In exercise of the powers conferred by section 6 of the Delhi Special Police Establishment Act,1946 (Central Act 25 of 1946) read with section 30 of The Banning of Unregulated Deposit Schemes Act, 2019 (Central Act 21 of 2019), the Government of Keralahereby accord consent to the members of the Delhi Special Police Establishment to exercise powers and jurisdiction in the whole of the State of Kerala for investigation into the offences This is a digitally signed Gazette. 2 involved in Crime No. 356/2020 of Pookkottumpadam Police Station, Crime No. 06/2021 of Pothukal Police Station and Crime No. 18/2021 of Edavanna Police Station as well as all other

connected cases registered or to be registered until the Central Bureau of Investigation takes over these cases, in connection with the unregulated deposit taking conducted by Long Rich Trading Private Limited (Morris Coin investment) from various persons, punishable under the provisions of the Indian Penal Code, 1860 (Central Act 45 of 1860), and the Banning of Unregulated Deposit Schemes Act, 2019 (Act 21 of 2019) and any other offences committed in the course of the same transaction or arising out of the same facts, in regard to these cases within the State of Kerala.

Explanatory Note

(This does not form part of the notification, but is intended to indicate its general purport.)

The cases registered against the firm Long Rich Trading Private Limited are having more than 1200 crore with interstate ramifications and a number of Prevention of Money Laundering Act, 2002 (Act No.15 of 2003) cases have already been registered by the Central Agencies against the said firm. In the light of section 30 of Banning of Unregulated Deposit Schemes Act, 2019 (Central Act 21 of 2019), Government of Kerala have therefore decided to refer the investigation of offences involved in various crime cases registered under the provisions of the Banning of Unregulated Deposit Schemes Act, 2019 (Central Act 21 of 2019) and other Acts against Long Rich Trading Private Limited (Morris Coin investment) to the Central Bureau of Investigation. For the said purpose, consent of the State Government under section 6 of Delhi Special Police Establishment Act,1946 (Central Act 25 of 1946) is necessary.

Government have therefore decided to accord consent under section 6 of the said Act. The notification is intended to achieve the above object.
