As required under section 3(2) of the Kerala Forests (Vesting and Management of Ecologically Fragile Lands) Act, 2003 (Act 21 of 2005), it is hereby notified for the information of the public that as per section (3) of the Act, the ownership and possession of the ecologically fragile lands, given in the schedule below, in the District of Palakkad, shall stand transferred to and vested in the Government free from all encumbrances.

2018 ആഗസ്റ്റിലു≠ായ പ്രളയത്തെ തുടർന്ന് പമ്പാനദിയിൽ അടിഞ്ഞു കൂടിയതും ചില്ലറ വിൽപ്പനയ്ക്കായി അരീക്കക്കാവ് തടി ഡിപ്പോയിൽ ശേഖരിച്ചിരിക്കുന്നതുമായ മണലിന്റെ ഇ-ലേലം താഴെ നൽകിയിരിക്കുന്ന തീയതികളിൽ നടത്തപ്പെടുന്നു. 1 ക്യുബിക് മീറ്റർ, 5 ക്യുബിക് മീറ്റർ, 10 ക്യുബിക് മീറ്റർ അളവുകളിലാണ് മണൽ ഇ-ലേലത്തിനു സ÷മാക്കിയിട്ടുള്ളത്. 1 ക്യുബിക് മീറ്ററിന്റെ 25 ലോട്ടുകളും 5 ക്യുബിക് മീറ്ററിന്റെ 15 ലോട്ടുകളും 10 ക്യുബിക് മീറ്ററിന്റെ 40 ലോട്ടുകളുമായാണ് ലേലം നടക്കുക. കെട്ടിട നിർമ്മാണ പ്രവർത്തികൾക്കും ലാൻസ്കേപ്പിംഗിനും ഈ മണൽ അനുയോജ്യ മാണെന്ന് ദേശീയ ഭൗമശാസ്ത്ര പഠനകേന്ദ്രം സാക്ഷ്യപ്പെടുത്തിയിട്ടു≠്. ഇ-ലേല നടപടികൾക്ക് നിയോഗിച്ചിട്ടുള്ള ഏജൻസിയായ എം.എസ്.റ്റി.സി.യിൽ പേര് രജിസ്റ്റർ ചെയ്യുന്നവർക്ക് മാത്രമേ ലേലത്തിൽ പങ്കെടുക്കുവാൻ കഴിയുകയുള്ളൂ. ഇതു സംബന്ധിച്ച് കൂടുതൽ വിവരങ്ങൾ എം.എസ്.റ്റി.സി.യുടെ www.mstcecommerce.com എന്ന വെബ്സൈറ്റിൽ നിന്നോ പുനലൂർ ടിംബർ സെയിൽസ് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസ് (ഫോൺ നമ്പർ 0475-2222617) അരീക്കക്കാവ് സർക്കാർ തടി ഡിപ്പോ ഓഫീസ് (ഫോൺ നമ്പർ 8547600535) നിന്നോ അറിയാവുന്നതാണ്.

Terms and Conditions
1. The retail sale is governed by the General Terms & Conditions (GTC), Buyer Specific Terms & Conditions (BSTC) and Special Terms & Conditions (STC) of the e-auction. In case of any conflict or differences among any of the provisions of GTC, BSTC & STC, the provisions of STC will supersede the others in the particular e-auction. The terms & conditions, including the list of materials appearing on the date of e-auction is final and binding on the participant buyers.
2. Kerala Forest Department, the owner/seller, will be hereinafter referred to as 'Principal' and 'MSTC Ltd.', the Selling Agent of Kerala Forest Department will be hereinafter referred to as 'MSTC'. Wherever the word Buyer, Purchaser, Successful Buyer is indicated, it will be referred to as 'Successful Buyer'.
3. Validity of Bids: All offers by buyers will be valid for acceptance by MSTC for a period of 7 (Seven) days. In case the 7th day falls on a holiday or remains closed for Principal/MSTC, the validity of the offer will be deemed to be automatically extended up to the next working day of Principal/MSTC.
4. Inspection: The intending buyer or his authorized representative may inspect the materials as per the schedule mentioned above, between 10 a. m. and 17 p.m. on any working day a t the location specified with the prior intimation to the Depot Officer concerned. The detailed descriptions of all lots including annexure, if any, are available at the respective Divisional Forest Office also.
5. The description/quality indicated are furnished to enable buyers to quote their rates. Buyers are advised to quote their rates only after inspection of items at site. In case, the buyers do not prefer to inspect, neither the sale could be invalidated nor the buyer can make any claim/ compensation whatsoever on account of any defect in description, deficiency in the quantity. Not withstanding anything contained in the e-auction sale notice or advertisement issued as to description and particulars of material put up for sale, the sale is on " As is where is and no complaint basis" only. No plea or misunderstanding or ignorance or conditions put forth subsequent to any confirmation of sale shall be accepted. The Principle of 'Caveat Emptor' (let the buyer be aware) will apply.

(a) The successful buyer should remit the payments as per the following manner:
(i) Immediately on receipt of the acceptance letter from MSTC, the buyer shall remit the entire amount of the materials (less EMD), Chalan for the balance amount the taxes will be issued by the Depot Officer concerned with a currency up to 7 working days.
(ii) The mode of payment is through e-treasury of Government of Kerala or DD drawn from a Nationalized Bank payable at respective station in favour of Divisional Forest Officer or by cash in the respective treasury.
(iii) If any amount is charged by bank for clearing the DD, the same shall be borne by the buyer himself. If the DD is dishonoured by the bank, the bidder who remitted the DD will be treated as defaulter and necessary actions will be initiated against him as per the law and as per sale conditions.
(iv) If the buyer fails to remit the amount as prescribed in the Acceptance Letter within the prescribed time period, the offer will be treated as cancelled and all remittance including EMD will be forfeited without giving any notice and the lots will be re-auctioned.
(v) If the last day prescribed for remittance happens to be a public holiday, the amount can be remitted without penalty on the next working day.
(vi) The material will be delivered only to the successful buyer or their authorized representatives against presentation of e-Auction Identity Card issued by MSTC. If the successful buyer desires to authorize a representative or an agent for delivery, in such case, the buyer shall produce suitable Power of Attorney or authorization letter duly attested by a Notary Public authorizing his representative or agent to lift the materials from principal . •
(vii) If the successful buyer clears all his dues, is allowed to remove lots without paying any ground rent within 7 days. He is allowed to remove the materials for another 7 days by paying ground rent @ ` 10 per cubic meter.
(viii) The successful buyer will be solely responsible for removal and transport of sand from sale depot once sold. The department is not responsible for any loss or damage to the materials kept at depot compound, once it is sold.
(ix) The measurement of the sand will be done in accordance with the volume in m3 of sand loaded on lorry/vehicle viz, length of platform (in meter) X breadth of platform (in meter) X height of this sand (in meter) loaded on lorry/vehicle.
(x) The buyer needs to obtain transit pass from the Depot Officer for transportation.
14. Penalty for the defaulters: Under no circumstances the lots will be allowed to be removed beyond the above time period. If the buyer fails to remove the lots within the prescribed time limit, the lots will be re-auctioned and all moneys remitted by the buyer will be forfeited without any notice to the buyer.

(a) Blacklisted buyers will not be allowed to participate in any e-auctions.
(b) The successful buyers are bound to abide by changes in terms & conditions of e-auction consequent upon any amendments in the existing Kerala Forest Act, 1961 or extant Rules.
(c) All the litigations related to e-auction will be entertained only in the Courts within the jurisdiction of the Depot Officer concerned.
16. Principal/MSTC reserves the right to accept/reject and cancel any offer, amend the quantity under any lot or withdraw any lot at any stage under this sale after acceptance of sale/issue of sale order/deposit of full sale value by the buyer, without assigning any reason thereof and the value of such material paid for, shall be refundable. Principal/MSTC shall not be responsible for any damages/loss whatsoever to buyers on account of such withdrawal, at any stage from the e-auction sale.
17. Force Majeure: Principal/MSTC will not be in any way responsible for failure to deliver the material due to cause beyond their control such as strike, lockout, cessation of work by labourers, shortened hours, act of God or other causes of other contingencies whatsoever.
The buyer shall not be entitled to cancel the contract and the period of delivery shall automatically get extended proportionately.
18. Conduct During Delivery: Buyers shall solely be responsible for movement and proper behaviour of their deputies, agents, and labourers within Principal premises. If any damage is caused to the Government property, the buyer is responsible to make good such damage to the satisfaction of Principal, and the decision of Principal in this regard shall be final and binding.
19. Accidents etc. to Buyer's Labourer: Principal/MSTC will not any point of time be responsible for any injuries caused due to accident within the premises or at the place of work and the buyer will make proper arrangement for medical attention and treatment to his labour representative.The buyer will be solely responsible for any claim arising out of the employment, injuries to labourers in the course of the employment under any statute. It is the responsibility of the buyer to provide necessary safety appliances (like hand gloves, tools, helmet, safety goggles, boots etc.) to the labourers who are engaged for handling of the goods.
20. Black Listing: If it is found that the buyer is not following the terms and conditions of payments, delivery or other conditions of the e-auction and also indulging in any malpractices either by himself or by his agents, deputies or observer, such buyer are liable to be blacklisted and appropriate action will be taken as deemed fit by Principal.

In the event of any dispute in connection with this sale, the decision of Principal/MSTC shall be final and binding on the parties to the e-auction sale. Further any such dispute, doubts or differences of opinion arising at the time of payment or Delivery, buyers shall agree and abide by the decision of Principal.
22. No interest will be paid to the purchaser on the amount paid or deposited by him and on the amount refundable to him, if any.
23. The terms and conditions are supplementary to the remedy available under the law.
24. Any auctioned materials shall not be sold or parted with any of the employees of Principal/ MSTC.
25. Complaints/grievances from buyers regarding sale shall be addressed to the Grievance Redressal Committee constituted under the Chairmanship of circle Chief Conservator of Forest, for the purpose of adjudicating complaints regarding e-auction of timber. The Grievance Redressal Committee is authorized to take decisions relating to the grievance or complaints which include cancellation/confirmation of the offer, imposing of any penalty and forfeiture of EMD and matters related thereto.

നിർദ്ദിഷ്ട ദിവസം പൊതു ഒഴിവ് ദിവസമായി വന്നാൽ പ്രസ്തുത ലേലം അടുത്ത പ്രവൃത്തി ദിവസം നി›ിത സ്ഥലത്തു വച്ച് നി›ിത സമയത്ത് നടത്തുന്നതായിരിക്കും. ലേല തീയതിക്ക് 7 ദിവസം മുമ്പുതന്നെ ലേലത്തിൽ ഉൾപ്പെടുത്തുന്ന ലേല വസ്തുക്കളുടെ ഇനം, എണ്ണം, അളവ് മുതലായവയുടെ ലോട്ട് തിരിച്ചുള്ള പട്ടിക അതാത് റെയിഞ്ച് ഫോറസ്റ്റ് ഓഫീസുകളിൽ പരസ്യപ്പെടുത്തുന്നതാണ്. ലേല ത്തിൽ പങ്കെടുക്കുവാൻ ആഗ്രഹിക്കുന്നവർ ലോട്ട് പ്രകാരമുള്ള തൊ≠ി സാധനങ്ങൾ നേരിൽ പരിശോധിച്ച് അളവും ഗുണനിലവാരവും ബോദ്ധ്യപ്പെടേ≠താണ്. ലേലത്തിനുശേഷം ഇതു സംബന്ധമായ പരാതികൾ പരിഗണിക്കുന്നതല്ല. ലേല നിബന്ധനകളിൽ വീഴ്ച വരുത്തുന്നപക്ഷം സർക്കാരിനു≠ായ സകലവിധ കഷ്ടനഷ്ടങ്ങളും തന്നിൽ നിന്നും ഈടാക്കാവുന്നതാണെന്ന് സമ്മതിച്ചുകൊ≠ുള്ള സമ്മതപത്രം ലേലക്കാരൻ ഒപ്പുവെയ്ക്കേ≠താണ്.

ലേലത്തുക ` 20,000-ത്തിൽ കവിയുന്നപക്ഷം ലേല തുകയുടെ 35% കുറഞ്ഞത് ` 20,000-മോ കൂടിയത് ` 1,00,000-മോ ഇതിൽ ഏതാണോ കൂടുതൽ ടി തുക ലേലം കഴിഞ്ഞാലുടൻ തന്നെ ഒടുക്കേ≠താണ്. കോടതി ഉത്തരവ് അനുസരിച്ച് ലേലം ചെയ്യുന്ന തൊ≠ി വസ്തുക്കളുടെ മുഴുവൻ വിലയും ലേല ദിവസം തന്നെ ഒടുക്കേ≠താണ്. ലേലം സ്ഥിരപ്പെടുത്തി വിവരം ലേലക്കാരനെ അറിയിക്കുന്ന നോട്ടീസിന്റെ തീയതി മുതൽ 40 ദിവസത്തിനകം ബാക്കി വിലയും അതാതു കാലങ്ങളിൽ നിലവിലുള്ള നിരക്ക് പ്രകാരം നികുതികളും ഒടുക്കി ലേലത്തിൽ പിടിച്ചെടുത്ത സാധനങ്ങൾ നിയമാനുസൃത പാസ് വാങ്ങി നീക്കം ചെയ്യേ≠താണ്.

It is hereby notified that Teak Timber IV, JW Timber, Teak Poles, Teak Billets and JWFW collected from the final felling and final thinning areas of Naduvathumoozhy, Mannarappara & Konni Ranges of Konni Division will be sold through e-auction a shown in the schedule, by M/s MSTC Ltd., Bangalore, subject to the conditions published by the M/s MSTC Ltd., in the Kerala Gazette No. 36, Vol. III, Part III dated 16-9-2014, Kerala Gazette No. 43, Vol. III, Part III, dated 4-11-2014, Kerala Gazette No. 8, Vol. IV, Part III, dated 24-2-2015, Kerala Gazette No. 34, Vol. IV, Part III dated 25-8-2015, Kerala Gazette No. 40, Vol. IV, Part III dated 13-10-2015 & Kerala Gazette No. 43, Vol. V, Part III dated 1-11-2016 and vide Notification No. Pro. (4) 26243/13, dated 21-11-2015 & 26-9-2016 of the Additional Principal Chief Conservator of Forests (P), Thiruvananthapuram and other conditions prevalent in the Forest Department. Xob-Xn : 09/01/2025 പാലക്കാട് ഫോറസ്റ്റ് ഡിവിഷനിലെ ഒലവക്കോട് റെയ്ഞ്ചിന്റെ പരിധിയിൽ വരുന്നതും താഴെ പട്ടിക എ യിൽ പറയുന്നതുമായ കശുമാവിൻതോട്ടത്തിൽ നിൽപ്പു ളള കശുമാവിൽ നിന്നും 30/06/2025 വരെ കശുവ(cid:147)ി ശേഖരിച്ച് നീക്കം ചെയ്യുന്നതിനു ളള അവകാശം പാലക്കാട് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസറോ അദ്ദേഹം അധികാരപ്പെ ടുത്തുന്ന മä് ഉദ്യോഗസ്ഥേനാ പാലക്കാട് ഡിവിഷണൽ േഫാറ(cid:482)് ഓഫീസിൽവെച്ച് പട്ടിക ബി -യിൽ സൂചിപ്പിച്ചിരിക്കുന്ന തീയതിയിലും സമയത്തും സ്ഥലത്തും പരസ്യമായി ദർഘാസ് /ലേല വ്യവസ്ഥ പ്രകാരം വിൽക്കുന്നതാണ്. ലേല ദിവസം പൊതു ഒഴിവ് ദിവസമായി വരുകയോ മറ്റേതെങ്കിലും സാങ്കേതിക കാരണങ്ങളാൽ ലേലം നടക്കാതെ വരികയോ ചെയ്താൽ പട്ടിക ബി -യിൽ കൊടുത്തിട്ടുള്ള ര(cid:147)ാമത്തെ ദിവസമോ, അന്നും നടക്കാതെ വന്നാൽ അടുത്ത ദിവസം നിശ്ചിത സമയത്തും, സ്ഥലത്തും വെച്ച് ദർഘാസ് /ലേലം നടത്തുന്നതായിരിക്കും.
1. ടെ(cid:147)റിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ തോട്ടം പട്ടിക എ യിൽ പറഞ്ഞിരിക്കുന്ന പ്രകാരമുളള വില നൽകി പ്രത്യേകം ടെ(cid:147)ർ ഫോറം വാങ്ങേ(cid:147)തും പട്ടിക ബി-യിൽ സൂചിപ്പിച്ചിരിക്കുന്ന തിയതിയിലും നിശ്ചിത സമയത്തിനും ടെ(cid:147)ർ ഫോറം തിരികെ സമർപ്പിക്കേതുമാണ്. ദർഘാസിനോ ടൊപ്പം തന്നെ നിശ്ചിത നിരതദ്രവ്യം ഒടുക്കേ(cid:147)താണ്. അപ്രകാരം നിരതദ്രവ്യം ഒടുക്കാത്തവരുടെ ദർഘാസുകൾ പരിഗണിക്കുന്നതല്ല. 20000/- രൂപ വീതം നിരതദ്രവ്യം അടയ്ക്കുന്നയാൾക്ക് പട്ടികയിൽ പറയുന്ന തോട്ടത്തിലെ ലേലത്തിൽ പങ്കെടുക്കുന്നതിന് അനുവാദം ഉ(cid:147)ായിരിക്കുന്നതാണ്.
2. ലേല/ദർഘാസിൽ ഏറ്റവും വലിയ വില വാഗ്ദാനം ചെയ്തയാൾ തുകയുടെ 35% (കുറഞ്ഞത് 25000/- രൂപ) നിരതദ്രവ്യം അപ്പോൾതന്നെ കെട്ടിവെക്കേ(cid:147)താ
76 KERALA GAZETTE Part III ____________________________________________________________________________________________________________________________അപ്പോൾ തന്നെ കെട്ടി വെക്കേ(cid:147)താണ്. ഇതിൽ വീഴ്ച വരുത്തിയാൽ അയാൾ കെട്ടിവെച്ചിട്ടുളള നിരതദ്രവ്യം സർക്കാരിലേയ്ക്ക് ക(cid:147)് കെട്ടുന്നതും പാട്ടവകാശം അയാളുടെ നഷ്ടോത്തരവാദിത്വത്തിൽ പുനർലേലം ചെയ്യുന്നതുമാണ്. ഇപ്രകാരം നടത്തുന്ന പുനർലേലത്തിൽ ലാഭം സർക്കാരിലേയ്ക്ക് ഉ(cid:147)ായാൽ അയാൾക്ക് അതിൽ അവകാശം ഉ(cid:147)ായിരിക്കുന്നതല്ല. എന്നാൽ അപ്രകാരം പുനർ ലേലം ചെയ്യുന്നത് മൂലം സർക്കാരിലേയ്ക്ക് നഷ്ടമു(cid:147)ായാൽ ആയത് നിയമാനുസൃതം ആദ്യ ലേലക്കാരനിൽനിന്നും നിയമാനുസൃത നടപടികളിലൂടെ ഈടാക്കുന്നതാണ്.
ദർഘാസ് / ലേലത്തിൽ ഏറ്റവും കൂടുതൽ തുക വാഗ്ദാനം ചെയ്ത ആളിന്റെ പേരിൽ വിൽപ്പന ഉറപ്പിക്കുന്നതായിരിക്കും. മേൽ തോട്ടത്തിനുളള ദർഘാസുകൾ സീൽ ചെയ്ത കവറുകളിൽ സമർപ്പിക്കേ(cid:147)താണ്.
3. വിജയിക്കുന്ന ആളിന്റെ നിരതദ്രവ്യം അയാൾക്ക് ഒടുക്കേ(cid:147)തായ ലേലത്തു കയിൽ നിന്നും തട്ടിക്കിഴിക്കുന്നതും വിജയിക്കാത്തവരുടെ നിരതദ്രവ്യം ലേലം കഴിഞ്ഞാൽ ഉടൻ തിരിച്ച് നൽകുന്നതായിരിക്കും.
4. വിൽപ്പന സ്ഥിരപ്പെടുത്തിയ വിവരം അറിയിക്കുന്ന തിയതി മുതൽ 15 ദിവസത്തി നകം ബാക്കി ലേലത്തുകയും മൊത്തം ലേലത്തുകയുടെ നിയമാനുസൃതമുളള ആദായനികുതി, സർചാർജ്, വനവികസന നികുതി എന്നിവയും ലേലത്തുകയുടെ 10% സെക്യുരിറ്റിയായും അടച്ച് 200/- രൂപയുടെ മുദ്രപത്രത്തിൽ നിലവിലുളള വ്യവസ്ഥകൾക്ക് വിധേയമായി നിയമനാസൃതമുളള ഉടമ്പടി വെക്കേ(cid:147)താണ്.
ബാക്കി സംഖ്യ അടക്കുന്നതിനുളള സമയപരിധി യാതൊരു കാരണവശാലും നീട്ടി നൽകുന്നതല്ല. മേൽ പറഞ്ഞ കാലാവധിക്കകം ബാക്കി തുകയും സെക്യുരിäിയും അടയ ്ക്കുവാൻ വീഴ്ച വരുത്തുന്ന ലേലക്കാരന്റെ നഷ്ടോത്തരവാദിത്വത്തിൽ വീും ലേലം നടത്തുന്നതും അതിലുാകുന്ന നഷ്ടത്തിന് ആദ്യ ലേലക്കാരൻ ഉത്തരവാദിയാകുന്നതുമായിരിക്കും. പ്രസ്തുത നഷ്ടം വരുന്ന തുക നിയമാനു സൃത രീതിയിൽ ടിയാനിൽ നിന്നും ഈടാക്കുന്നതും ലാഭം കിട്ടിയാൽ അതിൽ ടിയാന് യാതൊരു അവകാശവും ഇല്ലാത്തതുമാകുന്നു. തുക മുഴുവൻ അടയ്ക്കു കയും എന്നാൽ ഉടമ്പടി വെയ്ക്കാൻ തക്കസമയം സാധിക്കാതെ വരികയും ചെയ്താൽ അത്തരം കാലതാമസത്തിന് ദിനംപ്രതി 10 രൂപ വീതം പിഴ ഈടാക്കി ഉടമ്പടി വെക്കുന്നതിന് 15 ദിവസം കൂടി ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർ അനുവദിക്കുന്നതാണ്.
14th January 2025 KERALA GAZETTE 77 ____________________________________________________________________________________________________________________________5. ലേലത്തിൽ പങ്കെടുക്കുന്നയാൾ ലേലത്തിന് മുമ്പ് കശുമാവിൻതോട്ടം നേരിൽ ക് ബോധ്യപ്പെടേതാണ്. പിന്നീടുളള യാതൊരു പരാതിയും സ്വീകരിക്കു ന്നതല്ല.
6. ലേലത്തിൽ പങ്കെടുക്കാൻ ആഗ്രഹിക്കുന്നവർ നിരതദ്രവ്യം കെട്ടിവെക്കുന്നതിന് മുമ്പായി ബന്ധപ്പെട്ട വില്ലേജാഫീസറുടെ പക്കൽ നിന്നും 6 മാസത്തിനകം ലഭിച്ച തന്റെ സ്ഥിരമായ മേൽവിലാസവും കൈയ്യൊപ്പും സാക്ഷ്യപ്പെടുത്തിയ ഫോട്ടോ പതിച്ച ഏതെങ്കിലും സാക്ഷ്യപത്രവും PAN കാർഡിന്റെ കോപ്പിയും നിർബന്ധമായും ഹാജരാക്കേ(cid:147)താണ്. (വോട്ടർ ഐഡന്റിറ്റി കാർഡ്, ആധാർ കാർഡ്, മറ്റ് ഗവൺമെന്റ് തിരിച്ചറിയൽ രേഖകൾ ഏതെങ്കിലും ഒന്ന് തെളിവിനായി ഹാജരാക്കാ വുന്നതാണ്). മേൽ തിരിച്ചറിയൽ രേഖ ഹാജരാക്കാത്തവരെ ലേലത്തിൽ പങ്ക് കൊളളാൻ യാതൊരു കാരണവശാലും അനുവദിക്കുന്നതല്ല.
7. ലേലം വിളിക്കുന്നയാൾ ലേലത്തിൽ ഒരു പൂർണ്ണ തീരുമാനം ആകാതെ പിൻമാറാൻ പാടില്ലാത്തതും അപ്രകാരം പിൻമാറിയാൽ സർക്കാരിന് വരുന്ന നഷ്ടത്തിന് ടിയാൻ ഉത്തരവാദിയായിരിക്കുന്നതുമാണ്. ലേല നോട്ടീസ്, വ്യവസ്ഥ കൾ എന്നിവ ക(cid:147)് ബോധ്യപ്പെട്ട് ഒപ്പിട്ട് തരുന്നവർക്ക് 24/09/2008 ലെ ഗവൺമെന്റ് നമ്പറായി പരസ്യപ്പെടുത്തിയ ലേലവ്യവസ്ഥകളും പുതുക്കിയ ദർഘാസ്/ലേല പരസ്യത്തിലെ പൊതുവായ നിബന്ധനകളും ബാധകമാണ്.
8 ലേലത്തിൽ വിജയിച്ച പാട്ടക്കാരൻ കശുമാവിൻതോട്ടത്തിൽ നിന്നും 1977 ലെ അസംസ്കൃത കശുവ(cid:147)ി (വിൽപനയും വിതരണവും) ഉത്തരവ് അനുസരിച്ച് ഗവൺമെന്റ് നിശ്ചയിക്കുന്ന നിരക്കിൽ കശുവ(cid:147)ി വിൽക്കേതാണ്. അപ്രകാരം വില്പനനടത്തിയിട്ടുളള കശുവ(cid:147)ിക്ക്, അംഗീകൃത ഏജൻസിയിൽ നിന്നും കിട്ടുന്ന രശീതി ബന്ധപ്പെട്ട റെയിഞ്ചാഫീസറെ ഏൽപ്പിക്കേ(cid:147)താണ്. കശുവ(cid:147)ി ശേഖരണ ത്തെയും വിപണനത്തെയും സംബന്ധിച്ച് കാലാകാലങ്ങളിൽ നിലവിലുളള ചട്ടങ്ങൾ അനുസരിച്ച് പ്രവൃത്തിക്കേ(cid:147)താണ്.
9. തോട്ടം ലേലം ചെയ്തെടുക്കുന്ന പാട്ടക്കാരൻ അതാത് തോട്ടത്തിലെ ഈ വർഷത്തെ അáി പ്രതിരോധ പ്രവർത്തനത്തിനാവശ്യമായ ഫയർലൈൻ തോട്ടത്തിനു ചുറ്റും സ്വന്തം ചിലവിലെടുക്കേ(cid:147)തും ആവശ്യമായ അáി പ്രതിരോധ പ്രവർത്തനങ്ങൾ നടത്തേ(cid:147)തുമാണ്. ആയതിൽ വീഴ്ച വരുത്തുന്ന

10. ലേലം സംബന്ധിച്ചുളള കൂടുതൽ വ്യവസ്ഥകൾ ഏന്തെങ്കിലും ചേർക്കണമെങ്കിൽ ആയത് ലേലസമയത്ത് ചേർക്കുന്നതിന് ഡിവിഷണൽ ഫോറസ്റ്റ് ഓഫീസർക്ക് അധികാരം ഉ(cid:147)ായിരിക്കുന്നതാണ്. ലേലം സംബന്ധിച്ച് കൂടുതൽ വിവരങ്ങൾ ഈ ഓഫീസിൽ നിന്നോ ഒലവേ(cid:218)ാട് റെയിഞ്ചാഫീസിൽ നിന്നോ അറിയാവുന്നതാണ്.
ദർഘാസുകൾ ലേലത്തിന് ശേഷം തുറക്കുന്നതായിരിക്കും. ടി പട്ടികയിൽ ഉളള തോട്ടത്തെ ലേലത്തിൽ നിന്ന് ഒഴിവാക്കുന്നതിനോ പട്ടികയിൽപ്പെടാത്ത ഏതെങ്കിലും തോട്ടം കൂടി കൂടുതലായി ലേലത്തിൽ ഉൾപ്പെടുത്തുന്നതിനോ ലേലം ചെയ്യുന്ന ഉദ്യോഗസ്ഥന് അധികാരം ഉ(cid:147)ായിരിക്കും.
