1. എല്ലാ ഇലക്ട്രിക്കൽ ഉപകരണങ്ങളും എപ്പോഴും വൃത്തിയിലും തൃപ്തികരമായ പ്രവർത്തന സ്ഥിതിയിലും ആയിരിക്കണം.

2. ദൈനംദിന പ്രവൃത്തികൾ കൃത്യമായും തൃപ്തികരമായും നിർവഹിക്കണം.

3. വൈദ്യുതി സπൈ മുടക്കം കൂടാതെ ലഭിക്കേ≠തും എന്തെങ്കിലും പ്രശ്നങ്ങളു≠ായാൽ ഉടൻതന്നെ പരിഹാര നടപടി എടുക്കേ≠തുമാണ്.

4. യോഗ്യതയുള്ള സൂപ്പർവൈസറുടെ മേൽനോട്ടത്തിൽ MSB & DSB എല്ലാ മാസവും പരിശോധിക്കേ≠താണ്.

5. സബ് സ്റ്റേഷനിലെ അസാധാരണ ശബ്ദങ്ങൾ, ചൂടാകൽ 3. ഇവ തെളിയിക്കുന്നതിനായി വർക്ക് ഓർഡറുകൾ, കംπീഷൻ സർട്ടിഫിക്കറ്റ് എന്നിവയുടെ കോപ്പികൾ നൽകേ≠താണ്.

4. ടെ≠ർ നൽകുന്നയാൾക്ക് HT ഇൻസ്റ്റലേഷൻ ദൈനംനിന പ്രവർത്തികളും മെയിന്റനൻസും ഏറ്റെടുത്ത് നടത്താനാവശ്യമായ ജോലിക്കാരും ഉപകരണങ്ങളും ഉ≠ായിരിക്കേ≠താണ്.

5. ഒരു കംπീറ്റ് സർവീസ്—ഒരു വർഷത്തിനുള്ളിൽ (കോൺട്രാക്റ്റ് തീയതി മുതൽ 12 മാസത്തിനുള്ളിൽ.) 6. എമർജൻസി ഘട്ടങ്ങളിൽ, 24 മണിക്കൂറിനുള്ളിൽ സർവ്വീസിംഗ് നടത്തണം-ചാർ÷് നൽകുന്നതല്ല.

ഇതുമായി ബന്ധപ്പെട്ട എല്ലാ രേഖകളും വില ക്വാട്ടു ചെയ്യുന്ന ടെ≠ർ ഫോറത്തിനോടൊപ്പം ഉള്ളടക്കം ചെയ്യേ≠താണ്.

6. ചെറിയ തോതിലുള്ള കൂട്ടിച്ചേർക്കലുകളും മാറ്റങ്ങളും അറ്റകുറ്റപണികളുടെ പരിധിയിൽ ഉൾപ്പെടുന്നതാണ്.

സ്റ്റാഫിന്റെ ആവശ്യകത:

1. ഓഫീസ് ജോലി സമയത്ത് കുറഞ്ഞത് ഒരാളെങ്കിലും സ്ഥലത്ത് ഉ≠ായിരിക്കണം. ( ITI & വയർമാൻ കോപിറ്റൻസി സർട്ടിഫിക്കറ്റും കേരളസ്റ്റേറ്റ്ഇലക്ട്രിസിറ്റി ലൈസൻസി ബോർഡ് നൽകുന്നത്—HT ഇലക്ട്രിക്കൽ മേഖലയിൽ തൃപ്തികരമായ പ്രവർത്തി പരിചയവും യോഗ്യതയും ഉള്ള ആൾ ആയിരിക്കണം. ആയതിന്റെ രേഖകൾ ഉള്ളടക്കം ചെയ്യേ≠താണ്). ഒരു വർഷത്തിൽ, അവധി ദിന പ്രവർത്തി ദിവസം ഉൾപ്പെടെ 350 ദിവസം കണക്കാക്കുന്നു.

2. എന്തെങ്കിലും ബ്രേക്ക് ഡൗൺ ഉ≠ായാൽ ആവശ്യമായ ജോലിക്കാരെ സ്വയം ഏർപ്പെടുത്തി പ്രശ്നം പരിഹരിക്കേ≠താണ്.

3. യന്ത്രസാമഗ്രികൾ നന്നാക്കുന്നതിനുള്ള ഉപകരണങ്ങൾ കൈവശം ഉ≠ായിരിക്കേ≠താണ്.

യോഗ്യതാ മാനദfiം :

1. ടെ≠ർ നൽകുന്നയാൾക്ക് ബി ക്ലാസ് ലൈസൻസ് ഉ≠ായിരിക്കണം (കേരള സ്റ്റേറ്റ് ഇലക്ട്രിസിറ്റി ലൈസൻസി ബോർഡ്/കേരള സ്റ്റേറ്റ് ഇലക്ട്രിക്കൽ ഇൻസ്പെക്ട്രറേറ്റ്റ്റ് നൽകുന്നത്.)

2. കുറഞ്ഞത് ഇതേ അളവിലുള്ള 3 പ്രവൃത്തികൾ (അടങ്കൽ തുകയായ 1.50 ലക്ഷത്തിന്റെ 80% കുറയാത്ത തുകയ്ക്കുള്ളവ) എങ്കിലും ഏറ്റെടുത്ത് വിജയകരമായി പൂർത്തീകരിച്ചിട്ടു≠ാകണം.

ദർഘാസുകൾ മുദ്രവച്ച കവറുകൾക്കുള്ളിൽ, കവറിനു പുറത്ത് ഇനം, നമ്പർ, പേരുവിവരം എന്നിവ രേഖപ്പെടുത്തി കൃഷി ഡെപ്യൂട്ടി ഡയറക്ടർ, സംസ്ഥാന ബയോ കൺട്രോൾ ലാബ് മണ്ണൂത്തി എന്ന വിലാസത്തിൽ 1-12-2020 ഉച്ചയ്ക്ക് 12 മണിക്കു മുൻപായി കിട്ടത്തക്കവിധത്തിൽ അയക്കേ≠താണ്.

1. ദർഘാസുകൾ 1-12-2020 ഉച്ചയ്ക്ക് 12.30 മണിക്ക് അവിടെ സന്നിഹിതരാവുന്ന ദർഘാസ് സമർപ്പിച്ചവരുടേയോ അവരുടെ അംഗീകൃത പ്രതിനിധികളുടെയോ സാന്നിധ്യത്തിൽ തുറന്ന് പരിശോധിക്കുന്നതാണ്. ടെ≠ർ സ്വീകരിക്കുന്ന ദിവസം ഏതെങ്കിലും കാരണവശാൽ അവധി ദിവസമാവുകയാണെങ്കിൽ തൊട്ടടുത്ത പ്രവർത്തി ദിവസം ഉച്ചതിരിഞ്ഞ് 12 മണിവരെ ടെ≠ർ സ്വീകരിക്കുന്നതും അന്നേ ദിവസം 12.30 മണിക്ക് ടെ≠ർ തുറക്കുന്നതുമായിരിക്കും.

2. നി›ിത സമയ പരിധിക്കുശേഷം ലഭിക്കുന്ന ദർഘാസുകൾ യാതൊരു കാരണവശാലും പരിഗണിക്കുന്നതല്ല.

3. ദർഘാസുകൾ 1-12-2020 ഉച്ചയ്ക്ക് 11 മണിക്ക് നൽകുന്നതാണ്. ദർഘാസ് വില പണമായിട്ടോ മണി ഓർഡർ ആയിട്ടോ മാത്രമേ സ്വീകരിക്കുകയുള്ളൂ.

ദർഘാസ് വില തിരിച്ചു ലഭിക്കുന്നതല്ല. ദർഘാസ് പ്രമാണങ്ങൾ കൈമാറ്റം ചെയ്യാൻ പാടില്ല.

4. ദർഘാസ് സമയപരിധി (കോൺട്രാക്ട് തീയതി മുതൽ 12 മാസം)

5. ദർഘാസ് നമ്പർ, തീയതി, ഇനം, നമ്പർ എന്നിവ ദർഘാസിനുള്ള അപേക്ഷയിൽ കാണിക്കേ≠താണ്.

ദർഘാസിനോടൊപ്പം കൃഷി ഡെപ്യൂട്ടി ഡയറക്ടർ, സംസ്ഥാന ബയോ കൺട്രോൾ ലാബ്, മണ്ണൂത്തി എന്ന പേരിൽ തൃശ്ശൂരിൽ മാറാവുന്ന ഒരു ശതമാനം നിരതദ്രവ്യം ഡിമാന്റ ് ഡ്രാഫ്റ്റും ` 200 വിലയുള്ള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ പ്രാഥമിക കരാർ പത്രവും ഉ≠ായിരിക്കേ≠താണ്.

6. ഓരോ ഇനം സാധനങ്ങൾക്കും എല്ലാ നികുതികളും അടക്കമുള്ള വില ഓരോ യൂണിറ്റിനായി പ്രത്യേകം രേഖപ്പെടുത്തേ≠താണ്. ഈ തുകയ്ക്കു പുറമേ മറ്റ് യാതൊരു നികുതികളോ ചാർ÷ുകളും & CESS അനുവദിക്കുന്നതല്ല.

Operation & periodical cleaning of the following

7. ദർഘാസ് സ്വീകരിക്കുന്നപക്ഷം സπൈ ഓർഡർ നൽകുന്ന മുറയ്ക്ക്, പറയുന്ന കാലാവധിക്കുള്ളിൽ കരാർ തുകയുടെ 5% സെക്യൂരിറ്റി ഡെപ്പോസിറ്റും ` 500 വിലയുള്ള കേരള സർക്കാർ മുദ്രപത്രത്തിൽ കരാർ പത്രവും നൽകേ≠താണ്. അല്ലാത്തപക്ഷം സπൈ ഓർഡർ റദ്ദാക്കിയതായി കണക്കാക്കുന്നതും തുടർ നടപടികൾ സ്വീകരിക്കുന്നതുമാണ്.

main installations:

(a) 1 No. 250 KVA Indoor Transformer (b) 100KVA DG set (c) Light panel and all electrical installations incl.

compound lights, plug points etc. (d) Pump sets, Refrigerators, Air conditioners & Humidity controlled Ovens etc. (e) Fermentors, Autoclaves, Liquid filling Machine, Mixing Machines, Multimil, Vibroshifter etc.

Scope of Maintenance:

8 ബിÕർക്ക് ജി. എസ്. ടി. ബാധകമാണെങ്കിൽ ബാധകമായ ജി. എസ്. ടി. തുക അടയ്ക്കേ≠തായും ബന്ധപ്പെട്ട വിവരങ്ങൾ ഒറിജിനൽ ഡോക്യുമെന്റിനൊപ്പം ഹാജരാക്കേ≠തുമാണ്. മേൽ പറഞ്ഞ നിബന്ധനകൾക്ക് വിരുദ്ധമായവ രേഖപ്പെടുത്തിയാൽ അത്തരം ദർഘാസ് തള്ളിക്കളയപ്പെടാം. കൂടുതൽ വിവരങ്ങൾ ഈ ഓഫീസിൽ നിന്ന് എല്ലാ പ്രവൃത്തി ദിവസങ്ങളിലും പ്രവൃത്തി സമയത്ത് അറിയാവുന്നതാണ്. സർക്കാർ ദർഘാസിനു ബാധകമായ എല്ലാ നിയമങ്ങളും ചട്ടങ്ങളും ഈ ദർഘാസിനും ബാധകമായിരിക്കും.

No. SBCL 23/T2/G/2020-21. 23rd October 2020.

The Deputy Director of Agriculture, State Biocontrol Laboratory, Mannuthy, Thrissur on behalf of the Governor of Kerala invites competitive sealed tenders separately for each item by the undersigned for AMC for day to day operations and maintenance of High Tension Electrical Installations Requirements (Comprehensive- inclusive of Labour & Minor Spares) for the production of biocontrol agents in State Bio-control Laboratory, Mannuthy.

(1) Ensuring that electrical installations are always kept in clean, healthy working condition. (2) Attending day to day routine complaints in prompt and satisfactory manner. (3) Ensuring that no breakdown in power supply happens and to take necessary steps in case of failure.

(4) Inspecting MSB & SDB in every month under qualified supervisors. (5) Checking any abnormal noise, heating etc. in the Substation. (6) Maintenance includes minor additions and alterations. (7) Periodical inspection, routine maintenance for substation & distribution panel boards, Attending & locating the fault and further advice, ITEM G-Servicing of Equipments and machineries Statutory follow up of Electrical inspectorate & KSEB.

Staff requirement

(i) One complete servicing during the contract period of 12 months from the date of Execution of agreement.

(ii) Attend breakdown calls within 24 hrs, no charges for breakdown calls (spares or labour).

NB:—Payment in 4 equal installments, after successful completion of each service.

Item—Day to day operations and maintenance of high tension electrical installation (comprehensive-inclusive of Labour & Minor Spares)—1 No.

Remarks—11 KVA HT Connection.

Estimated amount—` 4,50,000.

(1) There should be minimum one staff (holding ITI and Wireman competency certificate issued by Kerala State Electricity Licensing Board with sufficient experience in HT Installations-proof to be enclosed along with tender form) available during office hours, on all working days including holidays, if needed (approx.350 days in an year).

(2) Additional staff needed for attending Breakdown shall be arranged by the contractor. (3) The staff should possess all the minimum instruments needed for the maintenance of equipments and machineries.

Eligibility Criteria

EMD—1% of each quoted item.

Cost of tender form—` 900.

Additional copy—` 450.

If the bidder is eligible for GST for tender application he has to pay the amount and submit the details along with the original document.

(1) Tenderers should have valid B class license from Kerala State Electrical Inspectorate /Kerala State Electricity Licensing Authority. (2) He should have successfully completed minimum 3 works of similar magnitude with value of work not less than 80% of PAC (Rs. 1.5 lakhs).

(3) Copies of work orders and completion certificate should be furnished to support this. (4) Tenderer should have adequate equipments and staff to undertake day to day operations and maintenance of HT installations and connected machinery.

All the connected documents have to be enclosed along with the tender.

1. One full service with proper report is mandate of AMC of HT connection.

2. Rate should be quoted in Indian currency only and should be inclusive of tax. The firms are requested to visit the spot fixed for installation at this Lab for getting first hand view of the existing facilities before submission of their offer.

3. Detailed specification of AMC work along with the interval of service or detailed Technical literature should also be included.

4. Violation of any rules/special condition/direction on supply order by the supplier will lead to rejection of his bid.

5. Additional details can be had from the office of the undersigned during the office hours on all working days. All terms and conditions governing the purchase of stores by the Govt. of Kerala will be applicable to this tender also.

6. On completion of service, invoice in triplicate drawn in favour of Deputy Director of Agriculture, State Bio Control Laboratory, Mannuthy, Thrissur-680 651 for effecting payment. Separate bill/invoice should be send for month.

7. In case of any disputes the decision of the Director of Agriculture, Directorate of Agriculture development & farmer welfare, Thiruvananthapuram shall be final.

TERMS & CONDITIONS OF ALL TENDERS

The tenders should be superscribed as "Service and AMC for machineries/AMC for day to day operations and maintenance of High Tension Electrical Installations Requirements vide item No..... for State Bio control Laboratory, Mannuthy" and addressed to the Deputy Director of Agriculture, State Bio Control Laboratory, Mannuthy, Thrissur- 680 651 so as to reach at this office on or before 1-12-2020, 12 Noon.

1. Tenders will be opened on 1-12-2020 at 12.30 p. m. in the presence of tenderers or their authorized representatives who may be present at that time.

If the tender date is declared to be a holiday the tenders will be received on the next working day up to 12 Noon and will be opened at 12.30 p. m. on the same day.

2. Late tenders will not be aceepted.

3. Intending tenderers may on application to the undersigned, obtain tender forms up to 11 a. m. on 1-12-2020 cash payment or M.O. Cost of tender form is not refundable. Tender forms are not transferable.

4. The tender number and item No. should be quoted on the request for the tender form. Each tender should be accompanied by a demand draft drawn in favour of Deputy Director of Agriculture, State Biocontrol Laboratory, Mannuthy payable at Thrissur towards the EMD mentioned against each item and a preliminary bond executed on Kerala State stamp paper worth ` 200.

5. Tender rate should be quoted for a single unit and should be inclusive of all taxes, cess etc. 6. The tender rate quoted should be applicable up to one year from the date of contract.

7. If the bidder is eligible for GST for tender application he has pay the amount and submit the details along with the original document.

8. If tender is confirmed, tenderer will have to execute a contract bond on Kerala State Stamp Paper worth ` 500. And deposit a security amount of 5 % of the contract amount, before the supply of articles as specified in the supply order. If any deviation from the above terms and conditions is noticed in your offer, the tender is liable to be rejected.

Additional details can be had from the office of the undersigned during the office hours on all working days. All Rules and Regulations applicable to Government tender will be applicable to this tender also.
