Government have issued G.O. (P) No. 5/2022/SJD da ted 15-7-2022 for providing 4% r eservation in promotion to State Government Employees who are Persons with Disabilities, along with guidelines for considering the matter of reservation in promotion.

Ther eafter a Joint Committee was constituted under the chairper sonship of Director Social Justice, consisting of Joint Secretary, Social Justice and Joint Secretary, Personnel and Administrative Reforms Departments as Members for fixing rosters for implementing reservation in promotion to employees who are persons with disabilities and based on the recommendation of the Committee Government issued guidelines in G.O.(P)No.6/2023/SJD dated 26-10-2023 to be followed for implementing reservation in promotion to employees who are Persons with Disabilities in Government Departments in the State;

Since the cadre of Assistant Registrar/ Assistant Director is included in the selection Category, the appointment to the post shall be made from a select list drawn in accordance with Rule 28 (b) (i) KS&SSRs after assessing the merit and ability by a Departmental Promotion Committee.

The Ad-hoc Departmental Promotion Committee (Lower) meeting was specifically convened for considering the matter of reservation in promotion to those officers who are Persons with Disabilities in the feeder categor y of Assistant Registr ar of Co-opera tive Societies/Assistant Director of Co-operative Audit in Co-operative Department for the year 2023 and to revise the Select list published vide RCS/9381/2022-EB(5) dated 26-8-2023 for including the Persons with Benchmark Disabilities at appropriate places/portion as detailed in G.O.(P)No.6/2023/SJD Dated 26-10-2023.

The Departmental Promotion Committee considered Annexure A4 & A5 representations submitted by Shri Radhakrishnan, K. as per the direction in the judgment dated 4-8-2023 of Hon'ble High Court in the OP (KAT)No. 330/2023. The ma tter was examined on the basis of the guidelines in G.O (P) No. 5/2022/SJD dated 15-7-2022 and in G.O. (P)No. 6/2023/SJD da ted 26-10-2023 for implementing reservation in promotion to employees who are Persons with Disabilities in Government Departments in the State and Depar tmental Promotion Committee decided to revise the Select List of Assistant Registrar of Co-operative Societies/Assistant Director of Co-operative Audit for the year 2023 notified vide RCS/9381/2022-EB(5) dated 26-8-2023 by including the following officers in the reservation turn to PwBD (6, 31, 56 & 81) as per the guidelines in G.O.(P)No.6/2023/SJD dated 26-10-2023 as below.
