WHEREAS, under rule 185A of the Kerala Co-operatives Societies Rules, 1969, the committee of a society may, with the prior approval of the Registrar, appoint persons who are technically or professionally
2qualified or persons with experience and expertise by way of deputation or on a contract basis for a specified period not exceeding five years;
AND WHEREAS, under the proviso to the said rule, no such contract appointment shall be made to the posts mentioned in sub rules(2), (3) and (4) of rules 185 or to any other post in any Society, which is engaged in banking business;
AND WHEREAS, the Managing Committee of the Kerala State Co-operative Bank has resolved to request the Government of Kerala through Registrar of Co-operative Societies to exempt the said Bank from the proviso to rule 185A of the Kerala Co-operative Societies Rules, 1969 for the appointment of Sri.Adi Seshu as IT Integration Advisor in the said Bank on contract basis in pursuance of notification issued under G.O.(P) No.69/2021/Coop. dated 15th April, 2021 published as S.R.O. No.363/2021 in the Kerala Gazette Extraordinary No.1440 dated 15th April, 2021, for a period of one year from 23rd February, 2021 and the said term also expired on 22nd February, 2022;
AND WHEREAS, the Managing Committee of the Kerala State Cooperative Bank has resolved to request the Government through the Registrar of Cooperative Societies to exempt the said Bank from the proviso to rule 185A of the Kerala Cooperative Societies Rules, 1969 for the purpose of enabling the said Bank to extend the appointment of Sri.Adi Seshu as IT Integration Advisor in the said Bank on contract basis for the period from 23rd February, 2022 to 30th June, 2022, on the
3basis of the terms and conditions of the said Bank, considering his qualification and experience for the IT Integration activities of the said Bank;
AND WHEREAS, the Government have examined the matter in detail and are satisfied that it is necessary to exempt the said Bank from the proviso to rule 185A of the Kerala Cooperative Societies Rules, 1969, for the purpose of enabling the said Bank to extend the appointment of Sri. Adi Seshu as IT Integration Advisor in the Kerala State Cooperative Bank on contract basis for the period from 23rd February, 2022 to 30th June, 2022, on the basis of the terms and conditions of the said Bank, considering his qualification and experience for the IT Integration activities of the said Bank;
NOW, THEREFORE, in exercise of the powers conferred by rule 181 of the Kerala Cooperative Societies Rules, 1969, the Government of Kerala hereby exempt the Kerala State Cooperative Bank from the proviso to rule 185A of the Kerala Cooperative Societies Rules, 1969 so as to enable the said Bank to extend the appointment of Sri. Adi Seshu as IT Integration Advisor on contract basis for the period from 23rd February, 2022 to 30th June, 2022 on the basis of the terms and conditions of the said Bank, considering his qualification and experience for the IT Integration activities of the said Bank.

4Explanatory Note
(This does not form part of the order, but is intended to indicate its general purport.)
As per rule 185A of the Kerala Cooperative Societies Rules, 1969, the committee of a society may, with the prior approval of the Registrar, appoint persons who are technically or professionally qualified or persons with experience and expertise by way of deputation or on a contract basis for a specified period not exceeding five years. The proviso to the said rule, no such contract appointment shall be made to the posts mentioned in sub-rules (2), (3) and (4) of rule 185 or to any other post in any society, which is engaged in banking business. The Government in pursuance of notification issued under G.O.(P) No.69/2021/Coop. dated 15th April, 2021 published as S.R.O. No.363/2021 in the Kerala Gazette Extraordinary No.1440 dated 15th April, 2021 have exempted the said Bank from the provisions of rule 185A of the Kerala Cooperative Societies Rules, 1969 for the appointment of Sri. Adi Seshu as IT Integration Advisor in the said Bank on contract basis for a period of one year from 23rd February, 2021. The said period so extended also expired on 22nd February, 2022. The Managing Committee of the Kerala State Cooperative Bank has resolved to request the Government through the Registrar of Cooperative Societies to exempt the said Bank from the proviso to rule 185A of the Kerala
5Cooperative Societies Rules, 1969 for the purpose of enabling the said Bank to extend the appointment of Sri. Adi Seshu as IT Integration Advisor in the said Bank on contract basis for the period from 23rd February, 2022 to 30th June, 2022, on the basis of the terms and conditions of the said Bank considering his qualification and experience for the IT Integration activities of the said Bank. The Government have examined the matter in detail and are satisfied that it is necessary to exempt the said Bank from the proviso to rule 185A of the Kerala Cooperative Societies Rules, 1969, for the purpose of enabling the said Bank to extend the appointment of Sri.Adi Seshu as IT Integration Advisor in the Kerala State Cooperative Bank on contract basis for the period from 23rd February, 2022 to 30th June, 2022, on the basis of the terms and conditions of the said Bank, considering his qualification and experience for the IT Integration activities of the said Bank.
This order is intended to achieve the above object.
