ജി3-10116/21 തതീയതി 2024 ജനുവരി 14 ഫകരള സരക്കഫോര 09/12/2015 തതീയതിയിപല വഫോലലം IV, നം. 2753,SRO 835/2015 നമ്പര വിജ്ഞഫോപന പ്രകഫോരം 2013 പല ഭൂമി ഏപറ്റടുക്കലില്‍ നലഫോയമഫോയ നഷ്ടപരിഹഫോരതിനും, സുതഫോരലതയം പുനരധിവഫോസതിനും പുന:സഫോപനതിനുമുള്ള അവകഫോശ ആക്ട് (ഫകന്ദ്ര ആക്ട് 30/2013) പ്രകഫോരമുള്ള കളക്ടറുപടെ ചുമതലകള്‍ നിരവ്വഹിക്കുവഫോന്‍ ആലപ്പുഴ എല്‍.എ(ജനറല്‍) പസ്പഷെലല്‍ തഹസതീല്‍ദഫോപര നിയമിച്ചിരുന്നതിനഫോലും,
2ഈ പപഫോനംവില നടപെടിെയുപടെ പുനരധിവഫോസതിനും പുന:സഫോപനതിനുമുള്ള അഡിനിഫസ്ട്രറ്റേര ആയി ആലപ്പുഴ കളക്ടഫററ്റ ിപല പപഫോനംവില പഡപപ്യൂട്ടി കളക്ടപറ ഫകരള സരക്കഫോര നിയമിച്ചിരിക്കുന്നതിനഫോലും, ഇഫതഫോപടഫെോപമുള്ള പട്ടികയില്‍ വിവരിച്ചിരിക്കുന്ന ഭൂമി ഒരു പപഫോതു ആവശലതിന് അതഫോയത് ഫഗഫോഫവന്ദഫോ പഫോലം & സരവ്വതീസ് ഫറഫോഡ് നിരമ്മഫോണതിന് ആവശലമുപണ്ടഫെന്നഫോ, ആവശലമുണ്ടഫെോഫയക്കഫോപമഫന്നഫോ ഫകരള സരക്കഫോരിന് ഫബഫോദ്ധലപപട്ടിരിക്കുന്നതിനഫോലും ഇഫപഫോള്‍ തന്‍മൂലം അതുമഫോയി ബന്ധപപട്ട എലഫോഫപരക്കും 2013 പല ഭൂമി ഏപറ്റടുക്കലില്‍ നലഫോയമഫോയ നഷ്ടപരിഹഫോരതിനും സുതഫോരലതയം പുനരധിവഫോസതിനും, പുന:സഫോപനതിനുമുളള അവകഫോശ ആക്ട് വകുപ് -11, ഉപവകുപ് (1) പല വലവസകള്‍ക്ക് അനുസൃതമഫോയി ഇക്കഫോരലതിലുള്ള അറിയിപ് ഇതിനഫോല്‍ നല്‍കുകയും പചയ്യുന.
പപഫോനംവിലപയ്ക്കടെുക്കഫോന്‍ തതീരുമഫോനിച്ചിട്ടുള്ള സലങ്ങളുമഫോയി ഏപതങ്കിലും തരതില്‍ ബന്ധപപട്ടിട്ടുള്ള കകികള്‍ അവരുപടെ ഭൂഫരഖകള്‍ നഫോളതതീകരിക്കുന്നത് സംബന്ധിചം സലതിന്‍പറ ഉടമെസഫോവകഫോശം സംബന്ധിചം ആഫകപം ഉപണ്ടങ്കെില്‍ ആയത് ഫമല്‍ വിജ്ഞഫോപനം പ്രസിദ്ധപപടുതിയ തതീയതിഫയഫോ, ഇത് സംബന്ധിച്ച് പപഫോതു ഫനഫോട്ടതീസിന്‍പറ തതീയതിഫയഫോ ഏതഫോഫണഫോ അവസഫോനം വരുന്നത് ആ തതീയതി മുതല്‍ 15 ദിവസതിനകം ഫരഖഫോമൂലമുള്ള പ്രസഫോവന പപഫോനംവില ആഫതീസറഫോയ പസ്പഷെലല്‍ തഹസതീല്‍ദഫോര .എല്‍.എ(ജനറല്‍), ആലപ്പുഴ മുമ്പഫോപക സമരപിഫക്കണ്ടതെഫോണ്. നിശിത സമയപരിധിക്കുള്ളില്‍ ലഭിക്കഫോത ആഫകപങ്ങളും സലതിലുള്ള തഫോല്‍പരലം സംശയഫലശമഫനല വിശദതീകരിക്കഫോതതുമഫോയ അഫപകകള്‍ നിരുപഫോധികം നിരസിക്കപപടുന്നതുമഫോണ്.

FORM OF PRELIMINARY NOTIFICATION TO BE ISSUED BY THE COLLECTOR UNDER SUB SECTION (1) OF SECTION 11
No.G3/10116/2021
Date: 14th January 2024 WHEREAS, The Government of Kerala have as per Notification No.2753,Vol IV of SRO 835/2015 dated 09/12/2015 appointed the Special Tahsildar LA(General),Alappuzha to perform the function of a collector for the purpose of Land Acquisition under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
AND WHEREAS, The Government hereby appoint Deputy Collector (LA), Alappuzha as the Administrator for the purpose of Rehabilitation and Resettlement to the proposed acquisition.
AND WHEREAS, it appears to the Government that the land specified in the Schedule below is needed or likely to be needed for public purpose to wit for the Construction of Govenda Bridge & Approach Road
NOW, therfore, notice is hereby given to that effect to whomsoever it may concern, in accordance with the provision of subsection (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
All persons interested in the said land are accordingly required to lodge before the Special Tahsildar LA(General),Alappuzha within 15 days from the date of Publication of the above notification, or after giving public notice regarding this whichever is later, a statement in writing of the objections if any, regarding the updation of land records or the title in respect of the land proposed for acquisition. Any objections / statement which is received after the due date and which does not clearly explain as how the objector is interested in the land is liable to summarily rejected.

Summary of Social Impact Assessment Report
An approximate extent of 0.2833 Hectares of land comprised in various Survey Numbers of Champakkulam Village, Kuttanad Taluk in Alappuzha District is required for the construction of the Govenda Bridge & Approach Road Project. Rajagiri Outreach,Rajagiri College of Social Science,Rajagiri P.O, Kalamassery,Eranakulam has appointed as the Social Impact Assessment Study Unit. As per their report, the construction of the Govenda Bridge & Approach Road in the said area will deduce the travel weariness. As per proceedings No. G3-10116/2021 dated: 11/01/2023 the District Collector, Alappuzha approved the recommendations of the expert committee chaired by Dr.Mohanan M,Professor, CMD, Thiruvananthapuram. The copies of recommendation of expert committee on the Social Impact Assessment study Report and the approval orders for the same have been uploaded in the official website of the District Collector, Alappuzha www.alappuzha.nic.in and the same are available in the District Collectorate, Alappuzha and the O/o of the Special Tahsildar LA (General),Alappuzha
