e-TENDER NOTICE

No. SFAC-22/2020/E-(TEND)/ABPA. 2nd November 2020.

Small Farmers' Agribusiness Consortium, Government of Kerala an organization under Department of Agriculture Development and Farmers' Welfare, Government of Kerala invites e-tender in two cover system to select Agribusiness Promoting Agencies (ABPAs) for developing Farmer Producer Organizations (FPOs) in Kerala from Consulting Agencies with previous. The successful Bidder shall be finalized based on competitive bidding process. Bidders are advised to study the e-tender document carefully. e..tender for the selection of PMU-CA is linked to this e-tender.

The bidder should be able to develop and strengthen FPO's in agriculture sector in Kerala as per the FPO Policy and Operational Guidelines of Government of Kerala.

e-tender timeline is available in the critical date section of this tender published in www.etenders.kerala.gov.in. Tenders in prescribed format should be submitted through https://etenders.kerala.gov.in the e-tender Portal of the Government of Kerala before due date.

• Bidders applying for PMU-CA (Project Monitoring Unit Consulting Agency) has to technically qualify the e-tender for selection of ABPA.

• Only ABPA select list qualified bidders will be finally selected as PMU-CA.

• For effective functioning of Project Monitoring Unit, ABPA selected for PMU-CA will be removed from ABPA list and they will not get allotment of zone.

The process of selection will be based on compliance of clauses in Annexure-II and Meeting qualification standards in ABPA Technical Evaluation and Scoring Matrix. Bidders scoring more than 40% in ABPA scoring matrix and comply with all parameters in compliance statement (Annexure-II) will be shortlisted for final evaluation.

Selection will be based on 75% Weightage for ABPA Technical Evaluation and Scoring Matrix and 25% weightage for Financial Bids. Negotiations, if considered necessary, shall be held only with the Bidder who shall be placed as H-1 bidder after combined evaluation of the Technical and Financial proposals. Under no circumstance, the financial negotiation shall result in an increase in the price originally quoted by the Bidder.

Bidder selection list will be prepared by MD, SFAC and published in the website of SFAC Kerala (www.sfackerala.org).

In case of any dispute regarding this e-tender the decision of Agricultural Production Commissioner will be final. Decisions of SLCC Kerala will be final in case of all decisions related to FPO e-tender. Competent Courts in Date up to which the rates are to remain firm for acceptance—31-3-2021 (which will be extended if necessary by SFAC Kerala).

Earnest Money Deposit (E.M.D.)—` 1,00,000 through online payment.

Security Deposit—5% of the total contract amount to be furnished.

(Unconditional and irrecoverable performance Bank Guarantee, to be furnished by successful bidder at the time of award of contract)

Period of Work—Operations should commence within 20 days from the Award of Contract of Agri Business Promoting Agencies (ABPAs) and contract is for a period of three years.

The cost of e-tender shall be received only through online payment—SBT/NEFT payment from other banks as per the norms of www.etenders.kerala.gov.in

ജില്ലാ പഞ്ചായത്ത് പ്രോജക്ട് 2020-21 പ്രകാരം അഞ്ചൽ ജില്ലാ കൃഷി ഫാമിലെ കശുമാവ് πാന്റേഷനിൽ 80 HP ഹിറ്റാച്ചി 20 സെ‹െന്റ ് മെഷീൻ ഉപയോഗിച്ച് അടിക്കാട് വെട്ടിത്തെളിക്കുന്നതിലേക്കായി ഏകദേശം 600 മണിക്കൂർ പ്രവർത്തിക്കുന്നതിന് മത്സരാധിഷ്ഠിത ടെ≠റുകൾ ക്ഷണിച്ചു കൊള്ളുന്നു.
