TENDER NOTICE

No. SFAC-22/2020/E-TEND/PMU-CA.

• Only ABPA Shortlisted bidders will be finally selected as PMU-CA.

Small Farmers' Agribusiness Consortium, Government of Kerala, an organization under Department of Agriculture Development and Farmers' Welfare, Government of Kerala invites e-tender in two cover system to select PMU-CA (Project Monitoring Unit Consulting Agency) for Developing (starting and strengthening) Farmer Producer Organizations (FPOs) in Kerala from Consulting Agencies with previous experience (hereinafter referred to as "Bidder" till the award of Contract and thereafter on award of contract, referred to as "PMU-CA/Successful Bidder").

• Bidders applying for PMU-CA has to technically qualify the e-tender for selection of ABPA (Tender ID:2020_AGRI_392540_1)

• For effective functioning of Project Monitoring Unit, ABPA selected for PMU-CA will be removed from ABPA list and they will not get allotment of zone.

The successful Bidder shall be finalized based on competitive bidding process. The bidders are advised to study the e-tender document carefully. Submission of bids shall be deemed to have been done after careful study and examination of the e-tender document with full understanding of its implications. The bidder should be able to develop and strengthen FPO's in agricultural sector in Kerala as per the FPO Policy and Operational Guidelines of Government of Kerala. e-Tender timeline is available in the critical date section of this e-tender published in www.etenders.kerala.gov.in. Tenders in prescribed format should be submitted through https://etenders.kerala.gov.in the e-tender Portal of the Government of Kerala before due date.

Duration of the Assignment

The PMU-CA's services shall commence with effect from the date of signing of the contract agreement for a period of three years which can be extended further based on scheme guidelines and mutual agreement. If the Agency does not fulfill the terms and conditions of e-tender or there is any delay in deploying PMU Staff, penal actions will be taken against the bidder as per Government norms and operational guidelines.

e-tender Timeline

The process of selection will be based on compliance of clauses in Annexure—II and meeting qualification standards in PMU-CA Technical Evaluation and Scoring Matrix. Bidders scoring more than 40% in PMU-CA Scoring Matrix and comply with all parameters in compliance statement (Annexure —II) will be shortlisted for Presentation. Each Bidder will be allowed 20 minutes to present the submitted information based on PMU-CA Technical Evaluation and Scoring Matrix. After this financial bids of Technically Qualified bidders will be opened. Selection will be based on 70% Weightage for PMU-CA Technical Evaluation and Scoring Matrix and 30% weightage for Financial Bids. MD SFAC will undertake negotiation with H 1 bidder with highest score [70 % for PMU-CA Technical Evaluation and Scoring Matrix + 30% for Financial Bid] and arrive at lowest price offering. Bidders with the highest score and willing to accept the price offering will be selected as PMU-CA for promotion of FPO's in Kerala. Bidders selection list will be prepared by MD, SFAC and published in the website of SFAC Kerala (www.sfackerala.org).

In case of any dispute regarding this e-tender the decision of Agricultural Production Commissioner will be final. Decisions of SLCC Kerala will be final in case of all decisions related to FPO e-tender. Competent Courts in Trivandrum, Kerala, India shall have exclusive jurisdiction to adjudicate any dispute or difference between Government and Bidders. Successful bidders have to initiate activities in PMU at SFAC Headquarters within 20 days of receipt of Award of Contract.

Negotiations, if considered necessary, shall be held only with the Bidder who shall be placed as H- 1 bidder after combined evaluation of the Technical and Financial Bids. Under no circumstance, the financial negotiation shall result in an increase in the price originally quoted by the Bidder. The Scheme Amount will prevail if all the bids are above the budgeted amount. If the rate quoted is above PAC as per budget provision the bidder willing to accept the PAC rate or rates below PAC amount will be selected based on their score.

The date and time for negotiation shall be communicated to the H-1 Bidder. Representatives conducting negotiations on behalf of the Bidder must have the written authority to negotiate and conclude the contract

20 Minutes Presentation of the Technical Evaluation and Scoring Matrix for selection of PMU-CA by qualified bidders. Date and time of online or offline meeting as decided by MD, SFAC will be communicated through e-mail to qualified bidders.

Financial bid—Will be published in e-tender site after evaluation of PMU-CA Scoring Matrix and Presentation.

Cost of e-tender (online submission)—` 7,500 + G.S.T. *Applicable GST to be paid by the bidder and payment challan to be uploaded.

Date upto which the rates are to remain firm for acceptance—31-3-2021 (Date can be extended by SFAC if necessary).

Earnest Money Deposit (E.M.D.)—` 1,00,000 through online payment.

Award of Contract

After completing negotiations the Department shall issue Award of Contract to the selected Bidder and promptly notify all other Bidders through etenders.kerala.gov.in Portal about the decisions taken. The Successful bidder has to sign the contract after fulfilling all the formalities/pre-conditions and start activities in the PMU as per the project Time Line. The successful bidder is expected to commence the assignment within 20 days of the Award of Contract.

Security Deposit—5% of the total contract amount to be furnished. Unconditional and irrecoverable performance Bank Guarantee to be furnished by the successful bidder after the award of contract.

Period of Work—Operations should commence within 20 days of receipt of Award of Contract of PMU-CA and Contract is for a period of three years which could be extended by SFAC Kerala if necessary.

The cost of e-tender shall be received only through online payment—SBT/NEFT payment from other Banks as per the norms of www.etenders.kerala.gov.in

The e-tenders submitted by the bidder applying for PMU-CA (Project Monitorting Unit Consulting Agency) should contain.

1.1. Signed copy of e-tender Document.

1.3. Compliance Statement in Annexure-II along with Documentary Evidence to clauses in compliance statement. Please upload Annexure-II (Compliance Statement) duly filled in Column 4, 5 & 6 with documents with page numbers. Submit original hard copy before the last date of e-tender to SFAC Kerala. Special conditions of Annexure-II are to be fulfilled to be eligible for the technical evaluation and scoring using PUM-CA -Scoring Matrix. Only those bidders who satisfy the special conditions should respond to this e-tender for the selection of PUM-CA. Bids of bidders in the select list of ABPA e-tender only will be evaluated and others will be rejected and such bidders need not apply for this e-tender.

1.4. Scanned copy of the Agreement Annexure-III in the prescribed format in Government of Kerala Stamp Paper worth ` 200.

1.5. Bidder Self Introduction in Annexure—IV 1.6. Technical Evaluation and Scoring Matrix for selection of PMU-CA (Project Monitoring Unit Consulting Agency) with all the attachments to prove the claims to be given as a single pdf document. Page numbers to be given and page numbers of documents attached to be written in respective rows of the scoring matrix.

Submit the BOQ in excel format through the website https://etenders.kerala.gov.in (Financial bid sent through any other method will not be accepted).

The BOQ template must not be modified/replaced by the bidder and the same should be uploaded after filling the relevant columns, else the bid is liable to be rejected for this e-tender. Bidders are allowed to enter the bidder name and values only.

• Bidders need not submit copy of BOQ along with hard copy of documents.
