp paper (worth ` 200) to be supplied by him at his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer over through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Divisional Forest Officer, shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act, 1968 and in such other manner as the Government may be deem fit. The defaulter however will not be entitled for gain, if any.

14. The successful tenderer while signing agreement shall furnish a security deposit for an amount equal to 10% of the total Probable Amount of Contract, limited to a maximum of ` 5,00,000. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liability Certificate from the concerned officers.

15. The successful tenderer shall give an undertaking at the time of the execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the Solvency Certificate during the currency of the contract.

16. The post-offers and representations sent, after receipt of the tender in respect of the work shall at no account shall be considered.

17. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

18. The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

19. The area shown in the tender schedule is approximate. The actul extent of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

20. The contractor has to keep the fire line clean from leaf litters throughout the contract period.

21. Payment in two installments will be made to the contractor on specific request and on submission of bill in the prescribed format at the following stages provided the condition specified are achieved. Payment will be made through crossed cheques or e-payment only.

22. Different stages at which payment will be made to the contractor for fire line creation works are as follows.

(i) First part payment up to 80% of the agreed amount after proper completion of the work as specified.

(ii) Second part paymant up to 100% of the agreed amount will be after 45 days of completion of fire line creation works provided the entire fire line is maintained properly, free from leaf litters.

23. It shall be open to the Divisional Forest Officer to cancel/reduce the quantity of work to be executed in the attached schedule based on site conditions in each year and the Divisional Forest Officer's decision will be binding on the successful tenderer.

If any additional item/s of work which are not included in the schedule are required to be carried out inevitably for reasons to be in recorded, the contract area during the course of contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing forest schedule of rate.

26. All the taxes prevailing at the time of tender is

applicable to this tender.

2. Bidders are requested to submit scanned copy of the following documents-Registration certificate duly attested by Gazetted Officer, preliminary agreement executed in Kerala Stamp Paper worth ` 200 duly filled up proforma for availing e-payment by Online. Subsequently the hard copy of attested copy of Registration certificate, preliminary agreement in original and tender document would be submitted offline in a sealed cover superscribing the name of work and tender number to the office of the Divisional Forest Officer, Ranni through speed post/registered post as prescribed in the time schedule, failing which such tenders will be rejected.

3. The bidding authority deserves the right to modify/cancel any/all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non receipt of documents.

4. Any further clarifications on this tender can be obtained from NIC/ the e-tender Helpdesk number available in the wwwetenders.kerala.gov.in website and from this office during the office hours. The details regarding e-payment (Bidder's bank account number where he/she is having core banking facility and email ID) should be submitted along with the tender. 5. The Forest Department will not be responsible for any inconveniences or loss to the Bidder while uploading/ downloading the bid.

6. The tender/bids shall be opened online at the office of the Divisional Forest Office, Ranni in the presence of bidders/their representatives who wish to attend at the above address. If the tender opening date happens to be a holiday or non working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

7. All other existing conditions related auction of timber in Kerala Forest Department and PWD will be applicable in this e-tender also.

8. The successful tenderer should submit a solvency from the revenue authorities or a bank guarantee issued by a Nationalized Bank for 10% of the contract amount. The successful tenderer should execute an agreement in the prescribed format in a stamp paper worth ` 200 within 15 days from the date of intimation of acceptance of tender after furnishing security deposit equal to 5% of contract amount.

1. Bidders shall remit the tender document fee and the Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of India or through MOPS for other banks. Bidders opting for MOPS facility of online payment are advised to exercise this option at least 72 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and a confirmation is reflected in the e-procurement system. The online MOPS remittance form provided by e-procurement system for making a MOPS transaction is not a payment confirmation. Kerala Forest Department/NIC/SBI shall not be any kind of delay in payment status confirmation.

2. Bidders are requested to submit scanned copy of the following documents. Preliminary Agreement executed in Kerala Stamp paper worth ` 200 duly filled up Performa for availing e-payment by Online. Subsequently the hard copy of attested copy of Registration certificate, EMD exemption certificate (if any), Preliminary Agreement in original and Tender Document would be submitted offline in a sealed cover superscribing the name of work and tender number to the office of the Deputy Director, Periyar East Division, Thekkady through speed post/registered post as prescribed in the time schedule, failing which such tenders will be rejected.

3. The bidding authority deserves the right to modify/cancel, any/all bids without assigning any reason. The Kerala Forests & Wildlife Departrrient will not be responsible for any error like missing of scheduled data while downloading by the bidder and non receipt of documents.

4. Any further clarifications on this tender can be obtained from NIC/the e-tender Helpdesk number available in the www.etenders. kerala.gov.in website and from this office during the office hours. The details regarding e-payment (Bidder's bank account number where he/she is having core banking facility and email ID) should be submitted along with the tender.
