Dated,Thiruvananthapuram,21/12/2023 S. R. O. No. 1372/2023In exercise of the powers conferred by 2nd proviso to subsection 7 of section 19 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the declaration as per sub-section 1 of section 19 to the Notification issued under sub-section (1) of section 11 as per Proceedings No. C1-3883/19 dated 21st December 2021 and published in the Extra Ordinary Gazette No.168 dated 13th January 2022, namely:- This is a digitally signed Gazette. Proceedings No. C1-3883/19 dated 21st December 2021 and published in the Extra Ordinary Gazette No.168 dated 13th January 2022 has been issued in accordance with the provisions of subsection (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of land in Ranni & Angadi Villages of Pathanamthitta district for the construction of Ranni bridge & its approach road.

AND WHEREAS, the District Collector, Pathanamthitta has reported that as per Section 19(7) of LARR Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per Proceedings No. C1-3883/19 dated 21st December 2021 and published in the Extra Ordinary Gazette No.168 dated 13th January 2022 and extended as per G.O.(P)No. 12/2023/RD dated 19th January 2023 and published in the Extra Ordinary Gazette No. 216 dated 19th January 2023 expired on 13/07/2023 and therefore requested to extend the time limit for publishing the 19(1) Declaration.

NOW THEREFORE, sanction is accorded to extend the time limit in publishing the Declaration for a further period of 12 months from the date of expiry of the 11(1) notification ie. 13/07/2023 by invoking the provisions contained in 2nd proviso to Section 19(7) of the LARR Act, 2013 with regard to the acquisition of land in Ranni & Angadi Villages of Pathanamthitta district for the construction of Ranni bridge & its approach road, as the last chance on the condition that no more extension be granted under any circumstances.

Explanatory Note

(This does not form part of the notification, but is intended to indicate its general purport) Proceedings No. C1-3883/19 dated 21st December 2021 and published in the Extra Ordinary Gazette No.168 dated 13th January 2022, has been issued in accordance with the provisions of subsection (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of land in Ranni & Angadi Villages of Pathanamthitta district for the construction of Ranni bridge & its approach road. As per Section 19(7) of LARR Act, 2013, the 19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per Proceedings No. C1-3883/19 dated 21st December 2021 and published in the Extra Ordinary Gazette No.168 dated 13th January 2022 and extended as per G.O.(P)No. 12/2023/RD dated 19th January 2023 and published in the Extra Ordinary Gazette No. 216 dated 19th January 2023 expired on 13/07/2023 and hereby extend the time limit for publishing the 19(1) Declaration.

The notification is intended to achieve the above object.
