e-TENDER NOTICE

The Divisional Forest Officer, Achencovil for and on behalf of the Governor of Kerala invites online tenders from registered qualified bidders having a valid and active registration with PWD for the following works. Tender documents and tender schedules may be downloaded free of cost from the e-GP web site www.etenders.kerala.gov.in. All bid/ tender documents are to be submitted online only and, in the designation, online cover(s)/envelope(s) on the www.etenders.kerala.gov.in website. Bids shall be accepted only through online mode www.etenders.kerala.gov.in website and tenders submitted manually/through post will not be entertained. Late online bids will not be accepted. The bidding authority deserves the right to modify / cancel any / all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non-receipt of documents.

SCHEDULE

The other details regarding this e-tender are as follows:

If the e-tender could not be conducted on the notified date on 31.01.2024 due to any other reasons or no one participated in the e-tender, Re-e-tender shall be conducted on the following date as per

the schedule detailed below.

CONDITIONS

1. Bidders shall remit the e-tender document fee and the Earnest Money Deposit using online payment option of e-procurement system only and submitted through the internet online banking of State Bank of India or through NEFT for other banks. Bidders opting for NEFT facility of online payment are advised to exercise this option at least 48 hours before the closing date of bid to ensure that payment towards tender document fees and EMD are credited and a confirmation is reflected in the e- procurement system. The online NEFT remittance form provided by e-procurement system for making a NEFT transaction is not a payment confirmation. Kerala Forest Department/NIC/ SBI shall not be responsible for any kind of delay in payment status confirmation.

2. Bidders are requested to submit scanned copy of the following documents - Registration certificate duly attested by the Superintending Engineer/ Executive Engineer, PWD Kerala, GST Registration certificate, PAN, Bank details, EMD exemption certificate (if any), preliminary agreement executed in Kerala Stamp paper worth Rs.200/-, duly filled up proforma for availing e-payment by Online.

Technical bid and financial bid shall be submitted in their respective designated online covers.

Subsequently the hard copy of attested copy of Registration certificate, EMD exemption certificate (if any), preliminary agreement in original, proof of prequalification etc. would be submitted offline in a sealed cover super scribing the name of work and tender number to the office of the Divisional Forest officer, Achencovil through speed post / registered post as prescribed in the time schedule, failing which such tenders will be rejected.

3. The bidding authority deserves the right to modify / cancel any / all bids without assigning any reason. The Forest Department will not be responsible for any error like missing of scheduled data while downloading by the bidder and non-receipt of documents.

4. Any further clarifications on this e-tender can be obtained from NIC/ the e-tender Helpdesk number available in the www.etenders.kerala.gov.in website and from this office during the office hours. The details regarding e-payment (Bidder's bank account number where he/she is having core banking facility and email ID) should be submitted along with the tender. Tenders without these details will not be accepted.

5. The Forest Department will not be responsible for any inconveniences or loss to the Bidder while uploading/ downloading the bid.

6. The tender/bids shall be opened online at the office of the Divisional Forest Office, Achencovil in the presence of bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

7. All other existing conditions related to e-tendering of Kerala PWD and GST rates will be applicable to this e-tender also.

2. ദർഘാസ്/ലേലം സ്ഥിരപ്പെടുത്തി അറിയിക്കുന്ന തീയതി മുതൽ 7 ദിവസത്തിനകം ബാക്കി തുകയും മൊത്തം തുകയുടെ 5% ഫോറസ്റ്റ് ഡെവലപ്മെന്റ ് ടാക്സും നിലവിലുള്ള നിരക്കിൽ ജി.എസ്.ടി., ഇൻകം ടാക്സ് എന്നിവയും ഒടുക്കി മൊത്തം ലേലത്തുകയുടെ 10% സെക്യൂരിറ്റി ഡെപ്പോസിറ്റും വച്ച് ` 200-ന്റെ മുദ്രപത്രത്തിൽ ഉടമ്പടി വയ്ക്കേ≠തുമാണ്. അതിനുശേഷം മാത്രമേ ലേലക്കാരന് മരങ്ങൾ മുറിക്കുന്നതിന് അനുവാദം നൽകുകയുള്ളൂ. ലേലക്കാരൻ മേൽ തുക അടയ്ക്കാതിരുന്നാൽ ഇ.എം.ഡി. തുക ഗവൺമെന്റിലേക്ക് ക≠ുകെട്ടുന്നതും ടിയാന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർ ലേലം നടത്തുന്നതുമായിരിക്കും. നഷ്ട തുക ടിയാനിൽ നിന്നും റവന്യൂ റിക്കവറി ഉൾപ്പെടെ നിലവിലുള്ള നിയമപ്രകാരം ഈടാക്കുന്നതുമാണ്.

കരാർ കാലാവധി ഒരു മാസമാണ്. കരാർ കാലാവധിക്കുള്ളിൽ നീക്കം ചെയ്യാതെ കിടക്കുന്ന തടിയും വിറകും ക≠ുകെട്ടി ഗവൺമെന്റിലേക്ക് മുതൽ കൂട്ടുന്നതും കരാറുകാരന് ആയവയിൽ യാതൊരു അവകാശവും ഇല്ലാത്തതുമാണ്. ഉടമ്പടിക്കാരൻ ചെയ്ത് തീർക്കുവാനുള്ള ജോലികൾ ഡിപ്പാർട്ട്മെന്റ ് ചെയ്യിക്കുന്നതും ആയതിന് മുഴുവൻ ചെലവും ഉടമ്പടിക്കാരനിൽ നിന്നും ഈടാക്കുന്നതുമായിരിക്കും.

3. ടിമ്പർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറുടേയോ, വരാപ്പുഴ ഡിപ്പോ ഓഫീസറുടേയോ രേഖാമൂലമുള്ള അനുമതിയോടുകൂടി മാത്രമേ കരാറുകാരനോ അയാളുടെ ആളുകളോ ഡിപ്പോ കോമ്പൗ≠ിൽ പ്രവേശിക്കുവാൻ പാടുള്ളൂ.

4. യാതൊരു കാരണവശാലും ഡിപ്പോ കോമ്പൗ≠ിലെ മറ്റ് മരങ്ങൾക്കും കെട്ടിടങ്ങൾക്കും തടികൾക്കും കേടുപാടുകളോ നാശനഷ്ടങ്ങളോ വരുത്തുവാൻ പാടില്ല. അത്തരത്തിൽ ഉ≠ാകുന്ന നഷ്ടത്തിന് കരാറുകാരൻ ഉത്തരവാദി ആകുന്നതാണ്.

5. കരാറുകാരന്റെ സെക്യൂരിറ്റി തുക കാലാവധിക്കുശേഷം കരാറുകാരൻ ജി.എസ്.ടി., ഇൻകം ടാക്സ് സർട്ടിഫിക്കറ്റ് ഹാജരാക്കുന്ന മുറയ്ക്ക് തിരിച്ചു നൽകുന്നതാണ്. എന്നാൽ ടി ഇനത്തിൽ ഗവൺമെന്റ ിലേക്ക് ബാദ്ധ്യതകൾ വല്ലതുമു≠െങ്കിൽ സെക്യൂരിറ്റി തുകയിൽ നിന്നും ഈടാക്കുന്നതുമാണ്.

6. സെയിൽ കൂപ്പുകളെ സംബന്ധിച്ച എല്ലാ പൊതു നിബന്ധനകളും ഈ ദർഘാസ്/ലേലത്തിനും ബാധകമായിരിക്കും.

It is hereby notified for the information of the public that the right of collection and removal of marked and enumerated wind fallen trees in the Varappuzha Depot compound under Perumbavoor Timber Sales Division, as specified in the schedule appended below will be sold in Tender/Auction by the Divisional Forest Officer, Timber Sales Division, Perumbavoor or any other officer authorized by him subject to the terms and conditions of sale of Timber in Government Timber Depots published in Government Gazette No. 49, Vol. II dated 10-12-2013 vide Notification No. Pro(5)26274/12 dated 22-11-2013 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and as per General Conditions of the sale of tree growth prevailing in the Department.

Intending ternderers/bidders may inspect the trees and satisfy themselves of the quantity and quality of the produce and also satisfy the conditions of Tender/Auction before participating in the Tender/Auction. Complaints if any regarding quantity and quality etc. after the Tender/auction will not be entertained.

If the notified date of tender happens to be a holiday, the tender will be conducted on the next date mentioned here at same place and time. Details of tender are furnished below in the schedule.

Conditions

1. Intending tenderers/bidders may inspect the trees and satisfy themselves of the quantity and quality of the produce before participating in the Tender/Auction. Complaints if any regarding quantity and quality etc. received after the Tender/Auction will not be entertained.

2. The participating tenderers/bidders have rights only for collection and removal of enumerated wind fallen trees.

3. The successful tenderers/bidders have to pay GST, FDT, Income Tax etc., at the rate prevailing from time to time.

4. The confirmation of the tender/auction sale will ordinarily be communicated to the party intimation of the confirmation the successful Tenderers/Bidders shall remit the balanced sale value and 5% Forest Development Tax, GST and Income Tax at the rate in force and security depostit 10% for the total sale value. The successful Tenderers/Bidders should execute an agreement on a Stamp Paper worth ` 200. Licence will be issued to the successful bidder only after satisfying these conditions. If he fails to remit this amount, the EMD will be forfeited to Government and the amount due to Government by way of Auction sale in original. Tender/auction together with all incidental expenditure including notification charges as assessed by the Divisional Forest Officer concerned will be recovered from the defaulting tenderers/bidders through legal means including Revenue Recovery Act in force.

The period of the contract will be one month. If the tenderers/bidders fail to complete the work/remove the entire produce within the contract period, the whole timber and firewood collected by the tenderers as per the agreement will be forfeited to Government and the tenderers/bidders shall not have any right on the produce confiscated to Government.

In the above circumstances the balance work to executed by the tenderers shall be completed departmentally and all the loss sustained to Government in this regard shall be realized from the tenderers/bidders.

5. The contractor/his agent shall enter the Depot Compound only after getting the written permission from the Divisional Forest Officer, Timber Sales Division, Perumbavoor. He is also liable to obey the directions of the Divisional Forest Officer/Varappuzha Depot Officer in the execution of the work.

6. The contractor will be liable for any damage or loss caused to other trees buildings and timber logs in the Depot compound.

7. The security deposit will be refunded only after the successful completion of contract after producing the clearance certificates of GST, Income Tax etc. If there is any liabilities outstanding in this respect to the Government that will be adjusted from the security deposit of the contractor.

8. All common conditions regarding sale coupe are also applicable to this tender/auction.
