4. നിരതദ്രവ്യം, ദർഘാസ് ഫീസ് എന്നിവ ഓൺലൈൻ വഴി മാത്രമേ അടയ്ക്കുവാൻ പാടുള്ളു.

Notice inviting e-Tender for the Supply and Erection of Dewatering Pumps for Rani & Chithira Kayal Padasekharam (Q and T Blocks). On behalf of the Governor of Kerala, Two Covers e-tenders are invited from manufacturers or authorized dealers for Rani Kayal & Chithira Kayal Padasekharam, by the Director of Agriculture for the supply, installation, commissioning and trial run inclusive all items required for low head, high discharge vertical axial flow pumps with prime movers whose specifications are given in the annexures. The pump-sets are to be erected in selected sites of Rani Kayal Padasekharam and Chithira Kayal Padasekharam of Alappuzha District.
1 Supply, Installation, Commissioning and 4 Trial Run of Vertical Axial Flow Pump of 50 hp as per the detailed specification attached with Mild Steel Epoxy coated delivery line as required at site, suitable prime mover, panel board and all necessary accessories according to the specifications of electrical inspectorate including structural components for installation of the pumping unit for Rani Kayal- Padasekharam.
2 Supply, Installation, Commissioning and 5 Trial Run of Vertical Axial Flow Pump of 50 hp as per the detailed specification attached with Mild Steel Epoxy coated delivery line as required at site, suitable prime mover, panel board and all necessary accessories according to the specifications of electrical inspectorate including structural components for installation of the pumping unit for Chithira Kayal Padasekharam.
Cost of tender form—` 11,300 + G.S.T. (18%) ` 2,040 for Sl. No. 1 and ` 14,100 + G.S.T. (18%) ` 2,540 for Sl. No. 2.
E. M. D.—` 56,400 for Sl. No. 1 and ` 70,500 for Sl. No. 2.
In accordance with respective specifications for supply as shown in Annexure I of this tender document. The tender is to be submitted as e-tenders through https://etenders.kerala.gov.in. Since this is an e-tender, only those bidders who have enrolled in the above portal with their own Digital Signature Certificate (DSC) can participate in the tender. e-Tender document and other details can be obtained from the above e-portal.

The bidder desiring to take part in the bid shall log into https://etenders.kerala.gov.in and then select tender and initiate payment. Bidders will be directed to the payment gateway page of the State Bank of India. There are two options-(1) State bank of India (SBI Net banking Payment) and (2) Payment through NEFT from other banks to the payment gateway of SBI.
For obtaining Digital Signature Certificate (DSC) and necessary portal enrolment bidders can visit the website https://etenders.kerala.gov.in.
The e-tenders submitted by the competent manufacturer/authorized dealer should definitely contain a scanned and signed copy of the Annexure I to IV of the Pumps and accessories intended for supply.
Tenders will be opened in the online presence of such bidders or their authorized representatives who have logged in at the prescribed time of opening. If the date fixed for opening happens to be a holiday or due to net failure the tenders will be opened in the next working day, at the same time.
Soon on opening the technical bid of e-tenders, tender documents will be evaluated for the technical aspects of the pump & accessories will scrutinize the technical specification of the items submitted by a technical committee. On finalization of the same, the financial bid of the concerned competent firm will be opened for consideration.
The price of the e-tender tender form shall be received only through online payment-SBI/NEFT from other banks.
Scanned copy of the agreement (Annexure III) in the prescribed format in Kerala Stamp Paper worth ` 200 should be submitted online and original to the undersigned before the opening of the e-tender.
The rates should be quoted in Indian currency only. Details with respect to the e-tender and the details of specifications of the item to be purchased can be obtained from the e-tender website https://etenders.kerala.gov.in.
The committee headed by the State Agricultural Engineer will scrutinize the tenders received and will take necessary action for the award of tender. The decision of the Director of Agriculture will be final for the award of the contract.
The rules and regulations prescribed for e-tenders by the Government of Kerala shall be applicable to this e- tender also.
SPECIAL CONDITIONS
1. The manufacturers/authorised dealers are eligible to participate in the tender and necessary documents are to be produced on demand.
2. The rates quoted for the work should be inclusive of all taxes, cesses etc.
3. The work should be inclusive of transportation, handling or any other cost of installation/supply and the firm has to supply and errect the items at the location as specified by the undersigned.
4. The bidder should confirm the repair and service facilities, availability of spare parts etc., of the items supplied by them.
5. A minimum Guarantee period of two year is to be assured for the items supplied and AMC for 8 years thereafter should separately mentioned in Annexure IV.
6. Authorized test report from competent authority should be attached wherever applicable.
7. The Director of Agriculture reserves the right to award the full quantity of supply to any one bidder or distribute the work to different bidders without assigning reasons thereof.
8. The bidder should give the details of the nearest service centre and response time.
9. The terms of AMC after 10 years (2 Year Grantee Period + 8 Year AMC Period) should be mentioned in annexure II.
10. Leaflets/brochures/catalogues of the item describing its features, applications, specifications etc. should be provided along with the technical bid. A declaration in the prescribed format as per Annexure IV must be attached with technical bid.
11. A scanned copy of preliminary agreement (Annexure III) signed in Kerala Stamp Paper worth ` 200 should be uploaded along with tender documents.
12. EMD, Cost of tender form + GST etc. should be made as a single payment through online.
13. The successful tenderer will have to execute an agreement in Stamp Paper worth ` 200 in prescribed form and manner and also to furnish the required security amount @ 5% of total quoted amount up to in which minimum 2.5% should be in the form of treasury fixed deposit within 14 days of the receipt of supply order.
14. The payment shall be released only after satisfying the conditions qualities and specifications of the items supplied and its successful installation, commissioning and trial run.

16. The work should be completed within 6 months on receipt of the work order.
17. Income Tax, GST, KCWWFB contribution, service tax etc. will be deducted in the bill at the rates applicable at the time of making payment.
Any legal disputes that may arise in relation to the e-tender formalities will be restricted to the jurisdiction of Thiruvananthapuram District Court. The tender will be opened by the undersigned at 4 p. m. on 28-1-2020 on the same day in the presence of tenderers/authorized representatives who are present at that time. If the event of the day specified for tender receipt and opening being declared as holiday for the purchasers office, the next working day will be the day for submission of the tender and opening at the time prescribed. If the tender could not be held on 28-1-2020, it will be held on 30-1-2020 at the time stipulated in the notification. The tenderers have to submit a preliminary agreement on Kerala Stamp Paper worth ` 220 along with the tender. Late and defective tenders will not be accepted. All other conditions prevailing in the Kerala Store Purchase Department and Kerala Forest Department are applicable to this tender also.
The undersigned reserve the right to cancel the tenders in unavoidable circumstances without stating any reason thereof. The tender without agreement and EMD will be rejected.
TENDER SCHEDULE
1. Advance payments conditions will not be considered.
2. Tender forms are neither transferable nor the cost of it will be refundable under any circumstances.
3. Tenders are to be sent with details and illustrated pamphlet (wherever necessary) neatly typed. Manuscripts should be avoided as far as possible.

6. Firms will be exempted from furnishing Earnest Money Deposit if they had produced the duly Name of Work and Quantity—Provision for procurement of Lead Acid (Batteries) Specifications as per GeM) : Small sized Valve; Regulated Lead Acid Batteries (SMF) conforming to JISC : 8702/1998 (Part 1, 2 & 3) with latest amendments; 12.0 Volts, Material of containers : ABS, rated Capacity at C20 discharge (AH) : 120; 6 Cells for 12 V Battery, 3 year Warranty—9 Nos.

7. Tenders unsealed, unsigned or submitted without superscription as specified are liable to be rejected.

VHSS Chettiyankinar, Malappuram District-676 508 together with an a agreement in Kerala Samp Paper worth ` 200. The rate quoted will remain firm for one year from the date of acceptance. If Government declares 27-1-2020 as a public holiday, the tender will be opened at the same time on next working day.
