Kerala Development and Innovation Strategic Council (K-DISC) is a strategic think-tank and advisory body constituted by the Government of Kerala and aims at bringing out path-breaking strategic plans that reflect new directions in technology, product and process innovations, social shaping of technology and creating a healthy and conducive ecosystem for fostering innovations in the State. In the sphere of development, K-DISC is promoting and initiating new projects in Emerging Technologies such as Block Chain(BC), Internet of Things (IoTs), Machine Learning (ML), Artificial Intelligence (AI), Robotics and soon that would enable transparent and cognitive advances in the current functioning of the state and deliver the ultimate benefit to the citizens. K-DISC would facilitate with different Government Departments that may need any of these technological advances to solve their critical problems and to do a pilot implementation of the technical solution with adequate funding in order to promote innovation.
K-DISC is currently having approximately 28 projects in the emerging technology initiative, which are listed in Appendix J. These projects are in various stages of its execution cycle. Key stages in emerging technology execution are as follows:
(a) Project Ideation
(b) Freezing Project Proposal
(c) Project Proposal approval by Department
(d) Technology Partner (Startup) Identification
(e) Financial Approval & Registration
(f) Project implementation
(g) Post implementation evaluation
For the smooth transitioning of projects from project ideation to post implementation evaluation of the current projects and creating new projects, K-DISC is looking for a competent and experienced firm to act as the extended arm of K-DISC to take up the responsibility of managing the emerging technology programs and deliver them successfully within the agreed timeline, cost and with quality.
For this purpose K-DISC invites separate online tenders from eligible bidders for setting up and managing a Programme Management Unit in K-DISC as per the technical specifications as mentioned in proposal. An Ideal bidder should have experience in providing outsourced PMU services, managing/implementing emerging technology projects, experience in selection, working with and coaching/mentoring start-ups, and experience in working with Government departments.
Procedure for Submission of Bids
Bidders are required to submit their bids in two part bids consisting of the following, through this e-Tender.
Interested (and eligible) bidders can submit their Technical bid and through the e-tender site https://etenders.kerala.gov.in and as hardcopies.
(a) Technical Bid (Part —I)
This should contain all technical details. Literature, Leaflets etc. for confirmation of terms and conditions of the tender.
(b) Commercial Bid (Part—II)
This should contain commercial terms, prices against the bill of materials.
The technical bid document of bidders will be evaluated first and only those who qualify this stage will be eligible for further evaluation. Commercial bid of only those bidders, who qualify the technical criterion, will be opened and evaluated further. Along with the hard copy of technical bid the bidder has to remit the Earnest Money Deposit (EMD) of Rs. Three lakh and Tender fee of Rs. Twenty-Five Thousand in Demand Drafts in favour of Secretary, K-DISC, payable at Thiruvananthapuram and orginal chelan regarding the remittance of the amount of GST@18%. Commercial bid should be submitted only in hardcopies.

No. 48/2019/DTP (Part IV). 5651928 KERALA GAZETTE [PART IV EMD of the successful bidder will be returned only after successful execution of job against the Outline agreement/Purchase Order and submission of Performance Bank Guarantee. EMD of the unsuccessful bidders shall be returned after finalization of the L-1 Bidder.
K-DISC does not take any responsibility for any delay in submission of online bid due to connectivity problem or non-availability of the e-tender site. No claims on this account shall be entertained. Incomplete tenders shall be liable for rejection without seeking any further clarification. We also reserve the right to reject any or all tenders without assigning any reasons whatsoever.
Every tender should be accompanied by an agreement in the prescribed form (Annexure-G) of Store Purchase manual on Kerala Government stamp paper worth 200/ Any additional stamp duty legal charges etc. in respect of agreement will be borne by the bidder (copy of agreement shall be attached with the Technical bid).
The bidder should submit hardcopies of all the documents including the commercial bid to K-DISC within 3 days after the last date of submitting the tender.
