2023, ഡിസംബർ 23 കേരള സർക്കാരിന്റെ 09.12.2015 തീയതിയിലെ Vol.IV No.2753 SRO.835/2015 നമ്പർ വിജ്ഞാപനപ്ര കാരം ആലപ്പുഴ എൽ.എ (ജനറൽ) സ്പെഷ്യൽ തഹസിൽദാരെ ഭൂമി ഏറ്റെടുക്കലിൽ ന്യായമായ നഷ്ടപരിഹാരത്തിനും സുതാര്യതയ്ക്കും, പുനരധിവാസത്തിനും, പുന:സ്ഥാപനത്തിനുമുള്ള നിയമം 2013 (കേന്ദ്ര ആക്ട് 30/2013)-ലെ ആക്ടിന് വിധേയമായി കളക്ടറുടെ ചുമതലകൾ നിർവ്വഹിക്കുവാൻ നിയമിച്ചിരിക്കുന്നതിനാലും ,

ആയി ആലപ്പുഴ പൊന്നുംവില ഡെപ്യൂട്ടി കളക്ടറെ കേരള സർക്കാർ നിയമിച്ചിരിക്കുന്നതിനാലും , താഴെ പട്ടികയിൽ വിവരിച്ചിരിക്കുന്ന ഭൂമി ഒരു പൊതു ആവശ്യത്തിന് അതായത് കീച്ചേരിക്കടവ് പാലം അപ്രോച്ച് റോഡ് നിർമ്മാണത്തിന് ആവശ്യമുണ്ടെന്നോ, ആവശ്യമുണ്ടായേക്കാമെന്നോ കേരള സർക്കാരിന് ബോധ്യപ്പെട്ടിരിക്കുന്നതിനാലും,

ഇപ്പോൾ തന്മൂലം ഇതുമായി ബന്ധപ്പെട്ട എല്ലാ വ്യക്തികൾക്കും 2013-ലെ ഭൂമി ഏറ്റെടുക്കലിൽ ന്യായമായ നഷ്ടപരിഹാരത്തിനും സുതാര്യതയ്ക്കും പുനരധിവാസത്തിനും പുനസ്ഥാപനത്തിനുമുള്ള അവകാശ നിയമം വകുപ്പ് 11, ഉപ വകുപ്പ് 1 ലെ വ്യവസ്ഥകൾക്കനുസൃതമായി ഇക്കാര്യത്തിലുള്ള അറിയിപ്പ് ഇതിനാൽ നൽകുകയും ചെയ്യുന്നു.

പൊന്നുംവിലയ്ക്കെടുക്കുന്നതിന് തീരുമാനിച്ചിട്ടുള്ള ഭൂമിയിൽ അവകാശ താല്പര്യം ഉള്ള എല്ലാ വ്യക്തികളും ഈ വിജ്ഞാപനം പ്രസിദ്ധീകരിച്ചു 15 ദിവസത്തിനുള്ളിലോ, അല്ലെങ്കിൽ ഈ വിഷയത്തിൽ ഒരു പബ്ലിക് നോട്ടീസ് കിട്ടിയതിനുശേഷമോ, ഇതിൽ ഏതാണ് അവസാനം ലഭിച്ചത് ആ തീയതിക്കുള്ളിൽ ഏറ്റെടുക്കുവാൻ നിർദ്ദേശിക്കപ്പെട്ട ഭൂമിയുടെ റിക്കാർഡുകളുടെ നിജസ്ഥിതി വരുത്തുന്നതിനെ സംബന്ധിച്ചോ, അല്ലെങ്കിൽ ഏറ്റെടുക്കുവാൻ നിർദ്ദേശിക്കപ്പെട്ട ഭൂമിയുടെ അവകാശത്തെ സംബന്ധിച്ചോ വല്ല എതിർപ്പുമുണ്ടെങ്കിൽ ആയത് രേഖാമൂലം ആലപ്പുഴ എൽ .എ. (ജനറൽ ) സ്പെഷ്യൽ തഹസിൽദാർ മുമ്പാകെ ബോധിപ്പിക്കേണ്ടതാണ്.

നിശ്ചിത തീയതി കഴിഞ്ഞ് ലഭിക്കുന്ന ആക്ഷേപങ്ങളും സ്റ്റേറ്റ്മെന്റുകളും ഇല്ലെങ്കിൽ എതിർപ്പ് പരാതിക്കാർക്ക് ഈ ഭൂമിയിൽ ഏത് രീതിയിലുളള അവകാശമാണ് ഉളളത് എന്ന് വ്യക്തമായി കാണിക്കാത്ത എതിർപ്പുകളും ഒന്നായി നിരസിക്കുന്നതാണ്.

ഔദ്യോഗിക വെബ് സൈറ്റിൽ ലഭ്യമായ സാമൂഹിക ആഘാത വിലയിരുത്തൽ റിപ്പോർട്ടിന്റെ ചുരുക്കം ചുവടെ ചേർക്കുന്നു.

ആലപ്പുഴ ജില്ലയിൽ കീച്ചേരിക്കടവ് പാലം നിർമ്മാണത്തിനുവേണ്ടി മാവേലിക്കര താലൂക്കിൽ ഉൾ പ്പെട്ട കണ്ണമംഗലം ,തൃപ്പെരുന്തുറ വില്ലേജിൽ വിവിധ സർവ്വെ നമ്പരിൽ പെട്ട 35 ആർസ് വസ്തു ഏറ്റെടുക്കുന്നതിന് സർക്കാർ ഭരണാനുമതി ലഭിച്ചിരുന്നു. .

സാമൂഹ്യ പ്രത്യാഘാത വിലയിരുത്തൽ പഠന യൂണിറ്റ് ആയി നിശ്ചയിച്ച സ്പ്രീംഗ് സൊല്യുഷൻ സ്, ആലപ്പുഴ എന്നവർ സമർപ്പിച്ച സാമൂഹ്യപ്രത്യാഘാത വിലയിരുത്തൽ പഠന റിപ്പോർട്ട് പ്രകാരം നിർദ്ദിഷ്ട പദ്ധതി നടപ്പിലാവുന്നതുമുലം പ്രദേശത്തെ ജനങ്ങളുടെ യാത്രക്ലേശം കുറയ്ക്കുവാനും ഈ പ്രദേശത്തെ വികസനത്തിന് നിർണ്ണായക പങ്ക് വഹിക്കുന്നതിനും സാധിക്കുന്നതാണ് സാമൂഹ്യ പ്രത്യാഘാത പഠന റിപ്പോർട്ടിന്മേൽ ശ്രീമതി .മീനകുരുവിള , ചെയർമാനായിട്ടുള്ള ജില്ലാ തല വിദഗ്ദ്ധ സമിതിയുടെ ശുപാർശ ആലപ്പുഴ ജില്ലാ കളക്ടറുടെ 19/12/2023–ലെ ജി2-7239/2023-ാാം നമ്പർ നടപടിക്രമം പ്രകാരം അംഗീകരിച്ചിട്ടുള്ളതുമാണ്.ടി സമിതിയുടെ വിലയിരുത്തൽ റിപ്പോർട്ടിൻേറയും അംഗീകാരം നൽ കിയിട്ടുള്ള ഉത്തരവിൻേറയും പകർപ്പുകൾ ആലപ്പുഴ ജില്ലാ കളക്ടറുടെ ഔദ്യോഗിക വെബ് സൈറ്റായ www.alappuzha.nic.in ൽ പ്രസിദ്ധീകരിച്ചിട്ടുള്ളതും ആയതിൻെറ പകർപ്പുകൾ ആലപ്പുഴ ജില്ലാ കളക്ടർ , സ്പെഷ്യൽ തഹസിൽദാർ, എൽ.എ (ജനറൽ), ആലപ്പുഴ എന്നീ കാര്യാലയങ്ങളിൽ ലഭ്യമായിട്ടുള്ളതുമാണ്.

FORM OF PRELIMINARY NOTIFICATION TO BE ISSUED BY THE COLLECTOR UNDER SUB SECTION (1) OF SECTION 11

NOTIFICATION

No. G.2/7239/2023

²³ th December, ²⁰²³ WHEREAS, the Government of Kerala have as per Notification No Vol.IV No.2753 SRO 835/2015 dated 09-12-2015 appointed the Special Tahsildar, L.A.(General), Alappuzha to perform the functions of a collector for the purpose of land acquisition under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

AND WHEREAS, the Government here by appoint Deputy Collector (L.A.), Alappuzha as the Administrator for the purpose of Rehabilitation and Resettlement to the proposed acquisition.

AND WHEREAS, it appears to the Government that the land specified in the schedule below is needed or is likely to be needed for public purpose to wit for the construction of Keecherri Kadavu Bridge.

Now, THEREFORE, notice is hereby given to that effect to whomsoever it may concern, in accordance with the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

All persons interested in the said land are accordingly required to lodge before the Special Tahsildar, L.A.(General), Alappuzha within 15 days from the date of publication of the above notification, or after giving public notice regarding this whichever is later, a statement in writing of their objection, if any, regarding the updation of land records or title in respect of the land proposed for acquisition. Any objections/statement which is received after the due date or which does not clearly explain as to how the objector is interested in the land is liable to be summarily rejected.

Summary of Social Impact Assessment Study

For the construction of Keecherri Kadavu bridge in Alappuzha District, the Government has given sanction to acquire an extent of 35 Ares of land comprised in Various Survey numbers Kannamangalam,Thripperunthura village of Mavelikkara Taluk

Spring Solutions, Alappuzha was appointed as the Social Impact Assessment Study Unit. As per the SIA report, The main advantage of this project will deduce the travel weariness, and will result the development of the public and to the residents. It demands more advantages when compared to disadvantages and dislocation of the public . As per proceedings No.G2-7239/2023 dated:19/12/2023, the District Collector, Alappuzha approved the recommendations of the expert committee chaired by Smt.Meena Kuruvilla. The copies of recommendation of expert committee on the Social Impact Assessment study Report and the approval orders for the same have been uploaded in the official website of the District Collector, Alappuzha www.alappuzha.nic.in and the same are available in the District Collectorate, Alappuzha and the Special Tahsildar LA (General), Alappuzha .
