e-TENDER NOTICE

The Divisional Forest Officer, Achencovil for and on behalf of the Governor of Kerala invites online tenders from registered qualified bidders having a valid and active registration with PWD for the following works. Tender documents and tender schedules may be downloaded free of cost from the e-GP web site www.etenders.kerala.gov.in. All bid/ tender documents are to be submitted online only and, in the designation, online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website. Bids shall be accepted only through online mode www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late online bids will not be accepted. The bidding authority deserves the right to modify / cancel any / all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non-receipt of documents.

SCHEDULE

The other details regarding this e-tender are as follows:

If the e-tender could not be conducted on the notified date on 17.01.2024 due to any other reasons or no one participated in the e-tender, Re-e-tender shall be conducted on the following date as per

the schedule detailed below.

CONDITIONS

1. Bidders shall remit the e-tender document fee and the Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of India or through NEFT for other banks. Bidders opting for NEFT facility of online payment are advised to exercise this option at least 48 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and a confirmation is reflected in the e- procurement system. The online NEFT remittance form provided by e-procurement system for making a NEFT transaction is not a payment confirmation. Kerala Forest Department/NIC/ SBI shall not be responsible for any kind of delay in payment status confirmation.

2. Bidders are requested to submit scanned copy of the following documents - Registration certificate duly attested by the Superintending Engineer/ Executive Engineer, PWD Kerala, GST Registration certificate, PAN, Bank details, EMD exemption certificate (if any), preliminary agreement executed in Kerala Stamp paper worth Rs.200/-, duly filled up proforma for availing e-payment by Online.

Technical bid and financial bid shall be submitted in their respective designated online covers.

Subsequently the hard copy of attested copy of Registration certificate, EMD exemption certificate (if any), preliminary agreement in original, proof of prequalification etc. would be submitted offline in a sealed cover super scribing the name of work and tender number to the office of the Divisional Forest officer, Achencovil through speed post / registered post as prescribed in the time schedule, failing which such tenders will be rejected.

3. The bidding authority deserves the right to modify / cancel any / all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non-receipt of documents.

4. Any further clarifications on this e-tender can be obtained from NIC/ the e-tender Helpdesk number available in the www.etenders.kerala.gov.in website and from this office during the office hours. The details regarding e-payment (Bidder's bank account number where he/she is having core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be accepted.

5. The Forest Department will not be responsible for any inconveniences or loss to the Bidder while uploading/ downloading the bid.

6. The tender/bids shall be opened online at the office of the Divisional Forest Office, Achencovil in the presence of bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

7. All other existing conditions related to e-tendering of Kerala PWD and GST rates will be applicable to this e-tender also.

2023 വർഷത്തിൽ മാങ്കുളം ഫോറസ്റ്റ് ഡിവിഷനിൽപ്പെട്ട മാങ്കുളം, ആനക്കുളം എന്നീ റെയിഞ്ചുകളിലെ വിൽപ്പന യോഗ്യമാ യിട്ടുളള തൊ−ി തടികൾ, വിറക്, മറ്റ് തൊ−ി വകകൾ എന്നിവയും വിവിധ സ്ഥലങ്ങളിൽ അപകടാവസ്ഥയിൽ നിൽക്കുന്ന മരങ്ങ ളിൽ നിന്നും, കാറ്റത്ത് വീണ മരങ്ങളിൽ നിന്നും മുറിച്ചു ശേഖരിച്ചവയും, വിവിധ സ്ഥലങ്ങളിൽ അപകടാവസ്ഥയിൽ നിൽക്കുന്ന മരങ്ങൾ നിൽപ്പാവസ്ഥയിലും, അടിയന്തിര ഘട്ടങ്ങളിൽ തൊ−ി ലേലത്തിൽ ഉൾപ്പെടുത്തി വിറ്റഴിക്കേ−തായ മരങ്ങളും, മറ്റ് സാമ ഗ്രികളും അതാത് റെയിഞ്ചാഫീസിൽ വച്ച് താഴെ പട്ടികയിൽ കൊടുത്തിരിക്കുന്ന തീയതികളിലും സമയത്തും മാങ്കുളം ഡിവിഷ ണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെടുത്തുന്ന ഉദ്യോഗസ്ഥനോ പരസ്യമായി ലേലം ചെയ്ത് വിൽക്കുന്നതാണ്.

നിർദ്ദിഷ്ട ദിവസം ഏതെങ്കിലും കാരണവശാൽ പൊതു അവധി ആയി പ്രഖ്യാപിക്കുന്ന പക്ഷം അടുത്ത പ്രവൃത്തി ദിവസം നിശ്ചിത സമയത്തും സ്ഥലത്തും വെച്ച് ലേലം നടത്തുന്നതാണ്. ലേല ദിവസം ലേലത്തിൽ വയ്ക്കാൻ യോഗ്യമായ വേറെയും തൊ−ി സാധനങ്ങൾ ലഭ്യമായാൽ അവയും ലേല ദിവസങ്ങളിൽ ലേലം ചെയ്ത് വിൽക്കുന്നതാണ്.

ലേലത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലേലത്തിന് മുൻപ് ലേലത്തിൽ വെച്ചിട്ടുളള സാധനങ്ങളുടെ ഗുണനിലവാ രവും അളവുകളും മറ്റു വിശദ വിവരങ്ങളും നേരിൽ ക−് ബോധ്യപ്പെട്ടിരിക്കേ−താണ്. ലേലത്തിനു ശേഷം ഈ വക കാര്യങ്ങളെ കുറിച്ചുളള യാതൊരു പരാതിയും പരിഗണിക്കുന്നതല്ല. ഓരോ ലേലത്തിലും വിൽക്കാനുദ്ദേശിക്കുന്ന തടികൾ മറ്റ് വനവിഭവങ്ങൾ മുതലായവയെപ്പറ്റിയുളള വിശദ വിവരങ്ങൾ അതാത് റെയിഞ്ചാഫീസിൽ നിന്നും ലേലത്തിന് മുൻപ് അറിയാവുന്നതാണ്. മുൻ ലേല ത്തിൽ സ്ഥിരപ്പെടുത്താത്ത ഏതെങ്കിലും ലോട്ടുകൾ ഉ−െങ്കിൽ അവയും ലേലത്തിൽ ഉൾപ്പെടുത്തുന്നതാണ്.

ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (സംരക്ഷണം) 2.12.2009 ൽ പ്രൊ5-6835/09 നമ്പരായിട്ടുളള 50 -ാം നമ്പർ കേരള ഗസറ്റിൽ പ്രസിദ്ധീകരിച്ചിട്ടുളള ലേല നിബന്ധനകളും കാലാകാലങ്ങളിൽ വനം വകുപ്പിൽ നിലവിലുളള മറ്റ് വ്യവസ്ഥകളും ഈ ലേലത്തിന് ബാധകമായിരിക്കും. കോടതി ഉത്തരവ് പ്രകാരം വിൽപ്പനയ്ക്ക് വെച്ചിട്ടുളള തൊ−ി തടികളുടെ മുഴുവൻ തുകയും വിജയിയായ ലേലക്കാരൻ ലേല ദിവസം കെട്ടിവെയ്ക്കേ−താണ്. ലേലത്തിൽ പങ്കെടുക്കുന്നവർ ഈട്ടി, തേക്ക് എന്നിവ ലേലം ചെയ്യുന്നതിന് 20,000/- (ഇരുപതിനായിരം രൂപ മാത്രം) രൂപയും മറ്റു തടികൾക്ക് 10000/- (പതിനായിരം രൂപ മാത്രം) രൂപയും വനവിഭവങ്ങൾക്ക് 2000/- (ര−ായിരം രൂപ മാത്രം) രൂപയും നിരതദ്രവ്യമായി കെട്ടിവെയ്ക്കേ−താണ്. ഈ തുക ഡിമാന്റ് ഡ്രാഫ്റ്റ് മുഖേന മാങ്കുളം, ആനക്കുളം റെയ്ഞ്ച് ഫോറസ്റ്റ് ഓഫീസറുടെ പേരിൽ അടയ്ക്കാവുന്നതാണ്. റെയിഞ്ചിന്റെ പേരും ലേലം തീയതികളും താഴെ പട്ടി കയിൽ ചേർക്കുന്നു.

1. വിജയിയായ ലേലക്കാരൻ ലേലം കഴിഞ്ഞയുടനെ ലേലം കൊ− ഉൽപ്പന്നത്തിന്റെ മൊത്തം വില 20,000/-രൂപയിൽ കുറവാണെങ്കിൽ മുഴുവൻ തുകയും ലേല ദിവസം തന്നെ ഒടുക്കേ−താണ്. ലേലം കൊ− ഉൽപ്പന്നത്തിന്റെ വില 20,000/-രൂപയിൽ കൂടുതലാണെങ്കിൽ മൊത്തം ലേല തുകയുടെ 35% കുറഞ്ഞത് 20,000/-രൂപയും കൂടിയത് 1,00,000/-രൂപയും എന്ന കണക്കിൽ ഇ-ട്രെഷറി മുഖേനയോ ദേശസാൽകൃത ബാങ്കിലോ നിഷ്കർഷിക്കപ്പെടുന്ന ശാഖയിൽ മാറാവുന്ന ഡിമാന്റ് ഡ്രാഫ്റ്റ് ആയോ ലേല ദിവസം തന്നെ ഒടുക്കേ−താണ്. നിരുദ ദ്രവ്യമായി അടച്ച തുക മേൽപ്പടി തുകയിലിൽ ഉൾപ്പെടുത്തുന്നതാണ്.

2. വിജയിയായ ലേലക്കാരൻ ലേലത്തുകയുടെ (തിട്ടപ്പെടുത്തിയിട്ടുള്ളതും പ്രതീക്ഷിക്കാവുന്നതുമായ തടിയുടെ അളവിന്റേയും രേഖപ്പെടുത്തിയ നിരക്കിന്റേയും അടിസ്ഥാനത്തിൽ കണക്കാക്കിയത്) മുഴുവൻ ലേലത്തുകയും വന വികസന നികുതിയും ചരക്ക് സേവന നികുതിയും ലേലം സ്ഥിരീകരിക്കുന്ന അറിയിപ്പ് ലഭിക്കുന്ന തീയതി മുതൽ 15 ദിവസത്തിനുള്ളിൽ ഒടുക്കേ−താണ്. മുഴുവൻ ലേലത്തുകയും 15 ദിവസത്തിനുള്ളിൽ ഒടുക്കാതെ വന്നാൽ 12 % പിഴ പലിശയോടെ 30 ദിവസത്തെ കാലാവധി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ ദീർഘിപ്പിച്ചു നൽകുന്നതാണ്. 18% പിഴ പലിശ ഒടുക്കുന്നതിന് വിധേയമായി വീ−ും 30 ദിവസത്തെ കാലാവധി കൂടി ദീർഘിപ്പിച്ചു നൽകുന്നതിന് കോട്ടയം ഹൈറേഞ്ച് സർക്കിൾ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർക്ക് അധികാരമു−ായിരിക്കും. ദീർഘിപ്പിച്ച് നൽകുന്ന ര−് കാലാവധിയ്ക്കുള്ളിലും മേൽപ്പറഞ്ഞ തുകകൾ ഒടുക്കുന്നതിൽ ലേലക്കാരൻ വീഴ്ച വരുത്തുന്ന പക്ഷം ലേലക്കാരൻ ഒടുക്കിയിട്ടുള്ള നിരുദദ്രവ്യവും മറ്റെല്ലാ ദ്രവ്യവും സർക്കാരിലേയ്ക്ക് ക−് കെട്ടുന്നതും ഉടമ്പടി റദ്ദാക്കുന്നതുമായിരിക്കും.

കരാർ കാലാവധി

(എ)കരാർ കാലാവധി ലേലസ്ഥിരീകരണ അറിയിപ്പ് ലഭിക്കുന്ന തീയതി മുതൽ 120 ദിവസമോ, 31/03/2024 തീയതിയോ ഇതിലേതാണോ ആദ്യം വരുന്നത് ആ തീയതി വരെ ആയിരിക്കും സാധാരണ ഗതിയിൽ കരാർ കാലാവധി. സാധാരണ ഗതിയിൽ കരാർ കാലാവധി ദീർഘിപ്പിച്ച് നൽകുന്നതല്ല. പ്രത്യേക സാഹചര്യങ്ങളിൽ ന്യായമായ കാരണങ്ങളാൽ ഡിവിഷണൽ ഫോറസ്റ്റThis is a digitally signed Gazette. ഓഫീസർ ഒരു ഹെക്ടറിന് 5000/-രൂപ നിരക്കിൽ ഈടാക്കുന്നതിന് വിധേയമായി 30 ദിവസത്തേയ്ക്ക് കരാർ കാലാവധി ദിർഘിപ്പിച്ച് നൽകുന്നതായിരിക്കും. ഇപ്രകാരം ദീർഘിപ്പിച്ചുനൽകുന്ന 30 ദിവസത്തിന് ശേഷം കരാർ കാലാവധി ദീർഘിപ്പിച്ച് നൽകുന്നതല്ല.

Part I Specification of Hanging Solar Power Fencing

The scope of work includes Supply, installation,

testing, commissioning of Hanging Solar Power Fencing

systems.

The basic parameters for fencing will be as following:

1. Maximum distance between two T-shaped square posts 20Mtr. 2. Height of the T-shaped square posts 14 feet above ground level 3. Nos. of lines of steel wire (Horizontal- 4 Lines) 4. Nos. of lines of GI rope wire (Vertical-2 Lines between 1 mtr distance)

5. Height of the fence 4.6 Mtr above ground level

A. Supply, installation, testing and Commissioning

1. Collection of all relevant data at the proposed site which is necessary for proper designing, layout, installation and successful commissioning of the system.

2. Preparation & submission of realistic and pragmatic engineering designing of all the necessary device/components and sub-systems that is required for systems. This shall have to be carried out in accordance with the collected field data and general technical requirements/specifications.

3. The design details should clearly indicate the number of wire/lines, distance between wires/lines, number of sections, number of posts, number of corners, number pull through posts, and other accessories and justification of the effectiveness of the fencing against each animal to be controlled.

4. Supply and transportation of all required materials, components, devices, sub- systems and components of Hanging Solar fences to the site and arrangements of safe- keeping and storing them atsite.

5. All the civil works related with installation, commissioning

ofsystems.

6. Arrangement of all the material, labour, tools and plants etc. required for proper completion and successful implementation ofprojects

7. To provide all essential documents and manuals, clearly explaining the operation and maintenance and trouble shooting of various portions of the systems.

No. B2-9912/2023 03/01/2024 The auction sale of right of collection and removal of cashew usufructs from the cashew plantations in the Edavanna and Nilambur Ranges of this Division will be conducted on 15/01/2024 at 3.00 PM at Divisional Forest Office, Nilambur North by the Divisional Forest Officer, Nilambur North or any person authorised by Divisional Forest Officer. If the date of auction happens to be a public holiday, the auction will be conducted on the next working day at the same place and time. In case, due to some other reasons, the proposed auction sale of the cashew plantation, entire or a part, do not materialise on the scheduled date 15/01/2024 as the case may be, the auction sale of blocks, no bid areas, if any, will be conducted on 22/01/2024 and if the auction could not be conducted on 29/01/2024 at same place and time.

1. താഴെ പറയുന്ന പ്രത്യേകലേല നിബന്ധനകൾക്ക് പുറമേ ചീഫ് ഫോറസ്റ്റ് കൺസർവേറ്റർ (സംരക്ഷണം)ത്തിന്റെ 06.12.2008 ലെ പ്രൊ-57698/2008 നമ്പർ പ്രകാരം 16.12.2008 ലെ കേരള ഗസറ്റിൽ പ്രസിദ്ധീകരിച്ച പൊതു ലേലനിബന്ധനകൾ ഈ ലേലത്തിനും ബാധകമായിരിക്കും സർക്കാർ തടി ഡിപ്പോകളിൽ അതാതു കാലത്തു നിലവിൽ വരുന്ന പൊതു ലേലവ്യവസ്ഥകൾ ഈ ലേലത്തിനും ബാധകമായിരിക്കും

2. ലേലത്തിന് മുമ്പ് തെന്ന ലേലത്തിൽ ഉൾപ്പെടുത്തിയിരിക്കുന്ന സാധനങ്ങളുടെയും മറ്റും നിൽപ്പു സ്ഥിതിയും അളവ്, എണ്ണം, ഗുണനിലവാരം മുതലയാവ ഫനരിട്ട് െരിഫശാധിച്ച് തൃപ്തിപ്പെടേണ്ടതാണ്. ലേലത്തിന് ശേഷം ഉണ്ടാവുന്ന യാതൊരു പരാതിയും പരിഗണിക്കുന്നതല്ല.

3. ലേലത്തിൽ പങ്ക് കൊളളാൻ ആഗ്രഹിക്കുന്നവർ ലേല സമയത്തിന് മുമ്പായി 25,000/- (ഇരുെത്തയ്യായ്ഞിരം) രൂപ നിരതദ്രവ്യമായി കെട്ടിവെക്കേണ്ടതാണ്.

4. ലേലത്തിൽ വിളിച്ചെടുത്ത സാധനങ്ങളുടെ മൊത്തം വില 25,000/-(ഇരുെത്തയ്യായ്ഞിരം) രൂപയിൽ കുറവാണെങ്കിൽ മുഴുവൻ തുകയും അതിൽ കൂടുതൽ ആണെങ്കിൽ മൊത്തം ലേലതുകയുടെ 35% വില, കുറഞ്ഞത് ²⁵,⁰⁰⁰ രൂപയും കൂടിയത് 1,00,000 രൂപയും എന്ന കണക്കിൽ ലേലം കഴിഞ്ഞ ഉടനെ കെട്ടിവെക്കേണ്ടതാണ്.
