1788 KERALA GAZETTE [PART IV(4) ക്ഷേത്രത്തിന്റെ നിലവിലെ അവസ്ഥ അത്യന്തം ശോചനീയമാണ്.
(5) ക്ഷേത്രത്തിലെ നിരവധി വസ്തുക്കൾ ഇതിനകം തന്നെ അപഹരിക്കുകയോ അന്യാധീനപ്പെട്ടുപോകുകയോ ചെയ്തിരിക്കുന്നു.
(6) ക്ഷേത്രത്തിന്റെ ഇന്നത്തെ ശോചനീയ അവസ്ഥക്ക് അടിയന്തിര പരിഹാരം ആവശ്യമാണ്.
(7) തിരുവിതാംകൂർ-കൊച്ചി ഹിന്ദു മതസ്ഥാപന നിയമത്തിന്റെ (1950) വ്യവസ്ഥകൾ പ്രകാരം ക്ഷേത്രം ഏറ്റെടുത്ത് അതിന്റെ നടത്തിപ്പ് കാര്യക്ഷമമാക്കേ≠ത് അത്യാവശ്യവും ഒഴിവാക്കാൻ കഴിയാത്തതുമാണ്.
(8) കൂത്താട്ടുകുളം സ്കൂൾ ഇപ്പോൾ ഭേദപ്പെട്ട നിലയിൽ നടക്കുന്നതിനാൽ തൽക്കാലം ഏറ്റെടുക്കുന്നതിൽ നിന്നും ഒഴിവാക്കിയിരിക്കുന്നു.
(9) റവന്യു രേഖകളിൽ ക്ഷേത്രത്തിന്റെ ഇരുപ്പ് ഭൂമിയും കുളവും സമീപത്തുള്ള ക്ഷേത്രത്തിനാവശ്യമായ കരമൊഴിവ് ഭൂമി എന്ന് രേഖപ്പെടുത്തിയിട്ടുള്ള ചുവടെ വിവരിക്കുന്ന വസ്തുക്കളും ക്ഷേത്രത്തോടൊപ്പം ഏറ്റെടുത്ത് ദേവസ്വം ബോർഡിന്റെ ഭരണ നിർവ്വഹണത്തിൻ കീഴിലാക്കിയിരിക്കുന്നു.

മേൽപ്പറഞ്ഞ തീരുമാനങ്ങളുടെ അടിസ്ഥാനത്തിൽ കൂത്താട്ടുകുളം മഹാദേവക്ഷേത്രവും മേൽ പട്ടികയിലെ വസ്തു വിവരണത്തിലുള്ള സ്ഥാവര വസ്തുക്കളും ക്ഷേത്രത്തിന്റെ മറ്റ് ജംഗമവസ്തുക്കളും തിരുവിതാംകൂർ കൊച്ചി ഹിന്ദു മതസ്ഥാപന ആക്ട് (1950)-ലെ 37-ാം വകുപ്പ് പ്രകാരം തിരുവിതാംകൂർ ദേവസ്വം ബോർഡിൽ നിക്ഷിപ്തമായിരിക്കുന്ന അധികാരങ്ങൾ ഉപയോഗിച്ച് തിരുവിതാംകൂർ ദേവസ്വം ബോർഡ് ഏറ്റെടുത്തതായും ഈ അന്തിമ വി⁄ാപനം പ്രകാരം കൂത്താട്ടുകുളം മഹാദേവക്ഷേത്രവും മേൽവിവരിച്ച വസ്തുവകകളും തിരുവിതാംകൂർ ദേവസ്വം ബോർഡിന്റെ പൂർണ്ണ നിയന്ത്രണത്തിലും ഉടമസ്ഥതയിലും നടത്തിപ്പിലുമുള്ളതായിരിക്കുന്നതും ഇക്കാര്യത്തിൽ മറ്റാർക്കും യാതൊരു വിധത്തിലുള്ള അവകാശമോ അധികാരമോ ഉ≠ായിരിക്കുന്നതല്ലാത്തതുമാകുന്നു. ഈ അന്തിമ വി⁄ാപനം സർക്കാർ ഗസറ്റിൽ പ്രസിദ്ധീകരിക്കുന്ന തീയതി മുതൽ കൂത്താട്ടുകുളം മഹാദേവക്ഷേത്രവും മേൽവിവരിച്ച സ്വത്തുക്കളും തിരുവിതാംകൂർ ദേവസ്വം ബോർഡിന്റെ മാത്രം സമ്പൂർണ്ണ ഉടമസ്ഥതയിലും ഭരണത്തിലും നടത്തിപ്പിലും കീഴിൽ ആയിരിക്കുന്നതാണ്. സർക്കാർ ഗസറ്റിൽ പ്രസിദ്ധീകരിക്കുന്ന തീയതി മുതൽ ഈ അന്തിമ വി⁄ാപനം പ്രാബല്യത്തിൽ വരുന്നതും ബന്ധപ്പെട്ട എല്ലാവർക്കും ആയത് ബാധകമായിരിക്കുന്നതുമാണ്.

In exercise of powers conferred by Section 48 of the State Financial Corporations Act 1951, the Board of Kerala Financial Corporation, at its meeting held on 17-10-2019, after consultation with Small Industries Development Bank of India (SIDBI) vide letter No. SIDBI: IFV: No. 01208/KFC dated 24-5-2019 and with the previous sanction of the State Government vide letter No. PU-A1/46/2019-Fin. dated 1-7-2019, has amended relevant paragraphs of the Kerala Financial Corporation Staff Regulations 1966 with respect to Promotion Policy [Para 9 (A)] of the Corporation, w.e.f. 17-10-2019, as hereunder:

"Assistant Manager. Pass in JAIIB exam conducted by Indian Institute of Banking and Finance (IIBF) will be the qualifying exam for the promotions to the post of Assistant Manager/Senior Programmer/Equivalent in the General/ Technical/Legal/IT cadre, subject to stipulations that:
(a) JAIIB exam will not be insisted for those existing employees who had already passed Assistant Manager departmental promotion test conducted by the Corporation as on 31-3-2019 with minimum 40% marks, on a one time basis.
(b) JAIIB exam will not be insisted for those existing employees who will complete 53 years of age as on 31-3-2020, provided they pass the departmental test conducted by the Corporation with minimum 40% marks, on a one time basis".
For promotion to the post of Assistant Manager/Senior Programmer/ Equivalent in the of General/Technical/Legal/ IT cadre, the criteria of weightage will be the following:

"Deputy Manager. For promotion to the post of Deputy Manager/System Analyst/Equivalent in the General/ Technical/Legal/IT cadre, the criteria of weightage will be the following:

The existing Para 9(A) 4 of KFC Staff Regulations 1966 is replaced as hereunder: "Manager. Pass in CAIIB exam conducted by Indian Institute of Banking and Finance (IIBF) shall be the qualifying exam for the promotions to the post of Manager/Equivalent in the General/Technical/Legal/IT Cadre, subject to stipulations that:
(a) CAIIB exam will not be insisted for those existing employees who had already appeared for the departmental test conducted by the Corporation for the promotion to the post of Manager, as on 31-3-2019, on a one time basis.
(b) CAIIB exam will not be insisted for those existing employees who will complete 53 years of age as on 31-3-2020, provided they appear in the departmental promotion test conducted by the Corporation for promotion to the post of Manager, on a one time basis.
For promotion to the post of Manager/Equivalent in the General/Technical/Legal/IT Cadre, the criteria of weightage will be the following:
