ഇകപക്കാള്‍, അതവിനക്കാല്‍, 1952-പല കേമസ്വീഷനസത ഓഫത ഇനകേശ്വയറവി ആകവിപല (1952-പല 60-ാം കകേന്ദ്ര ആകത) 3-ാം വകുപത പകേക്കാരന നല്‍കേപപട്ട അധവികേക്കാരങ്ങള്‍ വവിനവികയക്കാഗവിചത, കകേരള സര്‍കക്കാര്‍ ഇകക്കാരന്യങ്ങള്‍ അകനശ്വഷവിക്കുന്നതവിനത ശസ്വീ.സവി.എന.രക്കാമചെന്ദ്രന നക്കായപര [(റവിട്ട.
ഹഹകകക്കാടതവി ജഡതജവി), 3 ബവി, ഭവക്കാനവി അപക്കാര്‍ട്ടതപമനതസത, കുനനപുറന, കേക്കാകനക്കാടത, പകേക്കാചവി -682030] ഒരു കേമസ്വീഷന ഓഫത ഇനകേശ്വയറവി ഇതവിനക്കാല്‍ നവിയമവിക്കുന;
അകനശ്വഷണ കേമസ്വീഷപന പരവിഗണനക്കാ വവിഷയങ്ങള്‍ തക്കാപഴെ പറയുന പകേക്കാരന ആയവിരവിക്കുന്നതക്കാണത;
1.പഴെയ തവിരുവവിതക്കാനകൂര്‍ സനസ്ഥക്കാനതവിപല അന്നപത വടകകകര വവികല്ലജവിപല പഴെയ സര്‍കവ നമ്പര്‍ 18/1-ല്‍ ഉല്‍പപട്ട വസ്തുവവിപന നവിലവവിപല കേവിടപത, സശ്വഭക്കാവന, വന്യക്കാപവി എന്നവിവ..തവിരവിചറവിയുകേ.
2.പസ്തുത ഭൂമവിയവിപല ശരവിയക്കായ തക്കാമസകക്കാരുപട അവകേക്കാശങ്ങളന തക്കാല്‍പരന്യങ്ങളന എങ്ങപന സനരകവികക്കാപമന്നത അകനശ്വഷവിചത റവികപക്കാര്‍ട്ടത പചെയ്യുകേയുന ഇകക്കാരന്യതവില്‍ സര്‍കക്കാര്‍ സശ്വവികേരവികകണ്ടെ നടപടവികേള്‍ ശവിപക്കാര്‍ശ പചെയ്യുകേയുന പചെയ്യുകേ.
കേമസ്വീഷന, ഈ വവിജക്കാപനന പസവിദ്ധപപടുത്തുന്ന തസ്വീയതവി മുതല്‍, മൂന്നത മക്കാസതവിനകേന അകനശ്വഷണന പൂര്‍തവിയക്കാകവി അതവിപന റവികപക്കാര്‍ട്ടത സര്‍കക്കാരവിനത സമര്‍പവികകണ്ടെതക്കാണത;
കകേരള സര്‍കക്കാരവിപന അഭവിപക്കായതവില്‍, അകനശ്വഷണതവിപന സശ്വഭക്കാവന കേണകവിപലടുത്തുന ഈ കകേസവിപന സക്കാഹചെരന്യങ്ങള്‍ കേണകവിപലടുത്തുന 1952-പല കേമസ്വീഷനസത ഓഫത ഇനകേശ്വയറവി
3ആകവിപല (1952 – പല 60-ാം കകേന്ദ്ര ആകത) 5-ാം വകുപവിപന (2), (3), (4), (5) എന്നസ്വീ ഉപവകുപ്പുകേള്‍ പകേക്കാരമുള്ള എല്ലക്കാ വന്യവസ്ഥകേളന ഈ കേമസ്വീഷനത ബക്കാധകേമക്കാകകണ്ടെതുന അതവിനക്കാല്‍ പസ്തുത വകുപവിപല (1)-ാം ഉപവകുപത പകേക്കാരന മുന സൂചെവിപവിച എല്ലക്കാ വന്യവസ്ഥകേളന ഈ കേമസ്വീഷനന ബക്കാധകേമക്കായവിരവിക്കുപമന്നത സര്‍കക്കാര്‍ ഇതവിനക്കാല്‍ നവിര്‍കദ്ദേശവിക്കുന.

വഖഫത കബക്കാര്‍ഡത നല്‍കേവിയ കേതവിപനയുന കകേക്കാടതവി നവിര്‍കദ്ദേശതവിപനയുന അടവിസ്ഥക്കാനതവില്‍, എറണക്കാകുളന ജവില്ലയവിപല മുനമ്പന പകദശതത വര്‍ഷങ്ങളക്കായവി ഭൂമവി ഹകേവശന വചത അനഭവവിച്ചു വരുന്നവരുപട ഭൂമവിയുപട കേരന ഉള്‍പപപടയുള്ളവ റവനന്യു അധവികൃതര്‍കത സശ്വസ്വീകേരവികക്കാന കേഴെവിയക്കാത സ്ഥവിതവിയുണ്ടെത. ഈ വവിഷയവുമക്കായവി ബനപപട്ട മുഖന്യമനവിയുപട അധന്യകതയവില്‍ 2024 നവനബര്‍ 22-ാം തസ്വീയതവി കചെര്‍ന്ന ഉന്നത തല കയക്കാഗതവില്‍ വഖഫത വസ്തു സനബനവിച പശ്നതവിനത ശക്കാശശ്വത പരവിഹക്കാരന കേക്കാണുന്നതവിനത അകനശ്വഷണന നടതവി ശവിപക്കാര്‍ശ സമര്‍പവികക്കാന ഒരു ജുഡസ്വീഷന്യല്‍ കേമസ്വീഷപന നവിയമവികക്കാന ധക്കാരണയക്കായവിരുന.
ആയതവിനക്കായവി 1952-പല കേമസ്വീഷനസത ഓഫത ഇനകേശ്വയറവി ആകത പകേക്കാരന അകനശ്വഷണ കേമസ്വീഷപന..നവിയമവിക്കുവക്കാന..സര്‍കക്കാര്‍..തസ്വീരുമക്കാനവിച്ചു.
കമല്‍പറഞ്ഞ ആവശന്യന നവിറകവറ്റുന്നതവിന ഉകദ്ദേശവിച്ചുപകേക്കാണ്ടുള്ളതക്കാണത ഈ വവിജക്കാപനന.

WHEREAS, the Government of Kerala is of the opinion that it is necessary to appoint a "Commission of Inquiry" for the purpose of making an inquiry into a definite matter of public importance, namely, to recommend measures to be taken by the Government to find a permanent solution with respect to the ownership in the matter of ongoing dispute for right of ownership between the citizens residing in Munambam at Ernakulam District and the Waqf Board;
NOW, THEREFORE, in exercise of the powers conferred by section 3 of the Commissions of Inquiry Act, 1952 (Central Act 60 of 1952) the Government of Kerala hereby appoint a Commission of Inquiry by Shri.C.N Ramachandran Nair, [(Retired Judge of High Court), 3B, Bhavani Apartments, Kunnumpuram, Kakkanad, Kochi682030] to inquire into the matter;
The terms of reference of the Commission of Inquiry shall be as follows;
1. To identify the present lie, nature and extent of property comprised in old survey number 18/1 of the then Vadakkekara Village of the erstwhile Travancore State.
52. To enquire and report as to how to protect the rights and interests of the bonafide occupants of the said land and to recommend the measures to be taken by the government in that regard.
The Commission shall complete the inquiry and submit its report to the Government within three months from the date of publication of this notification;
The Government of Kerala is of the opinion that having regard to the nature of the inquiry to be made and other circumstances of the case, all the provisions of Subsections (2), (3), (4) and (5) of section 5 of the Commissions of Inquiry Act, 1952 (Central Act 60 of 1952), should be made applicable to the Commission, and therefore, the Government hereby direct under subsection (1) of the said section that all the provisions aforesaid shall apply to the Commission.

Explanatory..Note
(This does not form the part of the notification, but is intended to indicate its general purport.)
In the Munambam area of Ernakulam District, there is a situation that the revenue authorities could not accept the land tax of those who have been holding land for many years, based on the letter issued by the Waqf Board and court direction. In a high level meeting chaired by the Chief Minister on 22nd November, 2024 regarding this matter, it was agreed to appoint a Judicial Commission to investigate and submit recommendation for finding a permanent solution to the issue of Waqf
6property. For this, the Government decided to appoint a commission of inquiry under the Commissions of Inquiry Act, 1952.
The notification is intended to achieve the above object.
