തെ∑ല ഫോറസ്റ്റ് ഡിവിഷനിലെ തെ∑ല, ആര്യങ്കാവ് റെയിഞ്ചിൽ ഗ്യാരേജ് ചെയ്യപ്പെട്ടിട്ടുള്ള ചുവടെ വിവരിക്കുന്ന സർക്കാർ വക വാഹനങ്ങൾ ഇപ്പോഴത്തെ അവസ്ഥയിലും സ്ഥിതിയിലും 20-11-2020-ന് (രാവിലെ 11 മണി മുതൽ ഉച്ചയ്ക്കുശേഷം 3.30 മണി വരെ) ഇ-ലേലം ചെയ്ത് വിൽക്കുന്നതായിരിക്കും. എം. എസ്. റ്റി. സി. കമ്പനിയിൽ ലേലത്തിനായി രജിസ്റ്റർ ചെയ്ത വ്യ‡ികൾക്ക് ലേലത്തിൽ പങ്കെടുക്കാവുന്നതാണ്. വിശദവിവരത്തിനായി എം. എസ്.റ്റി. സി.-യുടെ www.mstcecommerce.com എന്ന വെബ്സൈറ്റ് സന്ദർശിക്കാവുന്നതാണ്. അല്ലെങ്കിൽ ഈ ഓഫീസിൽ നിന്നും ലഭ്യമാവുന്നതാണ്. (Ms.) 212/15 Fin. dated 5-6-2015-ലേയും പഴയ വാഹനങ്ങളുൾപ്പെടെയുള്ള സ്ക്രാപ്പ് കാറ്റഗറിയിൽപ്പെട്ട സാധനങ്ങളുടെ വില്പന സംബന്ധിച്ച് കേരള ഗവൺമെന്റും എം. എസ്. റ്റി. സി.-യും തമ്മിൽ 13-3-2018-ൽ ഏർപ്പെട്ടിട്ടുള്ള കരാറിലേയും ഇതുമായി ബന്ധപ്പെട്ട് നിലവിലുള്ള മറ്റ് ഉത്തരുവുകളുടേയും ചട്ടങ്ങളിലേയും വ്യവസ്ഥകൾക്ക് വിധേയമായിട്ടാണ് ഇ-ലേലം നടത്തപ്പെടുന്നത്. ചുവടെ ഒപ്പിട്ട ആൾക്ക് മേൽപറഞ്ഞ ലേലം ഒരു വിധ മുന്നറിയിപ്പും കൂടാതെ റദ്ദാക്കുവാനുള്ള അധികാരം ഉ≠ായിരിക്കും. എം. എസ്. റ്റി. സി.-ൽ പേര് രജിസ്റ്റർ ചെയ്തിട്ടുള്ളതും ജി. എസ്. റ്റി. രജിസ്ട്രേഷൻ ഉള്ള ആളുകൾക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കുവാൻ കഴിയുകയുള്ളൂ. ലേലം ചെയ്യുന്ന വാഹനത്തിന്റെ നിരതദ്രവ്യം ലേല ദിവസത്തിന് തൊട്ടുമുൻപുള്ള ദിവസം വൈകുന്നേരം 5 മണിക്ക് മുമ്പായി ഇ-ചെലാൻ മുഖേന ഈ ഓഫീസിൽ അടച്ചിരിക്കണം. നിരതദ്രവ്യം അടയ്ക്കുമ്പോൾ ലേലത്തിൽ പങ്കെടുത്തയാളിന്റെ രജിസ്ട്രേഷൻ നമ്പരും രേഖപ്പെടുത്തിയിരിക്കണം. നിരതദ്രവ്യം മുൻകൂർ അടയ്ക്കുന്ന ലേലക്കാരനു മാത്രമേ ഇ-ലേലത്തിൻ പങ്കെടുക്കുവാൻ സാധിക്കുകയുള്ളു.

നിബന്ധനകൾ

1. വില്പനയ്ക്ക് വച്ചിരിക്കുന്ന വാഹനങ്ങളുടെ നിലവിലെ അവസ്ഥ ലേലത്തിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ ബന്ധപ്പെട്ട തെ∑ല/ആര്യങ്കാവ് റെയിഞ്ച് ഫോറസ്റ്റ് ഓഫീസർമാരുടെ അനുവാദത്തോടുകൂടി വാഹനം പരിശോധിക്കാവുന്നതാണ്. ശേഷമുള്ള പരാതികൾ പരിഗണിക്കുന്നതല്ല.

2. വാഹനങ്ങളുടെ ആർ.സി. ബുക്ക് ലഭ്യമല്ലെങ്കിൽ ലേലക്കാരൻ സ്വന്തം നിലയ്ക്ക് ആയതിന്റെ ഡ്യൂπിക്കേറ്റ് എടുക്കേ≠താണ്.

3. ഇതുസംബന്ധിച്ച ഗവൺമെന്റ ് ഉത്തരവ് നമ്പർ ജി.ഒ.(എം.എസ്.) 212/15/ധനം തീയതി 5-6-2015-നും ഗവൺമെന്റുമായി എം. എസ്. റ്റി. സി. കമ്പനി 13-3-2018-ൽ ഏർപ്പെട്ടിട്ടുള്ള കരാറിലെ വ്യവസ്ഥകൾക്കും മറ്റു നിലവിലുള്ള ചട്ടങ്ങൾക്കും വിധേയമായിട്ടായിരിക്കും ഇ-ലേലം നടത്തപ്പെടുന്നത്.

4. വാഹനങ്ങളുടെ ഇ-ലേലം സംബന്ധിച്ച് എം. എസ്. റ്റി. സി. കാലാകാലങ്ങളിൽ പുറപ്പെടുവിച്ചിട്ടുള്ള എല്ലാ നിബന്ധനകളും നടപടിക്രമങ്ങളും ഇ-ലേലത്തിന് ബാധകമായിരിക്കും.

5. ഇ-ലേലം സംബന്ധിച്ച അഡീഷണൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (എഫ് & ബി. എ.) നിലവിലുള്ള നിബന്ധനകളിൽ പരിഷ്കാരങ്ങൾ പുതുതായി വരുത്തിയാൽ ആയതും ഇ-ലേലത്തിന് ബാധകമായിരിക്കും.

6. ഇതു സംബന്ധിച്ച കൂടുതൽ വിവരങ്ങൾ തെ∑ല ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസിൽ നിന്നും അറിയാവുന്നതാണ് (ടെലിഫോൺ നമ്പർ : 0475-2344521).

7. ഏതെങ്കിലും അപ്രതീക്ഷിത സാഹചര്യത്തിൽ ഇ-ലേലം നി›ിത ദിവസം നടക്കാതെ വരികയോ, വാഹനങ്ങൾ വിറ്റൊഴിയാതെ വരികയോ ചെയ്താൽ 30-11-2020-ൽ രാവിലെ 11 മണി മുതൽ 3.30 മണി വരെ ഇ-ലേലം നടത്തുന്നതായിരിക്കും.

ശെന്തുരുണി വന്യജീവി സങ്കേതത്തിൽ 2020-21 സാമ്പത്തിക വർഷത്തിൽ താഴെ പറയുന്ന പ്രവൃത്തികൾക്ക് കേരള സർക്കാർ ഉത്തരവ് നമ്പർ (കയ്യെഴുത്ത്) 26/2017/വനം, തീയതി 20-5-2017 പ്രകാരം രജിസ്റ്റർ ചെയ്തിട്ടുള്ള മുൻ പ്രവൃത്തി പരിചയമുള്ള കരാറുകാരിൽ നിന്നും പ്രവൃത്തിയുടെ പേര് ആലേഖനം ചെയ്തിട്ടുള്ള മുദ്രവച്ച മത്സര സ്വഭാവമുള്ള ദർഘാസുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു. ദർഘാസ് ഫോറങ്ങളും മറ്റ് വിശദവിവരങ്ങളും താഴെ ഒപ്പുവച്ച ഉദ്യോഗസ്ഥന്റെ കാര്യാലയത്തിൽ നിന്നും 11-11-2020 ഉച്ചയ്ക്ക് 1 മണി വരെ എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും ലഭിക്കുന്നതായിരിക്കും. ദർഘാസുകൾ 11-11-2020-ന് 3 മണി വരെ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം വൈകിട്ട് 3.30 മണിക്ക് താഴെ ഒപ്പ് വെച്ച ഉദ്യോഗസ്ഥന്റെ കാര്യാലയത്തിൽ വെച്ച് ഹാജരുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ ദർഘാസ് തുറന്ന് പരിശോധിക്കുന്നതുമായിരിക്കും. നി›ിത ദിവസം എന്തെങ്കിലും കാരണവശാൽ ടെ≠ർ നടക്കാതിരുന്നാൽ 19-11-2020-ന് നി›ിത സ്ഥലത്തും സമയത്തും വീ≠ും ടെ≠ർ നടത്തുന്നതായിരിക്കും.

ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം പൊതുഅവധി പ്രഖ്യാപിച്ചാൽ അടുത്ത പ്രവൃത്തി ദിവസം നി›ിതസമയത്ത് ദർഘാസുകൾ സ്വീകരിക്കുന്നതും തുറക്കുന്നതുമായിരിക്കും.

9. ഓരോ ടെ≠റിനോടുമൊപ്പം ദേശസാൽകൃത/ഷെഡ്യൂൾഡ് ബാങ്കുകളിൽ നിന്നും വൈൽഡ്ലൈഫ് വാർഡൻ ശെന്തുരുണി യുടെ പേരിൽ എടുത്തിട്ടുള്ള ഡിമാന്റ ് ഡ്രാഫ്റ്റ് നിരതദ്രവ്യമായി ചേർത്തിരിക്കേ≠താണ്.

10. ദർഘാസിൽ എന്തെങ്കിലും തിരുത്തലുകൾ വരുത്തിയിട്ടു≠െങ്കിൽ ആയത് ദർഘാസുകാരൻ തന്നെ ഇനിഷ്യൽ ചെയ്തിരിക്കേ≠താണ്.

11. ലഭിച്ചിട്ടുള്ള ദർഘാസുകളുടെ ഒന്നാം ഭാഗം (പാർട്ട്-1) വൈൽഡ്ലൈഫ് വാർഡനോ വൈൽഡ്ലൈഫ് വാർഡൻ ചുമതലപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ടെ≠ർ തീയതി ഉച്ചയ്ക്കുശേഷം 3.30-ന് വൈൽഡ്ലൈഫ് ഓഫീസിൽ വച്ച് ഹാജരായിട്ടുള്ള ദർഘാസുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറക്കുന്നതാണ്.

12. ദർഘാസുകളുടെ ഒന്നാം ഭാഗം അംഗീകരിച്ചുള്ള ദർഘാസുകാരുടെ ദർഘാസുകളുടെ ര≠ാം ഭാഗം (നിരക്ക് രേഖപ്പെടുത്തിയത്) തുടർന്ന് തുറക്കുന്നതായിരിക്കും. ര≠ാം ഭാഗം തുറക്കുന്ന തീയതിയും സമയവും ഒന്നാം ഭാഗം അംഗീകരിച്ച ഉടനെതന്നെ പ്രഖ്യാപിക്കുന്നതായിരിക്കും.

13. സാധാരണഗതിയിൽ കുറഞ്ഞ നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. പക്ഷേ തീരുമാനമെടുക്കാൻ അധികാരമുള്ള ഉദ്യോഗസ്ഥന് ഒരു കാരണവും പറയാതെ തന്നെ ദർഘാസ് സ്വീകരിക്കുവാനോ നിരസിക്കുവാനോ അധികാരം ഉ≠ായിരിക്കും.

14. സാമ്പത്തിക നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള ദർഘാസിന്റെ ര≠ാം ഭാഗം തുറന്ന് മൂന്ന് മാസത്തിനകം ഓഫർ പിൻവലിക്കുവാൻ ഒരു ദർഘാസുകാരനെയും അനുവദിക്കുന്നതല്ല.

15. കാലാകാലങ്ങളിൽ കേരള ഗവൺമെന്റ ് നി›യിക്കുന്ന നികുതികൾ ഈ പ്രവൃത്തിക്കും ബാധകമാണ്.

16. ആരുടെ ദർഘാസാണോ സ്വീകരിച്ചിട്ടുള്ളത്, പ്രസ്തുത വിവരം ടി വ്യ‡ിയെ ദർഘാസിൽ കൊടുത്തിരിക്കുന്ന വിലാസത്തിൽ രജിസ്ട്രേഡ് കത്ത് മുഖേന അറിയിക്കുന്നതാണ്. വിജയിയായ ദർഘാസുകാരൻ 7 ദിവസത്തിനകം ടിയാന്റെ ചെലവിൽ വാങ്ങിയിട്ടുള്ള ` 200 വിലയുള്ള മുദ്രപത്രത്തിൽ ഒരു ഉടമ്പടി ഒപ്പുവയ്ക്കേ≠താണ്. ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്നതിൽ പരാജയപ്പെട്ടാൽ ദർഘാസ് റദ്ദാക്കുന്നതും ടിയാൻ കെട്ടിവച്ചിട്ടുള്ള നിരതദ്രവ്യം വനംവകുപ്പിലേക്ക് ക≠ുകെട്ടുന്നതുമാണ്. തുടർന്ന് ജോലികൾ ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ തൊട്ടടുത്ത നിരക്ക് രേഖപ്പെടുത്തിയിട്ടുള്ള വ്യ‡ിയെക്കൊ≠് ചെയ്യിക്കുന്നതുൾപ്പെടെയുള്ള മറ്റ് മാർഗ്ഗങ്ങളിൽ കൂടി നടത്തുന്നതായിരിക്കും. ആയതിൽ വച്ച് സർക്കാരിന് എന്തെങ്കിലും നഷ്ടം ഉ≠ാകുന്നപക്ഷം ആയത് ആദ്യ ദർഘാസുകാരൻ വൈൽഡ് ലൈഫ് വാർഡൻ, ശെന്തുരുണി അനുവദിക്കുന്ന നി›ിത സമയത്തിനുള്ളിൽ ഒടുക്കിയിട്ടില്ലായെങ്കിൽ ആയത് പൊതുമുതലിനുള്ള കുടിശ്ശികയായി കണക്കാക്കുന്നതും ആയത് 1968-ലെ കേരള റവന്യൂ റിക്കവറി ആക്ടിലെ വ്യവസ്ഥകൾ പ്രകാരമോ സർക്കാരിന് യു‡മെന്ന് തോന്നുന്ന മാർഗ്ഗങ്ങളിലൂടെയോ ഈടാക്കുന്നതുമാണ്. സർക്കാരിന് എന്തെങ്കിലും നേട്ടമു≠ാകുന്നപക്ഷം വീഴ്ച വരുത്തിയ ദർഘാസുകാരന് ആയതിൽ യാതൊരു അവകാശവും ഉ≠ായിരിക്കുന്നതല്ല.

17. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്ന സമയത്ത് കോൺട്രാക്ട് തുകയുടെ 10% രൂപ സെക്യൂരിറ്റിയായി ഒടുക്കേ≠താണ്. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി, ബന്ധപ്പെട്ട ഓഫീസറിൽ നിന്നും ലഭിക്കുന്ന ബാദ്ധ്യതാ രഹിത സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് മാത്രമേ സെക്യൂരിറ്റി വിടുതൽ ചെയ്യുകയുള്ളൂ.

18. വിജയിയാകുന്ന ദർഘാസുകാരൻ ഉടമ്പടി ഒപ്പുവയ്ക്കുന്ന സമയത്ത് സോൾവൻസി സർട്ടിഫിക്കറ്റിൽ ഉൾപ്പെട്ടിട്ടുള്ള വസ്തുവകകൾ കോൺട്രാക്ട് പീരിയഡിൽ വിൽക്കുകയോ പണയം വയ്ക്കുകയോ കൈമാറ്റം ചെയ്യുകയോ ചെയ്യില്ലെന്ന് ഒരു സമ്മതപത്രം നൽകേ≠താണ്.

19. ദർഘാസ് ലഭിച്ചതിനുശേഷം ഒരു ജോലിയെ സംബന്ധിക്കുന്ന പോസ്റ്റ് ഓഫറുകളോ പരാതികളോ യാതൊരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

20. ദർഘാസിൽ പങ്കെടുത്തിട്ടുള്ള വിജയികളാകാത്ത ദർഘാസുകാരുടെ നിരതദ്രവ്യം ടെ≠ർ നടപടികൾ അവസാനിച്ചാലുടൻതന്നെ തിരികെ നൽകുന്നതാണ്.

21. ദർഘാസിനോടൊപ്പമുള്ള ഷെഡ്യൂളിൽ പറയുന്ന അളവുകൾ ഏകദേശമായിരിക്കും. ജോലികൾ ചെയ്തു വരുമ്പോൾ അളവുകളിൽ വ്യത്യാസം വരാവുന്നതാണ്.

22. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിട്ടുള്ള അളവ് ഏകദേശം മാത്രമാണ്.

23. ജോലി തൃപ്തികരമായി പൂർത്തിയാക്കി നി›ിത ഫോറത്തിലുള്ള ബില്ല് തയ്യാറാക്കി സമർപ്പിക്കുന്ന മുറയ്ക്ക് ബിൽ തുക നൽകാവുന്നതാണ്. തുക നൽകുന്നത് ചെക്ക് ആയോ ഇ-പേയ്മെന്റ ് ആയി മാത്രമോ ആയിരിക്കുന്നതാണ്.

24. ദർഘാസ് ഷെഡ്യൂളിൽ കാണിച്ചിരിക്കുന്ന ജോലികളുടെ അളവിൽ സ്ഥലത്തിന്റെ പ്രത്യേകത അനുസരിച്ച് കുറവ് വരുത്താനോ ജോലി ക്യാൻസൽ ചെയ്യാനോ വൈൽഡ്ലൈഫ് വാർഡന് അധികാരമു≠ായിരിക്കും. ആയത് വിജയിയായ ദർഘാസുകാരന് ബാധകമായിരിക്കും. ദർഘാസ് ഷെഡ്യൂളിൽ ഉൾപ്പെട്ടിട്ടില്ലാത്ത ഏതെങ്കിലും എെറ്റങ്ങൾ വ്യ‡മായ കാരണങ്ങളാൽ ഉൾപ്പെടുത്തേ≠തു≠െങ്കിൽ ആ ജോലി ചെയ്യുന്നതിന് വിജയിയായ ദർഘാസുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും. ആയതിന് നിലവിലുള്ള ഫോറസ്റ്റ് ഷെഡ്യൂൾ റേറ്റ് പ്രകാരം കണക്കാക്കിയ നിരക്ക് പ്രകാരം തുക നൽകുന്നതായിരിക്കും.

25. ദർഘാസ് പ്രകാരം രേഖപ്പെടുത്തിയിട്ടുള്ള നിരക്ക് അംഗീകരിക്കാൻ പറ്റാത്തതാണെങ്കിൽ കോൺട്രാക്ട് സിസ്റ്റം അല്ലാതെ മറ്റ് ഏതെങ്കിലും മാർഗ്ഗത്തിലൂടെയോ നടപ്പിലാക്കുന്നതിനുള്ള അവകാശം കേരള വനം വകുപ്പിൽ നിക്ഷിപ്തമായിരിക്കും.

It is hereby notified for the information of the public that sealed tenders are invited from the registered forest contractors for executing the forestry works during 2020-21 in this Division as shown in the schedule below. The tender forms will be issued from the O/o the Wildlife Warden, Wildlife Division, Shendurney up to 1 p. m. on 11-11-2020 on remitting the cost of tender form. The filled up and sealed tender in full form with sufficent EMD can be submitted up to 3 p. m. on 11-11-2020. The tender will be opened at 3.30 p. m. on the same day at the office of the Wildlife Warden, Wildlife Division, Shendurney. Alternative date of tender is 19-11-2020.

In case the notified date happens to be a public holiday, the tender will be conducted on the next working day at the notified place and time, as per the same condition. The Wildlife Warden, Wildlife Division, Shendurney reserves the power to include additional works/exclude works enlisted or to postpone the tender on specific reasons.

attached as DD from a Nationalized/Scheduled Bank as mentioned above, along with Part I tender. The cost of tender forms once paid is not refundable on any account, nor will the amount be adjusted towards cost of any other tender forms.

3. The tender form shall be used only by the person in whose name it is issued and for the work specified in the schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Wildlife Warden's Office on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. No plea of ignorance of the agreement conditions or no complaint regarding the said conditions received after putting in the tender will be entertained.

5. Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reason will be entertained thereafter.

6. The tenderer shall quote in the appropriate column in the tender a firm percentage of the basic rate for desiliting of Check Dam & Water Holes/Trek path maintenance work as in the Schedule both in figures as well as in words. In the case of tenderer quoting different total amount in words and figures, lower of the same only be considered valid and shall be binding on him/her.

7. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Wildlife Warden, Shendurney Wildlife Division, Thenmala" and superscribed tender for (Name of work as specified in the first part of tender notice) so as to reach him in his office as specified in the first part of tender notice.

8. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

9. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank as specified in the tender notice in favour of the Wildlife Warden, Shendurney as Earnest Money Deposit for the work.

10. SSI Units are exempted from remitting EMD. Such units should produce necessary eligiblility certificates obtained from the Manager, District Industries Centre concerned.

11. All the corrections in the tender form shall be initialed by the tenderer himself.

12. The tenders received in due time will be opened by the Wildlife Warden or his Deputy at his office at the time specified in the presence of the tenderers present on that occasion.

13. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves to himself the power of accepting or rejecting any tender without assigning any reason therefore.

14. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

15. All the taxes prevailing at the time is applicable to this tender.

16. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued by registered letter bearing the address mentioned in the tender. The successful tenderer, within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form (Appendix 11) on a proper non-judicial stamp paper (worth ` 200) to be supplied by him at his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Wildlife Warden, shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act, 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

17. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10 percent of the Total Probable Amount of Contract. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liability Certificate from the concerned officers.

18. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

19. The post-offers and representations sent, after receipt of the tender in respect of the work shall at no account be considered.

20. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

21. The quantities of work shown in the schedule are approximate and it may vary on actual execution of work.

22. The area shown in the tender schedule is approximate. The actual extent of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

23. Payment will be made to the contractor on specific request and on submission of bill in the prescribed format at the following stages provided the condition specified are achieved. Payment will be made through crossed cheques or e-payment only.

24. It shall be open to the Wildelife Warden, Shendurney to cancel/reduce the quantity of work to be executed in the attached schedule based on site conditions in each year and the Wildlife Warden's decision will be binding on the successful tenderer. If any additional item/s of work which are not included in the schedule are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing forest schedule of rate.

25. Kerala Forest Department reserves the right to execute the work through any other mode of execution other than through contract system if the tender offered by the contractors is not feasible according to the Department.

26. All provisions in G.O. (Ms.) No. 26/17/F&WLD dated 20-5-2017 regarding tender system in Kerala Forest Department, Kerala Forest Act 1961 and Wildlife Protection Act 1972 will be applicable to the tenderer.

27. The undersigned reserves the right to cancel or add works in the tender without assigning any reason.

It is hereby notified that Teak Timber, Teak poles, Teak Billet, Jungle wood firewood collected from final felling areas of bit II of 1956 Teak Plantation at Adukuzhy in Vadasserikkara Range under Ranni Forest Division will be sold through e-Auction as shown in the schedule below, by M/s MSTC Ltd., Bangalore, subject to the conditions published by the M/s MSTC Ltd and in the Kerala Gazette No. 36 Vol. III, Part III dated 16-9-2014, Kerala Gazette No. 43 Vol. III, Part III dated 4-11-2014, Kerala Gazette No. 8 Vol. IV, Part III dated 24-2-2015, Kerala Gazette No. 34 Vol. IV, Part III dated 25-8-2015, Kerala Gazette No. 40 Vol. IV, Part III dated 13-10-2015 & Kerala Gazette No. 43 Vol. V, Part III dated 1-11-2016 and vide Notification No. Pro. MSTC Ltd., Bangalore, subject to the conditions published by the M/s. MSTC Ltd. and in the Kerala Gazette No. 36, Vol. III, Part III dated 16-9-2014, Kerala Gazette No. 43, Vol. III, Part III dated 4-11-2014, Kerala Gazette No. 8 Vol. IV, Part III dated 24-2-2015, Kerala Gazette No. 34, Vol. IV, Part III dated 25-8-2015, Kerala Gazette No. 40 Vol. IV, Part III dated 13-10-2015 & Kerala Gazette No. 43, Vol. V, Part III dated 1-11-2016 and vide Notification No. Pro. (4) 26243/13 dated 21-11-2015 & 26-9-2016 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department. It is hereby notified that Teak Timber IV, JW Timber, Teak Poles, Teak Billets and JWFW collected from the final felling areas of Mannarappara & Naduvathumoozhy Ranges of Konni Division will be sold through e-Auction shown in the schedule, by M/s. MSTC Ltd., Bangalore, subject to the conditions published by the M/s. MSTC Ltd. and in the Kerala Gazette No. 36, Vol. III, Part III, dated 16-9-2014, Kerala Gazette No. 43, Vol. III, Part III dated 4-11-2014, Kerala Gazette No. 8 Vol. IV, Part III dated 24-2-2015, Kerala Gazette No. 34, Vol. IV, Part III dated 25-8-2015, Kerala Gazette No. 40 Vol. IV, Part III dated 13-10-2015 & Kerala Gazette No. 43, Vol. V, Part III dated 1-11-2016 and vide Notification No. Pro. (4) 26243/13 dated 21-11-2015 & 26-9-2016 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department. Besides the quantity shown in the schedule, the quantity if any delivered to dumping sites before the date of e-Auction and that could be lotted immediately before the e-Auction will also be placed in the e-Auction. For the benefit of the bidders who are not well versed with online transations. Conditions

1. All the conditions in the G. O. (Ms.) No. 26/2017/F&WLD dated 20-5-2017 will be applicable to this tender also.

2. Tender form (Appendix 9) and other details (Not transferable) can be obtained from Divisional Forest Office, Mankulam on payment of cash or by Demand Draft (DD) drawn in favour of Divisional Forest Officer, Mankulam payable on any Scheduled/Nationalized Bank. The cost of tender form will be fixed by the Government from time to time. The application form can also be downloaded from the official website of Kerala Forest Department and if the forms are downloaded from the website the cost of tender documents should be attached as DD from a Nationalized/Scheduled Bank as mentioned above, along with Part I tender.

The cost of tender forms once paid will be neither refundable on any account, nor be adjusted towards cost of any other tender forms.

3. The tender form shall be used only by the person in whose name it is issued and for the work specified in the Schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Divisional Forest Office, Mankulam on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. Any plea of ignorance of the agreement conditions or any complaint regarding the said conditions received after the time of tender will not be entertained.

5. Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reasons will be entertained thereafter.

6. The tenderer shall quote a firm percentage of the basic rate per Kilometer for creation of fire line and fire tracing as in the Schedule both in figures as well as in words in the appropriate column in the tender form.

In the case of tenderer quoting different total amount in words and figures, least of the same will be considered valid and shall be binding on him/her.

7. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Divisional Forest Officer, Mankulam Division" and superscribed Tender for (Name of work as specified in the first part of tender notice) so as to reach the office as specified in the first part of tender notice.

8. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

9. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount specified against each work as per the notification in favour of the Divisional Forest Officer, Mankulam Division, as Earnest Money Deposit for the work.

10. All the corrections in the tender form shall be initialed by the tenderer himself.

11. Part I of the tenders received in due time will be opened by the Divisional Forest Officer or his deputy at the time specified in the first part of tender notice in the presence of such of the tenderers present on that occasion.

12. Part-II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on the day to be declared subsequently. The time and place of opening of the Part-II tenders will be announced immediately on the acceptance of the Part-I tender.

13. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the power of accepting or rejecting any tender without assigning any reason thereof.

14. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

15. All the taxes prevailing at the time is applicable to this tender.

16. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer, within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form (Appendix 11) on a proper non-judicial stamp paper (worth ` 100) to be supplied by him at his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Divisional Forest Officer, shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

17. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10 per cent. of the total Probable Amount of Contract. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liability Certificate from the concerned officers.

18. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

19. The post-offers and representations sent, after receipt of the tender in respect of the work shall not be considered on any grounds.

20. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

21. The quantities of work shown in the Schedule are approximate and it may vary on actual execution of work.

22. The area shown in the tender schedule is approximate. The actual extent of the contract area may vary as per the final survey report, which will be binding on the successful tenderer.

23. The contractor has to keep the fire line free from leaf litters throughout the contract period.

24. Payment in two installments will be made to the contractor on specific request and on submission of bill in the prescribed format at the following stages provided, the condition specified are achieved. Payment will be made through crossed cheques or e- payment only.

25. Different stages at which payment will be made to the Contractor for fire line creation works are as follows.

26. First part payment up to 80% of the agreed amount after proper completion of the work as specified.

27. Balance 20% of the agreed amount will be paid after 45 days of completion of fire line creation works, provided the entire fire line is maintained properly, free from leaf litters.

28. It shall be open to the Divisional Forest Officer to cancel/reduce the quantity of work to be executed in the attached schedule based on site conditions and the Divisional Forest Officer's decision will be binding on the successful tenderer. If any additional item/s of work which are not included in the schedule are required to be carried out inevitably for reasons to be recorded, in the contract area during the course of contract period, the successful tenderer is bound to execute that work for which payment worked out as per forest schedule rate for such item will be made at the agreed rate in the contract. The cost of the work will be worked out as per the prevailing forest schedule of rate.

29. Kerala Forest Department reserves the right to execute the work through any other mode of execution other than through contract system if the tender offered by the contractors is not feasible according to the Department.

Conditions

1. All the conditions in the G. O. (Ms.) No. 26/2017/F&WLD dated 20-5-2017 will be applicable to this tender also.

2. Tender form (Appendix 9) and other details (Not transferable) can be obtained from Divisional Forest Office, Mankulam on payment of cash or by Demand Draft (DD) drawn in favour of Divisional Forest Officer, Mankulam payable on any Scheduled/Nationalized Bank. The cost of tender form will be fixed by the Government from time to time. The application form can also be downloaded from the official website of Kerala Forest Department and if the forms are downloaded from the website the cost of tender documents should be attached as DD from a Nationalized/Scheduled Bank as mentioned above, along with Part I tender. The cost of tender forms once paid will be neither refundable on any account, nor be adjusted towards cost of any other tender forms.

3. The tender form shall be used only by the person in whose name it is issued and for the work specified in the Schedule attached to the tender form.

4. Before submitting the tender, the tenderer is expected to study and scrutinize all the conditions in the agreement to be executed, the draft of which can be had for perusal at the Divisional Forest Office, Mankulam on any working day during office hours. They are also requested to study the detailed tender conditions attached to the tender document. Any plea of ignorance of the agreement conditions or any complaint regarding the said conditions received after the time of tender will not be entertained.

5. Before submitting the tender the tenderer shall visit the area of work to study all the field conditions and nature of work and quote his rate accordingly. No enhancement in rate due to any reasons will be entertained thereafter.

6. The tenderer shall quote a firm percentage of the basic rate per Kilometer for creation of fire line and fire tracing as in the Schedule both in figures as well as in words in the appropriate column in the tender form.

In the case of tenderer quoting different total amount in words and figures, least of the same will be considered valid and shall be binding on him/her.

7. The tenderer shall submit the filled up tender form together with all the pages intact in a sealed cover addressed to "The Divisional Forest Officer, Mankulam Division" and superscribed Tender for (Name of work- as specified in the first part of tender notice) so as to reach the office as specified in the first part of tender notice.

8. Tender received after the specified date and time or received without the requisite enclosures or tenders not written up in proper order or form will not be honoured.

9. Each tender shall be accompanied by a demand draft of a Nationalized/Scheduled Bank for the amount specified against each work as per the notification in favour of the Divisional Forest Officer, Mankulam Division, as Earnest Money Deposit for the work.

10. All the corrections in the tender form shall be initialed by the tenderer himself.

11. Part I of the tenders received in due time will be opened by the Divisional Forest Officer or his deputy at the time specified in the first part of tender notice in the presence of such of the tenderers present on that occasion.

12. Part-II tenders (price bid) of the tenderers whose Part-I tenders have been accepted only will be opened on the day to be declared subsequently. The time and place of opening of the Part-II tenders will be announced immediately on the acceptance of the Part-I tender.

13. The lowest tender will ordinarily be accepted, but the authority competent to accept the tender reserves the power of accepting or rejecting any tender without assigning any reason thereof.

14. No tenderer will be permitted to withdraw his offer within three months from the date of opening of the financial bid.

15. All the taxes prevailing at the time is applicable to this tender.

16. The tenderer whose tender is accepted will be informed regarding acceptance of his tender by a Confirmation Order issued through registered letter bearing the address mentioned in the tender. The successful tenderer, within seven days of receipt of confirmation of his tender, shall have to execute an agreement in the prescribed form (Appendix 11) on a proper non-judicial stamp paper (worth ` 100) to be supplied by him at his cost. If the contractor fails to execute the agreement during the period, the tender will be cancelled, and the Earnest Money Deposit submitted by the tenderer shall stand forfeited to the Kerala Forest Department. The work will be carried out at the risk and cost of the tenderer or through any other method (including through the next higher tenderer). The loss, if any, to the Government consequent to the default, if not paid by the defaulter within a reasonable time specified by the Divisional Forest Officer, shall be treated as arrears on public revenue to be recovered from the defaulter under the provisions of the Kerala Revenue Recovery Act 1968 and in such other manner as the Government may deem fit. The defaulter however will not be entitled for gain, if any.

17. The successful tenderer while signing the agreement shall furnish a security deposit for an amount equal to 10 per cent. of the total Probable Amount of Contract. The security deposit will be released only after the successful completion of the contract work and after producing the Non Liability Certificate from the concerned officers.

18. The successful tenderer shall give an undertaking at the time of execution of agreement that he shall not sell, mortgage or otherwise alienate the properties covered by the solvency certificate during the currency of the contract.

19. The post-offers and representations sent, after receipt of the tender in respect of the work shall not be considered on any grounds.

20. The Earnest Money Deposit of the unsuccessful tenderers will be returned as soon as possible after the tenders are finalized.

തീയതി 20-5-2017 പ്രകാരം നിലവിൽ യോഗ്യരായ 'എ, ബി, സി' ക്ലാസ്സ് കരാറുകാരിൽ നിന്നും താഴെ പട്ടികകളിൽ വിവരിക്കുന്ന പ്രവൃത്തികൾ ചെയ്യുന്നതിന് ദർഘാസ് ക്ഷണിക്കുന്നു. കരാറുകാരൻ വനം വകുപ്പിൽ നിലവിലുളളതും സർക്കാർ ഭാവിയിൽ പ്രാബല്യത്തിൽ കൊ≠ുവരുന്നതുമായ എല്ലാ നിബന്ധനകളും വ്യവസ്ഥകളും പാലിക്കുവാൻ ബാദ്ധ്യസ്ഥനാണ്. ദർഘാസ് പ്രമാണങ്ങളും ദർഘാസ് ഷെഡ്യൂളുകളും താഴെ ഒപ്പിട്ടിരിക്കുന്ന ഉദ്യോഗസ്ഥന്റെ ഓഫീസിൽ നിന്നും പ്രവൃത്തി ദിവസങ്ങളിൽ ലഭ്യമാകുന്നതാണ്. നിരതദ്രവ്യം ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നോ പൊതുമേഖലാ ബാങ്കിൽ നിന്നോ ഡെപ്യൂട്ടി കൺസർവേറ്റർ ഓഫ് ഫോറസ്റ്റ്സ്, സോഷ്യൽ ഫോറസ്ട്രി, പാലക്കാടിന്റെ പേരിൽ മാറാവുന്ന വിധത്തിൽ ഡിമാന്റ ് ഡ്രാഫ്റ്റ് ആയി എടുക്കേ≠താണ്.

നിബന്ധനകൾ

1. ദർഘാസ് ഫോറം പ്രവൃത്തി ദിവസങ്ങളിൽ പാലക്കാട് സോഷ്യൽ ഫോറസ്ട്രി ഓഫീസിൽ നിന്നും ലഭ്യമാകുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില ഏതെങ്കിലും ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നോ പൊതുമേഖലാ ബാങ്കിൽ നിന്നോ പാലക്കാട് സോഷ്യൽ ഫോറസ്ട്രി ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേരിൽ ഡിമാന്റ ് ഡ്രാഫ്റ്റായോ പണമായോ ഒടുക്കാവുന്നതാണ്. ദർഘാസ് ഫോറത്തിന്റെ വില ഒരിക്കൽ അടച്ചത് ഒരു കാരണവശാലും മാറ്റി നൽകുന്നതോ മറ്റ് ജോലികൾക്കുളള ദർഘാസ് ഫോറത്തിന്റെ വിലയിലേക്ക് മാറ്റി നൽകുകയോ ചെയ്യുന്നതല്ല.

4. കരാറുകാരൻ ദർഘാസ് സമർപ്പിക്കുന്നതിനു മുമ്പ് ജോലി ചെയ്യേ≠ സ്ഥലവും ചെയ്യേ≠ ജോലിയും ക≠് ബോദ്ധ്യപ്പെടേ≠താണ്. ഇക്കാര്യത്തിലുളള അ⁄ത പിന്നീട് ഒരു കാരണവശാലും കണക്കിലെടുക്കുന്നതല്ല.

5. കരാറുകാരൻ കരാർ തുക അടിസ്ഥാന നിരക്കിന്റെ ശതമാനത്തിൽ അക്കത്തിലും അക്ഷരത്തിലും നി›ിത കോളത്തിൽ രേഖപ്പെടുത്തേ≠താണ്. അക്കത്തിലും അക്ഷരത്തിലും രേഖപ്പെടുത്തിയതിൽ വ്യത്യാസമുളളപക്ഷം കുറഞ്ഞ തുക രേഖപ്പെടുത്തിയത് കണക്കിലെടുക്കുകയും ആയത് അംഗീകരിക്കാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കുന്നതുമാണ്. ദർഘാസിൽ രേഖപ്പെടുത്തിയ തുക വനം വകുപ്പിന്റെ അടങ്കൽ തുകയേക്കാൾ വളരെ കുറഞ്ഞ തുകയാണെങ്കിൽ ടി തുകയ്ക്ക് ടി ജോലി ചെയ്യുവാൻ സാധിക്കുകയില്ലെന്ന് വനം വകുപ്പിന് സംശയം ജനിക്കുകയാണെങ്കിൽ ഇക്കാര്യത്തിൽ കരാറുകാരന്റെ വിശദീകരണം തേടുന്നതും ആയത് ബോദ്ധ്യപ്പെടുകയാണെങ്കിൽ, പ്രത്യേക സെക്യൂരിറ്റി തുകയായി കരാർ തുകയുടെ 10% പരമാവധി ` 30,000 കരാറുകാരൻ കരാർ സ്ഥിരപ്പെടുത്തുന്നതിന് മുമ്പായി അടയ്ക്കേ≠താണ്. കരാറുകാരൻ സമർപ്പിച്ച വിശദീകരണം ബോദ്ധ്യപ്പെടാത്തപക്ഷം ദർഘാസ് നിരാകരിക്കുവാൻ വനംവകുപ്പിന് അധികാരമുളളതായിരിക്കും.

6. ദർഘാസ് ഫോറത്തിന്റെ എല്ലാ കോളവും പൂരിപ്പിക്കേ≠തും ദർഘാസ് അടങ്ങിയ സീൽ ചെയ്ത കവറിന്റെ പുറത്ത് ജോലിയുടെ പേര് രേഖപ്പെടുത്തേ≠തും ഡെപ്യൂട്ടി കൺസർവേറ്റർ ഓഫ് ഫോറസ്റ്റ്സ്, സോഷ്യൽ ഫോറസ്ട്രി ഡിവിഷൻ, പാലക്കാട് എന്ന വിലാസത്തിൽ ലഭ്യമാക്കേ≠തുമാണ്. ദർഘാസ് സ്വീകരിക്കുന്ന അവസാന ദിവസം അവധിയാവുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സമയം വരെ ദർഘാസ് സ്വീകരിക്കുന്നതാണ്.

7. നി›ിത സമയപരിധിക്കകം ലഭിക്കാത്ത ദർഘാസുകൾ ഒരു കാരണവശാലും സ്വീകരിക്കുന്നതല്ല.

8. ഓരോ ദർഘാസിന്റെ കൂടെയും ` 200-ന്റെ മുദ്രപത്രത്തിൽ തയ്യാറാക്കിയ പ്രിലിമിനറി എഗ്രിമെന്റും കൂടാതെ പൊതുമേഖലാ ബാങ്കിൽ നിന്നോ ഷെഡ്യൂൾഡ് ബാങ്കിൽ നിന്നോ പാലക്കാട് ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ പേരിൽ മാറാവുന്ന ഡിമാന്റ ് ഡ്രാഫ്റ്റ് ആയി നിരതദ്രവ്യവും അടക്കം ചെയ്യേ≠താണ്.

9. ദർഘാസിലെ തിരുത്തലുകളിൽ കരാറുകാരന്റെ ഒപ്പു≠ായിരിക്കേ≠താണ്.

10. നി›ിത സമയപരിധിക്കുളളിൽ ലഭിച്ച ദർഘാസുകൾ നി›ിത സമയത്ത് ഡെപ്യൂട്ടി ഫോറസ്റ്റ് കൺസർവേറ്ററോ, അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ ഹാജരായിട്ടുളള കരാറുകാരുടെ സാന്നിദ്ധ്യത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതാണ്.

11. സാധാരണയായി കുറവ് തുക രേഖപ്പെടുത്തിയ ദർഘാസ് സ്വീകരിക്കുന്നതായിരിക്കും. എന്നാൽ ഏത് ദർഘാസ് സ്വീകരിക്കുവാനോ നിരാകരിക്കുവാനോ ഉളള അധികാരം ദർഘാസ് അംഗീകരിക്കുന്ന ഉദ്യോഗസ്ഥന് ഉ≠ായിരിക്കുന്നതാണ്.

12. ദർഘാസ് സമർപ്പിച്ചതിനുശേഷം അത് പിൻവലിക്കുവാൻ കരാറുകാരന് അവകാശം ഉ≠ായിരിക്കുന്നതല്ല.

13. കരാർ അംഗീകരിച്ച വിവരം വിജയിയായ കരാറുകാരന്റെ വിലാസത്തിൽ അറിയിക്കുന്നതും ആയത് ലഭിച്ച് 3 ദിവസത്തിനകം ` 200-ന്റെ മുദ്രപ്പത്രത്തിൽ കരാർ ഒപ്പിടേ≠തുമാണ്. ആയതിൽ വീഴ്ച വരുത്തുന്നപക്ഷം കരാറുകാരൻ സമർപ്പിച്ച നിരതദ്രവ്യം സർക്കാരിലേക്ക് ക≠ു കെട്ടുന്നതും, ടി ജോലി കരാറുകാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ദർഘാസ് ചെയ്യുകയോ ര≠ാമത്തെ ദർഘാസുകാരന് ജോലി നൽകുകയോ മറ്റ് വിധത്തിൽ ജോലി ചെയ്യുകയോ ചെയ്യുന്നതാണ്. ആയതുമൂലം സർക്കാരിലേക്ക് ഉ≠ാകുന്ന നഷ്ടം നികത്തുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനാകുന്നതും അല്ലാത്തപക്ഷം കരാറുകാരന്റെ സ്ഥാവരജംഗമ വസ്തുക്കളിൽ നിന്നും റവന്യൂ റിക്കവറി നിയമപ്രകാരം ഈടാക്കുന്നതുമായിരിക്കും.

14. വിജയിയാകുന്ന കരാറുകാരൻ കരാർ തുകയുടെ 10% പരമാവധി ` 5,00,000 (അഞ്ച് ലക്ഷം രൂപ) സെക്യൂരിറ്റി അടയ്ക്കേ ≠താണ്. ടി സെക്യൂരിറ്റി തുക കരാർ ജോലി അവസാനിച്ച് കരാറുകാരന്റെ ബാദ്ധ്യത തിട്ടപ്പെടുത്തിയതിനുശേഷം മാത്രം തിരികെ നൽകുന്നതായിരിക്കും.

15. കരാറുകാരൻ സോൾവൻസി നടത്തിയിട്ടുളള വസ്തുക്കൾ കരാർ കാലാവധിയിൽ അന്യാധീനപ്പെടുത്തുവാൻ പാടുളളതല്ല.

ഇക്കാര്യത്തിൽ ആവശ്യമായ സമ്മതപത്രം കരാർ ഒപ്പിടുന്ന സമയത്ത് നൽകേ≠താണ്.

16. ദർഘാസ് തുറന്നതിനുശേഷം ലഭിക്കുന്ന യാതൊരു വാഗ്ദാനങ്ങളും സ്വീകരിക്കുന്നതല്ല.

18. പട്ടികയിൽ കാണിച്ചിട്ടുളള ജോലിയുടെ അളവ് ഏകദേശം മാത്രമാണ്. നടപ്പിലാക്കുന്ന സമയത്ത് അളവിൽ ഏറ്റക്കുറച്ചിലുകൾ ഉ≠ാകാവുന്നതാണ്. യഥാർ∞ അളവിലുളള ജോലി ചെയ്യുവാൻ കരാറുകാരൻ ബാദ്ധ്യസ്ഥനായിരിക്കും.

ലേലം കൊള്ളുന്ന ആൾക്ക് പ്രസ്തുത സ്ഥലത്ത് എന്യൂമറേറ്റ് ചെയ്ത് നിർത്തിയിരിക്കുന്ന മുളകൾക്കുമാത്രം അവകാശമുള്ളതും മറ്റ് മരങ്ങൾക്ക് അവകാശം ഇല്ലാത്തതുമാകുന്നു.

വിജയിയായ ലേലക്കാരൻ നിലവിൽ ഉള്ള നിരക്കിൽ ചരക്കുസേവന നികുതി, വനവികസന നികുതി, വരുമാന നികുതി എന്നിവയും ഒടുക്കേ≠താണ്. ലേലം സ്ഥിര പ്പെടുത്തി അറിയിക്കുന്ന തീയതി മുതൽ 15 ദിവസത്തിനകം ബാക്കി തുകയുടെ മൂന്നിൽ ഒന്നും മൊത്തം തുകയുടെ 5% വന വികസന നികുതിയും, നിലവിലുള്ള നിരക്കിൽ ചരക്കു സേവന നികുതി, വരുമാന നികുതി എന്നിവകളും ഒടുക്കി മൊത്തം ലേലത്തുകയുടെ 10% സെക്യൂരിറ്റി ഡെപ്പോസിറ്റും വച്ച് ` 200-ന്റെ മുദ്രപ്പത്രത്തിൽ ഉടമ്പടി വെക്കേ≠തുമാണ്. 15 ദിവസത്തിനുള്ളിൽ ടി തുകകൾ ഒടുക്കാതിരുന്നാൽ 12% പലി ശയോടുകൂടി തുകകൾ ഒടുക്കുന്നതിന് 15 ദിവസത്തെ സമയവും, 24% പലിശയോടുകൂടി 15 ദിവസത്തെ സമയവും യു‡ം പോലെ കണ്ണൂർ ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അനുവദിക്കാവുന്നതാണ്. ഈ കാലാവധിക്കുള്ളിലും തുക ഒടുക്കാതെ വന്നാൽ കണ്ണൂർ നോർത്തേൺ സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്ററുടെ യു‡ം പോലെ 24% പലിശ നിരക്കിൽ 15 ദിവസത്തേക്കും വീ≠ും 48% പലിശ നിരക്കിൽ അഡീഷണൽ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (എഫ്. എൽ. & ആർ.) അവർകളുടെ യു‡ം പോലെ 15 ദിവസത്തേക്കും സമയം അനുവദിക്കാവുന്നതാണ്. എന്നാൽ മുകളിൽ പറഞ്ഞ സമയപരിധികളെല്ലാം കരാർ കാലാവധിക്കു ള്ളിലായിരിക്കും.
