തിരുവനന്തപുരം ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ താഴെ വിവരിക്കുന്ന ജോലികൾ ഏറ്റെടുത്ത് നടത്തുന്നതിനായി കേരള വനംവകുപ്പിൽ രജിസ്റ്റർ ചെയ്തിട്ടുള്ള [സർക്കാർ ഉത്തരവ് (എംഎസ്.) 26/2017/എഫ് ആന്റ ് ഡബ്ള്യൂ. എൽ.ഡി. തീയതി 20-5-2017] നിലവിൽ യോഗ്യരായ എ, ബി, സി ക്ലാസ് കരാറുകാരിൽ നിന്നും ഇ-ടെ≠ർ മുഖേന ദർഘാസ് ക്ഷണിക്കുന്നു. ഇപ്പോൾ നിലവിലുള്ളതും സർക്കാർ ഇനി പ്രാബല്യത്തിൽ കൊ≠ുവരുന്നതുമായ എല്ലാ നിബന്ധനകളും തടി അട്ടി വയ്ക്കുന്നത് സംബന്ധിച്ച പ്രത്യേക നിബന്ധനകളും പാലിക്കാൻ ദർഘാസുകാർ ബാദ്ധ്യസ്ഥരാണ്. ദർഘാസ് പ്രമാണങ്ങളും ദർഘാസ് ഷെഡ്യൂളുകളും www.etenders.kerala.gov.in എന്ന വെബ്സൈറ്റിൽ ലഭ്യമാണ്. ദർഘാസിനോടൊപ്പം സമർപ്പിക്കുന്നതിനുള്ള നിരതദ്രവ്യം, ദർഘാസ് പ്രമാണ വില എന്നിവ എസ്.ബി.എെ.-യുടെ ഇന്റർനെറ്റ് ഓൺലൈൻ ബാങ്കിംഗ് വഴിയോ മറ്റ് ബാങ്കുകളുടെ കാര്യത്തിൽ NEFT വഴിയോ ഓൺലൈൻ ടെ≠റിനൊപ്പം സമർപ്പിക്കേ≠താണ്. ദർഘാസുകൾ സമർപ്പിക്കാൻ www.etenders.kerala.gov.in എന്ന വെബ്സൈറ്റ് ഉപയോഗിക്കേ≠താണ്. കരാറുകാരന് ജി.എസ്.ടി. രജിസ്ട്രേഷൻ ഉ≠ായിരിക്കേ≠താണ്.
എല്ലാ ടെ≠ർ പ്രമാണങ്ങളും www.etenders.kerala.gov.in എന്ന വെബ്സൈറ്റിൽ കാണിച്ചിരിക്കുന്ന ഓൺലൈൻ കവറുകളിൽ ഓൺലൈനായി മാത്രം സമർപ്പിക്കേ≠താണ്. വെബ്സൈറ്റിലൂടെ ഓൺലൈനായി മാത്രമേ ദർഘാസ് സ്വീകരിക്കുകയുള്ളൂ. നേരിട്ടോ തപാൽ മാർഗ്ഗമോ ലഭിക്കുന്ന ദർഘാസുകൾ ഒരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല. താമസിച്ചു സമർപ്പിക്കുന്ന ടെ≠റുകളും സ്വീകരിക്കുന്നതല്ല.

10th MARCH 2020] FOREST DEPARTMENT 225 ഡിപ്പോയിൽ തടികൾ അട്ടിവയ്ക്കുന്നതിനുള്ള പ്രത്യേക ടെ≠ർ വ്യവസ്ഥകൾ1. ഡിപ്പോ ഓഫീസറുടെയോ ഡിപ്പോ ഓഫീസർ അധികാരപ്പെടുത്തിയിട്ടുള്ള ഉദ്യോഗസ്ഥന്റെയോ നിർദ്ദേശാനുസരണം തടികൾ ആയതിന് അനുവദിച്ച സ്ഥലത്ത് അട്ടിവയ്ക്കേ≠താണ്.
2. മെയിൻ പാസിന്റെ അടിസ്ഥാനത്തിൽ തടികൾ വരുന്ന മുറയ്ക്ക് അട്ടിവയ്ക്കേ≠താണ്.
3. ഡിപ്പോ ഓഫീസറോ ഡിപ്പോ ഓഫീസർ അധികാരപ്പെടുത്തുന്ന ആളുടേയോ നിർദ്ദേശാനുസരണം തടികൾ ഇനം, ക്ലാസ്സ് സബ് ക്ലാസ്, ഗുണമേ∑ എന്നിവയുടെ അടിസ്ഥാനത്തിൽ അട്ടിവയ്ക്കേ≠താണ്.

8. ഡിപ്പോയിലെ സ്റ്റോക്കിന്റെ അടിസ്ഥാനത്തിലും, മാർക്കറ്റ് ടെ≠റിന്റെയും അടിസ്ഥാനത്തിലും ഓരോ ലോട്ടിലും വയ്ക്കേ≠ തടികളുടെ അളവ് ഡിപ്പോ ഓഫീസർ തീരുമാനിക്കും. ഒരു ലോട്ടിൽ കയറ്റുമതി ഇനം തേക്കും ഈട്ടിയും ഒരെണ്ണം വീതം ഉ≠ായിരിക്കും. കയറ്റുമതി ഇനത്തിൽപ്പെട്ട തടികൾ അല്ലാത്തവ 4 ക്യു.മീ. വരെയുള്ള ലോട്ടുകൾ ആയിരിക്കും. ജംഗിൾവുഡ് 8 ക്യു.മീ. വരെയുള്ള ലോട്ടുകൾ ആയിരിക്കും. ബില്ലറ്റും, ഫയർവുഡും ഡിപ്പോ ഓഫീസറുടെ നിർദ്ദേശാനുസരണം അട്ടിവയ്ക്കേ≠താണ്.
9. തടികൾ വാങ്ങുന്ന ആൾക്ക് തടികളിലെ ന്യൂനതകൾ കാണത്തക്ക വിധത്തിൽ തടികൾ അട്ടിവയ്ക്കേ≠താണ്.
10. ഉന്നത ഉദ്യോഗസ്ഥർക്ക് പരിശോധിക്കത്തക്ക രീതിയിൽ അട്ടികൾക്കിടയിൽ ആവശ്യമായ അകലം ഉ≠ായിരിക്കേ≠താണ്.
11. തടികൾ അട്ടിവച്ചതിനുശേഷം കോൺട്രാക്ടർ തടികളിൽ ചിസൽ നമ്പറിംഗ് നടത്തേ≠താണ്.
12. അട്ടിവയ്ക്കലിനും, ചിസൽ നമ്പറിംഗിനും ശേഷം ഡിപ്പോ സ്റ്റാഫ് ഫൈനൽ ക്ലാസിഫിക്കേഷൻ നടത്തുന്നതാണ്.
13. ഫൈനൽ ക്ലാസിഫിക്കേഷനിൽ വ്യത്യാസം കാണുന്നപക്ഷം ആയത് ഡിപ്പോ ഓഫീസറുടേയോ, സ്റ്റാഫിന്റേയോ നിർദ്ദേശാനുസരണം വീ≠ും അട്ടിവയ്ക്കേ≠താണ്.
14. അട്ടിവച്ച തടികൾക്കോ, ഡിപ്പോയിൽ ഇതിനകം കിടക്കുന്ന തടികൾക്കോ, നിലവിൽ നിൽക്കുന്ന മരങ്ങൾക്കോ, കെട്ടിടങ്ങൾക്കോ, മറ്റു നിർമ്മിതികൾക്കോ, യാതൊരുവിധ കേടുപാടുകളും വരുത്താൻ പാടുള്ളതല്ല. അപ്രകാരം നഷ്ടം വരുത്തിയാൽ ആയത് കോൺട്രാക്ടറുടെ ഉത്തരവാദിത്വമായിരിക്കും. അപ്രകാരമുള്ള നഷ്ടം കോൺട്രാക്ടറിൽ നിന്നും ഈടാക്കുന്നതാണ്. അപ്രകാരം കഴിയാതെ വന്നാൽ ആയത് റവന്യൂ റിക്കവറി നിയമപ്രകാരം ഈടാക്കുന്നതാണ്.
15. തടികൾ വരുന്ന മുറയ്ക്ക് ഡിപ്പോ ഓഫീസറുടെ/ചുമതലപ്പെട്ട ഉദ്യോഗസ്ഥന്റെ നിർദ്ദേശാനുസരണം നിർദ്ദിഷ്ട സമയപരിധിക്കുള്ളിൽ അട്ടിവയ്ക്കേ≠താണ്. അട്ടിവയ്ക്കുന്നതിലു≠ായ കാലതാമസംമൂലം വകുപ്പിനു≠ാകുന്ന കഷ്ട നഷ്ടങ്ങൾക്ക് കോൺട്രാക്ടർ ഉത്തരവാദിയായിരിക്കും.
16. ഒരു ലോട്ടിൽപ്പെട്ട തടികൾ ഒരു പടങ്ങിൽ അഥവാ തുടർച്ചയായ മറ്റൊരു പടങ്ങിൽ വരത്തക്കവിധം അട്ടിവയ്ക്കേ≠താണ്.
17. ബേസിക് റേറ്റ് ഒരു സാമ്പത്തിക വർഷത്തിൽ തക്കതായ ഉത്തരവിന്റെ വെളിച്ചത്തിലല്ലാതെ വ്യത്യാസപ്പെടുന്നതല്ല.
18. ഷെഡ്യൂളിൽ രേഖപ്പെടുത്തിയിരിക്കുന്ന തടിയുടെ ക്വാ≠ിറ്റി (അളവ്) ഉദ്ദേശ അളവ് മാത്രമാണ്. അതിൽ വ്യത്യാസം വരുന്നപക്ഷം ഡിപ്പാർട്ടുമെന്റ ് നി›യിക്കുന്ന പ്രകാരം തുടർ ജോലികൾ നിർവ്വഹിക്കേ≠താണ്. ഷെഡ്യൂളിൽ രേഖപ്പെടുത്തിയിട്ടുള്ള അളവിൽ കുറയുകയോ കൂടുകയോ ചെയ്യുന്നതിൽ ഡിപ്പാർട്ടുമെന്റിന് യാതൊരു ഉത്തരവാദിത്വവും ഉ≠ായിരിക്കുന്നതല്ല.
19. 20-5-2017-ലെ സർക്കാർ ഉത്തരവ് (എം.എസ്.) നമ്പർ 26/2017/വനം വന്യജീവി വകുപ്പിലെ അപ്പന്റിക്സിൽ രേഖപ്പെടുത്തി യിട്ടുള്ള എല്ലാ വ്യവസ്ഥകളും ബിൽ പേയ്മെന്റ ് ഉൾപ്പെടെ ടെ≠റിന് ബാധകമാണ്.

Separate online tenders are invited from eligible A, B or C class Contractors registered in the Forest Department in pursuance of G.O. (Ms.) No. 26/2017/F&WLD dated 20-5-2017 for stacking of timber, billets and teak poles received from various plantations mentioned in the schedule below. The tender is bound to comply with the terms and conditions in force and the conditions that will be framed by the Government in future in connection with this tender. Tender documents and schedules are available in the website www.etenders.kerala.gov.in. The Earnest Money Deposit and tender cost for the tender should be submitted through the internet online banking of SBI or through NEFT for other Banks. For submission of tenders visit the website www.etenders.kerala.gov.in. The contractor should have GST registration.
10th MARCH 2020] FOREST DEPARTMENT 226All bid/tender documents are to be submitted online only and in the designated online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late tenders also will not be accepted.
Online tenders/bids are to be accompanied with a preliminary agreement executed in Kerala Stamp Paper worth ` 200. Tenders/bids received online without the scanned copies of relevant documents, preliminary agreement etc. will not be considered and shall be summarily rejected. The hard copy of attested copy of Registration Certificate, Bid document, EMD exemption Certificate (if any) and preliminary agreement in original would be submitted offline subsequently in a sealed cover superscribing the name of work and tender number to the office of the Divisional Forest Officer, Timber Sales Division, Thiruvananthapuram through speed post/Registered post before the opening of the tender, failing which such tenders will be rejected. Any further clarification on this tender can be obtained from NIC the e-tender helpdesk number available in the www.etenders.kerala.gov. in website and from the office of the Divisional Forest Officer, Timber Sales Division, Thiruvananthapuram during office hours. The details regarding e-payment (bidder's bank account number where he/she is having core banking facility and e-mail ID) should be submitted along with the tender. Tenders without these details will not be accepted. Technical bid and financial bid shall be submitted in their respective designated online covers.
The Forest Department will not be responsible for any inconvenience or loss to the bidder while uploading/ downloading the bid.
The successful tenderer should also execute an agreement in the prescribed format in a stamp paper worth ` 200 within 10 days from the date of intimation of acceptance of the tender after furnishing security deposit equal to 10% of the tender amount or ` 50,000 whichever is lesser. If the notified date of tender happens to be a holiday the tender will be conducted on the very next working day at the same place and time. Details of tender are furnished below in the schedule.

Conditions
1. Stacking has to be done in the area allotted for the purpose as per the directions of the Depot Officer/Depot staff.
2. The timber has to be stacked on Main Pass basis in the order first come first.
3. The timber has to be stacked species wise, girth class wise, sub class wise and quality class wise as per the direction of the Depot Officer/Depot staff.
4. Rose wood, Teak, Jungle wood, Billet and firewood are to be stacked in separate area of the depot yard as per the direction of the Depot Officer /Depot staff.
5. The soft wood species and jungle wood species have to be stacked first to avoid deterioration. They are to be stacked within 5 days and teak logs within 7 days of delivery.
6. Short log and lengthy log have to be stacked separately and good timber and defective timber has to be stacked separately as per the directions of the Depot Officer/Divisional Forest Officer.
7. Each log of the timber shall be inspected by the Depot Officer before stacking to ensure correctness of the classification conditions mentioned in condition (6) above.
8. The lot size will be decided by the Depot Officer as per Depot stock and existing market trend. Each log of export quality Rosewood and Teak form one lot. Rose wood and Teak other than export quality, have to be stacked as lots up to 4 M3 volume and in the case of jungle wood has to be stacked as lots upto 8 m3 volume. Billets and firewood have to be stacked separate as per the directions of the Depot Officer.
9. Stacking should be done in such a way that the defects of the timber should be visible to the buyers.
10. The stacking should be done in such a way that leaving sufficient space in between logs to enable measuring and check-measuring of logs by officials/buyers.
11. Chisel numbering of the timber has to be done by the contractor after the completion of the stacking.
12. Final classification of timber shall be done by the Depot Officer/Depot staff after stacking and chisel numbering of logs.
13. During final classifications if found any misclasification, that has to be re-stacked with correct girth class and quality class as per the direction of Depot Officer/staff by the contractor.
14. No damage should be happened to the timber stacked, timber already lying the depot yard, existing trees, buildings or any structure in the depot premises. If such damage happens, the responsibility will be fixed on the contractor and loss will be recovered from him by all means including revenue recovery.
15. Stacking shall be done immediately on arrival of timber based on the directions of Depot Officer/Staff.
Contractor alone will be responsible for the delay in stacking Timber.
16. Stacking should be done in such a way that logs of one lot should be in same 'padangu' (പടങ്ങ്) or in continuous 'padangu'.
17. Basic rate fixed will be for one financial year and will not be changed without any revised order.
18. The quantity of timber mentioned in the schedule is only approximate quantity. The contractor shall do the work as per directions if any excess quantity comes. The department will not be responsible for any variation in quantity due to any reasons.
19. All the conditions mentioned in Appendix to G.O. (Ms.) No. 26/2017/ F&WLD dated 20-5-2017 is applicable to this tender including payments of bills.

It is hereby notified that Teak Poles, Teak Fire Wood, Jungle Wood fire wood and Teak Billets collected from final felling 1953 Teak Plantation in Ayyappancoil Range under Kottayam Division will be sold through e-Auction shown in the Schedule, by the Divisional Forest Officer, Kottayam or any Officer authorized by him, subject to the conditions published in Kerala Gazette No. 49, Vol. IV dated 15-12-2015 vide Notification No. Pro. (4) 26243/13, dated 21-11-2015 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department.
Besides the approximate quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction will also be included in the sale.

കോതമംഗലം വനം ഡിവിഷനിൽപ്പെട്ട തൊടുപുഴ റെയിഞ്ചിലെ വേളൂർ ഫോറസ്റ്റ് സ്റ്റേഷൻ പരിധിയിലെ 1946 & 1947 കുഴിമറ്റം തേക്ക് തോട്ടത്തിൽ നിൽക്കുന്നതും താഴെ പട്ടികയിൽ ചേർത്തിട്ടുള്ളതുമായ വിവിധ ക്ലാസ്സിൽപ്പെട്ട ചൂരലുകൾ മുറിച്ച് ശേഖരിച്ച് നീക്കംചെയ്ത് കൊ≠ുപോകുന്നതിനുള്ള അവകാശം 10-12-2013-ലെ കേരള ഗസറ്റ് നമ്പർ 49, വാല്യം II-ൽ അഡീഷണൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (പ്രൊ.) അവർകളുടെ 22-11-2013-ലെ പ്രൊ (5)-26274/12-ാം നമ്പരായി പ്രസിദ്ധീകരിച്ചിട്ടുള്ള ഡിപ്പോ ലേലവ്യവസ്ഥകൾക്കും താഴെ ചേർത്തിട്ടുള്ള ലേല വ്യവസ്ഥകൾക്കും നിബന്ധനകൾക്കും വിധേയമായി കോതമംഗലം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറോ അദ്ദേഹം ചുമതലപ്പെടുത്തുന്ന മറ്റ് ഉദ്യോഗസ്ഥനോ കോതമംഗലം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസിൽ വച്ച് പരസ്യമായി ദർഘാസ്/ലേലത്തിൽ (Tender/auction) വിൽക്കുന്നതാണ്.
വ്യവസ്ഥകൾ/നിബന്ധനകൾ
1. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്ന വ്യ‡ികൾ ഏതെങ്കിലും ദേശസാൽകൃത ബാങ്കിൽ നിന്നും എടുത്ത ` 5,000-ന്റെ ഡിമാന്റ ് ഡ്രാഫ്റ്റ് ദർഘാസ്/ലേലത്തിന് മുൻപ് നിരതദ്രവ്യമായി ദർഘാസിനോടൊപ്പം സമർപ്പിക്കേ≠താണ്.
2. വിജയിയാകുന്ന ദർഘാസുകാരൻ/ലേലക്കാരൻ മൊത്തം ദർഘാസ്/ലേലത്തുകയുടെ 35% തുക ` 1,00,000-ൽ കൂടുതലാണെങ്കിൽ ലേല ദിവസം കുറഞ്ഞത് ` 1,00,000 കെട്ടിവയ്ക്കേ≠തും ബാക്കി തുക 7 പ്രവൃത്തി ദിവസത്തിനകം ഈ ഓഫീസിൽ നിന്നും നൽകുന്ന മേലൊപ്പ് വച്ച ചെലാൻ മുഖാന്തിരം കോതമംഗലം സബ്ട്രഷറിയിൽ ഒടുക്കി രസീത് ഹാജരാക്കേ≠താണ്. ടി തുക ഒടുക്കുന്നതിൽ വീഴ്ച വരുത്തിയാൽ ടിയാൻ ഒടുക്കിയിട്ടുള്ള നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതും ടി പ്രവൃത്തി ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ലേലം ചെയ്യുന്നതുമായിരിക്കും.
10th MARCH 2020] FOREST DEPARTMENT 2323. വിജയിയാകുന്ന ദർഘാസുകാരൻ/ലേലക്കാരൻ നിയമപ്രകാരവും കാലാകാലങ്ങളിൽ നിലവിലുള്ളതുമായ ചരക്ക് സേവന നികുതി, വനവികസന നികുതി, വരുമാന നികുതി, മറ്റ് ബന്ധപ്പെട്ട നികുതികൾ എന്നിവ യഥാസമയം അടയ്ക്കേ≠താണ്.
4. ദർഘാസ്/ലേല ദിവസം പൊതു അവധിയായി വന്നാലോ മറ്റേതെങ്കിലും കാരണത്താലോ ദർഘാസ്/ലേലം നടത്താൻ കഴിയാതെ വന്നാൽ ടി ദർഘാസ്/ലേലം തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം പ്രസ്തുത സ്ഥലത്തും സമയത്തും നടത്തുന്നതായിരിക്കും.
5. ടെ≠ർ/ലേലം ഒരു നി›ിത തുകയുടെ അടിസ്ഥാനത്തിലാണ് നി›യിച്ചിരിക്കുന്നത് ഇതിനായി സർവ്വെ ചെയ്ത് തിരിച്ചിട്ടുള്ള പ്രസ്തുത സ്ഥലത്ത് നിൽക്കുന്ന താഴെ പട്ടികയിൽ പറഞ്ഞിട്ടുള്ള ചൂരലുകൾ നീക്കം ചെയ്യുന്നതിനുള്ള അവകാശത്തിന് വേ≠ിയാണ് ഇത് തീരുമാനിച്ചിരിക്കുന്നത്.
6. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുവാൻ ഉദ്ദേശിക്കുന്നവർ ലേലത്തിന് മുമ്പായി ഉൽപ്പന്നങ്ങളുടെ നിൽപ്പ് അളവ്, ഗുണനിലവാരം എന്നിവ ക≠് ബോധ്യപ്പെടേ≠തും ലേലത്തിനുശേഷം അവ സംബന്ധിച്ച പരാതികൾ യാതൊരുവിധ കാരണവശാലും പരിഗണിക്കുന്നതല്ല.
7. ദർഘാസുകാരൻ/ലേലക്കാരൻ നേരിട്ട് ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കേ≠താണ്. നിയമപരമായ പവർ ഓഫ് അറ്റോർണി ഇല്ലാത്ത പകരക്കാരെ ലേലത്തിൽ പങ്കെടുപ്പിക്കുന്നതല്ല.
8. കോതമംഗലം ഡിവിഷനിലേയും മറ്റ് സമീപ ഡിവിഷനുകളിലേയും സπൈ കോൺട്രാക്റ്റർമാരെ ടി ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുവാൻ അനുവദിക്കുന്നതല്ല.
9. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ അവരുടെ സ്ഥിരമായ വിലാസവും കയ്യൊപ്പും ബന്ധപ്പെട്ട വില്ലേജാഫീസർ സാക്ഷ്യപ്പെടുത്തിയ സർട്ടിഫിക്കറ്റും നിരതദ്രവ്യത്തോടൊപ്പം ഹാജരാക്കേ≠താണ്.
10. വിജയിക്കുന്ന ദർഘാസുകാരന്/ലേലക്കാരന് പ്രസ്തുത ജോലിയുമായി ബന്ധപ്പെട്ട ഓഫീസർമാരുമായോ ആഫീസുമായോ ഏതെങ്കിലും തരത്തിലുള്ള ബന്ധം ഇല്ലെന്ന് തെളിയിക്കുന്ന ഒരു ധാരണാപത്രം ദർഘാസ്/ലേല ദിവസം ദർഘാസുകാരൻ/ലേലക്കാരൻ ഈ ഓഫീസിൽ സമർപ്പിക്കേ≠താണ്. ദർഘാസുകാരന്/ലേലക്കാരന് ടി ജോലിയുമായി ബന്ധപ്പെട്ട ആഫീസർമാരുമായി ഏതെങ്കിലും തരത്തിലുള്ള ബന്ധമു≠െന്ന് പിന്നീട് തെളിയിക്കപ്പെട്ടാൽ ടിയാന്റെ പേരിലുള്ള ദർഘാസ്/ലേലം റദ്ദ് ചെയ്ത് ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ ടി പ്രവൃത്തി പുനർ ദർഘാസ്/ ലേലം ചെയ്യുന്നതായിരിക്കും.
11. ദർഘാസ്/ലേല തീയതി മുതൽ 7 ദിവസങ്ങൾക്കുശേഷം ലഭിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ മറ്റേതെങ്കിലും തരത്തിലുള്ള പരാതികളോ പരിഗണിക്കുന്നതല്ല. ഒരു ലക്ഷം രൂപയിൽ കൂടുതൽ ലേലത്തുക വരുന്ന കേസുകളിൽ ലേലത്തുകയുടെ 10%-ൽ കുറയാത്ത പോസ്റ്റ് ഓഫറുകളും ഒരു ലക്ഷത്തിൽ താഴെ ലേലത്തുക വരുന്ന കേസുകളിൽപ്പെട്ട ലേലങ്ങൾക്ക് 20%-ൽ കുറയാതെയുള്ള പോസ്റ്റ് ഓഫറുകളും മാത്രമേ പരിഗണിക്കുകയുള്ളൂ. കൂടാതെ താഴെപ്പറയുന്ന നിബന്ധനകളും പോസ്റ്റ് ഓഫറുകൾക്ക് ബാധകമായിരിക്കും.
(എ) പോസ്റ്റ് ഓഫർ സമർപ്പിക്കുന്ന ആൾ യഥാർ∞ ദർഘാസ്/ലേലക്കാരൻ ഒടുക്കിയ തുകയുടെ ഇരട്ടി തുക അടയ്ക്കേ≠താണ്.
(ബി) ബന്ധപ്പെട്ട പോസ്റ്റ് ഓഫർ തുകയും മറ്റ് നികുതികളും ഈ ആഫീസിൽ നിന്നും രജിസ്റ്റേർഡ് തപാൽ മുഖേന അറിയിച്ച് ഏഴു ദിവസത്തിനുള്ളിൽ ചെലാൻ മുഖാന്തിരമോ ബാങ്ക് രസീത് വഴിയോ ഒടുക്കി ചെലാൻ രസീത്/ ബാങ്ക് രസീത് ഈ ആഫീസിൽ ഹാജരാക്കേ≠താണ്. പോസ്റ്റ് ഓഫർ നൽകുന്ന ദർഘാസുകാരൻ കൂപ്പിന്റേയും അതിലെ ചൂരലുകളുടെയും നിൽപ്പ് അളവും ഗുണ ഗുണനിലവാരവും മറ്റ് ദർഘാസ് വ്യവസ്ഥകളും ബോദ്ധ്യപ്പെട്ടശേഷം നി›ിത മുദ്രപ്പത്രത്തിൽ ഉടമ്പടി വയ്ക്കേ≠താണ്.
പോസ്റ്റ് ഓഫറുകാരൻ ടി വ്യവസ്ഥകൾ ബോദ്ധ്യപ്പെട്ട് ഉടമ്പടിയിൽ ഏർപ്പെടുന്നപക്ഷം ഇതിൻമേൽ ആവശ്യമായ പരസ്യം നൽകി ഒരു പുനർ ലേലം നടത്തുന്നതാണ്. പുനർ ലേലത്തിൽ ലഭിക്കുന്ന തുക പോസ്റ്റ് ഓഫറുകാരൻ വാഗ്ദാനം ചെയ്ത തുകയേക്കാൾ കുറവാണെങ്കിൽ പോസ്റ്റ് ഓഫറുകാരൻ വാഗ്ദാനം ചെയ്ത തുകയ്ക്ക് ടിയാന്റെ പേരിൽ ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തുന്നതായിരിക്കും. പോസ്റ്റ് ഓഫറുകാരൻ വാഗ്ദാനം ചെയ്ത ലേലത്തുക അടയ്ക്കുന്നതിൽനിന്നും പിൻമാറുന്നപക്ഷം ടിയാൻ അടച്ചിട്ടുള്ള സെക്യൂരിറ്റി തുക സർക്കാരിലേക്ക് ക≠ുകെട്ടുന്നതാണ്. പുനർലേലത്തിൽ പോസ്റ്റ് ഓഫറുകാരൻ വാഗ്ദാനം ചെയ്ത തുകയേക്കാൾ കൂടുതൽ തുകയ്ക്ക് ലേലം/ദർഘാസ് നടക്കുകയാണെങ്കിൽ ഉയർന്ന ലേലത്തുകയ്ക്ക് ആ വ്യ‡ിയുടെ പേരിൽ ലേലം ഉറപ്പിക്കുന്നതും പോസ്റ്റ് ഓഫറുകാരന്റെ സെക്യൂരിറ്റി തുക തിരികെ നൽകുന്നതുമാണ്.
12. പുനർ ദർഘാസ്/ലേലത്തിൽ ലഭിക്കുന്ന തുക ആദ്യ ദർഘാസ്/ലേലത്തിൽ ലഭിച്ച തുകയേക്കാൾ കുറവായാൽ ടി നഷ്ടവും മറ്റു ചെലവുകളും ഉൾപ്പെടെ ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർ നി›യിക്കുന്ന തുകയും നഷ്ടം വരുത്തിയ ദർഘാസ്/ലേലക്കാരിൽ നിന്നും റവന്യൂ റിക്കവറി ഉൾപ്പെടെയുള്ള നിലവിലുള്ള നിയമപ്രകാരം ഈടാക്കുന്നതാണ്.
10th MARCH 2020] FOREST DEPARTMENT 23313. ദർഘാസ്/ലേലം കൊള്ളുന്നയാൾക്ക് ഈ ദർഘാസ്/ലേലപ്പരസ്യത്തിന്റെ ആദ്യ ഖfiികയിൽ പറഞ്ഞിട്ടുള്ള സ്ഥലത്ത് നിൽക്കുന്നതും വിവിധ ക്ലാസ്സിൽപ്പെട്ട ചൂരലുകൾക്ക് മാത്രം അവകാശമുള്ളതാകുന്നു.
14. ദർഘാസ്/ലേലത്തിൽ പങ്കെടുത്ത് കൂടുതൽ തുകയ്ക്ക് ലേലം കൊള്ളുന്ന ആൾ ലേലം കഴിഞ്ഞാലുടൻ ` 200-ന്റെ മുദ്രപത്രത്തിൽ ഒരു ബൗ≠ൻ ഉടമ്പടി കൂടി ഒപ്പുവയ്ക്കേ≠താണ്.
15. ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തി അറിയിക്കുന്ന തീയതി മുതൽ 7 ദിവസത്തിനകം ബാക്കി തുകയുടെ മൂന്നിൽ ഒന്നും മൊത്തം തുകയുടെ 5% ഫോറസ്റ്റ് ഡെവലപ്മെന്റ ് ടാക്സും നിലവിലുള്ള നിരക്കിൽ ചരക്ക് സേവന നികുതി, ഇൻകം ടാക്സ് എന്നിവയും ഒടുക്കി മൊത്തം ലേലത്തുകയുടെ 10% സെക്യൂരിറ്റി ഡെപ്പോസിറ്റുംവച്ച് ` 200-ന്റെ മുദ്രപത്രത്തിൽ ഉടമ്പടി വയ്ക്കേ≠താണ്. 7 ദിവസത്തിനുള്ളിൽ ടി തുക ഒടുക്കാതിരുന്നാൽ 12% പലിശയോടുകൂടി തുക ഒടുക്കുന്നതിന് 7 ദിവസത്തെ സമയവും 24% പലിശയോടുകൂടി വീ≠ും 7 ദിവസത്തെ സമയവും യു‡ം പോലെ കോതമംഗലം ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അനുവദിക്കാവുന്നതാണ്.
ഈ കാലാവധിക്ക് ഉള്ളിലും തുക ഒടുക്കാതെ വന്നാൽ കോട്ടയം ഹൈറേഞ്ച് സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ യു‡ം പോലെ 24% പലിശ നിരക്കിൽ 7 ദിവസത്തേയും വീ≠ും 48% പലിശ നിരക്കിൽ അഡീഷണൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ യു‡ംപോലെ സമയം അനുവദിക്കാവുന്നതാണ്. എന്നാൽ മുകളിൽ പറഞ്ഞ കാലാവധികളെല്ലാം കരാർ കാലാവധിക്കുള്ളിലായിരിക്കും.
16. ബാക്കി മൂന്നിൽ ര≠് ലേലത്തുക ര≠് തുല്യ ഗഡുക്കളായി ഒടുക്കേ≠താണ്. ആദ്യ ഗഡു കരാർ തീയതി മുതൽ 7 ദിവസത്തിനകവും ര≠ാം ഗഡു കരാർ തീയതി മുതൽ ഒരു മാസത്തിനകമോ കരാർ കാലാവധിക്കകമോ ഏതാണോ ആദ്യം വരിക ആ കാലാവധിക്കുള്ളിലും ഒടുക്കേ≠താണ്. ടി കാലാവധിക്കുള്ളിൽ പണം ഒടുക്കുവാൻ കഴിയാതെ വന്നാൽ 12% പലിശ നിരക്കിൽ ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർക്ക് 7 ദിവസത്തേയും 24% പലിശ നിരക്കിൽ കോട്ടയം ഹൈറേഞ്ച് സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ യു‡ംപോലെ 30 ദിവസത്തേക്കും വീ≠ും 7 ദിവസത്തേക്ക് 48% പലിശ നിരക്കിൽ അഡീഷണൽ പ്രിൻസിപ്പൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ യു‡ംപോലെയും കാലാവധി നീട്ടികൊടുക്കാവുന്നതാണ്. എന്നാൽ നീട്ടികൊടുക്കുന്ന കാലാവധികളെല്ലാംതന്നെ കരാർ കാലാവധിക്കുള്ളിലായിരിക്കും. ബാക്കി മൂന്നിൽ ര≠് തുകയിൽ ആദ്യ ഗഡു തുക അടച്ചാൽ മാത്രമേ കൂപ്പിൽ പ്രവേശിപ്പിക്കുകയുള്ളൂ.
17. ഉടമ്പടി കാലാവധി ലേലം സ്ഥിരപ്പെടുത്തി അറിയിക്കുന്ന തീയതി മുതൽ 15 ദിവസമാണ്. സാധാരണ ഗതിയിൽ കൂപ്പിന്റെ കാലാവധി നീട്ടിക്കൊടുക്കുന്നതല്ല. എന്നാൽ പ്രത്യേക സാഹചര്യത്തിലും മതിയായ കാരണങ്ങളുടെ അടിസ്ഥാനത്തിലും കോതമംഗലം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർ, കോട്ടയം ഹൈറേഞ്ച് സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ എന്നിവർ യഥാക്രമം ഓരോ മാസം വീതം താഴെ ചേർത്തിരിക്കുന്ന രീതിയിൽ പിഴ ഈടാക്കിക്കൊ≠് ഓരോ പ്രാവശ്യവും കാലാവധി ദീർഘിപ്പിച്ചുകൊടുക്കുന്നതാണ്.
(എ) എന്യൂമറേറ്റ് ചെയ്തതും മുറിയ്ക്കാനുള്ളതുമായ ചൂരലുകൾക്ക് (100 എണ്ണം) ഓരോ ഹെക്ടറിനും അതിന്റെ ഭാഗത്തിനും ` 750 വീതം.
(ബി) മുറിച്ചിട്ട് നീക്കംചെയ്യാത്ത-രജിസ്റ്റർ ചെയ്തതും അല്ലാത്തതുമായ ചൂരലുകൾക്ക് (100 എണ്ണം) ഓരോ എണ്ണത്തിനും അതിന്റെ ഭാഗത്തിനും ` 100 വീതം.
ഒന്നാമത്തെ മാസം ടി നിരക്കിലും 2-ാം മാസം ഇതിന്റെ ഇരട്ടിയും എന്ന ക്രമത്തിൽ പിഴ ഈടാക്കുന്നതാണ്.
ഇപ്രകാരം നീട്ടിനൽകുന്ന തീയതിക്കുള്ളിലും നീക്കംചെയ്യാതെ കിടക്കുന്ന ചൂരലുകൾ ക≠ുകെട്ടി ഗവൺമെന്റിലേക്ക് മുതൽകൂട്ടുന്നതും കരാറുകാരന് ആയവയിൽ യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതുമല്ല.
ഉടമ്പടിക്കാരൻ ഉടമ്പടി പ്രകാരമുള്ള നി›ിത സമയപരിധിക്കുള്ളിലും മേൽവിവരിച്ച രീതിയിലുള്ള ദീർഘിപ്പിച്ച് നൽകുന്ന കാലാവധിക്കുള്ളിലും ചെയ്തുതീർക്കാത്ത ജോലികൾ ഡിപ്പാർട്ടുമെന്റ ് ചെയ്യിക്കുന്നതും ആയതിന് ഉ≠ാകുന്ന മുഴുവൻ ചിലവും ഉടമ്പടിക്കാരനിൽ നിന്നും ഈടാക്കുന്നതുമായിരിക്കും.
18. ടി പ്രദേശത്ത് ശേഖരിച്ച് വയ്ക്കുന്ന വിവിധ ക്ലാസ്സിൽപ്പെട്ട ചൂരലുകൾ നിലവിലുള്ള നിയമങ്ങൾക്ക് വിധേയ മായിട്ടായിരിക്കും നീക്കം ചെയ്യാനുള്ള ലൈസൻസ് നൽകുന്നത്.
19. കോതമംഗലം ഡിവിഷണൽ ഫോറസ്റ്റാഫീസറുടെയോ തൊടുപുഴ റെയിഞ്ച് ഫോറസ്റ്റ് ഓഫീസറുടെയോ രേഖാമൂലമുള്ള അനുമതിയോടുകൂടി മാത്രമേ കരാറുകാരനോ അയാളുടെ ആളുകളോ ടി പ്രദേശത്ത് പ്രവേശിക്കുവാൻ പാടുള്ളു.
20. ദർഘാസുകാരൻ/ലേലക്കാരൻ കൂപ്പിന്റെ കാലാവധി തീരുന്നതുവരെ എല്ലാ സമയവും കൂപ്പിൽ ഉ≠ായിരിക്കണം.
കൂപ്പിന്റെ ബൗ≠റികൾ ര≠് മീറ്റർ വീതിയിൽ തെളിയിക്കുകയും ജ≠കൾ യഥാവിധി സംരക്ഷിക്കേ≠തുമാണ്.
21. യാതൊരു കാരണവശാലും πാന്റേഷനിലേയോ റിസർവ്വിലേയോ മറ്റ് മരങ്ങൾക്കും തടികൾക്കും കേടുപാടുകളോ നാശനഷ്ടങ്ങളോ വരുത്തുവാൻ പാടുള്ളതല്ല. അങ്ങനെയു≠ാവുന്ന നഷ്ടത്തിന് കരാറുകാരൻ ഉത്തരവാദി ആകുന്നതാണ്.
10th MARCH 2020] FOREST DEPARTMENT 23422. കൂപ്പിന് പുറത്ത് ഫോറസ്റ്റ് സ്ഥലത്ത് ചൂരലുകളും മറ്റും സൂക്ഷിക്കുന്നതിന് ആവശ്യമെങ്കിൽ ഉടമ്പടിക്കാരന്റെ ഉത്തരവാദിത്വത്തിൽ ഡിവിഷണൽ ഫോറസ്റ്റാഫീസർ അനുവദിക്കുന്നതാണ്. എന്നാൽ അവിചാരിതമായ കാരണങ്ങളാലോ മോശമായ കാലാവസ്ഥമൂലമോ ഉടമ്പടി കാലാവധിക്കുള്ളിൽ ഇവ നീക്കം ചെയ്തുകൊ≠് പോകാൻ കഴിയാതെ വന്നാൽ തറവാടക ഇനത്തിൽ ഹെക്ടറിന് ` 250 നിരക്കിൽ ഉടമ്പടിക്കാരനിൽ നിന്നും ഈടാക്കുന്നതായിരിക്കും.
23. കൂപ്പിന് 0.50 കി. മീറ്റർ ചുറ്റളവിൽ സംഭവിക്കുന്ന എല്ലാവിധ കുറ്റകൃത്യങ്ങൾക്കും കരാറുകാരൻ ഉത്തരവാദി യാകുന്നതാണ്. അനധികൃത കുറ്റങ്ങൾ ശ്രദ്ധയിൽപ്പെട്ടാൽ ഉടമ്പടിക്കാരൻ വിവരം വനംവകുപ്പ് ഉദ്യോഗസ്ഥരെ അറിയിക്കേ≠താണ്. ഇതിൽ വീഴ്ച വരുത്തിയാൽ കരാർ റദ്ദാക്കപ്പെടുന്നതാണ്.
24. കാലാവധിക്കുശേഷം കരാറുകാരൻ സെയിൽസ് ടാക്സ്, ഇൻകം-ടാക്സ് ഇവയുടെ ക്ലിയറൻസ് സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് കരാറുകാരന്റെ സെക്യൂരിറ്റി തുക തിരിച്ചു നൽകുന്നതാണ്. എന്നാൽ ടി ഇനത്തിൽ ഗവൺമെന്റിലേക്ക് ബാദ്ധ്യതകൾ വല്ലതുമു≠െങ്കിൽ സെക്യൂരിറ്റി തുകയിൽ നിന്നും ഈടാക്കുന്നതാണ്.
25. സെയിൽ കൂപ്പുകളെ സംബന്ധിച്ച എല്ലാ പൊതുനിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.

It is hereby notified for the information of the public that the right of collection and removal of rattans left after the final felling of Teak trees in the 1946 & 1947 Kuzhimattom Teak Plantation under Thodupuzha range of this division as specified in the schedule appended below will be sold in Tender/Auction by the Divisional Forest Officer, Kothamangalam or any other officer authorized by him in the Divisional Forest Office, Kothamangalam (situated at Kothamangalam) subject to the terms and conditions of sale of Timber in Government Timber Depots published in Government Gazette No. 49 Vol. II dated 10-12-2013 vide Notification No. Pro. (5) 26274/12 dated 22-11-2013 of the Additional Principal, Chief Conservator of Forests (P), Thiruvananthapuram and as per general conditions of the sale of tree growth prevailing in the Department. In case, the notified date happens to be a public holiday or hartal etc. the tender/auction will be conducted on the next working day at the notified place and time.
Conditions
1. Intending Tenderers/Bidders should deposit an Earnest Money Deposit of ` 5,000 as Demand Draft drawn in favour of The Divisional Forest Officer, Kothamangalam, from any Nationalized Bank for participating in the tender/auction.
2. The successful tenderers/bidders have to remit 35% of the sale value on the date of tender/auction itself.
If this 35% value exceeds ` 1,00,000, ` 1,00,000 will be remitted on the auction date itself and balance value have to be remitted in the Sub-Treasury, Kothamangalam (at Kothamangalam) within 7 working days through countersigned chalan issued from this office and the receipted chalan should be submitted to this office forthwith. If he fails to remit this amount, the EMD will be forfeited to Government and the area will be re-auctioned at his risk and loss.
3. The successful Tenderers/Bidders have to pay GST (as per Rule) FDT, Income Tax etc. at the rate prevailing from time to time.
4. If the notified date of tender/auction happens to be a holiday, the tender/auction will be conducted on the very next working day at the same place and time.
5. The tender/auction will be on lump-sum basis for the right of collection and removal of entire rattans from the above area mentioned in the schedule hereto the area of which has been surveyed and demarcated on the ground.
6. Intending tenderers/ bidders may inspect the rattans themselves of the quality and quantity of the produce before participating in the Tender/auction. Complaints if any, regarding the quality and quantity etc. received after the tender/auction will not be entertained.
7. Bidder should appear for the auction in person and nobody will be permitted to bid on behalf of another unless valid Power of Attorney is produced prior to commencement of tender/auction.
8. A supply contractor of Kothamangalam, Division or the adjacent Divisions will not be allowed to bid in the tender/auction.
9. Intending tenderers/bidders should produce a certificate from the concerned Village Officer showing their permanent address and duly attesting their signature along with Earnest Money Deposit.
10. The successful tenderers/bidders should give an undertaking that he is not related to any officer having control of the work and that he is not supply contractor of this or any adjacent Divisions. If this is proved otherwise it shall result in cancellation of the contract and resale of the coupe at his risk and loss.

No petition or post offer received after seven days of the date of conduct of the tender/auction sale and post offer which is not advantageous by more than 10% of the original offer where the bid amount is one lakh and above and more than 20% where the original bid amount is less than one lakh will ordinary be considered.
The post offers will comply with the following terms.
(a) Post offerer should remit double the amount paid by the successful tenderer/Bidder on the Tender/ Auction date.
(b) The remittance should be made by the chalan or Bank Deposit and the Bank receipt should be produced before the Divisional Forest Officer concerned within seven days from the date of receipt of registered notice to that effect.
The post offerer after satisfying the conditions specified above should execute an agreement before the Divisional Forest Officer concerned, pledging the security deposit for the due fulfilment of the above terms, if the post offerer satisfies the conditions, a re-auction will be conducted after giving the usual publicity as per rules. In the re-auction the price fetched, does not come upto what has been offered by the post offerer, it will be awarded to the post offerer at the amount offered by him. If he backs out, the security amount remitted by him will be forfeited to Government. If however, the bid amount is above what has been offered by the post offerer, the right will be awarded to the highest Bidder/Tenderer in the re-auction and the amount remitted by the post offerer will be released to him.
12. If the value fetched in the resale/re-tender is less than that obtained in the original tender/auction the difference between them together with all incidental expenditure to fixing up of the resale including notification charges as assessed by the Divisional Forest Officer concerned will be recovered from the defaulting Tenderers/ Bidders through legal means including Revenue Recovery Act in force.
13. The participating Tenderers/Bidders have rights only for the collection and removal of rattans and has no right for removing trees like Teak, Rosewood, Sandal, Irul etc, if any.
14. The successful Tenderers/Bidders should execute a bounden agreement on a stamp paper worth ` 200 after completion of tender/auction.
15. The confirmation of the tender/auction sale will ordinarily be communicated to the party concerned as early as possible. Within 7 days from the date of intimation of the confirmation, the successful Tenderers/Bidders shall remit 1/3 rd of the balance sale value and 5% Forest Development Tax, GST (as per Rule) and Income Tax at the rate in force and security deposit of 10% for the total sale value. The successful tenderers/Bidders should execute an agreement on a stamp paper worth ` 200. In case of failure to remit the amount within 7 days extension shall be granted by the Divisional Forest Officer for 7 days subject to the realization of 12% penal interest. Further extension for 7 days shall be granted by the Divisional Forest Officer subject to the realization of 24% penal interest. In case of failure to remit the amount within the extended period, further extension for 7 days by the Chief Conservator of Forests, High Range Circle, Kottayam and 7 days by the Addl. Principal Chief Conservator of Forests shall be granted subject to the realization of penal interest at 24% and 48% respectively. But all the extension periods mentioned above will be within the original contract period.
16. The balance 2/3 rd sale value should be remitted in two equal instalments by the successful Tenderers/Bidders. The first instalment should be remitted within 7 days from the date of agreement and the second instalment within 7 days from the date of agreement or within the contract period whichever is earlier. If the successful Tenderers/Bidders fails to remit the above amount within the period mentioned above, extension for 7 days by realizing penal interest at 12% by the Divisional Forest Officer concerned, extension for 7 days by realizing penal interest at 24% by the Chief Conservator of Forests concerned and further extension for 30 days by the Addl. Principal Chief Conservator of Forests concerned by realizing penal interest at 48% shall be granted respectively. But all the above extended periods will be within the original contract period.
10th MARCH 2020] FOREST DEPARTMENT 23717. The period of contract will be 15 days from the date of intimation of confirmation. No extension of the period of contract shall normaly be granted on any ground. Under very special circumstances, for good and sufficient reasons, the Divisional Forest Officer and the Chief Conservator of Forests concerned may grant extension of time for one month each respectively on realization of penalty or penalties for completion of each work for each month mentioned below.
(a) For enumerated rattans (100 Nos.) and balance unfelled per hectare or fraction thereof ` 750 per hectare.
(b) Unremoved registered logs and unregistered logs ` 100 per m3 or fraction thereof.
Penalty will be assessed and realized on rattans as the case may be which are either uncollected or unremoved during the original contract period. The penalty for the first month shall be realized as per above rates, double the rate for the second month shall be realized. If the Tenderer/Bidder fail to remove the entire produce within the above extended period, the whole timber and firewood collected by the tenderer as per the agreement will be forfeited to Government and the Tenderer/Bidder shall not have any right on the produce confiscated to Government.
In the above circumstances, the balance work to be executed by the tenderer shall be completed departmentally and all the loss sustained to Government in this regard shall be realized from the tenderer/bidder.
18. The licence for the removal of rattans collected in the coupe should be issued only on the basis of the prevailing norms.
19. The contractor or his agent shall enter into the coupe only after getting the written permission from the Divisional Forest Officer, Kothamangalam or Range Forest Officer, Thodupuzha.
20. The contractor shall at all time during the currency of the contract, keep the boundaries cleared to a width of 2 meters and keep the cairns intact.
21. The contractor will be liable for any damage or loss caused to other trees in the nearby plantations, if any or reserve.
22. The Divisional Forest Officer will give permission to keep the rattans and other produce outside the coupe, if requested by the contractor at his risk. But if the collected timber/firewood are not within the agreement period due to unforeseen situation or climate, a ground rent @ ` 250 per hectare will be recovered from the contractor.
23. The contractor will be liable for all the illegal activities occurred within 0.5 k.m. perimeter of the above mentioned chainage. Any such activities noticed should be reported to the Forest Officials by the Contractor, otherwise the contract will be cancelled.
24. The security deposit will be refunded only after the successful completion of the contract after producing the clearance certificates of Sales Tax, Income Tax, Agricultural Income Tax etc. If there is any liabilities outstanding in this respect to the Government, that will be adjusted from the security deposit of the contractor.
25. All common conditions regarding sale coupes are also applicable to this tender/auction. Further details can be had from the office of the undersigned or from the office of the Range Forest Officer, Thodupuzha on all working days.

Incomplete tenders or tenders without necessary documents or required EMD or tenders not in accordance with tender conditions will not be accepted. Tenders will be opened at 3.30 p. m. on the same day in the presence of those tenderers or their authorised representatives who are present at the time by the Divisional Forest Officer, Timber Sales, Kozhikode or an officer authorized by him. The Divisional Forest Officer, Timber Sales, Kozhikode reserves the right to exclude any work/postponed to another notified date and also to reject any tender without assigning any reason thereof. If the tender date happens to be a holiday, or the tender could not be conducted on the notified date, due to any reason, the tender will be conducted at the same place and time on the next working day, as per the same conditions.

Competitive sealed tenders are invited by the under signed on behalf of Governor of Kerala in the prescribed form from eligible contractors or agencies/firms registered as 'C' Class and above with Kerala Public Works Department civil works as shown in the table below in Kozhikode and Wayanad Districts under Timber Sales Division, Kozhikode during 2019-20. The tenders are fixed to be conducted on 17-3-2020. The tender documents can be purchased from the office of the undersigned during office hours up to 1 p. m. on the tender date, on producing attested copy of the registration card. Cost of tender fee is non refundable and the tender form is not transferable. The filled up tender documents should be submitted on or before 3 p. m. on the date of tender.
If the tender could not be conducted on the said date/dates, tender for the works will be conducted at the above place and time with same conditions on next working days. If tender could not be conducted even on this date necessary tender for such works will be conducted with same condition at same place and time on 20-3-2020. Tender for balance works, if any will be conducted on 23-3-2020 at the same place and time as per same conditions.
Cost of tender fee in respect of works with PAC above ` 50,000 up to ` 10,00,000 shall be 0.2% of the cost of work, subject to a minimum of ` 500 and maximum of ` 2,000 + GST is applicable. All existing rules, regulations, directions etc. prescribed by Kerala PWD and Finance Department and Kerala Forest Department in respect of civil works shall be applicable for this tender also. The post offers and representations sent after receipt of the tender in respect of the work shall not be considered on any grounds. The undersigned reserves the right to cancel the tender without assigning any reason.
Before commencing work or within a week after the date when acceptance of the tender has been intimated to him, the tenderer shall deposit a sum sufficient to make up the balance of 5 (five) percent of the probable value of contract which together with the Earnest Money Deposited shall be treated as security for the proper fulfillment of the same and shall execute an agreement for 10th MARCH 2020] FOREST DEPARTMENT 241

If he falls to do this or in the case of PWD contracts not maintain as specified progress (to be specified in each case in the tender schedule) the Earnest Money Deposit and security deposit shall be forfeited to Government and fresh tenders shall be called for or the matter otherwise disposed off. If as a result of such measures, due to the default of the tenderer to pay the requisite deposit, sign the contracts or take the possession of the work, any loss to Government due to the same will recovered from him as arrears of revenue, but should it be saving to Government, the original contract or shall have no claim whatever to the difference. Recoveries on this or any other account will be made from the sum that may be due to the contract or on this or any other subsisting Contracts under the revenue recovery act, or otherwise the Government may decide.
