WHEREAS, under sub­rule (1) of Rule 186 of the Kerala Co­operative Societies Rules,  1969,   no   person   shall   be   eligible  for   appointment   to   posts   other   than   those requiring technical qualifications, the starting pay of which is   250 and above, as it₹

existed on 1st   January, 1974, and such pay being revised from time to time unless he possesses the qualifications prescribed therein for such posts;

AND WHEREAS, the Board of Directors of the Kannambra Co­operative Service Bank Limited No. F.1221 in Palakkad District has resolved to request the Government of Kerala through the Registrar of Co­operative Societies, to exempt the said Bank from the provisions of item (iii) of clause (b) of sub rule (8) of Rule 185 of the Kerala Co­ operative Societies Rules, 1969, for the purpose of enabling the said Bank to promote Sri.   Ratheesh   K.,   presently  working   as  Accountant   of   the  said  Bank,  to   the   post   of Internal   Auditor   of   the   said   Bank   taking   into   consideration   of   his   twenty   years   of service in the said Bank;

AND WHEREAS, under the provisions in clause (b) of sub rule (8) of rule 185 of the   Kerala   Co­operative   Societies   Rules,   1969,   for   the   purpose   of   exempting   an employee from the educational qualification of graduation for giving promotion, the following conditions are to be satisfied, namely:­

i. Should have passed J.D.C. or equivalent;

ii. Should have minimum service of five years in the feeder category ;and

iii. Should not be less than forty­five years of age:

Provided that service of five years in the feeder category can be relaxed to the case of those who have completed fifty three years of age and there should not be a qualified graduate who has completed twenty years of service in the same post in the feeder category, junior to that incumbent;

AND WHEREAS, Sri. Ratheesh K., has passed S.S.L.C. and J.D.C and has completed five years of service in the feeder category post of Internal Auditor of the said Bank but has not completed 45 years of age.

AND WHEREAS, the Registrar of Co­operative Societies has forwarded the proposal to the Government to exempt the said Bank from the provisions of item (iii) of clauseThis is a digitally signed Gazette. Authenticity may be verified through https://compose.kerala.gov.in/

purpose   of   relaxing   the   educational   qualification   of   graduation  to   Sri.   Ratheesh   K., presently working as Accountant of the Kannambra Co­operative Service Bank Limited No.F.1221 in Palakkad District for promoting him to the post of Internal Auditor of the said Bank;

AND WHEREAS, the Government have considered that it is necessary to exempt the said Bank from the provisions of item (iii) of clause (b) of sub rule (8) of rule 185 of   the   Kerala   Co­operative   Societies   Rules,   1969,   so   as   to   enable   the   said   Bank   to promote   Sri.  Ratheesh  K.,  Accountant   of   the   Kannambra  Co­operative  Service  Bank Limited No.F.1221 in Palakkad District to the post of Internal Auditor of the said Bank;

NOW, THEREFORE, in exercise of the powers conferred by rule 181 of the Kerala Co­operative   Societies   Rules,   1969,   the   Government   of   Kerala   hereby   exempt   the Kannambra Co­operative Service Bank Limited No.F.1221 in Palakkad District from the provisions  of   item   (iii)  of   clause   (b)  of   sub rule  (8)   of   rule  185  of   the  Kerala   Co­ operative Societies Rules, 1969, so as to enable the said Bank to promote Sri. Ratheesh K., Accountant of the said Bank, to the post of Internal Auditor of the said Bank.

Co­operative   Societies   Rules,   1969,   for   the   purpose   of   relaxing   the   educational qualification   of   graduation   to   Sri.   Ratheesh   K.,   Accountant   of   the   said   Bank   for promoting him to the post of Internal Auditor of the said Bank. The Government have considered that it is necessary to give exemption sought for by the Bank and decided to exempt the said Bank from the provisions of item (iii) of clause (b) of sub rule (8) of rule 185 of the Kerala Co­operative Societies Rules, 1969.

This order is intended to achieve the above object.
